When you take out a mortgage, lenders look at a number of things to work out how much you can borrow. These include household earnings and outgoings, the value of the property and your credit history. Whatever you borrow, you need to be sure you can afford the repayments.This has been highlighted further by the Financial Services Authority (FSA) that recently announced its outline of plans for a proposal to increase and rethink lenders’ assessment of prospective homeowners. Refl ecting the FSA’s enhanced consumer protection strategy and intensive day-to-day supervision, the proposed changes aim to ensure all lenders get back to the basics of responsible lending and that problems are prevented before they can develop or get out of control.Some of the key proposals include:, Imposing affordability tests for all mortgages and making lenders ultimately responsible for assessing a consumer’s ability to pay. Requiring verifi cation of borrowers’ income in every case to prevent over infl ation of income and to prevent mortgage fraud. Extra protection for vulnerable customers with a credit-impaired history.The tough new proposals, published in the FSA’s consultation paper, form part of a major review by the FSA into the UK mortgage market and are based on detailed analysis of past lending decisions, looking at the causes of arrears and repossessions since 2005.The FSA found that: 46% of households either had no money left, or had a shortfall after mortgage payments and living costs were deducted from their income. Almost half of new mortgages between 2007 and the fi rst quarter of 2010 were provided without a customer having to verify their income. The

share of interest-only mortgages has been increasing. At the peak of the market, over 30% of all mortgages were interest-only. Many consumers with no repayment vehicle count on future house price rises or uncertain life events to repay their mortgage and some have no plan at all. Borrowers with a credit-impaired history are particularly vulnerable.

Lesley Titcomb, FSA director responsible for the mortgage market, said: “There is a clear link between fi nancial overstretch and mortgage arrears and repossessions, and we are determined to protect vulnerable consumers by making sure that everyone who takes on a mortgage can afford to pay it back.”The report also includes the key fi ndings from the FSA’s review into arrears charges, which indicated signifi cant variation in the level of arrears fees across the market.Lesley continued: “While it is clear the mortgage market has worked well for many, we need to build a strong new framework to protect mortgage customers and to ensure that the problems we have seen in the past do not happen again, particularly as the mortgage market recovers.”The mortgage rules require arrears charges to be based on a reasonable estimate of the cost of the additional administration required as a result of the customer being in arrears, the FSA is actively seeking views from consumer groups and industry and invites responses by 16 November 2010.

Lenders have in the past offered to lend an amount based on earnings. Recently it has become more common for lenders to make an affordability assessment when calculating how much they will lend you.It’s important to give your lender as much detail as you can about your earnings and outgoings so that you’re offered a mortgage you can afford. You also need to remember to budget for other on-off costs of buying a property such as administration, solicitor fees and Stamp Duty – they all add up.If you can’t prove your income – say, if you are self-employed and don’t have bank accounts that go back far enough – then you may be

able to get a ‘self-certifi cation’ mortgage. The lender will still want to be sure that you are able to afford the repayments so may ask you to provide evidence of your other outgoings.

Perhaps surprisingly, given the recent housing crisis, once again the smart money is being ploughed into property. Or rather, solar panels which are installed on the roofs of property. Thanks to the introduction of a new government scheme, Clean Energy Cash Back, homeowners are being incentivised to put their cash into solar panels. Part of the government’s aim to provide 15% of the UK’s renewable energy by 2020, the idea is that the solar panels create units of renewable energy which the energy providers buy back from the property owners. The scheme, which came into force in April of this year, has already generated a huge amount of interest, with several thousand panels being installed in the UK since the initiative began. Peter Bladen, Managing Director of Halsall-based BSOLAR, has seen a sharp rise in interest since April. He says: “The initiative applies to anyone who has had the panels installed between July 15, 2009 and March 31, 2012. Energy providers pay homeowners 41.3p per kWh (kilowatt-hour) of electricity they generate from renewable sources, which is about four times the market cost of electricity. “There is also a 3p bonus for each unit they export back to the grid, so homeowners can earn up to 44p per unit as well as saving on their electricity bills.” However, many people still don’t understand how effective the technology is and homeowners using solar electric panels represent only a tiny proportion of the UK population. Peter explains: “Many people believe the myth that they need direct sunlight to work. In fact they just need daylight and the UK has a good climate for the solar panels to work as we receive between 900- 1200kwh of solar radiation each year and because the UK is generally colder the solar cells are more effi cient.” Peter is also Managing Director of the Energy Foundation, which trains people as energy assessors, and has had maximum exposure to the changing needs of the environmental sector. He says: “I have been working in the sector for years and

have seen the technology develop. There is defi nitely a demand in the North West for some of the new green technologies available, particularly the solar photovoltaic panels. These types of solar panel convert sunlight directly into electricity.” Having the technology installed usually means that the homeowner will not have to pay electricity bills at all, depending on the size and number of panels they choose.

There are two different types of solar panels; solar thermal for making hot water and solar electric panels which convert daylight into electricity. Peter says: “The solar electric panel technology actually represents one of the best investments you can make in the current market, giving at least an eight percent return year on year, for the investment you make.” The solar panels are guaranteed for 25 years, but according to Peter, they have few working parts so they are expected to last for at least 40 years. “Typically, if you spend between £10,000 and £12,000 on solar panels for the roof of your property, you will make at least £800 a year savings on your electricity bill,” he says. “Within 12 years the panels will have paid for themselves. “Another economical advantage is that installing the solar panels will add value to the house if homeowners have the panels installed and claim the Feed-in Tariff for the energy they have generated. These will be passed on to any new homeowner, meaning you can increase the value of your home as you are selling a house that comes with an income.” As well as saving money, installing solar panels will lower your carbon footprint and reduce your impact on the environment. It will also improve the energy effi ciency of the property as recorded in an EPC (energy performance certifi cate). Solar electricity is green, renewable energy that doesn’t release any harmful carbon dioxide or other pollutants so will not do any harm to the environment. A typical home PV system could save around 1200kg of CO2 per year, which adds up to 30 tonnes over its lifetime. Planning permission is not required unless you live in a listed building, a National Park or Conservation Area. Peter said: “If you are interetsed in having an installation, you should make sure you use an established and recommended supplier. STUDENT ACCOMMODATION GETS THE GREEN LIGHT

A derelict piece of land has been given the go ahead to be transformed and revitalised by the creation of hundreds of new student accommodation places. The site at Chatham Place in Edge Hill, Liverpool, has lain empty since its former occupant, a school, was demolished. Liverpool City Council has approved an exciting £15m proposal for quality student accommodation. The application from Liverpool-based EHA Developments has been designed by city architects Falconer Chester Hall and is for a total of 354 bedrooms divided into groups of units, each sharing communal lounges and kitchens. Adam Hall, Managing Director of FCH architects has said, “The principle of residential development on this site has been accepted for some time, and it is badly in need of regeneration. There have been a number of problems associated with it being empty for so long so it will be good to bring it back into use. We feel this scheme will provide a signifi cant number of high-quality student accommodation units close to main faculty centres and facilities.” These units will be split between a main U-shaped building which wraps

around the site with two additional wings set in the middle. The buildings will be arranged around four outdoor courtyards and would rise to a maximum height of fi ve storeys, but with three and four-storey elevations along Chatham Place, Queensland Street and Overbury Street. The accommodation will have 16 car parking spaces and 122 cycle spaces, plus a manned 24-hour security offi ce. It will be largely brick-faced with the upper fl oors fi nished in lighter and coloured rain screen cladding. Work on the new accommodation is set to start in the autumn.

THE BEATLES UNVEILED AT CAVERN WALKS

Saturday 10 July saw the third annual ‘Beatles Day,’ an event which marks the premier of the fi lm ‘Hard Day’s Night’ and the 46th anniversary of the Fab Four’s triumphant homecoming to Liverpool after they conquered the USA in 1964. ‘A wig is all you need’ was the motto of the day which was fi lled with fun, frolics and Beatles tributes. Activities such as abseiling down Liverpool Cathedral, a Magical Mystery Tour from the Albert Dock and tribute bands galore made the day something the original band would be proud of. 1969 was the year of the now infamous Beatles live balcony gig in London and in true tribute style, Liverpool’s Hard Days Night Hotel played host to the world renowned Beatles tribute band, The Backbeat Beatles. The band performed a live gig on the balcony of the hotel’s famous John Lennon suite to the unsuspecting city centre shoppers below, to

show the hotel’s support for the Beatle’s Day Foundation. The Backbeat Beatles recreated the popular gig with a performance of four of the Beatles most famous hits, including ‘A Hard Days Night’ (of course), ‘Twist and Shout’, ‘I Saw Her Standing There’, and ‘Get Back’, which featured in the Beatles very own rooftop performance. The celebratory events kicked off two days earlier when a Beatles statue was unveiled in Liverpool’s Cavern Walks shopping centre. The statue, which was named ‘A musical composition’ was designed and produced by Liverpool based artist and singer-songwriter, Mike Badger, who is well known by music enthusiasts as a founder member of The La’s. The sculpture was unveiled to excited shoppers, Beatles enthusiasts and the press on Thursday 8 July. Cavern Walks, which is situated at the heart of the Beatles Quarter in Mathew Street, is built on the sight of the original Cavern Club and already houses the only life-size statue of the Beatles standing together in the UK, which continues to be a popular attraction for visitors and tourists.

The celebrity items will be auctioned at an exclusive lunch prior to a public sale and the charity is appealing to all stylish women to join the famous names and give a designer item they no longer wear for this unique event. 100% of the funds raised at the Clothes Throw will go directly to the Imagine Appeal to support the hospital’s pioneering work and improve the quality of life for its young patients. Iconic British model Twiggy explained, “The Alder Hey Imagine Appeal is a great cause to get involved with because they treat more children than anywhere else in the UK so I’m really delighted to be involved. I’m donating the actual coat that I wore in the Christmas M&S TV advert and I’ll also include a signed photo for the winner! I love this pink coat so I hope it finds a good

home in the auction. After the lunch, there will be a pop-up shop selling all the previously worn clothes and accessories donated by the public and I know the Imagine team are on the lookout for some fabulous finds for the event. So dig deep girls it’s all for a marvellous cause!” Fabulous fashion auction prizes currently include Dannii Minogue’s Orion peacock print dress that she wore on Gok’s Fashion Fix, Sienna Miller’s black patent bag from her Twenty8Twelve collection, Twiggy’s pink coat and a headpiece from Paloma Faith. The pop-up shop will consist of previously worn designer items donated by the public as well as one-off samples and brand new labels donated by designers who wanted to support the event.

The transport secretary, Philip Hammond, has confirmed this week that the Plug-In Car Grant, designed to stimulate demand for low carbon vehicles, will go ahead from January 2011. Mr Hammond confirmed that, from next year, motorists will be entitled to a ‘Plug-In Car Grant’ of up to £5,000 when buying an electric, plug-in hybrid or hydrogen fuel cell car such as Honda’s FCX Clarity (pictured above), providing it meets safety, reliability, performance and warranty standards set by the Office for Low Emissions Vehicles (OLEV) in consultation with industry. He said, “The coalition government is absolutely committed to low carbon growth, tackling climate change and making our energy supply more secure. We are sending a clear signal that Britain is open for business and that we are committed to greening our economy. This will ensure that the UK is a world leader in low emission vehicles.” The low carbon incentive programme was first announced last year and details were set out of the winners of the ‘Plugged-In Places’ scheme. This initiative saw UK cities and regions bid for investment to further the development of the ultra-low carbon infrastructure. The Plugged-In Places investment will see the installation of over 11,000 charging posts in London, Milton Keynes and North East England. There will be another opportunity for additional cities and regions to bid for Plugged-In Places funding. Already confirmed as intending to bid are the West Midlands, Cornwall, Sheffield, the Lake District, Greater Manchester, and Northern Ireland. Industry looks forward to receiving further information from government regarding plans to ensure the infra

structure is now in place to support increased numbers of low carbon vehicles on UK roads.The politician was taking at the Society of Motor Manufacturers and Traders’ offices.

“This is great news for industry and a significant commitment by the new government to create UK jobs in the emerging market for ultra-low carbon vehicles,” said SMMT chief executive, Paul Everitt. “The UK is well placed to exploit the global opportunities in the transition to low carbon technologies and is already making significant progress through R&D, the low carbon supply chain and vehicle manufacturing. The Automotive Council has set some ambitious objectives and today’s announcement is an important step in helping to attract new investment and laying the foundations for thousands of new high-skill jobs.”

Motorists will be entitled to a 25% discount from the list price of the eligible car, up to the value of £5,000. Offers of the ‘Plug-In Car Grant’ will be subject to notification of technical requirements to, and state aid approval from, the European Commission.

The automotive industry is a vital part of the UK economy with £51 billion turnover and £10 billion value added. With over 800,000 jobs dependent on the industry, it accounts for 65% of total manufacturing turnover and invests £1 billion each year in R&D. In the last ten years, huge strides have been made to reduce the environmental impact of its products throughout the life cycle. Improvements in production processes mean energy used to produce each vehicle is down 24%, water use is down 45% and 57% less waste enters landfill sites. Average tailpipe CO2 emissions have also been slashed and are down 20% compared to 1999 levels.
