The recent compulsory voting bill in Gujarat State had ignited me to share this.

• Its just an idea, which had struck me and planning to share with all the stake holders for making this a success.

• This is assumed to be possible for the next general elections 2019.

• Instead of making a compulsion, why not we encourage the voter to participate voluntarily in other ways by giving more no of platforms for voting the VOTER. The word platform is conventional polling booth i.e. educational institutes.

• For this I am keeping this Project / Mission name as

ANYWHERE ANYTIME or simply “ A ”

In Hindi we can pronounce it as “ अ ” which can be applied to other fields also.



As on today's scenario, the voters ( classified into 5 categories ) are lacking interest to franchise their vote for the below reasons

Category - 2The BPL ( below poverty line ) category has to forgo the wage on the polling day and has to bear the transportation charges for reaching the polling booth.

Category - 4The employee category is either not given leave or time by their employer.

Category - 5Business people, not interested in today's affair of politics or don't want to loose their business.

I am using a new term POAC which should mean as Point of AADHAR Centers and these should substitute the conventional polling booths ( i.e. educational institutes ). The POAC will be authorized / appointed by the UIDAI (Unique Identification Authority of India).

Working model



Ways to bring a VOTER to the polling booth

• For any govt scheme the beneficiary person who had VOTED should be given preference. Those who had not voted, will be the last to get the benefit.

• The above reservation / quota should be encouraged ( whenever a citizen approaches the govt for certain benefits ) by giving preference to that particular citizen who had VOTED in the last election.

• The above reservation / quota should be on the top ( superseding all other type of reservations / quota ) whenever a competition arises between the applicants.

• Next general election should be based on the biometrics i.e. taking AADHAR card as reference.

• The voter has to give the preference of his constituency to vote.

• A voter can book the polling booth location / platform and time slot through the election commission website.

Voting period - The voting period should be of 2 weeks where the voter can franchise during the stipulated time.

Either impose heavy penalty on employer or ask their employees to provide the counterfoil given by the concern POAC. And this counterfoil has to be submitted for verification either by ESI or EPFO organisation.

• Reimbursing the expenses ( i.e. one day wage, TA & DA charges ) for the voter through bank account.

• The Govt of India had started opening the bank accounts for every citizen. And link with the AADHAR card.

• As AADHAR is in place, this becomes very easy to facilitate the payment.

• The payment has to be done through the bank account once the voter had franchised.

• Involve NGO's to educate the rural masses especially the BPL category.

• Media ( print or electronic ) and social networking websites play a key role, which has high impact for this category.

• Involving of FILM actors through advertisements in print media and during the prime time in electronic media.

• Giving advertisements through and involving them ( film actors also ) in Social networking websites also.

• All the electronic channels has to broadcast the same message ( from election commission ) on the same day and time. There by uniformity can be maintained - even if the viewer swaps any other channel during that time also, should not miss the message.

• Media has to donate certain prime time to the Election Commission.

reservations / quota whenever a competition arises.

Conclusion



This can be concluded with the following advantages• The Election commission work will get reduced in terms of preparation and verification of

voters list when linked with UIDAI. On 19-Dec-2013 an email vide sub: Co-ordination between UIDAI and Election Commission reg., was sent to all the available email ids in the websites of Election commission ( including all State Election Commissioners ) & UIDAI .

• Voter card can be totally avoided.

• Voter can vote anywhere within India.

• Flexible time for the voter i.e. 2 weeks.

• As we will be avoiding conventional polling booths ( i.e. educational institutes ), the concentration of the contesting candidates will be less on the booths which are under his constituency, there by

1) Law and order issues will be least. 2) Booth capturing, Rigging can be avoided and will be a past history. 3) Contesting candidate cannot influence the voter ( except the BPL category ).

Since the voting period is for 2 weeks and the BPL category are not familiar with the non-conventional platforms, govt need to focus more on giving awareness.



In future taking ADHAR number / card as reference, each and every services should be streamlined for the citizens

• The census work can also be reduced for The Registrar General & Census Commissioner.

• Till date The Registrar General & Census Commissioner was involving govt employees to go to the door step of citizen and collect the required data.

• Going forward each and every citizen will go to the POAC's and get registered as and when required by The Registrar General & Census Commissioner taking AADHAR as reference.



Future PlanThe way forward



An email about the notification from Election commission has to be sent to all the organizations and some of them as below / next slide.

The Systematic Voters Education And Electoral Participation (SVEEP) should also accompany along with this email.

Each organization should educate their employees about the SVEEP through their administration / personal / human resource / training departments.

Coordination with all the stake holders especially with UIDAI.

Humble request to all the responsible citizens of India

As on date, most of the citizens criticize the present systems. Instead of critisizing, I request you to do the following below points

• Engage all the citizens of India constructively in the political process (rather than just critisising the systems) by reinventing, redefining and synchronising the usage of different tools of democracy judiciously.

• Instead of just reading or posting this in social networking websites, request you to put your ideas or suggestions in this project and post it to the concerned experts pertaining to their field. Don’t break this chain….

• To take this to grassroot levels, you can go for a ring tune, caller tune with your mobile service provider and all vechicles horns.

• You can also substitute “ bye bye ” at the end of your email or voice conversations with “ ओयओय ” .

• Unless and untill the reforms are not made in Election commission / people representative acts, Judicial and Police departments we can’t except any changes.
