ASPIREASPIRE (Access to Student assistance Programs In Reach of Everyone) is Oregon’s mentoring program for middle school and high school students that began in 1998.

Today ASPIRE serves students in 137 sites.

Every student receives one-on-one mentoring and leaves high school with a purpose and a “plan of choice” to begin executing now for long-term success.

New Considerations for FA Policy

• Financial Aid is an economic development plan

• Equity is vital• Student loan debt is excessive• 40/40/20 is a major goal for Oregon• Solutions are inspiring, exciting and

understandable

Page 17: Oregon Student Access Commission

New Ideas of Affordability

• Daly Fund of Lake CountyCreates College Going Culture with a 90

year old scholarship.

• Promise Programs – nationwide

• State increase the Oregon Opportunity Grant so that first two years of education are fully funded using the Shared Responsibility Model.

Page 18: Oregon Student Access Commission

Legislative Activity 2012

• OSAC has increased legislative involvement.

• OSAC is seen as a necessary contributor to 40/40/20.

• OEIB will be reviewing all education commissions/boards to ensure the functions are maintained but the form may change in an effort to reduce boards.

• Minimal OSAC impact (scholarship for STEM, combining degree authorizing entities) for 2012 session.
