1 OPENING SESSION Julien Guerrier, Director, Executive Agency for Small and Medium-sized Enterprises Julien Guerrier has been working at the European Commission for more than 20 years, mainly on industrial policy, international trade negotiations and corporate management issues. As a representative of the Commission, he also managed the EU-Japan Centre for Industrial Cooperation in Tokyo. Currently, he is heading the Executive Agency for Small and Medium-sized Enterprises (EASME). Before joining the Commission, he was at the French Ministry of Public Works. Julien Guerrier graduated from Ecole Polytechnique and Ecole des Ponts et Chaussées in France and holds an MBA. Hans van Steen is Acting Director on Renewables, Research, Innovation and Energy Efficiency in the Directorate General for Energy in the European Commission. Mr van Steen began his career in the Danish Ministry for Education and later moved to the Ministry for Energy as Head of Sector for European and Nordic energy co-operation. He joined the European Commission in 1989 as a Seconded National Expert, working mainly in the area of energy technology dissemination. Following several assignments in the fields of energy and transport, he became Deputy Head of Unit for Inter-institutional Affairs (2001 – 2006), Head of Unit for Renewable Energy (2006 – 2013), Head of Unit for and International Energy Relations and Enlargement (2013 – 2017) and Adviser on Renewables, Research and Innovation and Energy Efficiency (2017 – present). He became Acting Director on 1 October 2018. Mr van Steen holds a Master’s Degree in Political Science from the University of Århus, Denmark. Katarina Luhr, Vice-Mayor, City of Stockholm and Board Member of the Covenant of Mayors Katarina Luhr was born in 1973 and grew up in Ronneby in the south of Sweden. She has a background as a pharmacist and holds a PhD in neuroscience. She entered the Stockholm City Council in 2010, representing the Green party. Aſter the general elections in 2018, the city council elected her as Vice Mayor of Environment and Climate. By doing so, she drives ING’s Global Sustainability Direction. She holds a Master of Science (MSc) in Marketing Strategy from Henley Business University. As an opportunity driven person, Sandra is a driver for change and is passionate to create an impact for ING’s customers and society at large. Jouni Keronen, Executive Director, Climate Leadership CoalitionJouni Keronen is the Executive Director of the Climate Leadership Coalition (CLC) and Professor of Energy markets in the Lappeenranta University of Technology, Finland. Dr Keronen holds 4 academic degrees in Electric Engineering, Computer Science, Power Plant Engineering and Energy Economics. In 2008 he was nominated for Finland’s CIO of the Year and in 2011 he was nominated as Influencer of the Year in the energy sector. He has acted as a Founding and board member of Myrskyvaroitus-Stormwarming ry, a movement started by musicians to activate people for climate actions in their own life. In a project led by Dr Keronen Stormwarning, the association developed Citizens Climate Pledge that was introduced globally by UNFCCC.

Uri Roy Schmalbach Schlie, Siemens Global Centre of Competence Cities – Senior Project DeveloperUri Roy Schmalbach is responsible for developing large scale urban technology and smart city projects, engaging with developers, investors and city leaders to meet challenging economic, social and environmental development targets. He represents all Siemens business units in the smart city space, articulating integrated solutions in the fields of transport, building technologies, energy and the Internet of Things (IoT), with particular focus on mixed-use/smart district developments, critical city infrastructure projects and urban digitalisation. Uri has lived and worked across Europe, the Middle East and South America. He has more than a decade of professional experience holding various roles in the energy and smart infrastructure sector; previously he was responsible for the regional management of Siemens Energy Management Services in the Middle East and Africa.

Bertrand Depréz, Vice President, Schneider ElectricAs Vice-President in charge of EU Government Affairs at Schneider Electric, Bertrand Depréz is heading the its liaison office to the EU institutions. Bertrand is working in the strategy division of Schneider Electric, where he is in charge of developing public affairs strategy for the group at EU level. He currently has roles in several associations and groups related to the EU. Prior to this, Bertrand worked for several years at Edelman/The Centre. Bertrand graduated at the Jean Moulin University Lyon 3, France, and the London School of Economics and Political Science, UK.

Piero Pelizzaro, Chief Resilience Officer, MilanPiero has 10 years of experience in climate change policies and urban resilience planning. Currently, he is Milan’s Chief Resilience Officer and the City Lead for the Horizon 2020 lighthouse project: Sharing Cities. He is an advisor to the Italian Ministry of Environment, Land and Sea on Urban Adaptation Policy for Climate Change.He is the co-founder of Climalia, a specialised consulting company providing climate services in Italy, where he operates as a Resilience Specialist. He is specialised in Urban Resilience, Environmental Economic Accounting, Energy Scenario and Climate Change Impact Models. Previously, he collaborated with Member of European Parliament (MEP) Umberto Guidoni. He writes for different specialised magazines and web-portals on climate change issues.

MANAGENERGY TALK How to transform apocalypse fatigue into action on global warming

Vincent Berrutto, Head of the Energy Unit, Executive Agency for Small and Medium-sized EnterprisesVincent Berrutto is the Head of the Energy Unit at the European Commission’s Executive Agency for Small and Medium-sized Enterprises (EASME). He is responsible for the energy efficiency priorities under the Energy Challenge of Horizon 2020, the EU’s Research and Innovation Programme (2014-2020). Prior to joining EASME, Vincent Berrutto was dealing with sustainable energy issues within other services of the European Commission, as well as in the French government. He holds a PhD in science and over 25 years of professional experience.

Per Espen Stoknes, Head of BI Norwegian Business School, Center of Green GrowthPer Espen Stoknes, a psychologist with PhD in economics, is a TED Global speaker and serves as the director of the Centre for Green Growth at the Norwegian Business School. An experienced foresight facilitator and academic, he’s also serial entrepreneur, including co-founding clean-tech company GasPlas. He is also the author of several books, among them ‘Learning from the Future’ (2004, in Norwegian) ‘Money & Soul’ (2009) and ‘What We Think About When We Try Not To Think About Global Warming’ (2015), which won the Outstanding Academic Title of 2015 award. For the past year, Per Espen has served as a member of Norwegian Parliament.

PLENARY SESSION Boosting investment for EU cities and regions – A stakeholder debate

Pirita Lindholm, Director, ERRINPirita Lindholm has been the Director of ERRIN since September 2017. ERRIN is a Brussels-based platform uniting over 130 regional actors, aiming to strengthen the regional and local dimension of the EU’s Research and Innovation policy and programmes. Pirita has over 15 years of experience working in several European organisations representing cities and regions in Brussels. Before joining ERRIN, she was the Director of Climate Alliance’s Brussels office (2007-2017), where she developed policy recommendations and supervised a team working on European policy, projects, and initiatives such as the Covenant of Mayors. She served as an expert in the European Commission’s Horizon 2020 Advisory Group on Energy (AGE) between 2013 and 2016, and actively contributed to the development of the research and innovation agenda. In the past, she also worked for the Council of European Municipalities and Regions (CEMR) (2002-2007).

Pirio Jantunen, Corporate Social Responsibility Manager, Helen Ltd.Pirjo Jantunen is the Corporate Social Responsibility Manager at Helen Ltd., a Finnish energy utility. Her passion is to shape the vision of tomorrow’s energy system and improve the responsibility of organisations together with their stakeholders. Also, she is an ambassador of diversity and youth involvement in energy, and served as a chair of the World Energy Council’s Future Energy Leaders Programme (FEL-100) from 2015-2018.Pirjo holds a Master’s degree in Economics and Business Administration from the University of Jyväskylä, Finland.

Gergana Miladinova, team leader, DG Regional and Urban policyGergana Miladinova leads a team at the European Commission, the Directorate-General of Regional and Urban Policy, responsible for overseeing the integration of sustainable growth issues – energy, environment, climate and risk management – into the Cohesion policy funding. Previously, she worked with DG Energy on the development, negotiations and implementation of several key energy efficiency directives (including the Energy Efficiency Directive and the Energy Performance of Buildings Directive) and various policy initiatives. She has also served as a member of Commissioner Andris Piebalgs’ Energy Cabinet. Before joining the Commission, she worked as a researcher and consultant for several organisations in Bulgaria, Germany, Hungary and the UK. She has authored and co-authored a number of publications, reports and book chapters on energy and environmental policies for Central and Eastern Europe and the Balkans.

Ovidiu Cimpean, Director, City Hall of Cluj-NapocaOvidiu Cimpean is the director of the Local Development Division at Cluj-Napoca City Hall, in charge of European funding projects and the management of the Innovation and Civic Imagination Centre of the city. He holds a Bachelor’s degree in Political Sciences, a Master’s degree in Compared European Political Studies and a PhD in International Relations and European Studies. He is an associate professor at Babes-Bolyai University and his expertise involves teaching about the transposition and implementation of EU programmes.

Euken Sesé, Director, Fomento de San SebastiánEuken Sesé has an academic background in Education and Business Administration. He has been involved in the creation of public organisations for sustainable development at the regional level. He has broad experience in mediation between public intellectual capital management and licensing environments for the transformation of urban economic models for cities. Cities as spaces for public business opportunities, smart cities and urban clusters are major topics in the projects he carries out. Euken is a regular conference and event speaker, as well as a graduate programme contributor in his area of expertise. He has used his deep knowledge to participate in European programmes and advise international organisations and municipal development agencies in Latin America.

Haitze Siemers, Head of Unit, DG EnergyHaitze Siemers, Head of Unit in ‘New energy technologies, innovation and clean coal’ at DG Energy, has been working for the European Commission since 1993. He started his career in EU-Japan relations, both in Brussels and in Tokyo, followed by work in trade policy, leading the development of the European Commission’s trade policy dialogue with civil society. After a stint in consumer policy, Mr. Siemers joined the team developing a blueprint for Europe’s Maritime Policy. `From 2008 to 2018, Mr. Siemers led a number of different teams in DG MARE on the development of Blue Growth strategies, EU legislation on Maritime Spatial Planning, the EU’s International Ocean Governance Strategy, and innovation, research and investments. In June 2018, Mr. Siemers took on his current role at the helm of Unit C2 in DG ENER.

Enrico Piraccini, Development Manager, Hera GroupEnrico Piraccini is a civil engineer and development manager at Hera Group. His main responsibilities are the development and introduction of technological innovations in waste management, in order to combine environmental and economic sustainability, such as: wastewater depuration; anaerobic digestion of sewage sludge treatment with RES production; anaerobic digestion of organic waste with biogas production; and big data platforms for public administrations.

Brice Fabry, Zero Emission Strategy & Ecosystem Director, Nissan EuropeBrice Fabry is the head of the Zero Emissions Strategy and Ecosystems for Nissan Europe. Being a car enthusiast himself, he is also passionate about electric mobility and its potential on the future of mobility. Before working for Nissan Europe, Brice spent 2 years as head of Electric Vehicles for Nissan in France. During his time with Nissan, Brice has worked in France and Benelux namely as head of the urban and sports car segments as well as of technical division and after sale warranties. He was also involved in Nismo, Nissan’s racing activities as well as Nissan Rally Raid. He managed the launch of the new JUKE, MICRA, NOTE and GTR. Passionate about car racing, he has participated in 7 editions of the Paris Dakar Race and in several Rally Raid editions. He started his professional career with Chrysler, then worked at Mitsubishi in several top management positions before joining Nissan in 2004. He also has a degree in International Marketing from the Paris Business School ESG.

Paula Rey Garcia, Buildings and Finance team leader, DG EnergyPaula Rey García is head of the Buildings & Finance team in the Energy Efficiency unit of the European Commission, DG Energy. She manages a team of about 12 officials responsible for finance policy in support of increased investments into energy efficiency and for buildings policy, including the Energy Performance of Buildings Directive.Paula started her career at the European Commission in 2005. She joined DG Energy in January 2012. Prior to joining the Commission, Paula worked at UNEP for 5 years and previously as environmental consultant. Paula holds a Masters degree in Economics, Policy and Regulation from the London School of Economics and Political Science (LSE, UK), with distinction. She has a degree in Biochemistry and Molecular Biology from the Universidad Autónoma de Madrid, Spain.

Matteo Andreoletti, Head of Infrastructure Equity, Europe & North America, Whitehelm CapitalAs head of a leading mid-market infrastructure fund, Matteo Andreoletti has extensive experience in investing in public infrastructure and energy projects on behalf of pension funds and other long-term institutional investors.He is currently on the board of directors of Kvitebjørn Varme, a district-heating business in Norway; Saren Infrastructure, a Nordic investment company focused on energy from waste; and Nest Coöperatief, a midstream energy business in the Netherlands.His activities include the management of the Smart City Infrastructure Fund that invests in digital networks and smart city urban infrastructure.Matteo has a Master of Science (MSc) from the Ecole Centrale Paris and the Politecnico di Torino, Italy. He also studied Finance and Business Administration at the Collège des Ingénieurs in Paris, France.

Steve Fawkes, Senior Advisor, Investor Confidence ProjectDoctor Steve Fawkes has over 30 years’ experience in energy efficiency, including delivering large energy management programmes, co-founding 3 energy service companies, implementing innovative energy services transactions and advising governments. He founded EnergyPro, which provides advice, asset management and investment to accelerate the energy transition. EPAL, EnergyPro’s joint venture with Energy Efficiency Services Limited (EESL), has invested more than £60m in energy efficiency since March 2017. He has received awards from the Energy Institute, the American Council for an Energy Efficient Economy and the India Business Group. He presents globally and has written more than 350 publications on energy efficiency, including 3 books and a regular blog at www.onlyelevenpercent.com.

Bernadett Köteles-Degrendele, Smart Cities project coordinator, EUROCITIESBernadett Köteles-Degrendele has been the chair of European Innovation Partnership on Smart Cities and Communities (EIP-SCC)’s business models, finance and procurement action cluster since January 2017. Bernadett is a digital innovation policy and project expert with a track record of success in working with cities, national governments, and international organisations (European Commission, OECD). She has contributed to several EU-led digital transformation projects on the ground and researched governance practices across the private sector at national, regional and city level. She worked as senior adviser and manager for the Prime Minister’s Office in Hungary on regional policy and ICT projects, and later for the European Commission (DG CONNECT) on smart city and future internet policy projects.

Liviu Stirbat, Deputy Head of the Adaptation Unit, DG for Climate Action, European CommissionLiviu Stirbat, from Bucharest, Romania, is Deputy Head of Unit for Adaptation in the European Commission’s Directorate-General for Climate Action. Previously, he was Deputy Head of Unit for Better Regulation in the Directorate-General for Research and Innovation, where his team was responsible for the interim evaluation of the current EU programme for research and innovation, and for the impact assessment of future programme, Horizon Europe.Liviu joined the Commission in 2011, first as a policy expert on knowledge transfer and afterwards as assistant to the Director for the European Research Area and Innovation. Prior to working for the EU, Liviu worked for the OECD in labour economics, migration and education, and for the World Bank on trade facilitation and export survival in Laos. He has an academic background in astrophysics and public policy evaluation.

Elia Trippel, Policy Officer and Project Leader of Sustainable Finance Project, DG FISMAElia is a policy officer and project leader of the Sustainable Finance project within the Unit for Financial Technology and Sustainable Finance at DG FISMA (Directorate-General for Financial Stability, Financial Services and Capital Markets Union). She has been working on the European Commission’s sustainable finance initiative since its inception at the end of 2016. She is currently working on the negotiations for taxonomy regulation for the Commission and oversees the implementation of the Sustainable Finance Action Plan. Previously, she coordinated the work for the Technical Expert Group on Sustainable Finance, contributed to the Commission’s May legislative package, as well as its Action Plan on ‘Financing Sustainable Growth’, the March 2018 Conference on Sustainable Finance and supported the High-Level Expert Group on Sustainable Finance’s work. Prior to joining the Commission in 2016, she was based in London where she worked as a consultant for a number of public and private bodies, including Unilever, the UK Department for International Development, and Number 10 Downing Street. Elia holds a Master’s degree in Development Studies from the London School of Economics and Political Science.

Terry McCallion, Director, Energy Efficiency and Climate Change, EBRDTerry McCallion is the Director of the EBRD Energy Efficiency and Climate Change Team in the Banking Department, based in London. He previously was a banker in the EBRD’s Financial Institutions Team, working on transactions with banks, insurance companies and mortgage finance clients. Prior to joining the EBRD, Terry was Finance Manager at MMT, an environmental technology business in the USA. He started his career as an engineer in the oil and gas business with Bechtel before attending business school and moving into banking and finance. He has Bachelor of Science (BSc) in Chemical Engineering from Queens University and an MBA from Columbia Business School, both USA.

Björn Bergstrand, Head of Sustainability/Head of Media Relations, KommuninvestBjörn Bergstrand is Head of Sustainability and Senior Investor Relations Manager at Kommuninvest, the Swedish local government debt office. Björn co-leads Kommuninvest’s green financing efforts, including responsibility for green bonds investor relations, impact reporting and public outreach. Björn is also in charge of Kommuninvest’s sustainability agenda, in close cooperation with management and department heads. He has a degree in International Finance from the Göteborg School of Economics and 20 years’ experience in financial communications and investor relations, working for Swedish government agencies, major financial institutions and industrial multinationals.

Myriam Metais, Director for the Secretary General, City of ParisMyriam Metais is Director at the General Secretary of the City of Paris. She was the Budget and Finance advisor to the Mayor of Paris (2016-2018), where she participated in developing the green financing strategy of Paris, notably green bonds and the Paris Green Fund. Myriam has 10 years of experience in public finance, specialising in social and green financial issues. She worked as General Secretary of the Corporate social responsibility Platform, presided by the French Prime Minister, (2015-2016) after having served as a finance advisor for the Employment Minister (2013-2015) and in the French court of auditors (2011-2013).Myriam is a graduate from Sciences Po Bordeaux, as well as the Ecole nationale d’administration and the European College of Bruges (Belgium).

Reinhard Six, Senior Engineer for Energy Efficiency, European Investment BankReinhard Six is a senior engineer for energy efficiency and renewable energy in the Energy Department of the European Investment Bank (EIB). His main responsibilities within EIB are investment project appraisal in the energy efficiency field concerning technical, economic, environmental and procurement aspects, and the management of the ELENA facility.Before joining the EIB, he was a project manager for European affairs, in charge of the promotion of cogeneration and district heating networks in Rhônalpénergie-Environnement, France. He was also a project manager for local, urban energy planning and sustainable energy implementation at the applied research Institute for Energy and Environment in Heidelberg, Germany.He holds a degree in Thermal Engineering from the University of Giessen, Germany.
