Introduction This Operations Report reports on the progress of the 2019 - 2020 Planned Initiatives as listed in the 2017 - 2020 Sail Canada Strategic Plan. The yearly planned initiatives are the approved and agreed upon actions or projects to be undertaken by the board and staff in the current year to progress toward the accomplishment of the strategic goal listed with each of the three Pillars; Participation, Development and Performance. Supporting the Pillars are Marketing and Communications, Operating with Excellence, and Financial Sustainability each of which have their own Strategic Goals. The 2017 - 2020 Strategic Plan was approved by the board in May of 2017 and is reviewed and if required updated each year at the SADM in April. The yearly planned initiatives and metrics are also reviewed with the PSAs at the SADM and are subsequently approved by the Board along with the budget for the current fiscal year. Each of the Pillars and Supporting areas are backed-up by a Work Plan that provides more details of the weekly or monthly activities undertaken by staff to achieve each of the Planned Initiatives in the current year.. Throughout the year the Sail Canada Staff Team report on the status of these initiatives on a quarterly basis to keep the board apprised of the progress on these initiatives and ultimately achievements of the long term strategic goals of the organization. The Staff Team also highlights current activities as it relates to the Strategic Plan and notes Key Milestones, Issues/Challenges and Opportunities on a Quarterly basis.

The Planning Cycle The planning cycle for Sail Canada begins at the AGM with an overview provided by staff on the intended direction to be taken in the next fiscal year. This culminates at the SADM with the presentation and review of the updated Strategic Plan and Planned Initiatives for the fiscal year accompanied by the approval of the budget which outlines the cost of achieving the planned initiatives.

2019/20 - 4th Quarter

Report - PARTICIPATION Strategic Goal: Sail Canada will increase overall participation levels for sailing in Canada by achieving 3% growth year over year in all types of participants* combined, through innovative collaboration employing a wide variety of promotional, sponsorship and stakeholder partnership avenues.

Current activities/priorities as it relates to the strategic plan:

- Chair and CEO participated in ongoing update call with World Sailing - Sea Cadet contract confirmed continues-now in Option periods - pending IT inspection & clearance - Starting development of resources & communications for clubs & schools to adapt as means to safely offer

programs - Reviewing early participation #s in online webinars & meetings - athletes, coaches, race management

Key upcoming milestones/activities/dates/events:

- Regular calls with PSA on COVID 19 to develop unified communications strategy to clubs - Regular calls with PSA on business and administrative matters scheduled for the first Thursday or every month

Issues/Challenges:

- Policy enforcement - Risk of no tracking, no fees paid if revoking access to programs for non-compliance to online system use

- COVID Related Club Closures and lack of program revenues

Opportunities / Future Considerations:

- Growth in participation in online program & event deliveries - presents opportunities in all sectors - A number of Sports are looking at the One Organization Model for their sport. There has been a Working Group

established to look at the potential sport to work under a different model. I am currently a member of this Working Group - Will be topic of discussion at Leader Summit

- COC looking to potentially use Sail Canada as model for service alignment

Achieved Todd Irving was the SC voting delegate for 2019 World Sailing meetings in November Governance changes at World Sailing on hold for time being. World Sailing is accessing the fall-out of COVID 19 and the financial ramification for WS as the IOC funds will not be forthcoming for another year puts them in a financial bind. Accessing alternatives for Annual Assembly if COVID 19 continues

Strategic Goal: Sail Canada will identify and implement a complete set of Sail Canada program development pathways* and program delivery options in order to maximize numbers of new and returning program participants.**

8. Deliver Advanced Race Management Course in October 2019 to train 8+ Race Officers. Consider the need for a French language course with AGM in central region.

Achieved The instructors hosted the event with a French language course run concurrently at the AGM. 15 people registered.

9. Deliver World Sailing International Measurement Seminar

Achieved The seminar took place Oct. 4-6 in Toronto, 12 participants from across North & South America.

10. Implement new format for Officials Program Criteria, make available for display by level, including all certification, recertification and prerequisite requirements (similar to Cruising Standards).

Achieved All documents have been translated and uploaded to the Sail Canada website in both languages. Really positive feedback from the Officials.

11. Collaborate with PSA's to host Development Coach Courses to train 10+ new coaches.

12. Implement Responsible Coaching practices at NSO level; work with PSA's to begin to implement Responsible Coaching practices through 2019.

13. Upgrade Cruising & Keelboat Instructor Training Materials & Develop rubrics to support Cruising & Keelboat Standards

Achieved Candidate Workbook for Cruising Endorsement is now available. Basic & Intermediate Coastal Navigation exams have been updated. Advanced & Celestial Navigation have been updated. Basic Cruising Instructor resources being reviewed and condensed to make information more manageable. Rubrics for Basic have been trialled, with review planned at the Cruising panel meeting.

14. Review of current practices and requirements for Cruising Instructor & Evaluator Recertification and Equivalency.

15. Incorporate concussion education and protocol use into instructor training.

Achieved Concussion education resources and the SC concussion protocol was added to CANSail Instructor training guides and shared with LFS. Concussion information also incorporated into the Safe Sport/ Responsible Coaching Presentations provided to LF’s as an additional training resource. Presentation at the Leader Summit in October will discuss alignment of policies with PSAs

16. Cruising Instructor Evaluator Clinic is delivered for 5+ candidates in Central Canada.

17. Carry out a review of the Women's Keelboat Championship - how it fits in our system, objectives for event, delivery model.

2019/20 - 4th Quarter Report – Marketing and Communication Strategic Goal: Sail Canada will promote the brand, share our successes, and keep its members informed and up to date on activities, programs and key decisions.

Current activities/priorities as it relates to the strategic plan:

- Continuous updates to our members regarding COVID-19 - Creating a Virtual Regatta Championship on a budget - Safe Boating Week - PSA communication outreach; reestablishing cohesive communication plans for the upcoming season

- Skill videos will be uploaded as a resources for coaches, instructors, and sailors to use when training

Issues/Challenges:

- Setting up Virtual Regatta is taking a bit longer than expected - working through kinks - $6,000 expense for full access is an financial issue to be resolved - COVID-19 has taken the forefront putting a pause on other activities

Opportunities / Future Considerations:

- Promotion of Sailing as a safe physical distancing sport - A campaign around women and sport - A focus on Para athletes - Sailing is for everyone

Strategic Goal: Sail Canada will take an investment approach by developing and implementing a funding model to generate and diversify revenue sources.
