POLICY COMMITTEE REPORT

Start reported the Policy Committee approved the KATS Administrative Policies & Procedures Document and KATS Finance and Personnel Committee Recommendations for staff fiscal year 2020 pay adjustments. Updates were presented on the Travel Demand Model and Transportation Improvement Program Status, reiterating the importance of submitting projects early to prevent losing obligation authority.

FY 2020-2023 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENTS

Stepek referred to the Transportation Improvement Program Amendments distributed in the meeting packet. The Kalamazoo County G Avenue project cost has changed from $2.6 million to $745,000. Adjustments are reflected for the City of Kalamazoo and City of Portage projects that were not obligated last fiscal year.

FY 2020 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT SCHEDULE

Minkus asked how information is sorted in JobNet. Sorting is a work-in-progress and Stepek explained KATS can provide the entire Transportation Improvement Program if requested.

KALAMAZOO INFRASTRUCTURE MAPPING PROJECT

Start thanked Kalamazoo County for starting this, their cooperation, and working with Kalamazoo Area Transportation Study (KATS) and others. The intent of the Infrastructure Mapping Project, currently housed by KATS, is to map utilities and planned projects in the KATS area to assist all agencies with planning and coordinating.

Mickelson presented the mapping project prototype and how to utilize the tools and functions. Selection of a specific map area can be made with the polygon selection tool to display and obtain detail information on projects in that location. The map shows overlapping projects, type and year of projects, allowing agencies to better coordinate projects. The Transportation Improvement Program (TIP) is linked to the map so the map includes TIP amendments. While there are still discussions about mapping updates, currently Mickelson will make updates and possibly refresh data twice a year.

Vilmont added there will be additional fields and codes added for project descriptions. Each area will have its own personalized map where its projects will be in color and other projects will appear grey. All entities need an ESRI License ($500/ year for a single license level one user and $100/ year for viewer license) to access the GIS Mapping Software. Agencies should plan on submitting at least a five-year capital plan for the map.

Johnson appreciates the initiative for this pilot program in Kalamazoo County. Everyone should benefit from project coordination and it should deter duplicate project efforts when information is pulled from resources already in use such as Transportation Improvement Program Amendments, RoadSoft and the Investment Reporting Tool. To review the Mapping Project progress and status, there potentially may be two meetings a year, one in January and one in November.

In response to Clark’s question regarding a template for submission, Vilmont stated the mapping requires a Shapefile for projects which would include the agency name, the year of the project, the asset working on and a brief descriptor.

Start added that Kalamazoo Area Transportation Study does not have access to projects which are not federally funded so need agency capital program projects that won’t be in the Transportation Improvement Program.

Additional questions and discussion on the Mapping Project included:

• Private utility information will be included • Ensuring that all agencies that could participate are included • Once have online license, send email to Mickelson, at Kalamazoo Area Transportation Study,

who will send invite • The map is a project timing, coordination tool and not a construction update tool or obligation • Begin submitting projects now • There will be an instructional email with a template explaining file format and the four or five fields

that should be attached • The Village of Vicksburg, Oshtemo Township, City of Galesburg and City of Kalamazoo have

mapping projects already included • Set goal to submit projects by the end of the year • Shapefiles are accepted, not other formats • Able to view base information on all projects, including non-motorized, even those outside your

jurisdictional area • Future discussion on how the information will be displayed, sorted and line color

Vilmont stated the next step is to get everyone signed up, ensure have ESRI Online account, email Mickelson for invite to access the system.

LAP PROJECT PLANNING GUIDE

Referring to the FY 2020 Planning Guide in the packet, Stepek made note of a key point to ignore the bottom four dates because if final packets are not submitted by the end of April, obligation funds may be gone.

PUBLIC TRANSPORTATION UPDATES

Schultz from Central County Transportation Authority (CCTA) updated that the influx in youth riding the bus in September was about 26,000 rides which equals 11 percent of total ridership. Although pleased with the program, Metro is working with issues of overcrowding at peak times and behavior both on the bus and at the Transportation Center. Although 90 percent of the program is used as it should be, Metro is aware of fraud by passing bus passes to relatives and others not in the program. October ridership continues to remain strong. Schultz thanks agencies for providing CCTA information on road closing. Rose Street will be open in hours. A larger detour is at Portage Road, now closed. Feedback from the ten new bus stop signs which includes the stop number, route number and braille, is positive. Ratho will install ten more next week. On Monday October 14, 2020, the Central County Transportation Authority Kalamazoo County Transportation Authority Board will have the first discussion on the millage request that will be part of the March 10, 2020 elections. The rate will be established at the November meeting. A boundary change in part of Oshtemo Township at the 9th Street corridor will require Metro route changes between March and Fall of 2020.

Arif questioned if 26,000 Metro youth riders was throughout all routes. Schultz answered, it is spread over all 19 routes but heavier on routes near schools such as Duke, Alamo, and Westnedge.

Jarnefelt asked if the majority of youth ridership is going to and home from school. Schultz stated it is, but Metro has also additionally noticed increases in ridership after 7:00 p.m., Sunday, and for after school sports practice, or employment. Metro will attend Kalamazoo Central High School and Loy Norrix High School conferences next week to obtain additional feedback from students and parents.

STATUS REPORTS

ROADS–

Sanada reported Pedestrian Bicycle Committee meeting is today at 1:30 p.m. to review the non- motorized guide and plan.

Harmon stated City of Portage Zylman Avenue is the only major street still under construction and will be done next month. For next year’s projects, the City will submit two final packages this month for East Centre Street and South Westnedge/ North I-94. Shaver Road and South Westnedge are next projects.

Heppler reported Village of Augusta road projects have resulted in positive feedback. The village will be fixing water mains.

RCKC Non-motorized:

• Drake Road Trail: Phase 1 continues to remain on hold until utility relocations are complete. Contractor has left the site. Phase 2 (Stadium to W. Michigan) held meeting

• Stadium Drive Trail: Phase 1 Quail Run to 11th, working through plan reviews. Targeting December Grade Inspection and April 2020 letting. RCKC Road Updates:

• D Avenue from Rolling Meadows Drive to Douglas Avenue & D Avenue from 17th Street to Riverview Drive: Will carry over to 2020.

• Riverview Drive from G Avenue to Mt. Olivet. HMA to be placed on north half of project. Continuing signal and storm sewer installs to the south.

• 8th Street from R Avenue to S Avenue: Awaiting November letting results. • 2020: G Avenue from 2nd Street to 6th Street. Continuing plan development for GI

submittal, now targeting February letting. • 2020: Local Bridge Program (29th St, 35th St, 9th St, Portage Rd) Preventive Maintenance

projects. Grade inspection (GI) meeting October 15. • 2020: Drake Road from Parkview to M-43. Signals/Road work. Final plan development

RCKC Other Updates:

• Chip Seal complete. Fog sealing remains (weather permitting) • RCKC 110th Anniversary Open House: October 10th at 3:00 - 5:00pm • RCKC Put the Brakes on Fatalities Day: October 10th at 5:00pm • Looking to schedule another Non-Motorized Educational Session • In the process of opening two closed roads: S Avenue (Texas) and E. Michigan Avenue

(Comstock)

Ladd reported two City of Kalamazoo updates:

• Michigan and Howard signal project had final inspection late last month and is in the process of being closed out

• Cork Street project was approved by City Commission, work will begin in early 2020

Clark expressed thanks to The Road Commission of Kalamazoo County for working with his Oshtemo Township on the non-motorized project.

LAND USE/PLANNING AND ZONING –

Jarnefelt, Kalamazoo County, reported the City of Kalamazoo budget was passed at the last meeting. A Geographic Information System Technician position was approved and made possible due to support from 911 Dispatch and The Road Commission of Kalamazoo County. Jarnefelt expressed thanks for the cooperative effort to get that accomplished.

Bessert reported deployment of a new 911 Dispatch in Kalamazoo County, allowing revisions for new addresses, routes and streets to be edited in real time in one central database, making the process more efficient and accurate. The County will be purchasing the server soon and will hopefully be up and running by the end of 2019.

Reilly stated The City of Kalamazoo’s last walking audits will be next week, followed by the hands-on Community Meeting on October 23, 2019. The City launched a Bike Survey that received over 100 responses and triggered a MLive article. A Winchell neighborhood draft plan has been created and there will be a meeting next week to finalize the plan.

Kerr reported Texas Township is updating its 20-year master plan and had the first of three public input meetings last night which was pretty well attended.

NEW BUSINESS Start encouraged attendance to a Michigan Infrastructure Asset Management Summit outlined in

the distributed flyer. Start expressed thanks to Dewey for her area representative work as she moves on to a new position at Federal Highway Administration.

Dewey explained the president signed a continuing resolution for transportation funding that expires November 21, 2019 and may be extended, but will continue regardless because money is written into the fast act law. November 12th – 14th is the Kalamazoo Area Transportation Study, Michigan Department of Transportation certification review. The last one was in 2016. A public meeting on the planning process will be held at Metro, 530 North Rose Street on November 12, 2019, where representatives will be available. Dewey expressed pleasure in being part of the Committee and stated that Andy Picard, Federal Highway Administration, will be the replacement.

Mickelson reminded the group that the November Technical Committee meeting will be held at Oshtemo Township.

WHEREAS, the Kalamazoo Area Transportation Study is the designated Metropolitan Planning Organization for the Kalamazoo Urbanized Area; and WHEREAS, the Kalamazoo Area Transportation Study fosters a collaborative, cooperative, and comprehensive planning process; and WHEREAS, the Kalamazoo Area Transportation Study recognizes the Transportation Performance Measure regulatory requirements outlined in 23 CFR 490.105 and 23 CFR 490.107; and WHEREAS, the Michigan Department of Transportation has cooperatively developed State Safety Targets for Calendar Year 2020; and WHEREAS, the Kalamazoo Area Transportation study recognizes the importance of supporting the following Michigan Department of Transportation’s Calendar Year 2020 State Safety Targets; and

Assessing Safety Performance Highway Safety Improvement Program 2020 Targets

Target Summary

Vehicle Miles Traveled (VMT)

Performance Measure Description Five performance measures were established for the purpose of carrying out the Highway Safety Improvement Program (HSIP), as noted in the Target Summary, and are based on a 5-year rolling average. The measures will be used to assess traffic fatalities and serious injuries on all public roads regardless of jurisdiction. The intent is to improve national safety data by providing greater consistency in reporting, improve transparency through use of a public reporting system, and enable targets and progress to be aggregated at the national level. The regulation will provide the Federal Highway Administration (FHWA) and the National Highway Traffic Safety Administration (NHTSA) the ability to better communicate a national safety performance story.

Establishing targets is a coordinated effort between the Michigan Department of Transportation (MDOT), the Michigan State Police Office of Highway Safety Planning (MSP-OHSP), and the Michigan Metropolitan Planning Organizations (MPOs). Targets for three of the five measures must be reported to both FHWA and NHTSA, by MDOT and MSP-OHSP respectively, and must be identical. The three measures are: The number of fatalities, rate of fatalities per 100 million Vehicle Miles Traveled (VMT), and number of serious injuries.

MSP-OHSP annually reports the baseline and targets for the subsequent year to NHTSA by July 1 in the Highway Safety Program, thus significant effort must be made to reconcile crash data by May 1 to meet the deadline. The program focuses on reducing fatalities, injuries, and economic losses result from vehicle crashes through behavioral traffic safety programs. MDOT reports the baseline condition and targets to FHWA by August 31, 2019, as part of the HSIP report, and the MPOs have an additional 180 days to report their respective targets to MDOT. The HSIP focuses on reducing fatalities and injuries on all public roads through infrastructure programs and projects to improve safety.

Assessing Safety Performance Highway Safety Improvement Program 2020 Targets

Methodology

Existing Trend The Code of Federal Regulations, Title 23, Chapter I, Subchapter E, Part 490, Subpart B §490.207 prescribes the calculation methodology for each of the five performance measures, summarized as follows: Each performance measure is based on a five-year rolling average. The calculation is the sum of the most recent five consecutive years ending in the year for which the targets are established, dividing by five, and rounding to the tenth decimal place for each measure. The data is obtained from either the Fatalities Analysis Reporting System (FARS) or the State of Michigan Crash Database. For each rate measure, first calculate the number of fatalities or serious injuries per 100 million VMT for the most recent five consecutive years, divide by five, and round to the tenth decimal place.

External/Exogenous Factors and Risk Assessment The respective parties agreed to utilize a fatality prediction model developed and maintained by the University of Michigan Transportation Research Institute (UMTRI). The UMTRI model relies on results of a recently completed research report titled Identification of Factors Contributing to the Decline of Traffic Fatalities in the United States, which was completed as part of the National Cooperative Highway Research Program project 17-67 (presentation). The model, predicting the change in counts of fatalities, relies on the correlation between traffic crashes, vehicle miles traveled (VMT), and risk. UMTRI identified four factors that can influence the outcome: the economy, safety and capital expenditures, vehicle safety, and safety regulations. Within the model, economic factors such as the Gross Domestic Product (GDP) per capita, median annual income, the unemployment rate among 16 to 24-year old’s, and alcohol consumption had the greatest impact at approximately 85 percent.

Target OverviewTo determine a forecasted value for the five-year rolling average for the first four measures listed above, the decision was made to use the model created by UMTRI like that used for establishing CY 2019 targets in 2018. The change model created by UMTRI predicts 966 fatalities in CY 2019, and 962 in 2020. While serious injuries have fluctuated over the past three years, the linear relationship of the ratio of serious injuries and fatalities (A/K) is still evident. However, this trend suggests greater reduction in serious injuries. Therefore, a quadratic trend is being used that projects a flattening pattern. The model predicts 5,181 serious injuries in CY 2018, and 5,117 in 2019.

VMT values have been predicted for CYs 2018, 2019 and 2020. Using the fatal and serious injury values, along with the respective predicted VMT, the forecasted fatality rates are 0.91 for CY 2019, and 0.89 for CY 2020, and annual serious injury rates of 4.90 for CY 2019, and 4.75 for CY 2020. Results from the UMTRI model (the fatality and serious injury relationship) were also used to generate non-motorized forecasted annual values of 710 for CY 2019, and 699 for CY 2020.

The above annual forecasted values for CY 2019 and CY 2020 along with the actual values from CY 2016 to 2018 to determine the 2020 Targets (five-year rolling average) are shown in the table. In addition, actual values dating back to CY 2010 are included as part of the determination of the 2018 baseline condition.
