The SET-Plan is thus the technology pillar of the EU Energy and Climate policy. It sets out a long-term energy research, demonstration and innovation agenda for Europe, including concrete strategic milestones to be achieved in the coming years.

Communication from the Commission: Investing in the Development of Low Carbon Technologies (SET-Plan)7.10.2009 COM(2009) 519 final
The EU and its Member States will promote investment in renewables and safe and sustainable low carbon technologies and focus on implementing the technology priorities established in the European Strategic Energy Technology plan. (…) Europe’s expertise and resources must be mobilized in a coherent manner and synergies between the EU and the Member States must be fostered in order to ensure that innovations with a societal benefit get to the market quicker”

EUROPA 2020
Estrategia para el crecimiento de la
Unión Europea
La Comisión propone en 2010 una nueva
estrategia política, «Europa 2020», para
apoyar el empleo, la productividad y la
cohesión social en Europa.
La Unión Europea (UE) se enfrenta
actualmente a un período de
transformación, derivado principalmente
de la globalización, del cambio climático
y del envejecimiento de la población.
Además, la crisis financiera de 2008 puso
en duda los avances sociales y
económicos realizados por los Estados
miembros.

Comentarios:
• Actividades en continuidad con VII PM (Incremento €)
• Clara relevancia del SET Plan:
• EIIs podrían convertirse en PPPs
• EERA podría pasar a articulo 185

SCC1-2014/2015:Smart cities and Communities solutions integrating energy, transport, ICT sectors through lighthouse (large scale demonstration-first of the kind ) projects
Address the following main areas:
1. INDUSTRY + CITY/CONSUMER organizations, from at least 2-3 cities and communities.
2. 2-3 follower cities – contribute to the process through the replication of solutions at the end of the project. The replication plans are compulsory and are part of the evaluation.
3. Integrate 3 sectors (Energy, Transport and ICT) in same location.
4. The cities must improve their energy performance or the share of use of renewables and H&C
5. Activities shall be part of ambitious urban planning.
6. Demonstrate attractive business plans based on already existing city planning.
7. To ensure the required funding from other sources, preferably privates ones, and public.
8. Interoperability of solutions, open and consistent data, common data collection
