Out of this twenty three (23) personnel, only one (1) was separated from the service, five (5) were suspended, three (3) cases were dropped and closed, seven (7) were exonerated, five (5) cases were dismissed and two (2) cases were archived. 1) Personnel

Personnel fill-up is 5, 744 (372 PCOs, 5,253 PNCOs and 119 NUPs) with police topopulation ratio of 1:704. 2) Training

For the period, the Office conducted Programmed Courses attended by1,053 PCOs and PNCOs, broken down as follows: three (3) batches of Pre-QualificationTest for Glock 17 cal. 9mm to eight hundred seventy five (875) participants from differentPPOs and CPOs, One (1) batch of Disaster Search and Rescue Management Training tofifty six (56) participants from different PPOs and CPOs and one (1) batch of PNP SCOUTTraining to one hundred thirty five (135) participants.

Unprogrammed Course were also conducted attended by one hundredsixty two (162) participants, broken down as follows: one (1) Abbreviated bombIdentification and Detection Seminar to thirty six (36) participants; one (1) Seminar onHospitalization Claims to thirty six (36) participants; one (1) Target Hardening and CriticalManagement Seminar to sixty three (63) participants and one (1) Stress ManagementSeminar to fifty (50) participants.

One (1) class for Anti-Corruption Seminar was also conducted to onehundred seventy one (171) participants; and four thousand three hundred eighty one(4,381) participants celebrated 20th Ethics Day Celebration.

Further, Physical Fitness and Sports Development Program arereligiously being conducted at this Headquarters, such as: Physical Fitness Exercises toinclude taebo, running, walking and basketball which is conducted every Athletic Days(Tuesdays and Thursdays) from this headquarters down to lower units.

b. Support to Operations:

1) Health Services

For the period, the Regional Health Service 12 conducted consultationand treatment to 4,585 PNP personnel, their dependents, NUPs and authorized civilians.RHS 12 attended two (2) NHQ conferences/scientific seminar and conducted sixteen (16)visitation/Dental and Medical Heath outreach program to different Police Stations withinAOR, detailed below:

Likewise, information drive on health awareness have been conducted toPNP personnel of PRO 12 with basic Medical and Dental services extended up to theMunicipal Police Stations. Coordination have been made with local government Medicaland Dental Health facilities/unit for the benefit of the police personnel within the area andsuccessfully conducted series of civic action in coordination with the Police RegionalCommunity Relation Program.

2) Logistical Services

For the period covered, this Office successfully implemented its programsthru 15%-85% distribution of Logistical support to all line units. In like manner, timelyprocurement and delivery of basic supplies and the improvements of the management oflogistics operations related to peace and order and public safety campaign among lowerlevels were upheld based on the prescribed Program/Project and other Activities andPerformance Indicator.

c. Operations:

1) Foot and Mobile Patrol

A total of 8, 697, 239 man-hours on police visibility patrol (foot,mobile/motorcycle, and seaborne) were conducted particularly in crime prone areasthroughout the region. Police response time improved to 5 minutes in urban centers and10 minutes in rural/remote areas. During the period, 9, 615 legitimate calls have beenresponded/ acted appropriately.

2) Campaign against Illegal Drugs

For the period, the Office intensified its anti-drug operations resulting to onehundred twenty three (123) positive operations, neutralizing 168 drug offenders (86pushers and 82 users) and the filing of 128 cases in Court. As of this report, (164)remain as Drug Affected Barangays and subject for clearing operation. A total of 182.2grams of Shabu, 423 hills of MJ plants, 1,857 grams of MJ leaves have been confiscatedand seized with a total DDB value of Php 3, 453, 715.40.

3) Campaign against Kidnapping

For the period in review, no kidnapping incident occurred within AOR.

4) Campaign against Carnapping/Enforcement of Traffic LawsFor the period covered, a total of 98 (1-MV, 97-MC) were reportedly

carnapped, twenty nine 29 (1-MV, 28-MC) were recovered. Twenty one (21) suspectswere arrested and seven (7) cases were filed in court. Likewise, unauthorized use ofSirens & Blinkers were banned, thru LOI 34/2010 “Action Plan Against Wang-Wang andcounter Flow”.

5) Anti-Bank/Armored Car/Highway Robbery Campaign –

No incident on Armored Car-Highway Robbery occurred. However, theoffice is continuously undertaking intensified monitoring on criminal groups for theirpossible apprehension. A total of one thousand five hundred thirty four (1, 534) dry runson bank security preparation and fifteen (15) dialogues/meetings with Bankers Associationand LGU’s were conducted.

6) Anti-Kotong CampaignFor the period covered, this Office conducted five hundred eleven (511)

operations. As part of its mandated mission, the Office dynamically conducted PoliceInformation and Continuing Education (PICE) to police personnel to educate andremind them not to indulge themselves in illegal activity such as “kotong”. The PICE isusually done every after Saturday Formation/Inspection. Moreover, continuous monitoringis being undertaken by the Office utilizing 8 Spotter Teams.

7) Anti-Organized Syndicated Crime Groups/Criminal Gangs Campaign

For the period covered there were no reported neutralized group and noSyndicated Groups/Organized Crime Groups members were arrested in the AOR.

8) Anti-Terrorism CampaignFor the period, the Office conducted two hundred eighty one (281) positive

operations and recorded a total of 8 (3 IED/Landmine, 5-grenades) explosions and 8grenades and 8 UXO were recovered with the details as follows:

A total of 80 raids/operations against Illegal Gambling were conductedwhich resulted in the arrest of ninety eight (98) ushers/bettors. Likewise, confiscation ofgambling paraphernalia and bet money amounting to Php 57, 878.00 and filing of seventythree (73) cases in court.

12) Anti-Prostitution/Vagrancy/Child & Women Abuse Campaign

For the period covered, no Prostitution/Vagrancy/Pornography transpiredin the AOR while for anti-child abuse/pedophile police operations, ninety three (93)cases were reported, filing of forty five (45) cases in court and ten (10) cases wereamicably settled.

13) Campaign against Smuggling

For the period covered, one (1) operation was conducted with one (1)person arrested.

14) Campaign against Cattle Rustling

For the period, seven (7) operations were conducted resulting to therecovery of six (6) out of seven (7) stolen cattles and arrest of one (1) person.

.15) Campaign against Illegal Logging

In coordination with DENR, the Office conducted fifteen (15) operationswhich resulted in the recovery of 26, 872 board feet of illegally cut lumbers with anestimated market value of P955, 820.00. Cases were referred to CENRO/DENR for properdisposition.

16) Campaign against Illegal Fishing –For the period, one (1) operation was conducted which resulted in the

arrest of ten (10) persons involved in illegal fishing activity.

17) Search and Rescue, and Disaster and Relief OperationsThe operations consumed a total of 198 man-hours with the deployment of

24 uniformed Personnel and a total of 200 affected families were evacuated.

● After Activity Report on Assessing the Operational Readiness of PoliceStations: This Office conducted a one-day seminar/workshop on CNN for COPS dubbedas “Assessing the Operational Readiness of Police Stations” on March 4, 2014 at the PRO12 Multi-Purpose Hall, Tambler, General Santos City graced by PDIR MANUEL REBUGIOBARCENA, HEAD, CFOMCC/TDIPO-EM and attended by all Chiefs of Police andCompany Commanders of Regional Public Safety Battalion 12 and the Provincial and CityPublic Safety Companies. The activity started at 9 o’clock in the morning with an openingprayer followed by a Welcome Remarks by PSSUPT SERGIO AMATRIAM DIMANDAL,DRDO and the Presentation of Participants by C, ROPD to PCSUPT MANOLITOCAÑEDO LABADOR, DRDA who also acted as the Guest Speaker. PSSUPT RANDOLFREVITA DELFIN, RCDS gave the overview of the seminar. Topics discussed were:Knowing the Enemy (CNN); CNN Updates and Guerilla Modus Operandi; CPP ProtractedWar; and Human Rights Based Policing. The participants were clustered by PPOs/CPOsduring the Workshop Proper and presented their output facilitated by the C, ROPD. ● After Activity Report re Canadian Medical Mission Society: This pertains tothe recently concluded 2- week medical mission conducted by Canadian Medical MissionSociety (CMMS), a registered non- profit society from Vancouver, Canada held atMindanao Medical Center (MMC) in Gen Santos City on February 24 to March 7, 2014 fora free medical mission to indigent constituents of South Cotabato Province, SaranganiProvince and Gen Santos City (SOCSARGEN) spearheaded by the RD Foundation, Inc. Atotal of 51 Canadian and 10 Filipino Manila- based doctors, dentists, nurses and othermedical volunteers arrived in Gen Santos City and participated in the activity. Thevolunteers were assisted by different local medical society volunteers in treating thepatients. Necessary covert and overt security was provided by this PRO to all medicalvolunteers in all their areas of engagements or activities within jurisdiction. The medicalmission culminated in the evening of March 7, 2014 with an Appreciation Dinner held atAltiera Montana Hotel, Gen Santos City which was attended by different governmentagencies and NGOs as partners of the noble endeavor. The medical mission successfullyended with fruitful result. Foreign and Manila- based volunteers were all accounted for,safe and secured by this PRO until they depart for Manila on March 8, 2014.

● After Activity Report on the Visit of HEPBSA III in Cotabato City: On March10, 2014 at 6 PM, a dinner and cultural night hosted by City Administrators was held at theGolden Lace Function Hall along Macapagal St, Cotabato City in honor of his ImminenceOrlando Cardinal B Quevedo. On March 11, 2014 at about 8 AM, all units of CCPO,RPSB-12, RPSB-ARMM CONTIGENT, BFP-12, RHPU-ARMM, Medical team from LocalGovernment units EOD/K-9 team from CCPO, CPPPO, SKPPO, AFP and MBLT-1 weredeployed from their respective areas of assignment in preparation of the visit of HEPBSAIII and Church dignitaries who will be arriving Cotabato City to attend the ThanksgivingMass of His Imminence Orlando Cardinal B. Quevedo. At 2:30 PM of same date Churchdignitaries headed by PAPAL NUNCIO arrived at Awang Airport via PAL to attend theThanksgiving Mass of His Imminence Orlando Cardinal B. Quevedo at Immaculate

● After Activity Report re Looking Forward To 2015:A Joint LocalGovernment-Interior Sector Planning Consultation-Workshop: Personnel from thisOffice attended the 3-day Looking Forward To2015: A Joint Local Government-InteriorSector Planning Consultation-Workshop held at DILG Building in Quezon Avenue,Quezon City on March 19- 21, 2014 which was attended by all DILG Undersecretaries;Local Government Regional Directors and Planning Officers; NAPOLCOMCommissioners, Staffs and Regional Directors; PPSC President and Staff; Bureau Chief,Regional Directors, Planning Officers and Budget Officers of BJMP and BFP; PlanningOfficers and Budget Officers of PNP NHQ D- Staff and PROs with SILG MAR ROXAS.This PRO was represented by PSUPT FRANKLIN AZUELO ALVERO, Deputy Chief,

ROPD and PO1 Jovel Bayang Padernal, Plans PNCO. During the workshop, the PNPSector was divided into two (2) groups. The first group MFO (Major Final Output) 1 wasassigned on Crime Prevention and the second MFO 2 on Crime Investigation which wasled by PSUPT ALVERO. On the 3rd day the PNP Sector finally made their output for thepreparation of DILG Budget on 2015. The PNP presented their output well and clearly toall the participants how complicated the job of the agency due to multi tasking functionsbut delivered good performance which was then appreciated by DILG hierarchy. The SILGgave guidance to all participants to observed cooperation, coordination and collaborationas one DILG Family for good governance.

● After Activity Report re Regional Joint Peace and Security CoordinatingCouncil (RJPSCC) Meeting: On March 27,2014 at 9PM, this Office conducted RegionalJoint Peace and Security CoordinatingCouncil (RJPSCC) Meeting held at PoliceRegional Office 12, General Santos City. Themeeting was presided by SARD, PRO 12,PCSUPT LESTER OROPESA CAMBA andattended by DRDO, PRO 12 Quad Staff,Commander Joint Task Force GENSAN,Brigade Commanders of 601st, 6022nd and1002nd Brigade Philippine Army, together withtheir Battalion Commander, RPSB 12 and arepresentative from DIPO-WM. The agendaof the meeting are security situation updates,contingency plans to prevent members ofother threat groups to undertake activitiesinimical to the comprehensive Agreement onBangsamoro, NPA hostile actions, plans andactivities, current AFP/PNP Internal SecurityOperations which were discussed byPDs/CDs and Batallion Commanders of theAFP through power point presentations andother issues and concerns presented by 1002ndBde, 601stBde, 602nd Brigade and JointTask Force General Santos City Commanders. The issue were discussed andimmediately resolved by the RJPSCC 12. An open forum followed with the DRDO asmoderator. The meeting was adjourned at 1 o’clock in the afternoon of same date with amessage from ARD, PRO 12.

For the period, PCR was able to conduct and record 5,703 activities whichare focused on the delivery of police services and to mobilize and bring to bear thecommunity, civil society and media in all-out and sustained anti-terrorism, anti-insurgencyand anti-criminality campaign towards the attainment of a safe and secured region.

ACCOMPLISHMENTS:

PRO 12 conducted a total of 598 PCII activities such as: dialogues, seminars, printmedia, radio program/interviews, crime/drug prevention programs and reproduction ofleaflets.

A continuing program of action against illegal drugs was launched through the “left-hand effort” in response to the urgent need to pursue a forceful intensive and unrelentingcampaign whether syndicated or street level. During the period, PRO 12 conducted drugabuse symposia and awareness in different schools & venues in coordination with DAREofficers, DEP-ED, NGO’s & other government agencies.

It is always the intention and desireof this office to inform the public on theprograms and accomplishments of thePNP in the entire region through its lineunits. Along with this, Police RegionalOffice 12 sponsors/maintains four (4)regular radio programs namely: the “PulisUg Katawhan” in Kidapawan, and in Isulanand Tacurong, Sultan Kudarat “RadyoNatin Ngayon”.In Police Regional office 12,we have the Police Hour in “Tira Brigada”aired regularly every Friday at 8:30 in themorning at Brigada News FM, “Bayan Kayo ang Boss Namin” aired at DXMD-RMN” alsoevery Friday at 5:30 in the afternoon and at DXNP-Community Radio Radio 98.9 FM“Pulis Ako, Pulis Nyo Po sa Rehiyon 12”.

PRO 12 has conducted a total of 1,195 Community Assistance Development suchas: medical & dental Outreach Services, bloodletting activity, community relations &rehabilitation, skills & livelihood development for the out of school youth.

Coordination and participation among NGO’s, GO’s, RLEEC and the CJS is the keyto a lasting partnership between the police and the community. Teamwork is the catalystthat yields excellence from shared strength.

Moreover, on the advancement of skills/security trainings, PRO 12 has servedvarious activities to support the SAGSD of the Civil Security Group for training of securityguards and security officers notwithstanding their participation on other security aspects incrime prevention. Furthermore, some BADAC members were mobilized to help the policetrack down and give vital information on the probable hot spots of drug pushing/peddlingin the AOR in coordination with government line agencies.

C. GENDER AND DEVELOPMENT

GAD aims to acquaint communities with various information concerning womenand community organizing to empower parents & children to organize themselves and todevelop alternative opportunities for access to basic social services. For the period, thisOffice conducted activities on Organization & Mobilization of Family/Youth/Women Groups,Social Institutional Advocacy & Development, news releases concerning family violence,prevention and protection of victims and dissemination and replication of Best Practiceswith a total of 1,229 activities.

D. SALAAM POLICE CENTER

PNP conducted various activities to strengthen linkages and healthy relationshipwith Muslim communities and to support government’s campaign against terrorism andcriminalities involving Muslim personalities. A total of 106 activities were recorded whichincludes Mosque/madraza-based Projects, Orgn of Council of Imams, Orgn of MuslimNGOs, complaints assistance and continuous networking & info dissemination.

After delivering of message, briefing presentation was conducted by the ChiefClerk of different divisions including RPSB 12.This is to orient the graduating students withthe police functions and nature of works ofevery office in the aspects of human resource,intelligence, operations and plans, supply andlogistic, police community relations,investigation and other related matters. Activityended at around 4:45 in the afternoon withfruitful result.

b. On March 7, 2014 at 11 o’clock inthe morning, a program was conducted at thePRO 12 Conference Room, Tambler, GeneralSantos City with criminology interns andmentors of Notre Dame of Marbel University,Criminology Department and RamonMagsaysay Memorial College headed by Ms.Nenita C. Condesa, MSCrim, ProgramHead/Internship Moderator, CriminologyDepartment as guests and visitors.

The purpose of their tour was to expose, orient and familiarize the differentfunctions and duties of the law enforcement offices and agencies and it was also incompliance with the requirement of their course and in compliance with the CHEDrequirement for 4th year graduating criminology students.

The program was highlighted with the lectures on the nature of work of policeofficers presented by PSUPT JOSEPH PAMILAGA SAMILLANO, Deputy RPHRDD andPSUPT TETCHIE NENDONES LEBANAN, Acting Chief, RHS 12. PSSUPT RANDOLFREVITA DELFIN, Regional Chief Directorial Staff inspired the criminology students withhis message about love of parents and family and a strong family ties. Activity ended at12:30 in the afternoon with fruitful result.

Earthquake and Fire Drills

On January 20, 2014 at 9:30 in themorning, Police Regional Office 12conducted an Earthquake and Fire Drills atPRO 12 Headquarters, Tambler, GeneralSantos City in coordination with CityDisaster Risk Reduction Management

Council (CDRRMC) and Bureau of Fire Protection (BFP) of General Santos City. It wasconducted purposely to assess the level of preparedness of PNP personnel and togenerate awareness on disaster risk mitigation in any disaster or emergency.

c. Scenario 1 (Earthquake Drill)

(1.)It started with a scenario wherein there was a 7.9 magnitude earthquake thatwas felt in General Santos City wherein PRO 12 is located. Upon noticed, there wascontinuous bell ringing to alarm the personnel of PRO 12 Headquarters. All personnelinside the building then take cover under office tables and when the tremor stopped, allpersonnel went out the building silently but quickly to avoid stampede and upon reachingan open area, personnel fall in line for accounting purposes.

(2.)Team leaders found out that there were four (4) unaccounted personnel andright away, PSSUPT RANDOLF R. DELFIN, Incident Commander was informed about themissing personnel perhaps trapped inside the building. The rescue teams composed ofRSTU 12 and RPSB 12 conducted search and rescue operation inside the building usingdifferent types of methods and techniques. Rescued victims were rushed to the RegionalHealth Service (RHS) 12 Clinic.

C. Scenario 2 (Fire Drill)

(1.)Afterward, fire drill was also conducted wherein the RHQ building waspresumed to be under fire. After a series of bell ringing, all personnel including themembers of the salvage team of every office hurriedly went outside the building bringingimportant office’ equipments/supplies including documents into the designated evacuationarea located at the left wing of the Admin building between the chapel.

(2.)The BFP and PRO 12 fire trucks then immediately responded to theconflagration to prevent the spread of fire, loss of lives and damage of properties. Injuredpersonnel were accorded with initial medical assistance by the medical/first aid team andwere rushed to the Regional health Service Clinic 12.

(3.)After the fire drill, all personnelgathered in front of the Administrationbuilding for an evaluation wherein Dr.Agripino V. Dacera Jr., Chairman, CityDisaster Risk Reduction ManagementCouncil (CDRRMC), General Santos City andSFO3 Benhur E. Licayan, Chief, Operation,General Santos City Fire Office gave theircritiques on what they have observed in thedrill performance of the personnel. Afterwards,PSSUPT RANDOLF R. DELFIN, RCDScongratulated all the personnel for actively participating in the said activities. Activityended at 11:15 in the morning with fruitful result.

Launching of S.M.I.L.E

On January 27, 2014 at 10 o’clock inthe morning, PCSUPT LESTER OROPESACAMBA, Acting Regional Directorspearheaded the launching of ProjectS.M.I.L.E held in front of the Admin Building,Regional Headquarters, Tambler, GeneralSantos City. The Project S.M.I.L.E is inconsonance with the CODE-P flagshipprogram of the C, PNP POLICE DIRECTORGENERAL ALLAN LA MADRID PURISIMA,to instill PROFESSIONALISM to PRO 12personnel in the performance of their mandated duties and responsibilities.

It is a two-way project, wherein our aim is to bring the police closer to thecommunity by fostering an attitude to every personnel of this command to serve with asmile. The ACRONYM S.M.I.L.E is a guiding principle of PRO 12 members as they go onwith their daily duties and responsibilities:

S – stands for SERVICE WITH HUMILITY

M – stands for MANAGEMENT WITH ACCOUNTABILITY

I – stands for INITIATIVE COUPLED WITH ACTION

The activity started with the reading ofthe concept of project S.M.I.L.E andmessage by no less than the ARD PRO 12emphasizing that Police officers in Region 12can now be called friends, brothers, sisters,and can be depended on in times of needsand trouble and will serve with warm andgenuine smile on their lips.

It was then followed by the unveilingof Project SMILE tarpaulin by the ARDassisted by the Command Group andDirectorial Staff headed by PCSUPTMANOLITO CAÑEDO LABADOR, DRDAand the ceremonial pinning of the SMILE pinto the Command Group, Directorial staff,other officers and Chief Clerks of theRegional Headquarters.

PCSUPT LESTER OROPESACAMBA, ARD PRO 12 then entrusted to all Provincial and City Directors through thePolice Community Relations Officers the SMILE pins and tarpaulins for them to pass on totheir subordinates that may all the police officers in the entire region will be able toobserve the act of smiling as well as the principles surrounding it.

Tree Planting and Clean-up Drive at Mt Matutum

On February 17, 2014 at 4:30 in themorning, personnel from Police RegionalOffice 12 led by PSSUPT SERGIOAMATRIAM DIMANDAL, Deputy RegionalDirector for Operation (DRDO) andRegional Health Service (RHS) 12 led byPSINSP VIRGILIO SIEGFRED S. FERRER,MD, OIC, Medical Dispensary left this officeand proceeded to Tupi Municipal PoliceStation, South Cotabato to get the seedlings

given by Tupi Municipal Environment and Natural Resources Office (MENRO) for the treeplanting activity.

Upon arrival, PSSUPT Dimandal made a briefing to the participating teamscomposed of the personnel from PRO 12, Tupi Municipal Police Station and selected PNPpersonnel who are undergoing Special Counter-Insurgency Operations Unit Training(SCOUT)regarding the tree planting activity. He also cited in his briefing the purpose andimportance of the activity.

After hours of hiking, the teamarrived to their destination and started thetree planting activity and clean up drivearound the vicinity of Mount Matutum.

The following day, the team wentback to the starting point of the activity andPSSUPT DIMANDAL together with the teamcoordinated with the citizens around themountain and discussed about how topreserve the beauty of the place. Activityended at around 5 o’clock in the afternoonwith fruitful result.

Simultaneous Bloodletting Activity

On February 19, 2014, the Police Regional Office 12, under the supervision ofPCSUPT LESTER OROPESA CAMBA, Acting Regional Director through the PoliceCommunity Relations Division initiated the conduct of Simultaneous Bloodletting Activitywith the theme: “Every Blood Donation is a Gift of Life. Give the Gift of Life: Donate Blood”from the Regional Headquarters down to Provincial and City Police Offices.

At about 9 o’clock in the morning, the Regional Headquarters in coordination withthe Philippine Red Cross headed by Ms Merltia U Gludo, Chapter Administrator,Sarangani-General Santos City Chapter together with the General Santos Police Officeheaded by PSSUPT FROILAN F. QUIDILLA, City Director and Sarangani Police ProvincialOffice headed by PSSUPT EDWIN S MINION, Provincial Director and the partner from thecivilian sector, the Notre Dame of Dadiangas-IBED and Notre Dame of Dadiangas for GirlsAlumni Batch 1993 and Notre Dame of Lagao for Boys/Girls Alumni Association jointlyconducted the bloodletting activity held at Robinson’s Place, General Santos City.

The activity started with an invocationand the messages from MsGludo and PSSUPTRANDOLF R DELFIN, RCDS followed by Blooddonation. The blood donors underwent severalsteps prior to extraction of blood which were:registration, weighing, blood pressure check-up,and physical and medical check-up. A total ofone hundred forty-seven (147) bags or sixty-sixthousand one hundred fifty (66,150) cc ofdifferent blood groups were collected from theblood donors. Among the blood donors werePSSUPT SERGIO A DIMANDAL, DRDO, PSSUPT RANDOLF R DELFIN, PSSUPTFROILAN F QUIDILLA, CD GSCPO and PCINSP JOEFEL REMUDARO, Chief PCRSarangani PPO. The activity was participated by personnel from the Regionalheadquarters, General Santos City Police Office, Sarangani Police Provincial Office, JointTask Force Gensan, NSUs, criminology intern students of Ramon Magsaysay MemorialColleges and fifty (50) criminology students of Holy Trinity College of Gensan, JTFGensan, and different stakeholders and several mall goers.

Philippine National Police Live Band Intramurals/Competition

On February 27, 2014, PoliceRegional Office 12 hosted the PhilippineNational Police Live BandIntramurals/Competition dubbed as “AngGaling ng Pulis, Battle of the Bands”organized by the Directorate for IntegratedPolice Operations - Western Mindanao(DIPO-WM) at Veranza Mall, J. CatolicoAvenue, General Santos City.

Present during the activity were theActing Regional Director, PRO 12; PCSUPTLUIS RICARDO CABARLE CHAVEZ, Ex-ODIPO-WM; PCSUPT ROBERT KIUNISALA,DRDA, PRO ARMM; PCSUPT MANOLITOCAÑEDO LABADOR, DRDA, PRO 12;PSSUPT HILARIO BARJA ORALLO, Chief,Program Management Division, DIPO-WM;PSSUPT RANDOLF REVITA DELFIN, RCDS,PRO 12; PSUPT REX KESAED ANONGOS,Acting Chief, RPCRD 12; the contendingRegional Bands from PROs 9, 12, and ARMM; PCOs, PNCOs and NUPS from the three(3) competing regional offices; and the other three (3) civilian judges namely: Mr AlexMagumpara, Mr. Jan Karlo Gotas and Mr. Jan Michael Banayag.

The activity started with the registration of participants, followed by the singingof the Philippine National Anthem and Invocation led by SPO4 Henry Vicente, RESPO,PRO 12. After which, ARD, PRO 12 rendered his welcome remarks followed by amessage from the Ex-O DIPO-WM.

After the Opening Program, RPSB 12 Dancers rendered a dance presentation,followed by a song number from RhyzPaclibar, the 6-year old daughter of a PRO12 PNCO.

Each contending band presented three(3) songs, one (1) free style, one (1) commonsong (Bed of Roses) and one (1) originalcomposition. They were then made to drawlots to determine their order of presentation.

The first to perform was the RegionalBand from PRO 9, followed by PRO 12 andlastly, PRO ARMM.

After the competition proper, selectedwinners from the previously conducted “PRO12 Got Talent 2013” showcased their talentsby rendering their song and dance

presentations. After which, an Awarding Ceremony was presided by PCSUPT LUISRICARDO CABARLE CHAVEZ, Ex-O DIPO-WM together with ARD, PRO 12, whereinPRO ARMM emerged as the champion, PRO 12 as the 1st runner-up and PRO 9 as the2nd runner-up.

Tree Growing and Educational Tour

On February 28, 2014 at 2 o’clock in the afternoon, program on Tree Growing andEducational Tour was conducted at the PRO 12 Grandstand, Tambler, General SantosCity with one hundred thirty-six (136) participants composed of students and teachers ofBanisil National High School, representatives from Barangay Hall of Tambler and CityEnvironment Natural Resources (CENRO) of General Santos City.

The program started with an invocationfollowed by National Anthem and welcomeremarks by PSUPT REX KESAEDANONGOS, Acting Chief, RPCRD PRO12. Ms. Gina B. Torrecampo, YES-OCoordinator, Banisil National High Schoolgave a message stating the purpose of theirvisit at this office wherein their graduatingstudents are required to plant trees/seedlingsprior to their graduation day. She alsoemphasized that the conduct of tree growingis in compliance with the program of the government which is “National Greening Program(NGP)” to Protect Mother Earth.

After which, PO3 ChesterArconadoDacua, Wildlife ManagementOfficer of PRO 12 conducted lecture on“Wildlife” followed by a brief orientationon “Ecology” and demonstration on “ProperHandling of Seedlings for Planting” by Ms.Teresa N. Garay, CENRO Planning OfficerIV/Forester.

After the lecture, the graduatingstudents led by Ms. Marie B. Galzote, YES-O Assistant Coordinator of Banisil NationalHigh School together with the personnel of RPCRD and RPIO headed by PCINSPALDRIN GONZALES proceeded to the designated area inside the camp and planted twohundred (200) mahogany seedlings. Thereafter, snacks were offered to the participants.Activity ended at 4:30 in the afternoon with fruitful result.

On March 13, 2014, SPO3 Ma.Felicia P Malcontento, Chief Clerk RPCRDtogether with SPO1 Eliza N Abranilla andPO1 Alixes John D Baynosa attended theRegional Risk Reduction ManagementCouncil (RDRRMC) 1st Quarter Meetingheld at Sun City Suites, General SantosCity presided by Director Reynaldo M.Bungubung, OIC Regional Director, DILG12.

Among the attendees wererepresentatives from DENR, MGB, BFP,PIA, Philippine Red Cross (Gensan Chapter,North Cotabato Chapter, SultanKudarat&South Cotabato Chapter), DOH, PAG-ASA,PHILVOCS, DA, OCD 12, CHED andDSWD.

the morning with an Invocation and Opening Message by Mr Jerome Barranco, OIC, OCD12 and the acknowledgement of the participants by the Secretariat. The meeting wascalled to order by OIC DILG 12. After which, the Secretariat presented the RegionalDisaster Risk Reduction and Management Plan 2013-2015 specific on DisasterPreparedness. It was followed by the assessment of the level of Disaster Preparednessbased on the RDRRMP indicators.

During the assessment, the following are the suggestions of the members of thecouncil:

* Philippine Information Agency as the lead agency on increasing the level ofawareness of the community to the threats shall meet with the concernedagencies to formulate a comprehensive IEC material that is specific in thecommunity;

* Identify the province that has the most number of disaster occurrence andprioritize the training of the community;

During the meeting, it was suggested by the representative from MGB that theDPWH should be included as member of the council for the purpose of structuralengineering aspect since most of the member agencies only address human aspect.

Jail Visitation

In line with the observance of the2014 Women’s Month Celebration with thisyear’s theme, “Juana, angTatag Mo ayTatagNatinsaPagbangon at Pasulong”,women personnel of the RegionalHeadquarters opted to celebrate with thefemale boarders of the General SantosCity BJMP Women’s Dormitory located atLanton, Apopong, General Santos City onMarch 14, 2014.

The boarders together with thewomen personnel of the Bureau of JailManagement and Penology (BJMP) andRHQ women personnel participated in theZUMBA led by Mr. Glenn Uchi, CertifiedDance Instructor, at about 7:00 in themorning of March 14, 2014.

After the Zumba exercise, theywere given snacks from Jollibee FoodsCorporation provided by the RegionalHeadquarters.

At about 9:00 in the morning, PINSPVERDITHA TONG CRUZ, Chief, WCPD ofthe regional headquarters delivered anOpening Remarks wherein sheemphasized that female boarders have stillthe rights especially to health matters eventhey are confined in the correctional

institution.

It was then followed by the lecturesof Dra. Corazon Rodaje, Mrs. Trinidad M.Sanchez and Mrs Rebecca M. Ocat fromthe General Santos City Health Office onthe importance of personal hygiene, selfbreast examination and different lifestylesthat would lead to illness and other healthproblems.

In closing, PINSP CELSA M.SILVANO, thanked the management of theFemale Dormitory under JCINSP MARY CHANETTE ESPARTERO, Jail Wardress, for theopportunity they have given to them to celebrate this annual event with the boarders andalso the lecturers of the City Health Office for the information of the boarders as well as tothe women personnel who joined the activity.

Rapid Damage Assessment and Needs Analysis (RDANA) Training

On March 19, 2014, PSUPTROMULO SERVITO ESTOCAPIO, Deputy,RPCRD attended a 3-day Rapid DamageAssessment and Needs Analysis (RDANA)Training of Facilitators organized by theRegional Risk Reduction and ManagementCouncil 12 (RDRRMC 12), held at SydneyHotel, General Santos City.

Among the attendees wererepresentatives from the Local GovernmentUnit, Member Agencies of RDRRMC 12,representatives fromPHILVOLCS/CDRRMC GSC and otherstakeholders.

The training started with theregistration of participants, followed by anearthquake drill led byPHILVOLCS/CDRRMC GSC. After which,the secretariat led an Invocation, WelcomeRemarks and Introduction of ResourcePersons and Participants.

After the Opening Ceremony, theLecture Proper started. Topics discussedwere the Introduction to RDANA; Featuresof RDANA; Coordination andCommunication; Phases of Mobilization andOrganization; and Getting Ready forRDANA.

The first training day was concluded with a Course Evaluation by the instructorsand participants.

The 2nd day officially resumed with a lecture on “Pre-, In- and Post-Mission”;Assessment Process; Second and Primary Data; and Introduction to Map Reading.

After the modular lectures, instructors and participants went on with the DailyCourse Evaluation. A representative from the LDRRMC then grouped and briefed theparticipants for the RDANA Simulation Exercise, scheduled to be undertaken the followingday.

Highlight of the activity was the RDANA Simulation Exercise conducted on the 3rdDay of the training, wherein each group was given a chance to report and present outputsbased on their respective Pre-Mission, In-Mission and Post-Mission Analysis. Theinstructors together with the participants then proceeded with the Evaluation of theSimulation Exercise and the Course as a whole.

The training ended with sharing of impressions from the participants and awardingof certificates.

Parangal 2014

On March 26, 2014 at 9 o’clock in themorning, PCSUPT LESTER OROPESACAMBA, Acting Regional Director, PRO12,as one of the awardees during the “Parangal2014” was represented and attended byPSSUPT REX KESAED ANONGOS, ActingChief, RPCRD and received the Plaque ofRecognition recognizing our laudablesupport and remarkable contributions to thedevelopment of the school, SY 2013-2014through the Corporate Social Responsibility(CSR) initiatives in line with Adopt-a-Schoolprogram like BrigadaEskwela, CurriculumDevelopment, Feeding Program and others.

On March 27, 2014 at 2 o’clock inthe afternoon, PCSUPT MANOLITOCAÑEDO LABADOR, DRDA, PRO12attended the “Kanduli for Peace”at theCovered Court, Oval Plaza, GeneralSantos City. It was hosted by the CityGovernment of General Santos City insupport of the historical signing of theComprehensive Agreement on theBangsamoro (CAB).

Highlights of the program were asfollows: Messages by various stakeholdersand partners from different agencies, localgovernment units and other peace partnersin support to the signing of CAB; Live videostreaming on the historical signing of theComprehensive Agreement on theBangsamoro by the Government of thePhilippines and the Moro Islamic LiberationFront at Malacañang Palace, Manila;

Signing of Peace CovenantManifesto by the stakeholders andpartners from different agencies, localgovernment units and other peacepartners; and releasing of doves thatsymbolizes freedom for peace.

Culmination Program Women’sMonth Celebration

On March 31, 2013 at about 7:30 inthe morning, the Traditional Monday FlagRaising Ceremony was made verysignificant since it was the CulminationProgram of the nationwide observance ofthe 2014 Women’s Month with this year’stheme, “Juana, ang Tatag Mo ay TatagNatin sa Pagbangon at Pasulong!”.

The parading battalion elements werecomposed of all women personnel of thepolice regional office with PSUPT ROSALINA PARIÑAS from the Regional Health Service12 as the Battalion Commander. Other members of the staff were: PINSP MA. CRISTINANAVARO, PCINSP MA. JOYCE BIRREY, PSINSP MARIFEL MAGANTO and PINSPVERDITHA CRUZ.

The culmination program of the 2014Women’s Month Celebration was highlightedwith the giving of awards to deservingpolicewomen who showed commendableaccomplishments in the performance of theirsworn duties and responsibilities especially inthe field of police operations. Among theawardees were: SPO1 Laura V. Tingwasan forinitiating the “Bola Hindi Bala” –a sportsprogram aimed in addressing insurgencyproblem in PRO 12, PO2 Joy Requita,PO1Juliet Sucayan and PO1 Honey Belmontefor having participated in the different buy-bustoperations which resulted to the arrest of thesuspects and confiscation of firearms, drugsand drug paraphernalia.

The program was graced by Ms.Epifania Cuadra Divino, the Program Managerof the Save the Children International- SouthCentral Mindanao Program Office and aknown advocate of women and children’srights and peace and development. In hermessage, she briefly explained the nature androle of women in nation building.

After the program, women personnel ofthe regional headquarters and Regional PublicSafety Battalion proceeded to the PRO 12Multi-purpose Hall, Tambler, General SantosCity for a lecture on Women’s Reproductive

PCSUPT LESTER OROPESA CAMBA, Acting Regional Director, who had beenvery supportive to all activities related to women and children, commended theperformance of the women personnel in every task given to them. He described womenpersonnel as the most responsible and dependable in manning the office and emphasizedhow indispensable is the existence of women in the organization

4) Investigation Services

For the period covered from January 1 to March 31, 2014, theRegional Investigation and Detective Management Division had received a total of thirtythree (33) special cases referred by higher authorities such as The President of thePhilippines, SILG, CPNP and other cases for action and investigation. All cases wereproperly acted upon. Further, a total of six thousand eight hundred sixty one (6, 861)crime incidents were reported and gathered and out of this a total of three thousandseven hundred thirty (3, 730) crimes cleared while two thousand five hundred fortytwo (2, 542) were solved which indicated a 54.37% Crime Clearance Efficiency (CCE) and37.05% Crime Solution Efficiency (CSE). On Average Monthly Crime Rate (AMCR), itregistered at 155.46 incidents per 100,000.00 populations.

1. KIDNAPPING/ABDUCTION INCIDENTS:

For the period January 1 to March 31, 2014, this office recorded noabduction incident.

b) LOI 03/11 Patnubay

For the period under review, this Office recorded and investigated a totalof thirty one (31) administrative cases and all this complaints were resolved involving atotal of fifty four (54) PNP personnel. Out of this personnel, three (3) were dropped andclosed, zero (0) was archived, two (2) were referred to RIAS and twenty (20) were filed toDLOS for summary hearing proceedings, three (3) for filing to DLOS, one (1) for droppedand close, two (2) referred to other office.

c) LOI 01/95 Manhunt Charlie

For the period of January 1 to March 31, 2014, a total of two hundredseventy (276) persons with warrants were arrested, of which two (2) were listed in theTop 10 Most Wanted Person by City and Municipal level.

d) Service of Warrants of Arrest

For the period from January 1 to March 31, 2014, a total of fivehundred fifty (550) Warrants of Arrest were received region wide and a total of threehundred twenty (320) of which were served, reflecting a 58.18% service of warrantsefficiency; while 41.81% percent or two hundred thirty (230) Warrant of arrest remainedunserved for reason that the accused whereabouts cannot be established in the area ofresponsibility or elsewhere and others were recalled by the issuing court.

e) Compliance to Court Duties

A total of five hundred sixteen (516) subpoenas and orders from courtwere received and out of this five hundred sixteen (516) were duly complied and served.

f) Heinous Crimes

This Office has recorded five hundred fourteen (514) heinous crimesbroken down as follows:

Out of these figures, one hundred thirty seven (137) cases have been filed invarious Courts while the remaining cases still under follow-up investigation indicatinga26.65% Crime Solution Efficiency (CSE) in the investigation of heinous crimes.

g) Women and Children Protection Desk (WCPD)

A total of one thousand five hundred fifty one (1, 551) crimes related to women andchildren were accounted categorized as follows: Crimes against Children four hundredsixty six (466), Youth Offender Cases three hundred ten (310) and Violence againstWomen seven hundred sixty five (765). Out of this figure, a total of one hundred three(103) cases were filed in court while one thousand four hundred forty eight (1, 448)cases falls either under investigation, referred to DSWD/Brgy was settled amicably.
