The following report comprises the key planning and delivery of activities undertaken by the

Engineering Services Department for the month of April 2018 and covers future works proposed for

the remainder of the financial year.

OPERATIONAL & CAPITAL WORK BUDGET IMPLEMENTATION (~ $11,000,000)

The critical budget items amount to approximately $11 million covering the approved Capital Works

projects, RMPC, TMR nominated works and key operational activities such as Shire road

maintenance works. Overall, expenditure to date is tracking well at around 80% of total budget.

The numerous technical issues relating to the irrigation system for the garden bed in Brolga Street

are being assessed. The streetscaping and laying of a new water mains in Brolga Street will be

finalised by August 2018.

QUILPIE-ADAVALE RE-SHEETING AND SEALING (RED ROAD) $1,658,500 - COMPLETED

The following sections of the Red Road (Quilpie to Adavale Road) have been completed.

1. Chainage 5.08 to 10.20 (5.12km) – BITUMEN SEAL COMPLETED.

2. Chainage 39.14 to 40.14 (1km) – Corona Creek section - BITUMEN SEAL COMPLETED.

3. Chainage 70.60 to 72.81 (2.21km) – works along the Bulls Gully section. BITUMEN SEAL

COMPLETED.

4. Chainage 11.56 – 12.60 (1.04Km) – Bungunaberry Creek bore crossing section. BITUMEN SEAL

COMPLETED.

ADAVALE STREETS UPGRADE ($200,000) COMPLETED

Works completed include

Laying top-up gravel on all streets in Adavale township; and,

The first section of access road to the Dump.

Additionally, pipes have been installed across a number of Adavale town streets to improve

drainage.

The sections of McKinlay and Blackwater Streets in Adavale were bitumen sealed on 28thand 29th

April. For efficiency, these bitumen sealing works were undertaken in conjunction with the works on

Red Road (Bulls Gully section).

2017-18 RMPC PROGRAM ($2,000,000)

Value of works completed and claimed from TMR to date is approximately $1,200,000.

RMPC works undertaken in April 2018 include:

Medium formation on Adavale- Blackall Rd Stage 1 completed; and, commencing on Stage 2;

Heavy formation on Red Rd Stage 1 (various sections) completed; and, commencing on Stage 2;

93B Quilpie- Windorah Rd Heavy shoulder grade Stage 1 completed; and, commencing on Stage

2;

Heavy formation grade on the Red Rd (Bulls Gully and various other sections) completed;

Light formation on Quilpie – Adavale Rd (Red Road) Stage 1 completed; and commencing on

Stage 2;

Weed management/spraying on 93A and Coonaberry Creek Rd.

ONGOING RMPC WORKS

Continue works on the Adavale/Blackall Rd - Medium formation, embankment works and

drainage.

Shoulder work on 79A Cooper Development Road.

Shoulder work on 93A – Diamantina Development Road (Charleville – Quilpie Road).

BALDY TOP NEW INTERSECTION, REALIGNMENT, PARKING, AND OTHER IMPROVEMENTS

($250,000 COUNCIL FUNDING)

Roadworks: Further road widening works on Thargomindah Rd (over the crest to Baldy Top road)

and the intersection have been completed and the road bitumen sealed.

Power Supply: Work to supply single-phase electricity to Baldy Top progressing well. Ergon has

requested Council to establish an easement in favour of Ergon. Survey works has been completed

and applications lodged.

Twin Culverts on order for Thargomindah Road widening, to replace existing culverts. These works

are funded by TMR.

Council resolved that the resheeting works for 2017-18 to be confirmed as follows:

GRAVEL PITS

Gravel Pits Management Plan and implementation strategy being reviewed by Technical Officers; and, all gravel pits in Shire (over 85) are being inspected and photographed as required.

Mandatory reporting to Department of Agriculture and Fisheries – Forest Products has been implemented quarterly, as required, and is now up-to-date.

Gravel Pit program – use and mandatory reporting – has been reviewed and updated over the past couple of months.

LANDSCAPING OF QUILPIE TOWN CENTRE MEDIAN ISLAND UPGRADE

Extensive planning undertaken and including detailed review of current landscaping designs and

irrigation systems to serve the median islands in town.

The evaluation has revealed that the use the cold water from the dam to irrigate the town centre

median islands is cost prohibitive.

Various irrigations systems were also being investigated to identify the most cost effective solution

providing optimum results using hot water.

CHULUNGRA STREET EXTENSION & RAILWAY LINE WATER MAINS CROSSING

After extensive negotiations between MES, Council staff, TMR and QR officers, approval has been

achieved on Council’s proposal for a relaxation from stringent and costly specifications/requirements

to utilise directional drilling machinery for the rail and road crossings.

The laying of new water main (about 300 metres) across Brolga Street at Chulungra street, the

crossing of the main QR rail line including the second rail crossing (across the rail balloon loop) and

the installation of a polythelene water line to the saleyards have both been completed.

The backfill of the trench was carried out by the plumbing crew.

The trench has been backfilled and will be re-sealed with cold mix, once enough time as been

allowed for the trench to settle to minimise subsidence.

The Quality Assurance was over seen by Mike Castles, WH&S and Luke Hunter, Technical Officer.

LAYING OF NEW WATER MAIN IN BROLGA STREET (SOUTHSIDE BETWEEN CHIPU STREET AND

BULN BULN STREET)

Due to the complex alignment of Brolga Street, the main works have been deferred for a few

months as technical issues are resolved.

The evaluation of whether to use cold water from the dam has also delayed the project.

As mentioned, the use the cold water from the dam to irrigate the town centre median islands is

cost prohibitive.

Considering other cost effective alternatives, it is recommended to proceed with the replacement of

water main in Brolga Street, without the need to also install a cold water pipe.

LAYING OF NEW WATER MAIN IN CHIPU STREET, PEGLAR STREET AND BULN BULN STREET

(FUNDED UNDER THE LOCAL GOVERNMENT) AND COUNCIL

Council has received funding of about ($495,000) and Council has also funded of about ($495,000) to

undertake a water mains replacement program under the Local Government Grants and Subsidies

Program (LGGSP). This will allow about replacement of about 3.5km of existing water mains.

It is proposed that new 150mm main are installed to replace existing AC mains that are in poor

condition. The alignment of the pipe route has been determined to minimise on traffic disruption

and cost.

The installations will follow in order of priority

1. Chipu Street (Brolga to Winchu);

2. Brolga Street (Buln Buln to Gyrica Street);

3. Peglar Street (Chipu to Buln Buln);

4. Buln Buln Street (from Brolga to Winchu).

Chipu Street water mains replacement (approximately 650 meters) has already commenced.

SEWERAGE TREATMENT PLANT

The scope of works has been determined and research into product/material specifications is

underway.

The design of safety rails and flooring platforms has been resolved and costing is been investigated.

Sand blasting may be required to prepare the surface for new coating.

Repair or replacement of the concrete baffles is still under investigation to see which option is the

most viable.

REVERSE OSMOSIS WATER TREATMENT PLANT EROMANGA

A meeting has been arranged with Geoff Pike of Ago Vires to inspect and evaluate the condition and

performance of the Reverse Osmosis plant.

It is hoped that consulting with a local specialist in this field will help establish

the correct operational procedures; and,

put in place a timely response to maintenance schedules.

This initiative will better train our staff and will then insure the optimal performance of the Reverse

Osmosis plant.

TOWN SERVICES ACTIVITIES

A concerted effort has also been made to tidy up the townships and improve landscaping along the

Quilpie Airport frontage, Brolga Street, Buln Buln Street, John Waugh Park and Bulloo Park.

The following chart provides an outline of the key sites that the crews have been working over the

month of April.

MINOR CAPITAL WORKS

Adavale Recreation grounds: plans have been drawn up by the recreation group, works will

be put into a specifications document and quotes will be called.

Awaiting roofing panels to complete works.

ENVIRONMENTAL ISSUES INCLUDING LANDFILL/DUMP SITES

Clean-ups of the Quilpie, Eromanga and Adavale dumps have been undertaken and further

clean- up activities are planned.

Redleaf are currently preparing submissions for licence extensions for Quilpie & Eromanga

landfill sites.

Investigation are also being made regarding burning of green waste and timber similar of

some neighbouring Councils.

CAMP KITCHEN AND LAUNDRY AT EROMANGA NATURAL HISTORY MUSEUM

Council has awarded contract to Holling Constructions to construct camp kitchen and laundry

facilities at the Eromanga Natural History Museum. Works on the building pad has commenced.

QUILPIE SHIRE HALL

Quilpie Shire Hall – Lighting and sound systems installed. Working group has reviewed options for

upgrades to the Supper Room and treatment of the asbestos roof.

Quotations received for the roof sealing/painting, gutters and down pipes and door replacement is

exorbitant and requires review. A new roof replacement would be a prudent solution.

Brandon & Associates are working on access ramps for the Supper Room and other upgrades

proposed for the Supper Room.

BUS WRAPPING FOR TOURISM PROMOTION

The project to wrap buses in imagery to promote local tourism was approved and works on the

Eromanga Bus completed. All buses have returned to service promoting the highlights of Quilpie

Shire.

OCCUPATIONAL HEALTH & SAFETY

To date the WH&S record for 17/18 is very encouraging and the aim is for a successful WH&S

17/18 period.

There were no Occupational Health and Safety issues reported for the month of April 2018.

Brendon Andrews promoted from Multi-skilled Plant Operator to Maintenance Grader Operator.

The Apprentice Mechanic’s vacancy received 45 applications. The applications were shortlisted to

5 outstanding candidates and interviews conducted.

ENVIRONMENTAL ISSUES

Nil issues reported

GENERAL

Operational Cost

The Workshop has been working with Stores to reduce the number and range of spare parts that are

kept in store. This process has been achieved by working out what parts, filters, blades and cutting

edges are considered obsolete and surplus to Quilpie Shire Council’s needs. Keith Clarkson has been

working with Rebecca Thompson and Hannah Tully to create an accurate asset register that includes

the addition of pictures so that plant items can be easy identified. This is a big job and it is a work in

progress at this time.

Plant items that have been sold off/disposed of are being removed from the register. A process to

dispose of parts that are deemed to be obsolete, out-dated and/or no longer required items, will be

reviewed.

ACTIONS FOR THE MONTH OF APRIL

Airport Refuelling Facilities

Following repairs undertaken by Peter Reynolds, from Global Engineering Solutions, there have been

no further problems with the airport refuelling facility.

Fuel sales have increased over last month reporting. The tank readings are as follows:

Plant Rationalisation

The Old DynaPac roller (Unit 104) has been in the Workshop to be converted from a drum roller to a

pad foot roller. Other repairs were also carried out, before returning this machine into service as a

dedicated pad foot roller. This will provide additional assistance to improve compaction on road

works.

Other vehicles have been reallocated as follows: Roads Maintenance & Construction Supervisor, Kris

Watson, has now been allocated Unit 1106 and his previous vehicle Unit 1112 has been reallocated

to the Technical Staff to use on road and project inspections. If this vehicle is available, it can also be

used by the Parks & Garden crew or other crews as necessary.

The Fuso Canter Tipper unit 2000 has been allocated to the Parks & Garden crew to be used. This

vehicle has only been driven 69,000 kilometres; the current Parks & Gardens Unit 55 (189,000

kilometres) will be sold following the delivery of the replacement for Unit 54. This replacement

vehicle will not be allocated to any one crew, and will be booked from the Workshop by crews as

their need arises and can be better utilised as a supplement across work groups as their transport

needs change.

Plant Servicing

The Workshop is up to date with all servicing of vehicles and plant. When services are due they are

completed within a week. After keeping accurate records for the past year, the average service

interval of our fleet is every three months. Given the distances Council’s vehicles travel and, the

extreme conditions they are working under, this is a very acceptable service interval.

WORKSHOP JOBS

The graph below shows work conducted by the Workshop crew for the month of 22/3/2018 to

20/4/2018 - 75 jobs in total with only 4 unplanned jobs.

These unplanned jobs were due to the cooler weather and the Easter break causing a few of the

vehicles with older batteries to lose charge. This is usually caused by an internal leakage that is very

common as the weather cools down.

OCCUPATIONAL HEALTH AND SAFETY

There were no Occupational Health and Safety issues reported for the month of April.

STAFFING

The vacant position of Diesel Fitter Apprentice was advertised. There was an overwhelming

response for this position (45 applications). At the time of writing this report, the applications are

under review and will be shortlisted to a selection of candidates who will be invited to an

interview in due course.

CONTRACTORS

Kev Richardson carried out a welding repair to a drawbar on a trailer (Unit 330) and a crane job to

install the drum on the DynaPac (Unit 104)

QUILPIE SWIMMING POOL

Quilpie Swimming Pool closed for the season on 29th April 2018. It was a successful season with very

high attendance numbers. The community events held at the swimming pool for the children /

teenagers was also very successful and added to the limited social options for youth.

RECORD MANAGEMENT – ARCHIVING PROJECT

Mike Vale (Legacy Records, Appraisals and Solutions) spent a week in Quilpie reviewing and culling

appropriate documents. Mike also spent time with the Records Management Officer and advised

that he believes she is an excellent Records Management Officer. Mike assisted in providing some

draft policy documents for consideration and advice regarding future disposal options for hard copy

records.

ANZAC DAY 2018

Once again, Council has received many compliments regarding all ANZAC Day Services and the

efforts Council puts into community inclusion. Several compliments were received by visitors in this

regard – “I have never seen an ANZAC Day like this – how special” Of course these services do not

happen without the hard work of staff, particularly Janet Foley and the Parks and Gardens staff.

It was disappointing that the Department of Defence was unable to provide support to the Quilpie

ANZAC Services this year.

WILD DOG ADVISORY COMMITTEE MEETING & WILD DOG BAITING

There will be a meeting of the Wild Dog Advisory Committee being held on Wednesday 23rd May

2018 in the Quilpie Shire Council Boardroom, commencing at 10.30am.

Quotations for the Supply of meat for the Shire Funded Baiting Program close on Wednesday 9th

May 2018.

SWNRM

Council provided a letter to South West Natural Resource Management supporting their funding

application for the Quilpie / Como Floodplain Aggregation Project Proposal. The total project funding

proposal is for $250k over 2 years, a portion of which Council may utilise to improve landscape

support to enhance the reliance of the MNES area – Como Waterhole, Lake Youngwoman and Lake

Houdraman and some Council land, if successful.

COMMUNITY ACTIVITIES AND SENIORS PROGRAM

April has been another busy month for the Community Activities and Seniors Program. Craft

Creations and Healthy Minds have both been a popular choice. Seniors have been training for the

Outback Seniors Games, which are to be in Charleville on Friday 4th May. Some seniors took part in

the Anzac Day services by laying a poppy at the Twilight service at the cemetery, laying a wreath at

the Dawn service at the RSL Park and the Community service at the Quilpie Shire Hall.

Tina Johnston and I attended two free workshops held during April. Standby Community (Suicide)

Postvention Response Team presented the workshops. Tina and I gained a lot of information from

the workshops that we can put to use in the community.

Health Promotions

The Foot care morning for April was cancelled due to Amy Kliese not being available on that day. The

next foot care morning will be Thursday 3rd May.

Aqua sessions with All About Aquatics are going well with Alina Graham. Our last Aqua session for

the season will be on Thursday 26th April.

The Active Agers group sessions at the Quilpie Sport & Rec Centre are going really well with Ash

Crawford.

Healthy Breakfast is very busy on a Wednesday morning at Quilpie State College. The children have

been enjoying fresh fruit, toast, milk, juice and freshly cooked breakfast muffins.

Flu vaccinations are now available for staff at the Quilpie Multi-Purpose Hospital Service. Staff have

been notified about the flu vaccinations.

Seniors Craft

The seniors have been enjoying the craft sessions. They have been busy putting final additions to

their Outback Seniors Games uniforms. The craft group made a huge poppy to display in the foyer in

the Quilpie Shire Hall for Anzac Day.

Men’s Group

The Men’s Group was held at Gyrica Gardens on Friday 27th April due to Terry Collins being away.

Five men attended. The men had an enjoyable morning, the next Men’s Group will be on Friday 25th

May.

Healthy Ageing Lunch

The Healthy Ageing lunch was at the Quilpie Multi- Purpose Hospital Service on Tuesday 24th April.

Twenty-one people attended the luncheon. I provided an update on the planned activities and

events for May. Brendan Murray, Acting DON Quilpie Multi-Purpose was guest speaker at the

luncheon. Brendan gave a brief update on the hospital and advised the seniors that flu vaccinations

were available.

Craft Activities

After School Activities at the Library for school aged children are still popular. We have had forty-two

children attend after school craft sessions for the Month of April. The children have enjoyed

colouring in poppies and pictures for Anzac Day to be displayed in the Quilpie Shire Hall foyer. The

children have been making wind chimes using paper cups, coloured paper, beads and coloured

thread for Mother’s Day in May.

Youth Centre Activities

The children have enjoyed playing indoor and outdoor activities. Some of the activities have been

catch the flag, card games and PS games. We have had eighteen children attend the centre for the

month of April. Once again, I have had to remind children about their behavior at the Youth Centre.

GENERAL INFORMATION

The library has received the first bulk book and DVD exchange from State Library in over 12 months.

This was due to refurbishment of State Library’s Cannon Hill facility that handles exchanges. Megan

Rojek and I processed and shelved the 12 cartons of books we received. We have also selected and

packed 11 cartons of books to be returned to State Library.

On her recent visit to Quilpie, Pamela Denise held a session at the Library with the children from

Eromanga State School. The children enjoyed drawing some innovative designs for the poles in the

main street. I provided Pamela with some historic information about the Pelton wheel at the old

bore head and Jim Corones.

Visitor numbers have been lower for the month of April with 535 people visiting. The Library

continues to be very well utilised by locals and visitors.

EXAMINATIONS

I have a schedule of 6 examinations to supervise during June. The examinations are for students

studying externally with Central Queensland University and the University of Southern Queensland.

ACTIVITIES

After School Crafts have recommenced on Monday afternoons. Megan Rojek continues to assist Heath Promotions Officer Michelle Donohue with the craft activities.

We deferred hosting our ‘Rattle & Rhyme’ sessions (under the State Library’s Forever 5 Program) during the April school holidays and the ANZAC week. We will commence the program on Wednesday 16 May.

HPO Michelle Donohue and I are planning to hold Coding and Robotic sessions for a term at the Library. The sessions would be for children over the age of ten who usually attend the After School Activities Program that Michelle usually holds at the CWA Hall.

We will however have the problem of not enough IPads as each piece of robotic equipment requires the use of an IPad with the relevant program installed. Whilst we have a number of robotic devices, the Library presently only has 3 iPads which means only three children can participate at any one time.

CEMETERY / FUNERALS

Sister Margaret Andersen and I, along with family members of the late Mrs Marlene Wendleborn

organised a Service that was held at the Columbarium at the Quilpie Cemetery on Tuesday 17 April.

Stores personnel, Grant Proctor and Susan Turner, sourced and ordered the 111 replacement steel

numbered grave markers for the Quilpie Cemetery. Sue Turner has advised that the markers have

been delivered and will be required to be cemented in at the correct graves. In addition, there a

number of existing numbered markers that require cementing.

EVENTS

Much of my time during the past month has been taken up with ANZAC preparations. All three

ANZAC services were very well attended. As 2018 will be the last year of the commemoration of the

Centenary of WW1, we not be using the crosses signifying the KIA soldiers, at the Twilight Service in

future. The crosses are presently stored in the container at the back of the Library. I have been asked

by a number of people if the crosses could be installed/displayed in a public area to enable people to

view them.

Swimming lessons continued in Term 2. A small number continued lessons until end of season

Dive in Movie Night with Blue Light

Dive-in Movie Night was held during the school holidays on 5th April with 49 attendees. The movie

shown was Kung Fu Panda 3.

Thanks to Mark and Heather Baker for putting these movies on once a month in conjunction with

AAA for the community.

Courses

I travelled to Tieri to conduct First Aid, Pool Lifeguard and AUSTSWIM courses for the pool.

AAA staff and myself travelled to Brisbane for the AUSTSWIM Qld Conference where we were joined

by our AAA Brisbane team. I presented a session on teaching infants to swim at the Conference.

Everyone enjoyed the conference with some new learnings and new aqua moves to try out.

4 GOVERNANCE

4.1 (05/18) – Governance Status Report

GOVERNANCE

Mr Alan Balloch of Jardine Lloyd Thompson visited Council on Wednesday 02 May 2018. In addition

to meeting with finance staff to discuss insurance matters, Mr Balloch met with the Chief Executive

Officer and the writer of this report in relation to risk management. A presentation providing an

overview of Council’s Local Government Mutual Liability Pool participation and trends was made,

with a summary of the outcomes provided in Attachment A.

It is pleasing to note that the Governance Team are making headway in a number of general

administrative matters. With the adjustments to the staff reporting arrangements made in late

January, the team is working well together and a number of non-urgent (but important) tasks are

now being addressed. Time constraints previously precluded a number of initiatives being

undertaken, however the efficiencies we are now realising is having a positive impact in this regard.

A focus will remain on providing support to the HR / Payroll function to ensure this critical function

can maintain its high levels of service.

As end of financial year approaches and information is provided we are commencing preparation of

the budget documentation and compiling information required for the annual report.

COMMUNICATIONS

Council’s Corporate Facebook has now reached 1,657 ‘likes’, an increase of 13 for the month.

Council’s Corporate Website continues to perform well with 5,759 visitors during the month of April.

Development of the new Tourism website is nearing completion. Following a full review, final

amendments are now being undertaken. At the time of writing, the developer advises that the

changes should be completed week ending 11 May, with the site to go ‘live’ by the end of May at the

latest.

HUMAN RESOURCES

At the time of writing, the Industrial Relations Commission hearing for approval of Council’s Certified

Agreement is scheduled for Friday 11 May. In anticipation of a successful outcome, the Human

Resources Officer and Payroll Officer have been working hard to prepare the payroll system in

readiness for the new agreement. As part of this process the opportunity to conduct a full audit of

staff allowances, leave entitlements etc. has seen this also undertaken. In conjunction, the writer

continues to undertake a full internal audit to identify any discrepancies in the payroll process,

particularly focusing on timesheet errors, coding etc.

GENERAL INFORMATION

Sydney Caravan & Camping Supershow

I attended the Sydney Caravan & Camping Supershow, held from Tuesday 24th to Sunday 29th April.

This show attracted almost 60,000 people through the gates however numbers were reportedly

down from previous years. The Outback Queensland stand is situated on the second floor of the

Rosehill Racecourse facility and is set amongst other Queensland stands under the TEQ banner. The

daily average visit to the OQTA stand was approximately 350 and with anywhere from three to five

people on the stand at any time, these numbers make it extremely busy for those working the stand.

Last year’s stand numbers were around 250 per day showing the increase in interest in Outback

Queensland. I normally send one carton of our brochures to each of the shows that I’m not

attending and two cartons if I will be at that particular show. I sent two cartons of our brochures

and these were gone in the first three days, this was also the case with the Maranoa Guides….again

showing the interest in the region. There were also ENHM brochures on the stand and although I

am not aware of how many were sent, these also ran out early in the show.

Having attended the Brisbane Show for the previous 5 years, I found the Sydney Show to be quite

different. The people attending the Brisbane Show definitely know more about Outback Queensland

and most have already made their plans and many just need specifics on roads, travel times, fuel etc.

So it’s 50% promotion and 50% supplying information. With the Sydney Show, it’s very much

promoting the region, so it’s 80% promotion and 20% information.

As stated above, the stand is situated with other stands promoting different Queensland areas. The

OQTA stand was by far the most popular with Cape York region coming a close second for

popularity. The numbers show that there is a definite interest in travelling to the Outback region

and these shows, I believe, continue to be beneficial both to the Quilpie Shire and Outback

Queensland as a region.

Social Media Presence

During April, the Visit Quilpie Shire facebook page had a post reach of 20,369. The most popular

post by far was the Tourism Video promotional post with a reach of almost 7,200. This page

currently has 565 followers with a rise of 57 for this month.

The “Your Outback Adventure” Instagram page now has 239 followers. This page is also rising

steadily each month with regular updates now being posted.

Quilpie Shire Tourism Video

After speaking with Imparja, the Quilpie Shire Tourism Video was edited slightly to allow for correct

run time for television advertising, the website was changed to the tourism site and the Twitter logo

was replaced with the Instagram logo. This video has been heavily advertised on Imparja, Go and

Gem and we’ve received feedback from travelers, locals and people attending the Sydney Show.

Feedback has been extremely positive.

Quilpie Shire Community Buses

The bus wrapping project for the 3 community buses is now complete and feedback received from

the community has been great. I was very happy with the outcome of this project.

Special Promotions

In addition to promotions through mainstream advertising and in an effort to expand our social

media reach we are running three offers through social media.

1. “Check In” on Facebook to the Quilpie VIC to receive a gift pack. This is an ongoing offer and

will run until the end of the year.

2. “Like, Share & Tag” on a specific Facebook post to go into the draw for a Quilpie book. This

is a monthly competition with a different post each month. This offer has been extremely

successful and I believe is the main reason for the increase in Facebook followers.

3. Upload an image and #youroutbackadventure and the best photo each month will receive a

Quilpie Centenary Polo Shirt.

I also took some vouchers for a gift pack to the Sydney Show for anyone travelling through the Shire

in an effort to have them stop at the VIC and potentially give us the opportunity to promote staying

in the area longer. This is something I can measure through the year.

- Tourist numbers are up 422 on last month but down 990 on April 2017 (due to the Centenary), however tourist numbers are up 34 on the April 2016 number.

- Local numbers are down 79 on last month (due to there being no exhibition opening) and down 269 on April 2017 (Centenary) and down 80 on April 2016.

- Total number are up 343 on last month but down 1259 on April 2017 (Centenary). Also down 46 on April 2016 numbers.

- Visitors to the Tourism website are down 338 on last month, down 1963 on April 2017 (Centenary) and up 1143 on April 2016.

GALLERY

The next exhibition in the Gallery will be the John Morrison Art Exhibition, which includes works of a

variety of mediums including oil, acrylic, watercolor and charcoal.

John has completed art in residences at Kakadu, Mt. Moffatt, Carnarvon Ranges and Fraser Island as

well as international residences in the Rocky Mountain Park in Colorado, The Yosemite National Park

in California and the Mt. Haleakala National Park in Maui, Hawaii. His 103 solo and joint exhibitions

has resulted in works acquired by the USA Dept. of Interior, The Queensland Government, City

Councils, Rural Shires and major corporations.

This exhibition will be officially opened on Friday 11th May at 6.30pm by Lyn Barnes.

Current Projects

Quilpie Landfill – Incorporation of additional area into existing landfill area has been finalized, this will now allow for the application for amendment to the

Environmental Authority to proceed. Redleaf Environmental will undertake this project on Council’s behalf with the support of Council Staff and will include

amending the current Site Based Management Plan and any procedures that require updating.

Eromanga Landfill – An application for road closure has been forwarded to the Department of Transport and Main Road to secure approval from the Director

General to acquire the land. Readleaf Environmental will make an application to the Department of Environment and Science for an Environmental Authority

for the Eromanga Landfill and will include developing a Site Based Management Plan and any procedures that require updating.

Toompine Landfill – An application to acquire the land has been made, however consent from the Lessee remains outstanding. Council are currently waiting

for Native Title to be addressed which requires survey of the landfill to be completed. Survey work is currently being undertaken.

Adavale Landfill – An application to acquire the land has been made, Council are currently waiting for Native Title to be addressed which requires survey of the

landfill to be completed. Survey work is currently being undertaken.

Toompine Cemetery – An application to acquire the land has been made Council are currently waiting for Native Title to be addressed which requires survey of

the landfill to be completed. The surveyor has advised field work has been completed.

Kyabra Road - Council are currently waiting for the Survey Plan to be signed by the landholder and the General Consent to be signed by the bank for this to be

finalized. Council staff and staff from DNRM continue to obtain appropriate landholder signatures on the Survey Plan.

Biosecurity Plan – Staff from DNRM in Charleville have completed this on Council’s behalf, this is set for Council consideration at the May Meeting.

Stock Route Management Plan – I have commence work on a draft plan.

Baldy Top Access – An application has been made and a signed offer of agreement has been returned to DNRM with the Survey Plan.

Baldy Top Electricity Easement – Ergon Energy will be completing this application. Survey work has been completed.

Street Numbering – A request has been made for street numbers to be placed on Council buildings, with residential street numbers to be sent out to relevant

property owners.
