Dr. Charles Pascal, June 2009 The system I am proposing would create the conditions

to enable significant progress towards this universal image of our children ... a future in which every child has every opportunity: Extended programming for primary school children aged 6 to 8

and after-school programming (e.g., sports, arts, communications) for children aged 9 to 12 would be offered by school boards at the request of 15 or more families in a school.

EARLY LEARNING REPORT C: After-School Programming

In the new child and family service system, school boards would be charged with developing after-school programming for students aged 9 to 12 at the request of 15 families or more in a school. Schools could organize their own activities or enlist municipal and/or other community partners.

Children in this age group require programs reflective of their growing maturity. Providing consistent enrichment activities such as music, art, sports, conflict resolution, cultural experiences, and other alternative ways of learning can improve social skills, give children more confidence, and create higher educational and career aspirations. Summer and after-school activities have also been found to significantly narrow the achievement gap for disadvantaged children.

ONTARIO AFTER SCHOOL STRATEGY

After-School Strategy UpdateMinistry of Health Promotion has developed the

Child and Youth Health and Wellness (After-School) Strategy that will provide children and youth in Ontario with access to safe, active and healthy after-school activities in a variety of community settings.

16 participants from PSO/MSOs Centre for Sport and Law Purpose was to initiate a general conversation about screening

and the landscape change -> moving forward Recommendations:

WELCOME PENNY MA! Penny Ma will be working in the

SPORT4ONTARIO office this summer.Penny is a graduate from Cornell University with a

degree in Biology and Society with a focus on Environment, Health and Society.

She will be attending McGill University in the Fall to pursue a Masters Degree in Integrated Water Management before heading to Queens University for Law School in 2010

OTF Grant Application A two-part project:

Province-wide Risk Management Education - protect sport organizations and their vulnerable populations by strengthening PSO/MSO risk management through education, resource development and provincial guidelines;

Future Sport Leaders - build university and college student employability and the capacity of PSOs by managing an internship program, providing leadership opportunities and quality assurance.

BY-LAW CHANGE PROPOSAL Amendment No. 1 – Clarification of Membership

Categories Active vs. Affiliate. Purpose: To clarify the distinction between “Active

Member” and “Affiliate Member”.

BY-LAW CHANGE PROPOSAL 2.2 Active Member – Any provincial not-for-profit entity recognized as

the Ontario sport governing body or Ontario multi-sport organization by its national governing body and the Ontario ministry responsible for sport which meets the following criteria and is approved by the Board of Directors: Governed by a constitution and/or by-laws; A current and functioning Board of Directors; Be made up of members; and Be financially accountable to its membership.

2.3 Affiliate Member – Any not-for-profit local, regional, divisional, provincial or national clubs, councils, associations, organizations, teams, leagues, advisory groups, consultative or educational organizations or other entities approved by the Board of Directors, which support the objects of the Corporation. An Affiliate Member is an entity that is not recognized as an Ontario sport governing body or Ontario multi-sport organization, as defined in Article 2.2.

BY-LAW CHANGE PROPOSAL Amendment No. 2 Provision for New Membership

Categories. Purpose: To add new member category for students. 2.7 Student Member – Those individuals approved 

by the Board of Directors who support the  objects of the Corporation, are not in full time employment and are enrolled in a degree or certificate seeking program at an accredited or recognized, post-secondary institution.

BY-LAW CHANGE PROPOSAL Amendment No. 3 – Provision to Terminate

Membership. Purpose: In a 2007 Judo Ontario case, the court noted

that the by-laws of Judo Ontario did not clearly provide for the termination of a membership, thus, a complainant’s membership was still valid.

To ensure By-Law 1 clearly identifies the termination of the membership of an individual or entity no longer in good standing.

BY-LAW CHANGE PROPOSAL 2.11 Year – Unless otherwise determined by the

Board, the Membership year of the Corporation is the calendar year.

2.12 Dues – Membership dues for all categories of Members will be as recommended by the Board and as ratified by the Members.

2.13 Deadline – Membership renewal dues must be paid by January 31 of the current calendar year.

BY-LAW CHANGE PROPOSAL 2.15 Arrears – A Member may be suspended from the

Corporation for failing to pay Membership dues by the prescribed deadline date. Should Membership dues remain unpaid for an additional thirty (30) days from the prescribed deadline date, as per Article 2.13, the Member shall be expelled from the Corporation by written facsimile or electronic notification as per the policy of the Corporation.

BY-LAW CHANGE PROPOSAL 2.18 Definition – A Member of the Corporation will be in

good standing provided that the Member:a) owes no outstanding Membership dues or other debts to the Corporation; b) has not ceased to be a Member;c) has not been suspended or expelled from Membership, or had other

Membership restrictions or sanctions imposed; d) has completed and remitted all documents required by the Corporation; e) has complied with the by-laws, policies and rules of the Corporation; f) is not subject to a disciplinary investigation or action by the Corporation, or

if subject to disciplinary action previously, has fulfilled all terms and conditions of such disciplinary action to the satisfaction of the Corporation; and

g) its constitution and/or by-laws are not in conflict with the by-laws of the Corporation.

BY-LAW CHANGE PROPOSAL Amendment No. 4 Chair shall not be a member of the Nominating

Committee Purpose: To clearly not allow the Chair of SPORT4ONTARIO to be an ex

officio member of the Nominating Committee. Article 3.37 Duties – The duties of the Officers are as follows:

The Chair shall be a volunteer and shall be responsible for the general supervision of the affairs and operations of the Corporation, shall preside at the Annual and General Meetings of the Corporation and at meetings of the Board, shall be an ex officio member of all committees, except for the Nominating Committee, established by the Board, shall sign all instruments which require the Chair’s signature, shall perform all duties incidental to office, shall represent the Corporation to other bodies and at events deemed important to the Corporation and shall perform such other duties as may from time to time be established by the Board.

BY-LAW CHANGE PROPOSAL Amendment No. 5 Notice to members re changes to By-Law 1. Purpose: To clarify that Members have a right to make changes to

the by-laws of the corporation. 8.1 Special Resolution – These By-laws may only be amended

revised, repealed, or added to by a two-thirds affirmative vote of the voting members present in person or by proxy at an annual or special meeting duly called for the purpose of repealing or amending these By-laws.

8.2 Notice of Amendment – Notice in writing is to be delivered to the Board forty-five (45) days prior to the date of the meeting at which it is to be considered. The thirty (30) days notice of the meeting of members must include details of the proposed resolution to change the By-law.
