Why do we need an Inspection?

The farm inspection verifies that the farm is being managed in compliance with the SOPA Organic Standards.

All SOPA Scheme Members must have a farm inspection at least once every calendar year (within period 1st January - 31st December). Only following a successful farm inspection visit, plus an approved report, will individual memberships be granted continued annual approval and produce be granted organic status.

You as the SOPA Member, and if appropriate your Farm Manager or Agent, are required to be present for the full durations of the inspection. Staff responsible for day-to-day field operations or care of animals must also be available to meet with your allocated Inspector if requested.

The purpose of the inspection is for the Inspector to record information and report to the certification team in the SFQC office.

How do I prepare for Inspection?

Once the Inspector has agreed an inspection date with you the Inspector will notify the SFQC office of the details.

The SFQC office will confirm in writing to you the inspection time and date, plus the records to be available.

2 When will my Annual Farm inspection happen?

Your annual inspection date and Inspector is decided by the SOPA Certification Team. As a general rule your inspection will take place two months either side of your previous year’s annual inspection date (in the case of converting farms your first farm inspection will take place as close to your conversion start date as possible). We also have to take into consideration the requirement that your business may need to be seen in different seasons so your inspection can be scheduled for any time during the year. We also do our best to link up inspections if you are members of other farm assurance schemes, but this is not always possible.

Your allocated Inspector will contact you directly to arrange a convenient date and time for your inspection prior to the month your inspection has been scheduled for by the Certification Team.

Do you need a joint inspection? Tell the Inspector.

Do you need assured crop passports? Tell the Inspector. See ‘SOPA Assured Crop Passports’ article in October 2013 SOPA Newsletter.

Please be aware if you cancel an inspection with less than five working days notice you may be charged an additional inspection fee.

The full list of records you must show can be found at SOPA Standard Section 1.6 - Record Keeping. But don’t worry, to help you with this record keeping we offer you free templates of the SOPA Record sheets you need – download them from SOPA website or on request we can post them. If you keep equivalent records in your own format you do not have to transcribe this information on to the Record Sheets, but please ensure that your records record the information requested by the template record sheets. The exception to this rule are the field cropping details Record Sheets (generated annually) and Record Sheet 2 – Livestock details. This information MUST be completed in the format requested by the SOPA Record Sheets provided prior to inspection.

As a guide to aid the inspection process you are asked to have the following information completed prior to and available for the Inspector to view at the time of your inspection.

We will email your free inspection pack with all of the necessary forms but if you prefer post please make the Inspector aware of this when s/he calls to arrange the inspection date.

If you have any problems opening email attachments (for instance, the forms are generally in MS Word and sometimes there are compatibility issues with non-MS programmes) please contact the SFQC office and ask for Clare or Joanna in good time before your inspection so you have time to complete the forms before the Inspector arrives.

What happens during the Inspection

The Inspection will be in two parts: a farm tour including buildings, livestock and land, and a paperwork check in the farm office or at the kitchen table.

Outside, you must show the Inspector all parts of the farming unit, and all premises to do with your business. If you are a split unit this applies to both your organic and non-organic enterprises. The Inspector may take photographs for evidence.

Inside, the Inspector will go through your Record Sheets and complete Checklists that align to the SOPA Organic Standards. You must be available to answer any questions and to provide the Record Sheets to the Inspector.

If any non-compliances are identified during the Inspection these will be notified to you at the time and confirmed in writing on your Visit Record Sheet by the Inspector. At the end of your Inspection you will be asked to sign the Visit Record Sheet to confirm you agree with any non-compliances raised.

All information seen and recorded by the Inspector remains confidential between you, the Inspector and staff in the office.

After the Inspection: the Certification Decision Process

Please be aware that completing your Inspection alone does not confirm/ reaffirm your organic certification.

In the SFQC officeFollowing your Inspection the Inspector will submit their completed report of your farm Inspection to SFQC. Approval decisions are made by the SOPA Certification Team by assessing the inspection report to the SOPA standards. This means that the certification decision is outwith the control of the Inspector, but will be based on the Inspection report and where applicable receipt of any appropriate corrective action.

Non CompliancesOnce the office has received your Inspection report from the Inspector any non-compliances raised during your Inspection will also be confirmed to you in writing by the SOPA Certification Team. On reading your Inspection Report additional non-compliances may also be raised by the Certification team in the office. If this is the case these will be confirmed in writing also.

When you receive non-compliances it is your responsibility to make corrective action. As a reminder we do write to you and ask you to send evidence of your corrective actions to address your non-compliance. However, please note the deadline is 30 days from the date of your Inspection not receipt of this letter.

Non-compliances that are not addressed in the time scale will result in suspension of your organic certificate.

Corrective actions delays are in your control. Your Inspection report cannot be processed until you submit satisfactory corrective action to the SOPA Certification Team at SFQC.

If there are no non-compliances we can begin to process your report and confirm certification fairly quickly. Non-payment of your SOPA fees will also delay the certification process.

Approval of Organic Status

Your certification decision will be communicated to you directly by the SOPA Certification Team. You will receive 3 documents;

1) Annual Membership Approval letter – confirms your membership to the scheme on an annual basis2) Organic Certificate of Conformity – Once your farm has completed the conversion process you will be issued a certificate. This details your business and the enterprises/products that have been granted organic certification.3) Production Operation Sheet – List of fields that are registered under your membership as in-conversion or fully organic and the cropping for the membership year. This is generated from the information you provide on the field cropping details Record Sheets so it is important you take the time to complete these accurately in preparation for inspection. You will usually need to send a copy of this to your local SGRPID office to confirm funding for organic maintenance or conversion.

Your certificate will be emailed to you unless you have specifically requested postal communication. We will also upload your current certificate to your secure members profile on the SOPA website (www.sopa.org.uk). If you have publicised your SOPA profile to other SOPA members they are able to see your certificate and download it – especially helpful if they have purchased from you and need a certificate for evidence. So if you ever misplace your certificate you can go straight to the SOPA members website for another copy. It is a legal requirement that you provide your certificate on request.

Effects of flood water on organic farms

Grass/Forage Seed Mixes are slightly different now

You should use OrganicXSeeds Category Search to investigate the availability of your preferred grass/forage seed mix.For 2014 there is an automatic allowance for 30% non-organic seed components in the mix BUT you STILL require a derogation for this 30%. Download the Seed Derogation form from the SOPA website, complete detailing all the seed varieties & quantities in the mix and submit to SFQC. Your derogation must be approved before you sow the mix.The availability of organic seed is increasing and less derogations are being granted.

Please note that it is possible to source Forage Crop mixtures (e.g. Forage Rape, Kale, Stubble Turnips) and Wild Bird Seed Mixtures that comply with the 70% organic/30% non-organic (by weight) percentage requirement. Please contact the office for details of suppliers.

As we are all aware parts of the UK have recently experienced extreme weather conditions which have resulted in serious flooding. The heavy downpour has caused damage to farms in parts of the country. This may have affected the feed situation on some organic holdings. Plus, there may be other problems the flooding has thrown up.

Defra have made a request to all organic certification bodies for feedback on issues the

flooding has caused in addition to lost organic feed, including any assessment of the likely impact on production and supplies of organic produce.

Here are some tips about how to search for organic seed availability:

1. Use this website address to access seed availability http://www.organicxseeds.co.uk2. Save this into your browser Favourites3. Use the Category Search as it is the most user-friendly4. Investigate all potential suppliers for your choice of seed organically5. If your variety choice is not available you need to download the Seed Derogation form from the Members Section of the SOPA website www.sopa.org.uk and submit the completed form to SFQC. If alternative varieties are available organically you will need to provide justification as to why these varieties are not suitable to use in comparison to the non-organic seed variety you have opted for.6. Don’t purchase any seed until your derogation is approved in writing by the SFQC office

Exporting to the US

While trade of organic products within EU countries does not require any additional documentation other than your organic certificate, the US operate the National Organic Programme which facilitates the exchange of organic products between the UK and US.

If you are considering exporting to the US, SOPA can issue you a NOP Import Certificate to do so.

Organic Sales grow 10.3% Sales of organic food in Scotland grew again in the final quarter of 2013, according to figures produced by Kantar WorldPanel and issued by Scottish Government this month. Scottish consumers spent £13 million in the 12 weeks prior to 5th January 2014, an year-on-year increase of 10.3%. This is the second quarter of continued growth in organic sales in Scotland, after sales grew 9.4% in the third quarter of 2013. Over the whole twelve months of 2013, total organic sales in Scotland amounted to £56million. This is an increase of 8.2% on 2012. These trends are showing growth in the market for organic produce, encouraging news for all Scottish organic businesses.
