metres south from the driveway of No. 2. 2. A “No Parking (L&R)” sign be installed on a new post 1 metre south

from the northern driveway of Bupa Aged Care Centre. 3. A “No Parking (L)” sign be installed on a new post on the northern

ELECTORATE - CASTLE HILL ITEM-3 CASTLE HILL SHOW 2015 – TRAFFIC MANAGEMENT PLAN

TECHNICAL OFFICER’S RECOMMENDATION TO LTC 1. The 2015 Castle Hill Show be classified as a Class 2 Event. 2. Council endorse the Traffic Management Plan as submitted by the

Show Society subject to the Society consulting with all relevant emergency services prior to the event.

LTC MEMBER COMMENTS RECEIVED RMS – RMS has no objection to the Castle Hill Show 2015 based on this event classified as Class 2 event and subject to the Special Event Traffic Management Plans and the required document to be submitted to RMS. Member for Castle Hill – The Member accepts the proposal by the Committee. Police – This is a yearly event and based on previous occasions the Police Service have no objections. Slight changes to entry/exit due to the construction for the NWRL are noted.

Hills 2026 The operation of the Local Traffic Committee ensures that local traffic conditions are safely managed for the benefit of the local community. SOURCE OF ENQUIRY Unilever Pty Ltd has requested the installation of a pedestrian refuge island on North Rocks Road outside their factory at No 219 North Rocks Road, North Rocks. They have approval to expand the Unilever factory and staff numbers at this site and would like to ensure their staff can cross North Rocks Road safely to use the two bus stops located on both sides of the road here. Unilever Pty Ltd has agreed to fund the full cost of the installation of this pedestrian refuge island. The estimated cost of its construction is $15,000. REPORT North Rocks Road is a 12 metre wide sub–arterial road with two trafficable lanes and parking lanes. A design of the proposed pedestrian island has been prepared and a location just west of the driveway entry to Unilever has been chosen for its installation. A copy of the design of the pedestrian refuge island is attached to this report. Consultation with the affected residents on the southern side of North Rocks Road opposite Unilever has been undertaken and there have been no objections to the installation of a pedestrian refuge island and the associated ‘No Stopping’ signage here. CONCLUSION The installation of a pedestrian refuge island on North Rocks Road, North Rocks outside Unilever will provide a safe place for pedestrians to cross North Rocks Road to access bus stops. IMPACTS Financial This matter has no direct financial impact upon Council's adopted budget or forward estimates. The Hills Future - Community Strategic Plan

SOURCE OF ENQUIRY A representation has been received by Council from a truck driver who makes regular deliveries to the Bupa Aged Care Centre at No. 4 The Cottell Way, Baulkham Hills. He raised a concern about vehicles parked on the bends in The Cottell Way restricting access for delivery and emergency service vehicles. The delivery truck driver has requested that consideration be given to the installation of ‘No Parking’ restrictions on the eastern side of The Cottell Way. REPORT The Cottell Way is approximately 7 metres wide with unrestricted parking on both sides of the street. It is claimed that when vehicles are parked on both sides of the street especially at the bends outside the Bupa Aged Care Centre, delivery trucks are not able to drive through. A turning swept path was conducted and it indicated that parked vehicles at the bends in The Cottell Way will severely restrict access for through traffic, including emergency service vehicles that may need to use the street to respond to an incident such as a building structure fire in The Cottell Way. The turning path diagram also showed that parking restrictions are required on one side of the street to allow access for a 12 metre long waste truck. At is meeting on 14th October 2014, Council adopted Policy 25 “Assessment of Requests for On-street Parking Restrictions”. Associated with the Policy is an Internal Procedure that details how such requests are to be formally assessed. Under the Policy, parking restrictions are only to be considered in cases where it is justified by one or more of the following:

a documented risk management review; where access for essential service or larger emergency service vehicles is severely

affected;

in exceptional circumstances.

In accordance with the Council’s Internal Procedure, a parking assessment has been undertaken (Attachment 2). Based on the point score from the review, it would suggest that the parking situation in The Cottell Way should be monitored at this time. However, it is considered that the imposition of parking restrictions on the eastern side of the street should still proceed in accordance with dot point two of Policy 25 to ensure access for larger emergency service and essential service vehicles. Consultation has been carried out with Bupa Aged Care Centre located on the eastern side of The Cottell Way, Baulkham Hills and they support the proposal. CONCLUSION The installation of ‘No Parking” signs along the eastern side of The Cottell Way be considered to improve safety and access for local residents and the Bupa Aged Care Centre as well as emergency service vehicles. IMPACTS Financial Funding will be provided from Council’s existing signposting and linemarking budget. The Hills Future - Community Strategic Plan The recommendation of this report demonstrates Council’s commitment of achieving a safer and more accessible road network through the installation, renewal and modification of traffic facilities. HISTORY The Castle Hill Show has been held annually at the Castle Hill Showground for over 100 years and attracts approximately 20,000 people to the event over the three days. REPORT The 2015 Castle Hill Show is to be conducted at the Castle Hill Showground over three days commencing Friday 13 March to Sunday 15 March 2015. The proposed hours of operation are listed below:

1. Friday, 13 March 2015 – 8am-8pm 2. Saturday, 14 March 2015 – 5:30am – 8pm 3. Sunday, 15 March 2015 – 5:30am – 3:30pm

A Traffic Management Plan (TMP) has been prepared by the Castle Hill & Hills District Agricultural Society Inc in support of their application. Access to the Showground was changed on 6 January 2014 with the closure of Doran Drive and the opening of the new haul road directly off Showground Road in association with the North West Rail Link project. Show vehicular traffic now enters via traffic signals off Showground Road along the new haul road to ticket collection booths at the entrance to the Showground. Two lanes inbound and one lane outbound will be utilized at the entrance to the Showground. This is similar to traffic arrangements for last year’s Show. The Show Society are proposing to use the following on-site parking areas to accommodate the parking demand:

1. Horse area between the Showground arena and the new haul road – 50 floats, 2. Cattle/Dog area - 1000-1500 parking spaces, 3. Tennis Court parking off Gilbert Road – 200 parking spaces, 4. Basketball carpark area in Fred Caterson Reserve – is available but is usually not

used by patrons.

The main pedestrian access will be available from Showground Road through the Taylor Gates adjacent to the Harvey Lowe Pavilion with secondary entrances via the gates on Showground Road near the dog arena and adjacent to the new entrance road off Showground Road. The drop off and pick up area for school buses will be within the Showground below the sheep shed (#11 on the map). An emergency left in and left out only access has also been provided in the Dog area (#28 on the map). The Society will be required to consult with all relevant emergency services prior to the Show. IMPACTS Financial This matter has no direct financial impact upon Council’s adopted budget or forward estimates. ITEM BELMORE STREET EAST, OATLANDS SHOPPING CENTRE - PROPOSED REVIEW OF PARKING RESTRICTIONS

SOURCE OF ENQUIRY Local shopkeepers have requested that Council review the current parking restrictions for the Belmore Street East shopping centre at Oatlands (Attachment 1). This request is a result of the shopkeeper’s noticing an increase in the number of motorist parking for long periods of time which is restricting the number of available spaces for their customers. REPORT The shopping centre is currently serviced by 26 car park spaces in the following configuration (Attachment 2).

• Western side of Belmore Street: o One space dedicated for Australian Post and 13 unrestricted parking

spaces.

• Eastern side of Belmore Street: o Four spaces with one hour limit from Monday to Friday between the

hours of 8:30am to 6:00PM and on Saturdays from 8:30am to 12:30pm.

o One handicapped space.

• Southern side of Charles Street: o Seven unrestricted vehicle parking spaces.

Initial consultation with the owners of the 11 small businesses took place during the first two weeks of October 2014. Discussions on various parking options were then held individually with each of the businesses. The consensus for most of the businesses was for Council to introduce 30 minute time limited parking. Although the majority of the shopkeepers would prefer 30 minute time limited parking, there are two businesses within the shopping precinct whose trade relies on two hour time limits.

Suggestions from all the businesses were collated and the following parking configuration was drafted to best fit the proposals put forward by each business (Attachment 3).

• 13 parking spaces on the western side of Belmore Street East to be converted from the current unrestricted parking to 30 minute time limited parking between the hours of 8.30am to 6.00pm, seven days per week;

• Four parking spaces on the eastern side of Belmore Street East to be increased

from the current one hour to a two hour parking limit, 8.30am to 6.00pm, seven days per week;

• Seven parking spaces on the south side of Charles Street adjacent to the shopping

centre to be converted from unrestricted parking to a two hour parking limit 8.30am to 6.00pm, seven days per week.

Further discussions with all businesses showed widespread support for the proposed parking configuration. IMPACTS Financial Funding will be provided from Council’s existing signposting and linemarking budget. The Hills Future - Community Strategic Plan The recommendation of this report demonstrates Council’s aim of achieving a safer road network through the installation, renewal and modification of traffic facilities. RECOMMENDATION The parking arrangement for the Belmore Street East, Oatlands shopping centre be approved as follows in accordance with Attachment 3.

1. Western side of Belmore Street East: • 13 x 30 minute parking spaces between 8:30am and 6:00pm, seven days

per week • 1 Australian Post space to be retained

2. Eastern side of Belmore Street East:

• 4 x 2 hour parking spaces between 8:30am and 6:00pm, seven days per week

• 1 handicapped space to be retained

3. Southern side of Charles Street: • 7 x 2 hour parking spaces between 8:30am and 6:00pm, seven days per

week.
