As you are aware several reforms, as contemplated in AMRUT guidelines, havebeen implemented during first two years of the Mission. The Government of lndia hasalso released Rs. 400 crore and Rs. 500 crore to eligible States and UTs for implementingreforms under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) during2015-16 and 2016-17 respectively.

2. lt is imperative to study the impact of these reforms on ground in order to strategiseand finalize the next set of reforms. Ministry of Housing and Urban Affairs has therefore,decided to conduct a third party evaluation of reforms implemented by the States/UTs in2015-16 and 2016-2017 and has entrusted this task to National lnstitute of Urban Affairs(NIUA). For this purpose NIUA will also take the help of various Training Entities,empanelled by this Ministry for capacity building activities. This evaluation study has tobe completed within a month.

3. The team members would be required to conduct city visits for on-site/fieldverification of the reform milestones. They would also collect necessary documents fromrespective State and ULBs and conduct validation and analysis of reforms undertaken.NIUA will prepare standard formats for field verification, online verification, veriflcation ofdocumentary evidence and finally submit report to the Ministry.

3. For smooth conduct and completion of this assignment, you are requested toinstruct concerned officials to extend full support and cooperation to NlUA,iTrainingEntities so that this assignment is completed within the time frame.

3. For smooth conduct and completion of this assignment, you are requested to instruct Municipal Commissioners/Chief Executive Officers to extend full support and cooperation to the Training Entities so that the assignment is completed at the earliest. You are also requested to nominate a Nodal Officer at the State/UT level who would be contacted for all necessary information and documents required to be collected at the state level and share details with the concerned Training Entities.

2. To achieve this, the team would require to strictly follow the given timeline to cover 50% of the AM RUT cities chosen for this exercise. The Training Entities will be contacting the State/UT Government and ULBs assigned to them.

As you are aware, vide DO letter No. K-16011/24/2017/AMRUT-II/E.No.3129890 dated 121h January 2018, on behalf of the Ministry of Housing & Urban Affairs, the National Institute of Urban Affairs assisted by various empanelled Training Entities has been entrusted the task of conducting third party evaluation of reforms implemented by the States/UTs for the years 2015-16 and 2016-17. The evaluation study has to be completed in a month's time.
