About online platformOnline platform are are capable of facilitating direct transactions orexchanges between groups of third-party users via the Internet, andthat capitalise on data-driven efficiencies enabled by network effects.

population, significantly above the world average.• EUR 270 billion: Goods and services purchased online in the EU by
private households and the public sector.• 50% of European citizens use social media.

FIWARE does well! All early signs are positive:• 8fit.com sits in SF and pitches for $20 million• www.connecterra.io looks at a market of 87 million
users (cows) in Europe or 187 million in Brazil• sorryasaservice.com joined TechStar for final take-off• … and many other brilliant apps like budgetbaker.com
Definitions are importantService platforms are the software layer in ICT systemarchitectures between the infrastructure and theapplication layer. They facilitate the development andoperation of digital services.
Open service platforms are developed and maintained inopen source and are open to collective innovation. Theyprovide open, public, royalty free specifications and anopen source reference implementation.
Benefits of Open Service Platforms• Emergence of multivendor solutions, no vendor lock-in, reduce the
market power of incumbents, lower the barriers for market• Interoperability, data compatibility and portability• Competition among providers leading to faster service development,• More innovation by establishing innovation ecosystems independent
of proprietary technology, cost reductions and quality increase.• Open source better supports data privacy and security and integrate
more easily with existing systems, including proprietary
Why are OSPs coming? And why now?• Today complex large systems are developed in large
collaboration• To function and be effective, large collaborations need a
common licensing• Less and less revenues come from licensing software• Therefore industry friendly open source licenses become
the norm (Examples include: OpenAirInterface, Drupal,FIWARE, …)
Opening up the platform layer is just more effective.
VISIONAccelerate a competitive European (global) market
for platform development.Reduce market fragmentation and incumbent
power.Create and grow a new services market and use
the networking effect to reach economies of scalefast.
Speed is important!
Nice story, but who else thinks this way?Public Consultation: “What are in your opinionthe socio-economic and innovation advantagesof open versus closed service platforms andwhat regulatory or other policy initiatives doyou propose to accelerate the emergence andtake-up of open service platforms?”
It is widely agreed that open service platformshave socio-economic and innovationadvantages over closed service platforms. Openservice platforms are more likely to beinteroperable, promote innovation, enhancecompetition and create open innovationecosystems. They improve equality and fairnesswithin society, as well as trust and confidencebetween participants. Respondents tend toagree that no regulation should ever impedeopenness, and that regulatory or policyinitiatives should be oriented towards assuringtransparency, privacy and standardisation. It isnot likely that targeted policy initiatives canaccelerate open service platforms; however, support for the development and take-up ofopen service platforms should be increased.
"Our citizens want the best theinternet can offer, they wantan internet that is safe andaccessible to everybody. This isnot a reality in Europe today."
"There is even more work to doto achieve a truly connecteddigital single market. A marketwhere every consumer is ableto enjoy digital content andservices - wherever they are inthe EU, including governmentservices. It means everycompany should be able toshare and sell its wares to amarket of 500 million, usingseamless online channels."
