Introduction

The purpose of this document is to provide guidance through the transition to online assessments. The document addresses logistic, technical and planning considerations in support of a successful transition to online testing. A well-planned transition will take into account:

• Campus Online Testing Leadership Team • Online Testing Planning • Test Procedures • Technology • Dress Rehearsals/Stress Testing • Peer Mentoring • District Support

Campus Online Testing Leadership Team It is recommended that each campus leadership have participation from the campus leadership, which imparts the vision for eAssessments, campus testing coordinators, summative and formative, who plan the assessments, train the staff and oversee the delivery, representatives from the Special Education, multilingual, and RTI departments, who will provide important feedback for testing accuracy with documenting and deploying accommodated assessments, and campus technical team, who will ensure all technology is functional, and who will provide feedback on the best layout for testing within the building. Online Testing Planning The online testing team will determine the number of students tested online, their accommodated needs, and the window for testing. The technical team will provide a campus connectivity assessment for all areas of the building, detailing the hot spots and trouble areas that must be avoided in planning the online assessment delivery. The technical team will ensure that all devices are updated, functional, and that the latest software is installed, two weeks prior to the major testing windows, to enable any possible issues to be resolved in due time. The technical team will also recommend the number of students per class for the areas with low connectivity in the building, as well as prepare spare devices and chargers to be swapped during the test. Once all the technology planning is complete, the online testing team will plan a student tutorial session, where students will access the platform and run practice tests to become familiar with the navigation and features of the platform. The leadership team will also plan the teachers’ training and facilitate understanding of troubleshooting to ensure the staff and teachers are confortable with the devices and the platforms, and are aware of the procedures and interventions needed.

Test Procedures Your campus test procedures will change to accommodate the appropriate handling and troubleshooting of technology, test tickets, and the monitoring of test sessions. These new aspects of testing will take much less time than the handling paper booklets and scan sheets.

The test procedures have already been developed and tried at other campuses and you can incorporate them to your procedures without re-inventing the wheel.

The draft test procedures need to be reviewed by your leadership team, and presented in detail to the teachers during training. Make sure to listen and address all concerns raised by staff and teachers.

Technology The vast majority of technology-related issues and associated solutions have been summarized on one single page table that teachers can easily follow. These solutions are part of the testing procure and are part of teacher training. Common issues will be addressed by the teachers and students. Technology personnel at your campus will only troubleshoot issues outside the common issues and swap devices that cannot be restored to normal function.

Your campus must plan on a 10% cushion of extra devices to quickly swap devices that cannot be restored to functionality during the test.

The network technology must also be stress-tested in “dress rehearsals” to ensure the network can handle online testing and to identify potential issues that should be discovered ahead of high-stakes testing.

Dress Rehearsals/Stress Testing Dress rehearsals are critical for:

• Acclimating the student and teacher culture • Field-testing assessment procedures • Stress-testing devices and network technology

Formative online tests via EdPlan, OnTrack by School City, or other online platforms serve as good “dress rehearsals”. Getting your students used to taking their formative assessments online, prepares them for taking the summative STAAR tests online. Many of our students have already been exposed to other mandatory online tests such as TELPAS, the 8th grade TLA, and the CogAT for GT identification. All these tests help students become accustomed to online testing features and tools on the respective platforms.

A dress rehearsal will be organized in a low-stakes environment to provide teachers and students with the experience of the online testing environment, practice the procedures, and troubleshoot any logistic or technical issues that may arise. The dress rehearsal must be a large administration, at least a whole grade level, and it must mimic the duration and intensity of the real test.

NOTE: It is important that the procedures be followed exactly as they would during the testing day to allow the students and teachers to practice the procedures and understand the logistics. Consistency in process determines the success of an online testing administration.

Peer Mentoring To provide campuses with immediate feedback from the field, a peer-mentoring system has been created. All eAssessment campuses agree to mentor peers in the feeder pattern, or within campuses with similar student bodies. The feedback must be constructive and it is added periodically to this document to support understanding of the process, and help campuses plan.

Campuses in phase I have shared their vision, experience, logistics, and lessons learned in this document to support peer campus leadership teams through the digital transition. We recommend that each new eAssessment campus partner with one or more “mentor” campuses that have made the transition from paper to online testing for practical advice and so that each team member in the online testing leadership team may be able to ask questions from peers in similar positions. This allows campuses to address questions and fears, dispel misconceptions, and delve into all the “what-ifs” in low-risk, trustworthy conversations.

District Support The Online Assessment department collaborates with all other HISD departments that may impact online assessment on a campus, such as IT, Sped, Curriculum, Multilingual, RTI/504, School Support, and ensures that the testing windows, technical details or issues, and student needs are communicated to all

departments. The Online Assessment team collects all needs from the campuses, be they practical (technology issues, formative testing requests, etc) or conceptual (creating digital standards accessible across the platforms) and begins the conversations to resolve the issues on behalf of the campuses. Any need communicated to Online Assessment team is handled immediately. A technical priority queue has been created with all IT departments, where the issues listed in the ticket reach all the departments at the same time, and avoid possible delays, thus ensuring 24h response to most technical issues.

The Online Assessment team in the Student Assessment department is tasked with supporting you with planning, on-site assistance during dress rehearsals, and priority support for your technology issues. The Team is composed of Diana Bidulescu, Manager, and three Online Administrators: Noe Cervantes, Alejandro Mamontoff, and Vania Willms.

Practice and Culture Students and teachers will only perform well during online testing if they have gotten acclimated to the procedures and technology. Culture acclimation takes time, and you should expect an initial dip in scores and several “dress rehearsals” to turn the corner.

The Initial Dip in Scores Based on data gathered at campuses, a dip in test scores the first time students take an online test can be expected if the students do not have familiarity and practice with the platform, or do not have digital learning skills (typing speed and fluency, digital organization, understanding of using digital tools during a project). It is recommended to begin the transition to online testing with formative assessments rather than high-stakes summative assessments, and to ensure that the students have ample opportunities to practice with similar tools in the classroom (writing skills, drafting, highlighting, etc).

Case Studies

The case studies below may help you decide which vision or model is right for your campus.

Northside High School High School for Law and Justice (HSLJ)

One-year long transition to online testing.

Northside High School transitioned all EdPlan assessments to online testing during 2015-16. The online EdPlan implementation helped to prepare the procedures, technology, and student and teacher culture for online STAAR testing that same school year.

All STAAR testing was transitioned to online testing, except for English I and II.

During Summer School 2016, Northside High School plans to administer online the STAAR English I and II.

Three-year long transition to online testing.

HSLJ has been administering online assessments using EdPlan for years, so the campus was ready to transition to online STAAR tests.

In year One (2015-16), HSLJ transitioned the STAAR Biology test to online.

In year Two (2016-17), HSLJ will transition the STAAR Algebra I and US History.

In year Three (2017-18), HSLJ will consider transitioning English I and II.

Online Support Once you decide on your vision or model for online testing, you should verify that everything is in place to support it. The Online Assessment team can help you proactively identify technology weak spots o your campus and fix what does not work. Campuses that have made the transition to online testing have shared their “battle-tested” procedures and checklists; and district staff is ready to assist you.

Coordinator Manuals The principal designated Campus Testing Coordinator (CTC) must ensure that all testing follows the program rules found in the District and Campus Coordinator Manual (DCCM) and the District-Mandated Assessments Test Coordinator’s Manual (DMATCM).

The DCCM (blue, on left) is issued by the State of Texas and covers STAAR and TELPAS. The DMATCM (green, on right) is issued by the District and covers the 8th Grade TLA and GT CogAT testing. Both manuals are issued to the Campus Testing Coordinators during the mandatory security training. The security section in the manuals can guide the campus in organizing the testing schedule, planning and articulating the logistics of the online assessment to create similar testing conditions during formative assessments, and provide students and teachers with consistency of practice.

Long-Term Campus Preparation

A transition to online testing can be a multi-month or multi-year process. The campus administration, technology, and culture – all have to be ready for a successful transformation.

Procedures Clear goals and action items must be developed and communicated to all staff. An administrative run-through is very effective for identifying potential problems and needed resources. Technology Desktop computers and laptops must be up-to-date with the latest district image; wired and wireless access must be tested. Support plans must be in place in case technology fails. Systems checks, mock drills and practice tests reduce the likelihood of future problems.

Practice and Culture Staff and students must become accustomed to online testing via repeated use of formative online tests or via school-wide “mock” tests. Students must be accustomed to the same strategies with online testing as they would use for paper-based testing, including use of pencil and scratch paper. Students must give the same importance to online testing as to paper-based testing.

Test Preparation and Administration

7.1. Cognitive Abilities Test (CogAT) for GT Identification

This test is MANDATORY for the identification of Gifted and Talented students. It has a paper-based portion (Iowa) and an online portion (CogAT 7 HMH Riverside).

Students information is uploaded into the system automatically daily. Campus Testing Coordinators use www.RiverSideDatamanager.com to set-up two sessions per grade level and issue students session codes for Getting Started and Figure Matrices sessions. To login, students will use their HISD ID number preceded by three zeroes and the session code. Students use the Data Manager Secure Browser to take the test. It is downloaded from the Software Center application on the computer or from a link provided by Student Assessment. It takes approximately one hour to administer this test. Only one session at a time may be administered by a CTC account (is this true for all grade levels?). The test proctor is able to monitor the session via the “Proctor Led” tab. The sub-tests are timed and end automatically. No further action is required by the test proctor when a test ends.

7.2. Technology Literacy Assessment (TLA) via Learning.com

The Technology Learning Abilities (TLA) test for 8th grade is MANDATORY per the State of Texas and administered via Learning.com. This test is also known as the TCEA Assessment and the 21st Century Skills Assessment.

The student information is uploaded into the system automatically every night through the Clever – Chancery integration. We recommend the use of existing classes for which all 8th graders are enrolled (example Math) to assign the tests. The teacher of record for that class does not have to be present for the test. Students login to Learning.com using their student ID preceded by a capital S – both for the username and password. There is no set time limit for the TLA test. Typical testing time is 45 minutes. Test administrators assign the test consisting of Part 1, Part 2, and the survey. When the test is assigned, the time and date range must be selected. For extra security, there is also a check-box to make a session active or inactive.

STAAR Tests - Two Testing Platforms – ETS and Pearson Beginning with school year 2015-16, the STAAR tests are split between two testing management platforms, one managed by ETS, and the other managed by Pearson.

STAAR ALT-2, TAKS, and TELPAS

STAAR 3-5, STAAR-EOC, STAAR-L, STAAR-A and STAAR SOA via TOMS - Texas Online Management System - ETS

The regular STAAR tests are available online for all EOC subjects, and their online administration is OPTIONAL. However, all STAAR-A (Accommodated) and STAAR-L (ELL-accommodated)

assessments MUST BE TAKEN ONLINE. Students are preloaded into the system a month or more before the test. Requests for new students to be added must be entered via the HISD SharePoint Student Add Request form. The CTC needs to decide if to setup groups or not. If you plan to test everyone online, then setting-up groups that match the testing classrooms is highly effective and recommended. To set-up groups, request the student spreadsheet from Noe Cervantes at Student Assessment – Online Team. The spreadsheet will be encrypted and password protected to your nine digit campus ID e.g. 101912***. Enter the group names, and e-mail the spreadsheet back to Noe. Testing tickets must be printed for each test group via “Manage Online Testing”. Students have five hours to complete the English I and II tests, and four hours to complete all other tests. STAAR content is not cached at local servers. The Campus Testing Coordinator must monitor the test status for each student for a successful test administration.

1. Make sure students show a status of “In progress” while testing.

2. To refresh the proctor screen, press F5 on your keyboard.

3. If a student has a status of “Inactive,” ask the student to login using the same testing ticket. The inactive status may be caused by: a. Loss of network connectivity b. The student prematurely exited c. The student selected “Do Not Submit Test”

4. If the “In progress” status still does not show, then please call the Student Assessment – Online Assessment Team at (713) 349-7460.

5. If a student does not show “Submitted” after one hour of submitting the test, please call the Student Assessment – Online Assessment Team at (713) 349-7460.

6. Remember to mark absent students in the test attributes before the testing window closes.

STAAR ALT-2. TAKS, and TELPAS via PAN - Pearson Access Next The STAAR-ALT-2, TAKS, and TELPAS tests ARE ONLY AVAILABLE ONLINE. TELPAS reading is mandatory for all LEP students in the State of Texas for all grades 1 to 12 and MUST BE ADMINISTERED ONLINE. Request for new students to be

added via the HISD SharePoint Student Add Request form. The Test Administrator will 1) create groups of students, 2) create sessions, and 3) add group of students to the sessions. Before starting the test, the Test Administrator will proctor cache the test content to the local server.

Testing tickets must be printed via Students in Sessions -> Download Resources. It is recommended to print “One per page” for TELPAS Reading and TAKS; and print “Grid view” for STAAR-ALT2 and TELPAS Holistic.

There is no set time limit for all three tests - STAAR ALT-2, TAKS, and TELPAS. The Test Administrator should navigate to the “Students in Sessions” section to 1.) start the session in 2.) monitor the status of students’ tests. By clicking on the student status link, the Test Administrator can view the student’s progress by question, including which questions were viewed and answered. If a student failed to submit the test, the Campus Testing Coordinator may mark it “Complete.”

Formative Assessments via EdPlan Snapshots and collaborative developed assessments via EdPlan are available. End-of-Year assessments required by the Teacher Assessment and Development System (TADS), also known as District Pre-Approved (DPA) assessments are mandatory.

School City is being considered, and it may replace EdPlan during school year 2017-18. EdPlan will be fully supported during school year 2016-17. Students are automatically uploaded into the EdPlan PCG system automatically every night through the Clever – Chancery integration. Test coordinators assign (release) tests to classes via the “Assessments” menu in EdPlan. Students must use Google Chrome to take the tests. If a secure test is assigned, students must also have the PCG secure browser installed. The PCG secure browser comes pre-installed in the current PowerUp image. Most common issues with EdPlan are related to releasing the wrong class (wrong semester), or releasing a test to a student in multiple classes. These errors and issues are easily corrected via the Rosters menu. Rosters > Student Tracking > find the class > right click on the assignment > delete the assignment, or add new student to the assignment.

EdPlan support is provided by the Online Team at (713) 349-7460. More challenging issues are escalated in-house to the Formative Assessment team, or to the vendor (PCG) as needed.

Technology

High Schools (PowerUp)

1. Run the connectivity tests at https://tx-bandwidth.caltesting.org/ 2. Order one or two power strips for each classroom to accommodate

students who have low batteries. 3. Re-image computers with old images or computers that have issues. Current images have a dark

grey login screen. Old images have a blue login screen. 4. Have spare laptops on-hand for the day of the test including a sign-out sheet to track them. 5. Download the testing app from Software Center application on the laptop or the vendor, and

install it on all computers. The STAAR App will be used for regular STAAR, STAAR-L, and STAAR-A. The TestNav app will be used for STAAR ALT-2 and TELPAS. The Riverside app is used for CogAT GT testing. The PCG app is used for EdPlan formative testing. All other tests use website-based tests.

6. Remind students to uninstall all Google Chrome extensions and VPNs (Virtual Private Networks). These will cause problems, even if Google Chrome is not running.

7. Remind students to remove any music playing software such as Pandora, Spotify, or iHeart Radio.

8. Remind students to bring their laptop charged and their power supply.

Elementary and Middle Schools

1. Run the connectivity tests at https://tx-bandwidth.caltesting.org/ 2. Re-image computers with old images or computers that have issues.

ISSUE STEPS TO RESOLVE

Student cannot log into the computer

Test administrator may decide to use a generic login for the campus, if there is one. Username: Password:

Student did not bring laptop

*Notify the hall captain about the number of laptops needed in your testing room. *Station someone in the hall with a laptop cart and sign laptops out to students. On the Borrowed Laptop Form, record the student name, student ID#, laptop ID#, charger ID#, room number, date, time, and the name of the room test administrator. *The laptop will then be brought the classroom.

Student does not have the laptop fully charged

*If the student does not have a charger: ♦ The student may ask to borrow a charger from a classmate. ♦ If the student is unable to borrow a charger, put the number of needed

chargers on the “Borrowed Laptop Form”

Student is not able to login with the testing ticket

*The testing administrator will verify that the students are not able to login with the testing ticket. *Notify a hall captain and s/he will notify the appropriate individuals and check the TOMS system.

The student name on the roster does not match the name of the testing ticket

*The testing administrator will verify that the student’s name does not match. Student does not proceed with the test. *Notify a hall captain. The hall captain will notify a school AP who will check the TOMS System.

Student is inactive during the test session

The online testing system will time out after 30 minutes of inactivity, but the student laptops go into sleep mode after 15 minutes of inactivity. If the laptop is in sleep mode, students will need to log back in with their HISD login. If students have been inactive for 30 minutes and have been logged out the testing system, students will need to login again with their testing ticket.

The error message instructs you to contact a system administrator

Contact the hall captain immediately.

The student is sick during the test

If a student is ill during the test, notify a hall captain to contact the school nurse to come to the room.

Procedure Validation

1. Have an administrative run-through with your admin / leadership team to improve your procedures and use the Test Administrator Checklist.

2. Present the procedures during training to all your campus testing administrators, monitors, and technology support staff.

3. Identify students, classroom names, tests, and all accommodations on a student roster that can be easily searched (preferably Excel).

Test Administrator Checklist2 The test administrator checklists below are designed for STAAR testing, but work well for other assessments. Please be reminded that a practice run must happen on each platform so that the students become familiar with the navigation and functionality. During the practice run please verify that the student devices do not have VPNs installed, which will prevent the secured browsers from launhing or functioning correctly.

High Schools

1. Students need to place their backpacks and purses in the front of the room. 2. If a student brought lunch from home, it needs to be placed on the teacher’s desk. 3. Read the cell phone policy to all of the students. All students need to sign the policy. Collect

student cell phones and the cell phone agreements. Be sure students use a Post-it® note to label the phones or wrap the phone in a sheet of paper and write the student’s name on the outside of the paper.

27. When all students have submitted the exam electronically, collect all testing materials (scratch paper, calculators, testing tickets, pencils, erasers, seating chart, cell phone contracts, and testing signs) and prepare to return the materials to room ______.

eAssessment Planning Tool The HISD Student Assessment Planning Tool assists schools in thinking through common considerations for assembling an effective eAssessment plan. HISD Student Assessment utilizes the data that campuses share from their use of the Tool to better understand the challenges that schools are encountering. The Tool is framed from a school perspective and with an action-oriented tone in order to stimulate deeper and more practical planning conversations within school teams.

Campuses who participate in the eAssessment project have access to the Tool in the eAssessment notebook in OneNote. To join the eAssessment project, please contact the Online Assessment team at (713) 349-7460 or [email protected].

The Planning Tool includes a Campus Self-Assessment and four planning modules. The modules assist the campus in preparing a Campus Readiness Survey with action items to implement their eAssessment plan.

The essential elements for a good eAssessment plan include:

1. A culture of high expectations - The eAssessment message is reinforced by campus leadership and all staff

2. Devices that work and are quickly replaced if broken 3. The campus network that functions as expected 4. The Wi-Fi which works in all testing locations 5. The ETS systems check is run at several locations in the building to verify sufficient capacity 6. Digital learning is used in core subjects every day to build writing fluency, time management and

organization in students 7. Online formative assessments are used in core subjects, using EdPlan or other platforms

8. The Admin Team has met to run through and revise the Online Test Administration procedure. The procedure needs to address ALL online testing contingencies.

9. The Admin team has met with all teachers and test support staff to review the Test Administration procedure. All teacher concerns need to be addressed in the procedure.

10. Before any high stakes summative testing, the campus has had a "dress rehearsal". This means that teachers, staff and students had opportunities to "dress rehearse" online testing using EdPlan or other platform and the campus Test Administration procedure.
