Open Access

• Unrestricted access to (and re-use of) research outputs, in particular journal articles and conference papers arising from publicly funded research.

• Gold (paid for) Open access journal or open access option in a subscription journal - article is immediately freely available. Payment of an ‘Article Processing Charge’ (APC)

• Green (free) Publish then self-archive (usually accepted final version) in online repository if the publisher permits. Possibly an embargo period.

• University policy - go Green wherever possible

Deposit into Enlighten:• Electronic copies of peer-reviewed journal articles and

conference proceedings (when allowable)• Bibliographic (metadata) details of all research outputs, and to

provide the full text of other research outputs where appropriate.

In order to:• increase the visibility of research publications associated with

the University of Glasgow• maximise the value for the university e.g. league tables• Comply with funder requirements

Research Councils UK from 1st April 2013

• Journal articles and conference proceedings acknowledging past or current grants or studentships must be open access

• Can no longer build Open Access costs into grants. Instead access the block grant

• Page, colour and supplemental charge can be paid• RCUK permit a 6 or 12 month embargo period for Green open

access depending on topic• Creative Commons Attribution (CC-BY) licence* required if we

use block grant - share and remix works, including for commercial purposes, as long as attribution is given

* But not CC-BY-NC or other extensions

• Arthritis Research UK, Breast Cancer Campaign, the British Heart Foundation, Cancer Research UK, Leukaemia & Lymphoma Research joining this fund 1st October 2014

• Page, colour and supplemental charge cannot be paid

• Deposit papers associated with grants* into Europe Pubmed Central (within 6 months) publishers may or may not deposit in Europe Pubmed Central on authors behalf

• Articles, non-commissioned reviews - not commissioned reviews or conference proceedings

• OA fund can be used for trial protocols where publishers meets requirements

• Sanctions for non-compliance

*Includes awards that pay part salary of any author

• Wellcome Trust monographs and book chapters from 1st October 2013

• Chief Scientist’s Office Scotland and some others do provide some funds - but many do not.

• No general University funds

All papers must include acknowledgement of the funding that supported the research. Recommended format ‘This work was supported by the XX Research Council [grant number xxx]’

• Papers should also include a statement on how the underlying research materials - such as data, samples or models – can be accessed.  It is not necessary that the data itself be openly accessible if there are compelling reasons against this

OA and the post-2014 REF

• HEFCE policy issued in March 2014http://www.hefce.ac.uk/news/newsarchive/2014/news86805.html

• Policy will take effect from 1st April 2016

• Articles and conference proceedings (only) will need to be open access in order to be eligible

• Policy is based on Green open access

• Accept embargo of 12 months for science, technology and medicine and 24 months for humanities subjects

“author’s final peer-reviewed manuscripts must have been deposited in an institutional or subject repository on acceptance for publication”

What are staff required to do?

• Email details of every paper accepted for publication to:[email protected]

and attach the accepted final version

• Social Sciences [email protected] cc [email protected]

• Library open access team checks funder details, publication, embargo and copyright details and advises whether payment of an APC is required.
