WWII Memorial Groundbreaking Ceremony

This summer, state dignitaries, veterans of WWII and others were present during the groundbreaking ceremony in the State Capitol State Park for Oregon’s World War II Memorial,

sponsored by the Oregon WWII Memori-al Foundation. Oregon State Capitol Foundation member, Bill Markham, former Oregon State Legis-lator and WWII B-17 bomber pilot, spoke during ceremonial. Mr. Mark-ham expressed his hopes that the me-morial will help capture the magnitude of WWII and become a history lesson for children.

The memorial will be centered around a 33 foot tall, five sided, obelisk. It will include a wall engraved with the names of the Ore-gonians killed in WW II, and stories of Ore-gonians who were touched by the war. To find out more about the Oregon WWII Memorial Foundation go to

Foundation Represented at Historic Preservation Fair

During National Historic Preservation Month in May, the Foundation joined nineteen other organizations to high-light the history of their institutions and their local and statewide work to preserve important sites related to Oregon’s historic events, persons, and places.

The Foundation’s Committee Events Chair, Sandy Allen, coordinated the Foundation’s exhibit and stated that the fair was a won-derful opportunity to interact with other heritage organizations and create an awareness of the Oregon State Capitol Foundation. Sandy also wanted to person-ally thank volunteer, Suzanne Hubert, who is a great Foundation promoter and a de-light to work with.

History Exhibit Opening February 2013

The Oregon Historical Society has been commissioned to design the 16 galleria display windows located near the hearing rooms on the first floor of the Capitol. Opening February 2013, the exhibit will highlight the establishment of state government in Oregon and the Capitol building.

The project is made possible through funding and in-kind services provided by the Foundation, and the History Gateway Pacific Wonderland license plate revenue, Samuel S. Johnson Foundation, Ford Family Foundation and Oregon Historical Society.

Foundation Focuses on Future Impact

The Foundation met for a full-day re-treat on October 17 to develop goals for the Foundation's future. Reviewing accomplishments to date, the Founda-tion committed to a simplified and focused statement of purpose: Preserve the civics, history and the stories of our Capitol, educate the public and promote the importance of investing in and caring for the Capitol building and grounds.

The Foundation is committed to a re-vised plan. With phase one of the His-tory Gateway Project now underway, the Foundation members agreed to work together towards new goals and objectives in the coming years.

Jane Cease was nominated and elect-ed incoming Chair, following Fred Van-Natta, whose terms will end January 1, 2013. Fred Neal is the incoming Vice-Chair.

The Fund directors include; Frank Brawner, Jane Cease, Fred Neal, An-nette Price, Tony Meeker, Gerry Thompson and Fred VanNatta.

Capitol Master Plan

The Capitol Master Plan Review Com-mittee was established in May under the authority of the Legislative Admin-istration Committee. The thirteen-member committee is made up of nine non-legislators and one legislator from each of the four caucus offices. Gary Wilhelms is serving as Chair. Founda-tion members Fred VanNatta and Rep-resentative Vicki Berger, also serve on the committee. The committee is reviewing and up-dating the 2009 Capitol Master Plan and is operating under the assumption that this project is necessary. The ob-jectives included in their work plan have been determined through con-sultation with individuals representing a broad range of interests in this pro-ject.

The Committee’s final report will be pre-sented to the Legislature in February 2013. The report will include recommended leg-islation for consideration during the 2013 session. The Legislature is responsible for taking appropriate action on the Com-mittee’s recommendations.

New Legislative Administrator Selected In mid-September, Kevin Hayden succeeded Scott Burgess as Legislative Administrator. Burgess served from May 2008 until his retirement this June. Hayden is a retired Lieutenant Commander who was a branch head within the U.S. Navy’s Bureau of Personnel. Prior to that, he served as the administrative officer for the USS Harry S. In Memoriam

Senator Lynn Newbry Born in Talent, Oregon, Newbry was the son of Earl Newbry, who was a state legislator from 1939 to 1947 and Secretary of State from 1947 to 1957. Late in 1960, Newbry was chosen by local officials to serve out the remaining two years of the term of a local state senator who had been elected to Congress. Newbry would serve 14 years in the State Senate.

After leaving the Legislature, he served as a director of Associated Oregon Industries, a Director of the Valley of the Rogue Bank, on the Oregon Parks and Recreation Commis-sion, the State Parks 2010 Citizens Committee, the Oregon Transportation Commission and the Southern Oregon Timber Industries Association.

Paget Criswell (Powell) Engen Paget Engen of Portland died Friday, August 24th, after a brief illness. Paget's long ca-reer in public service began in Juneau, Alaska at the Health and Welfare Department. Soon she moved to Eugene and spent 14 years working with city government. Paget served as Legislative Affairs Coordinator for the League of Oregon Cities in Salem, was the Executive Director of the Oregon Public Ports Association and Vice President for Government Relations for Western Advocates. In 1987, Paget was elected by her peers to serve as President of the Capitol Club.
