    There is a system for rehabilitatingdelinquent children, but for the kid witfamily problems such as alcoholic parentor abusive parents, there is little we cado. If the child runs away technically hebound to Court. If the Court saysmust go home, despite the circumstances,he must go back to the same setting fromwhich he ran. The next time he runs awa- and the facts would indicate that thoften happens - he is liable to bcommitted to a delinquent institution.There is no middle ground. A childeither delinquent and receives treatment,or he's not delinquent and receivenothing. It seems imperative that we finthe means of dealing with the troubledyouth caught in the center of thcontinuum so that they have to becomedelinquent to receive services.The need for alternative homeplacements, programs in familycounseling and temporary shelters existin some states now. Such efforts could bhandled with small amounts of money,but they do require massive doses ocommunity support. This is true crimeand problem prevention as opposed tafter-the-fact rehabilitation, and while thpublicity for Operation Peace of Mindnot itself a solution, it is a beginning.Look at the state of Florida as aexam pie of the challenge ahead. Last yeaan estimated 28,000 children on runawaystatus were apprehended by police iFlorida. This figure approximates onlyone-quarter of the actual number orunaways, inferring that over 100,000children in the state were on runawaystatus. Furthermore, about 40 percent (o40,000) of these children wereout-of-state residents. Translating thesestatistics into terms of tax dollarexpenditures, some astounding figurescome to light. It costs the state an averageof $ 29 per day to keep a ch ild idetention, and last year approximately8,500 runaways were detained an averageof 2.7 days. The resulting costapproached $700,000 and, where the9

    Operation Peace of Mind isdesigned to relay a message by a runawayto his parents at least letting them knowhe is alive and well. In that case Peace of Mindis now able to refer a child to over 7000help resources around the nation. TheNational Service is based in Houston,Texas and is manned by volu nteers whowork in four shifts.     Designed primarily to act as a liaisonbetween ru naways and parents, a ch ild onthe road can call the toll free number1-800-231-6946 and relay any message tohis parents without contacting themdirectly or revealing h is or her location.By knowing their child is at least alive,parents might gain some peace of mind,hence the title for the program.

    To date, Operation Peace of Mindhas handled over 3,000 calls from kids"on the run" and relayed more than1,560 messages to parents. The service isalso able to help make referrals tochildren in need of help from a Iist ofover 7,000 resources around the country.All services are confidential. Only themessage the child wants sent home willget there. The ru naway's whereaboutswill not be discussed or given to parentsor police without the child's consent. Infact, unless the child is in need of help, hewill in no way be compelled to reveal hislocation. In many instances the runawaychild makes direct contact and returnshome shortly following the indirectcontact via the Hotline.

    Runaway children are usuallyconsidered as status offenders. Perhapsthe best way to explain a status offense isby saying that these laws pertain strictlyto the child crimes. No adult can beadjudicated for running away from home,being habitually truant from school orfailing to obey the demands of hisparents. No adult can be compelled to getcou nsel i ng or be comm itted to a stateinstitution for these acts. Children underthe age of 18, however, can, and thequestion arises, "Should status offendersbe placed with and treated as

    price of law enforcement, judicial action,intake procedure and sending somechildren back to their homes is taken intoaccount, a figure of two million dollars isonly a conservative estimate of taxmoney spent on runaway~

    On the national level, not onlycosts for care, but sheer numbers ofru naways are huge. As estimated onemillion children between the ages of 8-18leave home each year. In the vastmajority of cases (72 percent) thesechildren will return home no later thanthree nights after they left. Before twodays have passed, 56 percent will return.But, 10 percent will stay gone for amonth or longer, and some will neverreturn. Six percent of all children do runaway from home each year. Most of thesech ildren are white females from variedeconom ic backgrou nds. The vast majorityof runaways are between 14 and 16 yearsold, with 15 being the mode age. As wehave already seen in the case of the 27boys murdered in Houston and the 6 girlsraped and slain in Brevard County,ru naways make excellent targets forcrimes including assault, robbery andrape. According to the NATIONALSURVEY OF YOUTH '72 (Gold and

    Reimer, University of Michigan)ru naways increasingly involve themselvesin crime. Ninety-eight percent admit tocommitting at least one chargeabledelinquent offense, though notnecessarily while in ru naway status.Florida figures seem to bear th is out. InHillsborough County 67% of all personscharged and convicted of shorlifting wereunder the age of 17, a large percentagewere out of county resident, inferringru naway status.

    Of course, exact figures on thecrime committed by runaways can onlybe estimated, inaccurately at best, by thenumber of apprehensions. Crimescommitted against runaways will never befu lIy estimated because reports to pol iceby such children might lead to theirapprehension. Wh ile we know thatru naways do present a hazard not only tosociety but to themselves, the extent oreither hazard cannot be accuratelyestimated now.

    What can be done in our state ofVirginia through the publicity ofOperation Peace of Mind and theRunaway Hotline, is providing thesech ildren with some channel throughwhich they are able to receive aid,

The Governor of Texasinitiated the unique service just days after the tragedy which would permit youngrunaways to call a toll free telephone number and have a message relayed to theirparents without having to divulge their present location. With the promise fromthe Governor that [he Runaway Hotline was not a detective type agency, the nationalprogram began receiving calls on September 11, 1973, and has done so continuously24 hours a day, seven days a week since.

    Although the main purpose of the project is to bring peace of mind to parents bytelling them their runaway child is alive, it also is necessary to have referralresources available for the young runaways allover the country. The Runaway Hotlinewants to get these vulnerable young people off the streets and into a safeenvironment as soon as possible. Therefore, Runaway Hotline volunteers have in-formation on free services such as legal aid, medical assistance, shelter, andcounseling available for any young person who needs them, and in practically anycity in the United States.

    The actual operation of The Runaway Hotline is simple in practice as well as theory.Incoming national free telephones (WATS) are answered around the clock by volunteersat the Houston headquarters. The volume of calls varies with the amount of publicitybeing given. (Publicity is the only way young runaways will become aware of TheRunaway Hotline,) The number of incoming calls is indicative of the need for continuingongoing publicity geared to this audience. This is one of the areas where volunteergroups have made a dynamic impact on The Runaway Hotline.

The name and telephone number of the parent or relative is required,as well as sufficient information to identi fy the runaway to the family. This isnecessary to prevent sad hoaxes. The location of the runaway is NEVER asked and

    the calls are received over a nationwide WATS line. Calls CANNOT be traced. Arunaway may receive referral help by simply calling and voluntarily giving hislocation and the type of help that he needs, No name is required in these casesso that there is no danger of runaways' locations being revealed.

    In many cases, runaways indicate a desire to call back and find out what the re-action of the parent was to their message. It is in the relaying of a parent's

    message back to the runaway that Runaway Hotline volunteers hear of a runaway'sdecision to call home or, hopefully, to go home. A number of parents that are

    contacted by The Runaway Hotline called back to say their child is now at home.In most cases, however, the outcome of a Runaway Hotline call is not known. The

    happiness, relief, and gratitude expressed by parents upon hearing that their childis okay fulfills the purpose for which The Runaway Hotline exists.

    The continued existence of The Runaway Hotline depends primarily on four very im-portant factors: 1) Volunteers to man the telephones, 2) Publicity, 3) Referralservices, and 4) Public donations. This handbook is designed to assist local volun-teer organizations in the implementation of the last three of these categories.

    Your participation as a volunteer will certainly increase the numbers of runawayswho can be helped through The Runaway HotLine and spared the agony of running away

    to nowhere.

    PROJECT IDEASWE NEED YOU TO HELP US REACH RUNAWAY CHILDREN IN YOUR AREA!

    1. Order free stickers, brochures, posters, and publicity materials to be distributedin your local area. Use the order form at the end of this manual or write usdirectly. Allow one month for delivery.

Some phone companies will have their own service people do it; otherswill be happy to have you do it. Occasionally some prefer not to have stickerson their public phones. Sometimes a visit to their office and an enthusiasticexplanation of the program using brochures and sample stickers will changetheir minds.

    3. Distribute stickers to people going on vacation. In turn, these can be placedat the various places along their travel routes.

    4. Contact major trucking firms to display stickers on their cabs for hitchhikersto see.

    S. Distribute stickers to school counselors. Place stickers in all junior highschools and high schools in your community.

    6. Set up displays in banks or libraries.7. Set up booths at local festivals or fairs.

    . School programs in high schools and junior highs. Interested school officials,teachers, or counselors can use "The Runaway Problem" film and the Discussion Guidewhich goes with it in classes or school forums. The object is not only to provideinformation about The Runaway Hotline, but to show teenagers the dangers andproblems they would face on the street as runaways.

    3. Radio and television -- The Runaway Hotline mails (free) radio scripts for publicservice announcements and a filmed television public service announcement to radioand TV stations allover the United States twice a year. Contact your localstations and make sure they are helping publicize The Hotline's numbers and services.If they have not received our PSA's (public service announcements), send us theirname and address and we will mail to them.

    4. Newspapers -- Information in this booklet can be used for newspapers and newsletterarticles. Small donated ads in help-wanted section of local papers have been helpful.Don't overlook or underestimate "underground" papers, church bulletins, companynewspapers or shoppers' guides.

    S. Public marquees -- Many associations willingly allow such public service announcements to be placed on their marquees. Call in advance several times a year.

    6. Conduct a publicity/public awaress campaign in your town. (Large companies oftencan be tapped to help with expenses or meeting space.) Sponsor a "Runaway AwarenessDay" or "Week" with public meetings, school programs, newspaper interviews on localradio and TV shows, proclamations from local public officials.

    7. Request donation of advertisements in magazines that teens read.8. Develop a speakers' bureau to inform other service organizations as to what theycan do.. "The Runaway Problem," a fifteen-minute documentary film on The Runaway Hotline

    can be used in your projects to show to civic groups, church groups, schools.10. Tax-deductible contributions are received from individuals, groups, and companies

    interested in supporting The Runaway Hotline. Fund raising projects generatepublic awareness of the Hotline program, publicize a local group's interest inthe runaway problem, and supplement the Hotline's limited budget.All proceeds raised for The Runaway Hotline should be sent to: The Runaway Hotline,Governor's Office for Volunteer Services, 104 Sam Houston Building, Austin,Texas 78701The following project ideas could be used as fund raising projects for The RunawayHotline, or as publicity campaigns with no fund raising involved:1.     The ONLY FEE involved is that of MAILING IT BACK TO OUR OFFICE AFTER A SHOWING. TO

    ORDER, please use one of the order forms at the end of this manual. If you need towrite us instead, please include your name and a telephone number where you can bereached during the day, the address to which the film should be sent, and the specificdates you will need the film. Should a copy of the film be unavailable for the dateyou request, you will be contacted as soon as possible for rescheduling.

    When selecting your dates, please allow us at least one month for delivery. We mail

    LIBRARY RATE, which is slow, but cost effective.Because of the enormous demand for the film, we ask that you keep it no longer than

    . We do not attempt to keep such figures, since it would require us to call theyouth's home. We do not act as a detective agency and all calls are confidential.Many parents and runaways will call us to say that a reunion has taken place.Who funds the project?

    our local group could indirectly provide shelter, food, or medical care for one of theore than one million runaways in the United States. It is very difficult for the

    ouston-based Runaway Hotline staff to keep abreast of changes in facilities throughouthe country. A runaway calling from New York might be referred to a shelter thatlosed weeks ago; a young woman might be sent to a clinic that now accepts only maleatients ... these situations exist. But with each group working independently andhanneling information into the main office, the referral agencies will constantlye up-to-date and accurate. Every community throughout the United States has some

    acility that a runaway could use. What are they? Where are they? When are they open?

    our group needs to do the following things:. Contact every available youth service in your community.. Fill out a separate referral form for each one in detail. (The referral resources

    form can be reproduced.)Submit the complete form to The Runaway Hotline in Houston, Texas.Optional, but helpful: Keep a copy of the forms you submit and review them with thelocal agencies every three to six months for changes, deletions, and additions.Notify The Runaway Hotline immediately -- by using the Hotline number, if necessary.Send in forms for any newly opened agency in your area.
