Principles of Open Data• Responsibilities
– Scientists– Research institutions and
universities– Publishers– Funding agencies– Professional associations,
scholarly societies and academies
– Libraries, archives and repositories
• Boundaries of Openness• Enabling practices
– Citation and provenance– Interoperability– Non-restrictive reuse– Linkability

Open Science targets
4
Promoting Open Science in Japan ‐Opening up a new era for the advancement of Science, Cabinet office
Summary of open science issues (1/3)
• Data:wet data +dry data(digital data)ex. Platform for Drug Discovery, Informatics, and Structural Life
Science (chemical compound+meta data+constitutional formula)
Creation ▶・▶・ Distribution ▶・▶・ Use
• Meaning of open– Not open whole data, Open more– Strategy open /close and guide line
• Embargo• Data: whole/partial (meta data, etc.)/close• Mining tool: whole/partial/close• Paper/patent
5
Summary of open science issues(2/3)• Sectoral incentive for open
– Speed up by reuse of research effort
– Paper
– Vo (Virtual Observatory)/Materials Informatics
– Field science
– Acquisition of research resource(ex:Toji Hyakugo Monjo WEB、Manreki Daizokyo image DB)
• Cross sectoral incentive for open
– Interdisciplinary
(ex:ancient documents+civil engineering data ▶・▶・earthquake
hit chemical compound library+drug development screening
▶・▶・drug development)
– social implementation(ex:official statistics+web data
▶・▶・urban design) 6
Summary of open science issues (3/3)
• Cost of open science– Cost of data creation
– Cost of data distribution
– Researcher’s standardization burden for data distribution
– Preservation method(wet data + dry data(digital data) )
▶・▶・Is cost balanced with use?
7
Overhead view of open science• Sharing whole data
– High‐cost of data creation using large‐scale facilities
– Contribution to wisdoms of the human race or environment
– Sharing data, Individual policy of mining program
– Open trigger is embargo or paper publishing
ex. Astronomy
• Sharing bridging data
– High commercialization of data mining
– Bridging data (data or mining program) opens depending on provides
– Open trigger is embargo, paper publishing or patent
ex. Materials science, Drug development8
High openness
Low openness
Summary 1
• Strategy of open/close depends on cost of data creation, commercialization, and so on
→Sectoral academy societies correspond to strategy of open/close and policy guideline
9
Summary 2
• Data distribution depends on cost of data creation, commercialization, and so on
→National Research and Development Agencies and Independent Administrative Agencies sectorally correspond to data distribution strategy together with sectoralacademy societies

Title: Proposal on creating a new work item "Requirements on communication platform for multimedia brain information"
1. Introduction
This contribution proposes to create a new work item on communication platform for multimedia brain information and to adopt its initial text.
2. Discussions
Brain and neurological disorders, including neurodegenerative and psychiatric diseases, affect millions of people today and represent enormous economic costs, and the improvement in their preventive measures is considered to be of immediate social need.
Summary 3
• Research division of labor: data creator, data distributor (data collator) , data user
→New incentive for data creator and data distributor without papers or patents
→Career design for data creator and data distributor cross sectorally
13
Subject of investigation
Cross sectoral discussion open science connecting to open innovation
• Expansion of institutional repository to RDA(Research Data Alliance)
• Engulfment of sectoral academy societies and funding agencies
• Building sustainable academic foundation mechanism
14
