The 36th ASEANAPOL Conference also seeks greater commitment of the ASEAN national police forces to closely monitor and exchange information on newly-emerging militant and radical groups, and take action on other pressing regional security concerns on international fugitives, cross-border law enforcement, illegal wildlife trade, counterfeit currency syndicates, illegal frearms, smuggling and piracy in the high seas. The 10-member ASEANAPOL is composed of the Royal Brunei Police Force, Cambodian National Police, Indonesian National Police, Lao People’s Democratic Republic General Department of Police, Myanmar Police Force, Philippine National Police, Singapore Police Force, Royal Thai Police, Socialist Republic of Vietnam Police, and this year’s host agency, the Royal Malaysia Police. Police District, under the leadership of

District Director, launched its districtwide

simultaneous "One-Time Big-Time” Operations targeting drug personalities,

persons with Warrants of Arrest and

violators of City Ordinances within the

vicinity of the whole Metro East covering

the areas of Pasig, Marikina, Mandaluyong

As a result of the “One-Time Big-Time Operation, joint operatives of the

four City Police Stations, District and

Station Anti-Illegal Drugs, District Public Safety Battalion (DPSB), District Special

Reaction Unit (DSRU), District Special

Operations Unit (DSOU) and District

Intelligence Unit (DIU) have arrested 198.From June 1 to 30, the following were

arrested: 69 Wanted Persons; three Top 10 Most Wanted, and one Top 10 Most

Wanted on Illegal Drugs.

From July 1 to 9, a total of 17

personalities were arrested by virtue

of Warrants of Arrest; four illegal drug personalities neutralized, and one dead

In line with the Chief, PNP Police

Director General Ronald M. Dela Rosa’s

commitment in meeting the promise

of President Duterte to the people to

eradicate illegal drugs and criminality,

Albayalde’s leadership focuses on three

major thrusts: (1) practical programs for crime prevention and suspension, (2) an

intensified campaign against criminality and illegal drugs, and (3) sustained

cleansing of ranks.

Albayalde vowed to continue

strengthening police presence in the

communities through mobile and

foot patrols and strategically-located checkpoints. He also committed

partnerships with Barangay Information

Networks (BIN) and Barangay

Peacekeeping Action Teams (BPATs).

In the campaign against criminality

and illegal drugs, Albayalde will be

implementing “Project: Double Barrel” to hit both high-value target personalities and street-level drug operators, and the Oplan Tokhang of the Chief, PNP.

For sustained internal cleansing,

Albayalde ordered mandatory drug

tests for all NCRPO officers and personnel. He said the NCRPO has

no place for “Pulis ABakoDU” which

means “Abusado, Bastos, Kotongero at

Duwag.” However, all police officers with charges will be given due process

based on the NCRPO’s disciplinary

mechanism.

“I will treat everyone fairly. Superior

performers will get recognition while

sanctions are also expected for those who

do not meet the standards.” Albayalde

stated.

Albayalde’s leadership will also

be set in preparation for the coming

50thAnniversary of the Southeast Asian

Nations (ASEAN).

“I will be with you in the frontlines,

especially in the next three to six months

when we need to meet the President’s

expectations,” Albayalde added.

now in full swing in the implementation

of “Project: Double Barrel”- an all-out anti-illegal drugs campaign which started on July 1 nationwide.

which fires two in just one squeeze of the trigger. The operation will simultaneously

attack big-time drug lords and street-level pushing.

destruction of Php 15.6 million worth of marijuana plantation in the hinterlands of

Loreto, Agusan del Sur on July 2, 2016.Chief Supt Rolando Felix, Police

community to sustain these substantial

gains against illegal drugs.

Camp Rafael C. Rodriguez, Libertad, Butuan City – More than

10,000 individuals involved in illegal

drug activities have surrendered to the

police since the implementation of Project

Tokhang in Caraga on July 1, 2016.In a monitoring of the Regional

Tactical Operations Center, 10, 649 drug personalities comprised of 2,491 from

Agusan del Norte; 2,340 from Agusan del Sur; 1,212 from Butuan City; 146 from Dinagat Islands; 1,811 from Surigao del Norte; and 2,649 from Surigao del Sur turned themselves in to authorities.

to the local government units are to be

monitored by the police.

Project Tokhang, a massive campaign

to convince those involved in illegal drugs

to reform, is the first phase under Project: Double Barrel which was implemented

nationwide on July 1, 2016. The second phase of Project: Double

Barrel is Project HVT/LVT which focuses

on the conduct of police operations against

the high value or low value targets.

From July 1 to July 13, a total of 76 suspects were arrested and three drug

personalities were killed during the

conduct of police operations.

“These accomplishments are attributed

to the collective efforts and strengthened

partnerships among the PNP, LGU,

community, and other stakeholders,”

PCSupt. Felix said.

A PO1, the lowest rank in the PNP

organization, will be receiving a monthly

basic pay of Php14,834.00, exclusive of allowances, while undergoing training.

Carrying the successful “Lakbay

Ligtas” Project which was initially launched

in the same month last year, the PNP and

Petron signed another Memorandum of

Understanding (MOU) to finally expand the said project nationwide.

According to Petron Assistant Vice

President for Corporate Affairs Ms.

Charmaine V. Canillas, the Petron has

offered its 300 Petron Service Stations nationwide to cater police services to the

public.

The recent partnership has also enabled

police officers to immediately respond to emergencies through a dedicated patrol area

located in key Petron service stations.

Based on the partnership with the Petron

Corporation, the outposts will be patrolled

by two police officers at least one hour daily, the outposts also be utilized by the

investigators when attending to complaints

and other concerns.

The outposts will also be used as a

PNP, Petron ‘Lakbay Ligtas’ Project strengthened

place for posting and

distribution of crime

prevention leaflets, and drop-off points for relief goods during calamities.

Thousands of illegal drug suspects

have surrendered to the Philippine

National Police, ahead of the inauguration

of President Rodrigo Duterte, in PRO-Cordillera of which around 381 turned themselves in, while 14 were arrested in

a span of the first four days of the month of July.

Recently, about 32 drug users surrendered to the police of which eight

drug personalities surrendered to the

Abra Police, five voluntarily gave in to the personnel of Mankayan MPS, while

five submitted themselves to the Bauko MPS, both in Mt. Province. A total of 14

individuals surrendered to the Benguet

Police.

All surenderees were accompanied

by their families, relatives and their

barangay officials during the drug tests to determine the severity of their

addiction, and to determine if they need

to be referred to any rehabilitation center.

They were released after the conduct of

profiling, documentation and signing of the undertakings.

Meanwhile, in the neutralization

of drug personalities operating in the

different areas of the region, 15 were

arrested in four-day operations from July 1 to 4, 2016, highlighting the arrest of the listed drug personalities.

are continuously being conducted by

police authorities.

In Olongapo City, on July 9,

operatives of the Olongapo City Police

Office conducted a buy-bust operation at Little Baguio, Barangay East Bajac-Bajac, Olongapo City. which resulted

to the arrest of 16 suspects involved in the selling and using of illegal drugs.

Confiscated were the following: one piece five hundred peso bill (buy-bust money); one purple plastic kit containing eight

sachets, all containing suspected shabu

having a total approximate weight of 2.0

ordered a nationwide Suspension of

Offensive Police Operations (SOPO)

against CPP/NPA/NDF (CNN) effective

immediately.

The SOPO orders all PNP troops

to refrain from initiating offensive

police operations against the left-wing communist insurgents.

However, The Acting Deputy Chief

PNP for Operations (TDCO) Police

Director Benjamin B. Magalong said, this

suspension of offensive police operations

does not cover normal law enforcement

operations and shall be implemented

without prejudice to actions aimed at

protecting the people and the communities,

as well as PNP troops and installations

against insurgent or terrorist attacks that

may take place during the SOPO period.

As such, normal police functions such

as service of warrants of arrest, checkpoint

operations and other routine security

measures will continue without let-up.Recognizing the inherent right to self-

defense, all units shall remain on-guard and maintain a high state of operational

readiness to respond to any hostile action.

“So as not to jeopardize the Presidential

Declaration of the unilateral ceasefire, however, all police units are enjoined to

be vigilant in the performance of their

duties to prevent any untoward incident

as a result of the insurgents’ provocative

action,” PDir Magalong said.

All police units were also instructed

to exercise caution and restraint in

conducting movements and activities

which may be viewed by the NPA as

provocative acts.

“The PNP will still continue to

conduct active defensive measures, such

as security patrols to protect all PNP

camps, stations, vital installations and

civilian communities, route security, and

strengthening of defensive positions,”

Armed with a Warrant of Arrest

(WOA), the manhunt teams arrested

Joel Silvestre y Marquez, an 18-year-old man who is wanted for Carnapping.

CIDG Acting Director, that Silvestre’s

group is a known criminal group in

Bulacan.

Meanwhile, in Brgy. Sumabnit in

Binalonan, Pangasinan, a 49-year-old female was collared by the detectives of

the CIDG Pangasinan, together with the

Binalonan PS and Pangasinan PPO, on

August 2, 2016 at 12:30 PM.PSupt Quilates identified the suspect

as Lita Ballesteros y Vergara, who has

five alias WOAs: one for Large Scale Illegal Recruitment and four counts for

Estafa. The suspects also, have three

WOAs for Illegal Recruitment and

Estafa.

the CIDG and have undergone booking

Every part of the world creates awareness on the ill-effects of dangerous drugs and the never ending campaign against drug abuse. In every street, barangay, town, city, province and region, there are a lot of people who use illegal substances and think that doing so is harmless and fun. Teenagers enjoy taking risks with drugs because of the thrill in doing so. However, there are many reasons why people use illegal substances without knowing the many consequences it may bring them afterwards. Drug abuse is a huge problem we are facing right now. The number of people using drugs is increasing drastically with people starting or trying illegal substances at a younger age.

On the campaign plan of President Rodrigo R Duterte, the PNP intensifies its law enforcement operations and anti-criminality campaign to combat the illegal drug threat and make sure that lawless

elements and criminals will be fended off. Project: Double Barrel was conceptualized as an all-out anti-illegal drugs operational plan, geared to suppress crime and illegal drugs by clearing all drug-affected barangays across the country and to conduct no let-up operations against illegal drug personalities and in dismantling drug syndicates. With its name – “barrel” – explains Chief, PNP PDG Ronald M. Dela Rosa, “One touch of the barrel, two triggers will be set off. There’s a barrel that will target from above, the high-value targets. And there’s a barrel that will target from below, the street-level personalities”. Project: Double Barrel has a two-pronged approach: Project TOKHANG and Project “High Value Target” (HVT). Police operations focus on high-value targets, likewise, the low-value targets. The response to the campaign has been very impressive that the PNP scored

successfully with the number of persons who yielded themselves to police and local government authorities in the face of the intensified government crackdown against the illegal drug menace in the country.

Along this project are various police operations, police community relations activities, and information operations efforts intensively conducted nationwide to support the massive campaign in curbing illegal drugs.

The PNP welcomes those who will voluntarily submit themselves who wanted to change for good while they are not exactly off the hook. They are victims, and real culprits are those who make and sell illegal drugs. The government will help repentant ones and will definitely change their lives. Definitely, but the whole-of-nation approach is indispensable to this endeavor.

The Philippine National Police’s

Firearms and Explosives Office (FEO) revokes on July 28, 2016 the license of Military reservist, Mr. Vhon Martin Tanto

amidst the fatal shooting of a biker on July

25 in Quiapo, Manila.

According to the FEO Officer-In-Charge, Police Senior Superintendent

Cesar Hawthorne Binag, after the

careful perusal of the documents presented

to them, the FEO License Revocation and

Restoration Board (FLRRB) come up with

a resolution dated July 28, 2016 revoking the license of three firearms registered under the name of Mr. Tanto for Violation

of Section 39 of RA 10591.Through this document, Tanto is

directed to turn-over all of his three firearms to the FEO or to the nearest police station upon receipt of the notice in

compliance to Section 37.4 of the IRR of RA10591.

However, Tanto was nowhere to be

found during the issuance of the notice in

his residence at Fraternal Street, Quiapo,

Manila as witnessed by Barangay Captain

Armand A. Aquino of Barangay 385.Tanto is the suspect in Quiapo road

rage who killed a cyclist identified as Mr. Mark Vincent Garalde.

Further, Tanto was arrested by the

Philippine Army at East Milagros,

Masbate om July 29, 201 and will be

Plan 2030 and the PNP Anti-Illegal Drugs Campaign Plan “Project Double

Barrel/OPLAN TOKHANG”, the

operating team of Pandan Municipal

Police Station, Catanduanes PPO

seized 71 bulk of alleged illegal items

suspected shabu with estimated street

value of Php2,130,000.000 on July 14, 2016 at 2:00 in the morning at Barangay Balangonan, Pandan, Catanduanes.

Prior to the said follow-up operation, the elements of Pandan

MPS implemented Search Warrant

No.2016-33 and 34 against Randy Eusebio y Paloma aka “Bong”, issued

by Honorable Judge Lelu P Contreras,

Presiding Judge, RTC Branch 42 and

43, Virac Catanuanes that resulted to his arrest and the confiscation from his possesion of 12 small heat sealed

transparent plastic sachet containing

methapetamine hydrocloride locally

known as shabu and a case for violation

of R.A. 9165 has been filed against him in court under criminal case number

5945 thru inquest proceeding.

While being interviewed by the

police to extract more vital information

about his involvement in illegal trade, the

suspect divulged and disclosed that aside

from the recovered illegal drugs during

the implementation of Search Warrant,

there were other illegal drugs that

were buried in Barangay Balangonan,

Pandan Catanduanes. Upon learning of

said information, immediately the team

proceeded at Barangay Balangonan,

Pandan, Catanduanes to locate the said

illegal drug through the sketch provided

by the accused to the team who finally found the exact location of the illegal

drugs which were buried beside an

Acacia tree.

The operatives were able to

recover 71 bulk of the alleged illegal

items suspected shabu with a street

value of Php30,000.00 per bulk, with a total amount of aproximately

Php2,130,000.00. Recovered items were turned-over to

PNP Crime Laboratory Office for proper disposition and confirmatory testing.

With the implementation of a warrant

of arrest by the police operatives of PRO-Cordillera, two Top Most Wanted Persons

were arrested in Kalinga in the morning of

June 14, 2016.In Tabuk City, Kalinga, at around

6:40 a.m. the no. 2 TMWP City level for the 2nd Qtr CY 2016, identified as Efren Ofod Bommosao, 25, single, resident

of Sumadel, Tinglayan, Kalinga, was

arrested in Dagupan Centro, Tabuk City,

Kalinga for the Crime of Rape with a

recommended bail of Php200,000.00,

while at around 8:20 a.m., the no. 6 Top Most Wanted Person (TMWP) region-wide for 2nd Qtr of CY 2016, identified as Clipton Dongnga Gannaban, 28, single, resident of Balawag in Tabuk

City, Kalinga, was arrested in Purok 6, Bulanao, Tabuk City for the Crime of

Statutory Rape in relation to Section 5 of

RA 7610 (Anti Child Abuse Law) with no bail recommended. Both of their warrants

were issued by Judge Marcelino K. Wacas

of the Regional Trial Court, Branch 25

Bulanao, Tabuk City, Kalinga.

Mr. Bommosao was brought to the

Tabuk City Police Station, while Mr.

Gannaban was brought to Camp Juan M.

Duyan, Bulanao in Tabuk City, Kalinga

for documentation prior to turn over to the

The Mandaluyong City Police

Station’s Anti-Illegal Drugs-Special Operation Task Group led by PInsp. Jerry

Boy A. Napagal, arrested members of a

suspected gun-for-hire group during the conduct of a buy-bust operation at Apple St., Block 39 at Brgy. Addition Hills in Mandaluyong City on July 6, 2016, at around 5:00 AM. The suspects were identified as follows: Antonio Cabas a.k.a “Tony”, the alleged gang leader; Junard Elvina a.k.a “Jun”; and Jolito Navarro a.k.a “Lito”. They were later charged for

Violation of Sections 5, 11, 12 and 15

of RA 9165 and RA 10591, consistent with the anti-criminality program of PNP Chief, PDG Ronald “Bato” Dela Rosa.

During the investigation, a certain

SPO2 Fabela, a member of the CIU-PS3, appeared before the office of the SAID-SOTG and informed PInsp. Napagal that

he, SPO2 Fabela, was the officer-on-case of a shooting incident that transpired

on September 16, 2015 at about 1:45 a.m. along Ugnayan Rd., Block 40,

Welfareville Compound at Brgy. Addition

Hills, Mandaluyong City. In the said

incident, a certain PO1 Carlito Reguire

was killed wherein the primary suspect

was identified as Antonio Cabacas a.k.a “Tony”.

According to SPO2 Fabela, suspect

Antonio Cabacas a.k.a. “Tatay Tony”

is also suspect in the series of robbery

hold-up incidents at Brgy. Addition Hills, Mandaluyong City, victimizing Indian

nationals engaged in the lending business.

Other members of the group were

also identified as Mauro Sarabosing a.k.a “Mawi” residing at Block 37 Brgy. Addition Hills, Mandaluyong City; and Sixto Lacambra a.k.a “Junior”, residing

at Block 40 Brgy. Addition Hills,

Mandaluyong City

The accused are presently detained

at the Mandaluyong City Police Station

detention cell.

The Acting District Director of

Eastern Police District PSSupt. Romulo

E. Sapitula recognized the Mandaluyong

CPS for this laudable achievement, citing

that this endeavour must be appropriately

awarded, being a good example of effective

policing worthy of being emulated by

other police stations of the EPD.

Also, the Acting District Director

encouraged the public and other

stakeholders to cooperate with the police

and to report crime incidents simply by

Gun-for-hire leader

in Mandaluyong City

netted In the province of Bohol, joint

operatives of the CIDG Metro Cebu and

Cebu CIDG, under the direct supervision

of its Regional Chief, PSSupt. Marlon

Tayaba, implemented a Search Warrant

(SW) against the arrested person, Dodong

Borja a.k.a. “Tatay”, along Burgos St.,

Tagbilaran City, on July 12, 2016 at around 3:45 PM.

Borja was arrested for possession of

more or less 20 grams of suspected shabu

amounting to more than Php230,000.00, five short firearms, and assorted drugs paraphernalia.

Meanwhile, on July 13, 2016 at 6:00 AM, detectives of the CIDG Pangasinan

joined by members of the Tayug Police

Station and the Pangasinan PPO, arrested

a certain Richard Cunanan y Dela Cruz

Personnel of the Buug Municipal

Police Station, together with the

Zamboanga Sibugay PPO Intelligence

Branch, conducted a buy-bust operation in Barangay Manlin in Buug, Zamboanga

Sibugay at about 5:25 PM on July 11, 2016. The suspect, identified as Khadafy Sampurado, resident of Barangay Pulog

of said municipality who was listed as

no. 5 in the list of drug personalities in

Buug, engaged the operating team in a

shootout.

The suspect sustained several

gunshot wounds. He was immediately

brought to the nearest hospital but was

declared dead on arrival by the attending

physician. Recovered from him were a

cal .45 pistol MKIV-series 80 with serial no. 229875 loaded with five rounds of ammo, eight sachets of suspected shabu,

several drug paraphernalia, one red

motorcycle without plate used by the

suspect, and cash worth Php 5,250.00,

as well as the marked money used in the

drug transaction. The cadaver of said

suspect was turned over to his relatives.

Meanwhile, the Zamboanga City

Police Station 7 SAIDSOTG conducted a

buy-bust operation in Purok 3 Gumamela in Villa Sta. Maria, this city, at about

10:30 AM on July 11, 2016. This resulted to the arrest of Rasdie Sahi y Injani, 49,

of Orchid Drive, Brgy. Sta. Barbara,

this city, for violation of RA 9165 (Comprehensive Dangerous Drug Acts

of 2002). Also arrested during the buy-bust operation coinciding with their pot

session were Januaren Alieto y Olario, 37, Edison Taup Lansawi, 33, Ruben Jarquin y Bella, 54, Reymar Jumaani y Adjarani,

27, Sahir Basit y Sandung, 43, and Melinda Jarque y Javier, 52, all of Purok

3 Villa Sta. Maria, this city. Confiscated items included two small sachets of

shabu as buy-bust items, along with five other sachets of the same substance, drug

parapahernalia, and marked money. The

aforementioned suspects are now under

the custody of said station for filing appropriate charges in court. (PSupt.

Camp Vicente Lim — Operatives of

the Provincial Intelligence Team (PIT)

Cavite, Naic MPS, along with the Regional

Anti-Cybercrime Office (RACO4A) led by PCI Joseph Arvin Leones Villaran,

nabbed suspects Emerson Lensico and

Kelvin Roman during the entrapment

operation on July 12, 2016 at Naic, Cavite.Suspects Emerson Lensico, 25 years old

and Kelvin Roman, 18 years old, both residing at Bukana Malaki in Naic, Cavite,

were arrested for the roberry extortion/

sex extortion in relation to Sec.6 of RA 10175 or the Cybercrime Prevention Act

of 2012.The operation emanated from

the complaint of the victim (for reason of

privacy the identity will not be disclosed)

that sometime in the first week of July 2016, the victim meet a certain “Betthina Ocisnel” in a cell phone application called

“Tinder,” after which they became friends.

After a few chats, victim moved their

conversation on another application called

Viber, and victim started sending videos

showing private parts of his body. On July

11, 2016, “Betthina” started asking him money in exchange that his pictures will

not be published in the internet. But the

following day, July 12, 2016, “Betthina” still wanted more money and demanded

another Php14,000.00 pesos from the

victim. With this incident, the victim sought

the assistance of the PNP Anti-Cybercrime 4A, and personally appeared at the office on the same date to file a formal complaint. After a thorough investigation, the office found out that a certain Betthina Ocisnel

(tusha) with FB ID https://www.facebook.com/betthina.lensico was the FB account

of the suspect. Thereafter, concerned units

conducted an entrapment operation that

resulted to the arrest of the suspects.The

suspects are presently detained at the Naic

Municipal Police Station pending inquest

proceedings. The RACO is also looking

for the possibility that the suspects might

have other victims. They are appealing to

the public to report similar incidents or, if

they, too, are victims of the suspects, they

could go to their office and file a complaint.The Regional Anti-Cyber Crime Office (RACO) 4A is reminding the community

to be extra cautious in using the social

media and not easily trust anyone who

looks for relationship using the social

as the No. 1 in the Drug Personality

Watchlist of Tayug, Pangasinan, and the

leader of the “Cunanan Group” engaged

in illegal drugs activities operating in the

Municipality of Tayug and nearby towns.

Cases for violation of RA 9165 (Comprehensive Dangerous Drugs Act)

were charged against the suspects, while

an additional case for violation of RA

10591 (Comprehensive Firearms and

Ammunition Regulation Act) was charged

against Borja.

Meanwhile, on July 8, operatives of the Provincial Intelligence Branch of

the Pampanga PPO conducted an anti-Illegal Drugs Operation (buy-bust) at Purok 6 RP Palad, Moras Dela Paz, Sto Tomas, Pampanga against Jacky Castro

y Pascual, 43 years old, married, and Nelson Enriquez @ “Rambo”, both native of Meycauayan, Bulacan and presently

residing at said barangay which resulted

in a shootout causing the instantaneous

death of Enriquez alias “Rambo”, and

arrest of Jacky Castro y Pascual.

Recovered pieces of evidence were

the following: one caliber .38 revolver loaded with five live ammunition and one empty cartridge case, four pieces

fired cartridge cases for cal. 9mm pistol, one pouch containing assorted sizes of

transparent plastic sachets containing

crystalline substance believed to be shabu,

buy-bust money of one Five Hundred peso bill, and one piece of small sized

heat-sealed transparent plastic sachet containing crystalline substance believed

to be shabu.

PCSupt. Aquino commended the

operating troops and said that PNP PRO3 will continue its unwavering efforts to

eradicate illegal drugs within the region

as “Double Barrel” is being widely

implemented in the country.

Lingayen, Pangasinan — The strong

policy pronouncement of President

Rodrigo Roa Duterte to embark an all-out fight/war against criminality, especially those involved in illegal drugs, sent a

strong message to continue and strengthen

its anti-illegal drugs operations. Hence, elements of the Pangasinan

Police Provincial Office under the new leadership of PSSupt. Roland Oliver Lee,

Acting Provincial Director, implemented

numerous Search Warrants for Violation

of R.A. 9165, the "Comprehensive Dangerous Drugs Act of 2002" conducted

from July 1 to July 28, 2016.Thru Project: Double Barrel, PSSupt.

Lee ordered all Chiefs of Police to

conduct aggressive police operations in

their respective AORs. The Pangasinan

PPO has conducted a total of 186 police operations that resulted to the arrest of

232 drug personalities (pushers/users) and the confiscation of 205.8013 grams of methamphetamine hydrochloride, also

known as “Shabu”, and 27.112 grams of

marijuana with Dangerous Drug Board

8,955 drug pushers and users have also voluntarily surrendered to different police

stations, as the police and community

joined hands in carrying out a tough anti-drug program. Those who turned up in

police stations signed affidavits that they will no longer engage nor use illegal

drugs again and were given counselling,

while others went for rehabilitation.

The increasing number of arrested

drug traffickers and seizures of big volumes of dangerous drugs show the

effort in anti-criminality operations, which are clear indications that the

Pangasinan Police Provincial Office (PPPO) is in its full campaign against

the proliferation of illegal drugs, thus,

damaging our community.

The Acting Provincial Director lauded

the operating troops for a job well done

and further stated that the Pangasinan

PPO shall continuously conduct pro-active operations and will invigorate its

efforts to wipe out all forms of illegal

drugs in order to achieve its quest for a

drug-free province.“Once again, the Pangasinan PPO

has proven its mighty fist in solving drug problems and it has resulted favorably

and contributed immensely to lessen the

crime in all target areas in this province,

and will continue the operations

against drug personalities who have not

surrendered yet,” PSSupt. Lee said.

Over the last 21 days since Project: Double Barrel was implemented on July

1, 2016, the PNP has recorded a national total of 3,213 arrested drug personalities during separate police operations by

local and national PNP Units.

As of 6:00AM of July 22, a total of 239 drug suspects were slain in police

operations.

Under Project “Tokhang” or house

visitations on residences of suspected

drug personalities, a total of 120,038 voluntarily yielded to authorities,

among them 112,902 drug users and,

7,107 pushers.

They are now the subject of further

government intervention by concerned

“DUTERTE” is PRO 12’s answer to the

call of the newly installed President of

the Republic of the Philippines, Roridgo

Roa Duterte, to eliminate drug use and

trafficking. This is also in line with the current program of the Philippine National

Police which is the “Double Barrel”, where

one barrel refers to “Tokhang” which

stands for “Toktok Hangyo”, a visayan

term where “toktok” means to knock and

“hangyo” to appeal. “Tokhang” refers to

the aspect of Police Community Relations

whereas another barrel represents the

High Value Target (HVT) and the Low

Value Target (LVT) that focused on the

operation against hostile suspects.

to personalities involved in illegal drug

activities to go back into the folds of law

Twenty PNP personnel composed

of 17 Police Commissioned Officers (PCOs), two Police Non-Commissioned Officers (PNCOs) and one Non-Uniformed Personnel (NUP) had attended and

satisfactorily completed the first ever ten-day (80 training hours) Train the Trainer School Resource Officer (TOT SRO) in the Philippines. The said training was

conducted and sponsored by the United

States - Department of Justice International Criminal Investigative Training Assistance

Program (ICITAP) from July 4 to 15, 2016 under the supervision and recommendation

of the Training Manager, School for

Specialized Courses of the PNP Training

Service.

The training is designed for law

enforcement officers functioning as police officers in the school setting. It aims to provide the participants with the general

concepts of the roles, purposes, duties and

responsibilities of the School Resource

Officer (SRO), and how these roles and concepts create a great impact on school-based policing. The course also gives the

participants the different approaches in

SRO in relation to school-based policing, particularly on leadership and personality

development, communication skills,

conflict resolution and management, stress management, applications through

scenarios relative to Republic Act 6713 (Code of Conduct and Ethical Standard for

Public Officials and Employees), quality service to the school community, and actual

school immersion.

The SRO is a nationally accepted

program in the United States of America

that involves the placement of a law

enforcement officer within the educational environment. It is introduced in the

Philippines and being recognized slowly

in selected pilot areas in Mindanao. In

2012, four PNCOs: SPO3 Benjar Asaddi, SPO2 Marlene A. Galvez, SPO1 Mary Jane

B. Perez and PO2 Joseph Bryan B. Jalon,

who had been assigned in Mindanao had

completed the Basic SRO Course in Reno,

Nevada USA; and the Advanced SRO Course in Grandview, Missouri, USA.

They also participated in the National

Association of School Resource Officers Conference in Reno, Nevada USA through

ICITAP. Three high schools in Mindanao,

such as the Cotabato City National High

School Main Campus; Basilan National High School in Isabela City, Basilan; and Zamboanga City National High School

were the pilot schools where SROs are very

active. Trained SROs act generally as law

enforcers, law related-educators and law-related counsellors. Among the projects

initiated by the SROs are Project Be SAFE

(Smart, Alert, Focused, Educated), Students

Police Officer Group, Student Crime Watch, Community Out-reach Activities, and many more.

When Wilson Yancha y Consus alias

“Wicho” was about to be apprehended by

the arresting officers, he drew a caliber .45 pistol, thus, sensing the eminent

threat, the apprehending officers shot him but he still managed to speed up the

vehicle which he uses as conveyor for

his illegal drug trade. Eventually, he lost

control of the vehicle and headed towards

the drainage canal. In the end, his two

A total 2,726 PCO and 28,167 PNCO

applicants have passed the examinations

and interviews for the 1st Level and 2nd

Level 2016 Regular Promotion Program and were found qualified for promotion effective June 30, 2016.

in the said program assigned at Crame-Based National Support Units, Command

Ang pagsali sa eleksyon at pagboto

ay karapatan ng bawat Pilipino. Ito ay

isang sagradong tungkulin ng bawat

isang mamamayan na dapat gampanan

ng lahat ng Pilipino upang mailuklok sa

kapangyarihan ang mga mamumuno sa

ating bayan. Sa ganitong proseso, pantay

ang karapatan ng mahirap at mayaman,

ng mga maralita at nakaririwasa, ng

malalakas at mahina. Ang Philippine

National Police (PNP) ang naatasang

pangalagaan ang mga karapatang ito at

bantayan ang sambayanan laban sa mga

manliligalig.

Malinaw ang misyong ito ng PNP sa

mga kasapi ng 14 man team ng 407th

PPMG. Upang mapangalagaan ang

kapayapaan ng eleksyon at matiyak

na magiging malinis ang resulta nito,

aktibong tumupad sa kanilang tungkulin

ang mga kasapi ng nasabing yunit. Sa

kasamaang palad, nagbuwis ng buhay

ang lima sa mga kasapi nito at anim sa

kanila ang malubhang nasugatan upang

mabantayan ang karapatan sa pagboto

ng mamamayan.

Isang linggo noon bago sumapit

ang May 14, 2007 election, nagsagawa

ng road security operation ang team

ng 407th PPMG bilang paghahanda sa

isang nakatakdang miting de avance ng

isang kandidato na humingi ng security

assistance. Kasalukuyang binabagtas ng

PNP patrol pick-up ang isang kalsada nang biglang yanigin ito ng pagsabog

dahil sa isang landmine na itinanim ng

mga manliligalig na NPA.

Tumaob ang sasakyan ng mga pulis.

Mistulang papel na nilukot ang harapan

ng patrol dahil sa impact ng pagsabog ng

landmine. Sa kabila ng mga tinamong

sugat at pinsala sa katawan, buong giting

na gumanti ng putok ang mga pulis.

Tumagal ng limang minuto ang palitan

ng putok sa pagitan ng mga kasapi ng

407th PPMG at mga NPA. Gaya ng dati,

biglang nagpulasan paatras at tumakas

ang mga NPA matapos mahinuhang

mataas pa rin ang morale at hangaring

lumaban ng mga pulis.

Win sa mga kandidato. Sa kabila ng

karahasang inihahasik ng mga NPA sa

mamamayan, tahimik namang nagluksa

ang mga kaanak at kasamahan ng mga

nasawing pulis. Sa bawat pagluha at

hinagpis ng mga naulila, matimyas

na ngiti naman ng pasasalamat ang

pabaon ng sambayanan sa kanilang mga

tagapagpatupad ng batas.

Ayon kay DR. HAL URBAN. “Choice”,

salita na hindi natin na mamalayan na

ginagawa natin ito sa araw-araw. Sa umaga pa lang ay pumupunta si nanay sa

kusina kung ano ang ihahaing pagkain sa

pamilya. Mayroon siyang “choice”, fried

egg or hot dog? Mula sa umaga hanggang

sa gabi. Kaya mahalaga sa kanya na may

listahan para ma-budget nang mabuti ang pera at magkasya hanggang suweldo.

Sa ating pagpasok sa opisina araw-araw, tayo ay namimili kung tayo ay sasakay

sa bus o sa MRT. Paglipas nang panahon

ay kabisado na natin oras ng biyahe.

Isang katotohanan sa mundong ito ay

maraming pagpipilian. Mula sa brand

ng damit, appliances, sasakyan, gadget,

baril at iba pa. Salamat sa kabutihan ng

Panginoong Diyos sapagkat nagagawa

nating makapamili dahil tayo ay may

kalayaan. Ayon sa Genesis 2:16-17 “And the LORD God commanded the man,

saying, Of every tree of the garden thou

mayest freely eat: But of the tree of the knowledge of good and evil, thou shalt

not eat of it: for in the day that thou eatest thereof thou shalt surely die.” Genesis

pinili nila ang suwayin ang utos ng

Panginoong Diyos at ito ang nagging

daan upang ang tao ay mapahamak at

masira ang napakagandang plano sa

Mas pinili nila ang sinabi ni Satanas,

pinalalabas niya na sinungaling ang

Diyos. At hindi mamamatay kapag kinain

ang bunga ng pagkaalam ng mabuti at

masama. At magiging katulad ng Diyos.

Iisa lamang ang Diyos at tayong lahat

ay nilikha lamang niya at kailanman ay

hindi natin Siya makakapantay. Ang

sinabi ni Satanas ay isang Deception. Ang

“Choices” ay:1. Sumunod sa utos ng Diyos. Ito ay

totoo.

2. Maniwala sa sinabi ni Satanas. Ito

ay panlilinlang.

Kaya maliwanag po ang warning ng

Panginoong Diyos…” God hath said, Ye

Matapos ang pagpili ay gagawa po

tayo ng DECISION. Alalahanin po natin

mga kabaro na “Every Choices that you

will make has its own consequences.”

Ang kamatayan at kapahamakan ay

dumating sa tao, dahil sa maling pagpili

at ginawang desisyon.

Ano ang nagging tugon ni Adan at

Eva sa desisyon na kanilang ginawa?

nagawa tayong maling pagpili at desisyon.

Hindi tayo na promote dahil hindi nag-schooling o nag-exam. Marahil ay may kadahilanan o pinagdaanan sa nakalipas

na panahon. Natuto po ba tayo? Ngayon

na ang tamang simula.

its goal to be always prepared in times of

calamities or any form of disaster because

the PNP not only runs after the criminals

and drug-listed personalities, and not only engages in firefights with the CPP/NPA/NDF and other lawless elements in the

battlefield. It likewise takes the brunt of taking care of its people, and assumes new

roles in helping build communities out of

tragedies, disasters and calamities.

He also said that PRO5 should continue

to plan, prepare, practice, execute, assess

if needed, to become truly prepared for

any eventuality.

The PNP also implemented Oplan

Tokhang throughout the country to stop the

illegal drug crisis. Under Oplan Tokhang,

or house visitations on residences of

suspected drug personalities, a total

of 120,038 have voluntarily yielded nationwide, among them, 112,902 self-confessed drug users and 7,107 pushers.

In the Davao region, reports showed

that a total of 17,208 drug personalities have submitted themselves to the PNP,

while 10,200 drug pushers and users

surrendered to the police and local

officials from the 19 towns and 2 cities in the province of Pampanga. Southern

Tagalog has the most number of drug

suspects arrested during the two-month period with 2,230, followed by NCR with 1,906 and Central Luzon with 1,097.

The PNP has urged local government

officials to build rehabilitation centers in each of the 22 legislative districts

in Central Luzon. The government is

also considering a plan to establish

rehabilitation centers in several islands

to accommodate the thousands of drug

dependents that have recently surrendered

to authorities.

PNP chief Director General Dela

Rosa reminded all policemen in the

field to observe proper procedure during police operations, foremost of which is

to protect and respect the human rights

of every suspect. He vowed to continue

the war against illegal drugs and stressed

that he needs police commanders who are

committed to Duterte’s policy to reduce,

if not eliminate, the trade in illegal drugs

within the first three to six months of his administration. He called on the citizens

to help the government win the war

against criminality, particularly, in the

capture and arrest of drug lords.

Rosa had implemented a top-to-bottom revamp when he took over the helm of

the PNP on July 1 stressing that internal

cleansing was important in the PNP

organization, with 160,000 members in 18 regions nationwide, to ensure police officers have the moral ascendancy to enforce the law. The PNP Chief also

ordered drug testing for all the 180,000 uniformed and civilian personnel of the

organization within six months in line

with the government’s campaign to stop

illegal drug trafficking and abuse among police officers and personnel. Policemen who tested positive in the drug tests will

be dismissed from the service.

Barely a week after PNP Chief DG Dela

Rosa assumed office, police authorities dug up close to Php1 billion worth of

shabu in a resort in the far-flung area of Claveria town in Cagayan, the biggest

illegal drugs haul made by the PNP,

which were supposed to be transported

to Binondo area in Manila. A 1.77 billion

pesos worth of dangerous drugs were also

destroyed in Trece Martires City, Cavite

by the Philippine Drug Enforcement

Agency (PDEA) and the PNP, while a

“floating shabu” laboratory or fishing vessel that could have manufactured 180 kilos of shabu recovered in Claveria,

Cagayan, was seized off Subic, Zambales

Ang lakas ng pagkakasabi. Pagkadaan namin sa

bubong at nagbabautismo kami’y nagsasalimbayan

ang kidlat. Ang sabi ko, “Panginoon, bahala ka

meeting and dialogue among Top Senior

Police Non-Commissioned Officers (PNCOs) held at the PNP National

Headquarters in Camp Crame, Quezon

City on July 21, 2016, SPO4 Juanito Dimaculangan, Chief Executive Senior

Police Officer (CESPO, PNP), conducted a surprise random drug-testing for all ESPOs of the different National

Support Units (NSUs), Chief Clerks of

the Command Group, Directorial and

Personal Staff (CG-DPS) and other Top Senior PNCOs.

This is in line with the directive of the

Philippine National Police Chief, Police

Director General Ronald M. Dela Rosa to

have an all-out war on illegal drugs.According to SPO4 Dimaculangan, a

total of 50 Top Senior PNCOs underwent

said drug test which was conducted prior

to the scheduled cascading of the newest

PNP anti-illegal drugs campaign Project: Double Barrel which has a two-pronged approach; the Project HVT (upper barrel) and Project “Tokhang” (lower barrel).

HINDI ko sukat akalain na makapapasyal pa

ako sa United States of America dahil dalawang

beses na akong na-denied sa US Embassy, Manila noong 2007. Pero nitong buwan lamang ng Abril

2016 para sa ikatlong pagkakataon na pagsalang para sa tourist visa application interview ay isa

ako sa mapalad na nabigyan ng 10-year multiple tourist visa. Kaya naman ay agad akong nag-file ng aking vacation leave abroad kasama ang aking

butihing maybahay sa kagustuhang mabisita din

ang bansang Amerika sa tulong ng aking sister-in-law na si Maria Arredondo at asawa nito na si Samuel Arredondo na kung saan sila ang nag-ayos at tumayong mga sponsors sa aming mahigit isang

buwan na tour at pamamalagi sa Amerika. Mahigit

sa sampung taon na silang naninirahan partikular

sa Texas kasama ang kanilang mga anak at kanyang

magulang na aking mga parents-in-law na tahimik at maayos na silang namumuhay doon. Napakalaki

ang pagkakaiba ng Texas sa ating bansang

Pilipinas. Malinis at maayos ang kapaligiran, wala

kang maririnig na ingay at busina ng mga sasakyan,

at higit sa lahat propesyunal at may disiplina ang

mga tao. Di gaya sa atin na walang disiplina, kung

meron man ay kokonti lang at karamihan ay mga

taong ika nga ay walang takot sa Diyos at walang

respeto sa kapwa lalo't higit sa kanilang sarili.

Isa din sa aking naobserbahan sa mga shopping

malls and centers gaya ng COSTCO Wholesale,

Walmart, H.E.B (Here Everything’s Buy), at

iba’t-ibang grocery stores ay halos o karamihan sa kanilang mga tauhan ay matatanda at may edad

na. Kahit mga senior citizens na ay kumakayod pa

rin para mabuhay at hindi umaasa sa ibang tao. Sa

Amerika ay dapat ay masipag ka, may dedikasyon

sa trabaho at hindi pupuwede ang tatamad-tamad. Bakit? Kasi karamihan doon ay ikaw mismo ang

gagawa gaya ng mag-refill ng tubig sa container mo sa mga water stations, maglagay ng gasolina

sa sasakyan mo at kung minsan ay ikaw mismo

ang magbabalot sa mga binili mong grocery items

at kung anu-ano pa. Puro ATM (Automated Teller Machine) card na ang transaksyon kaya naman ay

di na kailangan ang mga gasoline attendant, water

boy helper at mga cashiers. Sa panig naman ng

mga law enforcers doon ay ginagalang ang mga

pulis maging anoman ang kanilang mga ranggo

o posisyon kahit na ito’y mababa, takot ang mga

sibilyan at mamayan sa kanila. Sa madaling salita

ay nirerespeto sila, bagay na wala sa atin. Kapag

nagmaneho kang hindi nakalagay ang iyong seat

belt at nahuli ka ng pulis ay tiyak ay may penalty

ka. Kapag may tumatawid, hinto lahat ang mga

sasakyan lalo na kapag dumadaan na ang mga

school bus, tigil lahat para magbigay sa mga

estudyante at batang mag-aaral para sa kanilang kaligtasan. Kapag nag red light na, stop ka muna

kahit mag-isa ka lang na sasakyan. Sumusunod ang lahat at may disiplina sa sarili. Masakit mang

sabihin pero yan ang katotohanan na wala sa

ating mga pinoy, Disiplina! Samantala, kabilang

naman sa mga lugar na aking napuntahan ay ang

Kerrville, San Antonio, San Juan, San Marcos,

Fredericksburg, Fair Oaks Ranch, Mc Allen,

Austin at sa Dallas. Namangha ako sa mga lugar at

pook pasyalan na aking nasaksihan gaya ng “Texas

State Capitol” na matatagpuan sa Austin na talaga

namang kahawig ng White House dahil sa ganda

ng istruktura at pagkakagawa nito. Ito ay may

taas na 308 feet at dito rin makikita ang opisina at tanggapan ng Texas Legislatures at ang Office of the Governor. Isa ito sa mga dinarayong lugar at

gustong puntahan kung ikaw ay nasa Texas dahil

idineklara ito bilang isa sa mga National Historic

Landmarks ng America. Kung gusto mo naman

na magmuni-muni at magsagawa ng repleksyon o spiritual encounter ay magandang pasyalan din ang

sa Kerrville na halos na yata sa lahat ng dako nito

ay may mababasa kang mga bible verses bilang

paalaala kung ano ang misyon natin sa buhay na

ito. Ganon din siyempre ang lugar ng San Antonio

Team. Sa loob ng Hemisfair Park ay makikita ang

napakataas na “The Tower of the America” na

may 750 feet ang taas nito, mula sa taas ay halos

tanaw mo na ang buong Texas. Sa di kalayuan

ay makikita mo naman ang makasaysayang “The

Alamo Chapel” na kung saan ay dito nabuo at

nag-umpisa ang “The Alamo Mission” na mas lalong kilala bilang “The Shrine of Texas Liberty.”

Idineklara din ito ng United Nations Educational,

Scientific and Cultural Organization (UNESCO) bilang isa sa mga World Heritage Sites sa buong

mundo. Nakapaglibang din ako sa “Seaworld of

San Antonio Theme Park” na kung saan ay mga

naggagandahan ang kanilang mga ride and show

attractions gaya na lamang ng Steel Eel, Journey to

Atlantis, Azul Dolphin Show, Sea Lion High, One

Ocean, at marami pang iba. Halos kulang ang isang

araw mo kung lilibutin mo ang buong Seaworld

Park. Nakarerelaks talaga at nakaaalis ng stress

kung iyong mapasyalan ang mga nasabing lugar.

At bilang panghuli ay bumisita din ako sa mahal at

milagrosong birhen ng Our Lady of San Juan del

Valle sa San Juan, Texas kalakip nito ay ang aming

pasasalamat sa ating Panginoong Diyos dahil sa

kanyang mga kabutihan at kaloob na di masayod

para sa amin. Kaya naman, enjoy at sulit talaga

ang aking bakasyon kasama ang aking maybahay

at pamilya nito. Sa kabila ng ating trabaho bilang

isang pulis o alagad ng batas ay marapat lamang

na paminsan-minsan ay magkaroon din tayo ng pagkakataon para makapag-libang kasama ang ating pamilya at mahal sa buhay. Iba pa rin ang

Drugs Advisory Council (BADAC) from slumber. The

reinvigorated BADAC made it easier for the PNP to come

up with updated and validated lists of drug pushers and

users who are deeply entrenched in the community. This

reduced the risk of erroneously subjecting the wrong person

to interdiction operations.

3. Conduct of Aggressive Police Operations

The third phase involves a no let-up drive in flushing out illegal drugs personalities in the barangay through

interdiction operations. However, even at this stage,

members of the Convenors and the BADAC are similarly

involved in building strong cases against suspected drug

pushers, to ensure that they will not stand a chance to post

bail and be free again to continue with their activities. This

stage employs all forms of police operations from serving

of arrest warrants, search warrants, buy-bust operations, One-Time Big-Time operations, patrolling, checkpoints and other anti-criminality strategies.

4. The Government Multi-Agency and Multi-Sectoral Activities

Like the Double Barrel Approach of Chief PNP Dela

Rosa, grassroots mobilization to complement the aggressive

police operations is the other side of the barrel. Sectoral

activities include the implementation of Campaign Plan

"TokHang" to persuade illegal drugs suspects to forgo their

activities; house-to-house visitations and counselling of families affected by the illegal drugs problem; facilitation of seminars and consultation fora at the barangay level; and shame campaigns where a group of "protesters" denounce

the activities of a drug pusher right at the very doorstep of the

suspect. At this stage, the Convenors take the centerstage.

While the activities provide intelligence operatives of

the PNP with the opportunity to come face-to-face with suspected drug personalities, the sole participation of the

police here is to ensure that no untoward incident will occur

between the "protesters" and the people who are the subjects

of the shame campaign rallies and other anti-illegal drugs campaign carried out by multi-sectoral groups.

5. The Balik-Loob Program and Establishment of the Bahay Pag-Asa Reformation Center

The Balik-Loob Program is the counterpart of Campaign Plan "TokHang". But unlike the other, the Balik-Loob Program caters only to drug pushers -- those who are directly responsible for the proliferation of narcotics

substances in the community. The Balik-Loob Program follows three “S” steps that every drug pusher has to comply

with: Stop their illegal activities; Submit - which means they have to come out of their lairs; and Surrender - which in this case means voluntarily agreeing to undergo more

than a month of reformation. The core value of the program

is focused on personality renewal of suspected drug pushers

to help them become productive and law abiding citizens

through reformation. Hence, the Balik-Loob Program was introduced along with the creation of the Bahay Pag-Asa Reformation Center. This Reformation Center, established

inside the provincial police headquarters in Balanga City,

provides the most comprehensive family-and values-

oriented treatment program, anchored on the hope that the

patients/reformists will eventually give up drug pushing

and to take a more responsible way of living. The program

includes providing health services, free vocational training

in partnership with various technical education institutions,

and moral recovery programs with the help of local

religious groups. The evident success and viability of the

Bahay Pag-Asa Reformation as a practical approach to manage the illegal drugs problem eventually encouraged

more institutional partners and industries to invest in

the program. On July 8, 2016, another Bahay Pag-Asa building, with a capacity to accommodate 200 reformists,

was inaugurated in Limay, Bataan. A third Bahay Pag-Asa is being readied inside the Philippine Army Headquarters

in Camp Camacho, Balanga City, in partnership with the

Armed Forces of the Philippines. The third reformation

center is timely and relevant to the pronouncement of

President Duterte in his first State of the Nation Address, for the AFP to take an active part in the rehabilitation efforts

of the government for illegal drugs personalities.

The cooperation established by the All-Government/Multi-Sectoral Approach in the Fight Against Illegal Drugs resulted in the unprecedented 70% decrease in crime incidents, 300% increase in positive results of operations against illegal drugs and more than 90% decrease in drug-related crime incidents in Bataan. Moreover, the program paved the way for more arrests as well as more

surrenderee-reformists drug pushers (at present, out of 300 plus surrenderees, 225 have already undergone the rudiments of the reformation program) - and the number is still growing, especially with the launching of Campaign

Plan "TokHang".

The Cycles of Campaign "TokHang" in Bataan

apparently did more than managing the problem on illegal

drugs. Its equally important achievement is that it changed

the mindset of the police in dealing with illegal drugs: the police stopped owning the entire drug problem and accepted

that community engagement is essentially more than half of

the total solution to the drug problem. Here, community

engagement means more than reaching out. It's about

encouraging a wide spectrum of society to follow a more

commonsensical direction in dealing with the problems on

illegal drugs.

From the beginning of the implementation of the

Campaign Plan "TokHang" of Philippine National

Police (PNP) Chief, Police Director General Ronald

"Bato" Dela Rosa, up to present, hundreds of thousands of

illegal drugs pushers and users have been rounded up by

various police units from all over the country in line with the

reinvigorated scouring of communities of people involved

in narcotics abuse. This milieu of aggressive accounting

of illegal drugs personalities have achieved very palpable

results as it has never been seen in recent years, such as a

massive number of surrenderees. However, with the steady

influx of surrenderees, people are now asking: What will the PNP do with all these drugs personalities surrendering?

The people of the Province of Bataan have managed the

problem as to where to put their surrenderees, prioritizing

surrendered drug pushers a year ahead of Campaign Plan

"TokHang". With President Rodrigo Duterte now urging

Local Government Executives (the governor, mayors,

and barangay chairmen) to do their part in the war against

illegal drugs, there is truly a great deal of best practices that

local government units, non-government organizations, advocacy groups and other institutions from everywhere to

learn out of the success of Bataan province. All these are all

worth-sharing.Pre-dating the nationwide Campaign Plan "TokHang"

by more than a year is Bataan's All Government/Multi-Sectoral Approach in the Fight Against Illegal Drugs.

It is a PNP-designed game-changer strategy meant to provide direction for a local government-led confederacy of stakeholders and institutional partners in managing the

problem on illegal drugs. The strategy involves five stages of implementation.

The Cycle of the Five Stages

1. Organize the Provincial/Municipal/Barangay Anti-Illegal Drugs Convenors

Campaign Plan "TokHang" of PDG Dela Rosa, which

takes its roots in Davao City, is undoubtedly a classic

example of a remarkable shift from the conventional

interdiction operation approach of the police to persuading

illegal drugs personalities to give up on narcotics abuse. In

Bataan, the strategy started similarly, knocking at the hearts

and minds of stakeholders, institutional partners and local

government executives, and persuading them to get involved

in a commonsensical approach in managing the illegal

drugs problem, thus, essentially "TokHang". The creation

of an LGU-led Anti-Drug Convenors from the province down to barangay level puts under one roof the heads

of several devolved government agencies, public safety

and internal security agencies, local judiciary and other

government instrumentalities, members of the academe,

anti-narcotics advocacy groups, civic groups and the media. The Convenors’ pivotal role is actually the key to managing

the illegal drugs problem. As a forum, the Convenors of

Bataan are vested with oversight powers and functions to

ensure the transparency and efficiency of law enforcement agencies in the conduct of anti-narcotics operations. On the other hand, members of the judiciary provide legal advice

to law enforcers and assistances in the filing of air-tight cases against drugs suspects. Volunteer anti-crime groups likewise provide human resources in aid of gathering

intelligence information relative to the activities of illegal

drugs personalities (including law enforcers suspected to

be involved in narcotics abuse). On top of it, the Convenors

also provide the professional and logistic support needed in

the conduct of advocacy activities.

2. Reinvigorate the BADAC

With the local government executives leading the

Convenors, it is easier to reawaken the Barangay Anti-

for Police Community Relations and PSupt Vimelee R.

Madrid of the PNP Training Service. Likewise, PSupt Mary

Grace R. Madayag of the Directorate for Investigation and

Detective Management and SPO4 Fernando T. Galang of

the Anti-Illegal Drugs Group discussed the laws governing children and drugs education, respectively.

The said training is very much relevant and significant to the program thrusts of President Rodrigo R. Duterte

and Chief, PNP, Police Director General Ronald M.

Dela Rosa on the intensified campaign on anti-illegal drugs, particularly in education awareness. Since crime

and violence or even the presence of illegal drugs is a

reality in the school, the concepts and principles of the

SRO program are very useful. This can help the parents,

teachers, students, administrators, law enforcers and the

general public to address issues and concerns within school

premises. SROs will work with school administrators and

parents to identify potential problems facing the youth at

the school and to work to collaboratively address issues

before they become problems. The SRO program does not

only address issues and concerns in the school but also

enhances the relationship between the school community

and the Philippine National Police.

During the opening ceremony on July 4, Police Director

Wilfredo D. Franco, the Director for Directorate for Police

Community Relations served as the Guest of Honor and

Speaker (GOHS). He mentioned the importance of police

community relations activities like police presence and

visibility in the school in the campaign against criminality

and other illegal activities. On the other hand, in the closing

ceremony on July 15, Franco was also the GOHS. He was

represented by PCSupt Carlos B. De Sagun, Executive

Office of the DPCR.
