Taxiway Straight Sections –
Open Trenches are not permitted while taxiway is open
within taxiway safety areas.
– Exceptions: (when it is impractical to cover open excavation)
– It is acceptable to open the taxiway with a non-
standard TSA subject to the following restrictions:1. Taxiing speed is limited to 10 mph.
2. Appropriate Issue NOTAMs are issued. advising taxiing pilots of hazard and
recommending reduced taxiing speeds on the taxiway.
3. Marking and lighting meeting the provisions of paragraphs 2.18 and 2.20 are
implemented.
4. Low profile lighted barricades are installed on pavement edges. If the
pavement is wider than needed to provide the required taxiway edge safety
margin (TESM), low barricades may be installed at the edge(s) of the
required TESM to limit aircraft wander.
5. If desired, appropriate orange construction signs are to be considered.

Closed Runways and Taxiways
For a multiple runway environment, if the lighted X on
a designated number will be located in the RSA of an
adjacent active runway, locate the lighted X farther
down the closed runway to clear the RSA of the active
runway. In addition, the closed runway numbers
located in the RSA
of an active runway
must be marked
with a flat yellow X.

If it is not possible to
install threshold bars,
chevrons, and arrows
on the pavement,
install “temporary
outboard white
threshold bars and
yellow arrowheads
outside of runway
pavement.

Lighting and Visual NAVAIDs
• At towered airports certificated under Part 139, holding position
signs are required to be illuminated on open taxiways crossing
closed or inactive runways. If the holding position sign is
installed on the runway circuit for the closed runway, install a
jumper to the taxiway circuit to provide power to the holding
position sign for nighttime operations.
JO 7110.65W:
3-7-2 Taxi and Ground Movement Operations - Aircraft/vehicles must receive a clearance
for each runway their route crosses. An aircraft/vehicle must have crossed a previous runway
before another runway crossing clearance may be issued.
NOTE− A clearance is required for aircraft/vehicles to operate on any active, inactive, or
closed runway except for vehicles operating on closed runways in accordance with a Letter
of Agreement (LOA).

Temporary Orange Construction Signs
• Airport operator may choose to include them as additional
safety mitigation for a construction project.

– 150/5340-18 Standards for Airport Sign Systems
– 150/5370-2 Operational Safety on Airports during Construction
• Engineering Brief No. 93 DRAFT
– Not internally lighted (retro-reflective only)
– Either ground mounted w/ frangible couplings or portable signs
secured to weighted, low profile construction barriers
– Material, Color, Legend and mounting are discussed
– Size and location are per 150/5340-18, Standards for Airport Signs

Airport Operations Area - AOA
• Definition: A portion of an airport, specified in the
airport security program, in which security measures
are carried out. This area includes aircraft movement
areas, aircraft parking areas, loading ramps, and safety
areas, and any adjacent areas (such as general
aviation areas) that are not separated by adequate
security systems, measures, or procedures. This area
does not include the secured area of the airport
terminal building.

Reminder
• Establish a Safety Culture: Everyone has a role in
operational safety on airports during construction: the airport
operator, the airport’s consultants, the construction contractor and
subcontractors, airport users, airport tenants, ARFF personnel, Air
Traffic personnel, including Technical Operations personnel, FAA
Airports Division personnel, and others
• 5370-2 helps to assess stakeholders roles
carefully:
– Airport Operator (18 items listed)
– Construction Contactor ( 10 items listed)
– Tenant ( 8 items listed)

Keep this in-mind:
• For on-airfield construction projects at 139
airports funded without participation with
AIP or PFC funds, the preparation of a CSPP
represents an acceptable method that the
certificate holder may use to meet Part 139
requirements during airfield construction
activity.
