He likewise awarded Certificates of Compliance and Tripartite Certificate of Compliance to Compliant Companies, including the recognition of DOLE partners. National Conciliation and Mediation Board (NCMB) Caraga officer-in-charge Atty. Ligaya R. The World Economic Forum with the theme: “Leveraging Growth for Equitable Progress” will be held on May 21 – 23.

This is the first time the WEF will be held in an East Asian country.

Coloma announced that President Benigno S. Aquino III will lead the

meeting with Indonesian President Susilo Bambang Yudhoyono, Vietnamese Prime Minister Nguyen Tan Dung, and Vice President of Myanmar Nyan Tun in attendance, along with 600 leaders and delegates from the business and financial sectors of some 30 countries.

He said the forum aims at three pillars, namely: achieving equitable progress; advancing models for sustainable growth; and, realizing regional connectivity.

The Communication Secretary added that the forum coincides with the East Asian Region posting a significant economic growth. PND

Concrete actions expedited to resolve Mindanao’s power shortage

ERC has already approved for posting in its website a draft resolution authorizing Mindanao Distribution Utilities to include in the calculation of their monthly generation rates their actual fuel costs incurred by generating sets which they have leased or acquired under the NEA projects, capped at the Mapalad Power Corporation’s approved capital recovery fee and variable O&M under ERC Case No. 2013-190 RC, or actual, whichever is lower.

Mindoro Occidental Rep. Reynaldo Umali, chair of the House committee on energy, said the measure when approved after the public consultation, should respond to the issue on the approval of Modular Generating Sets.

Umali said the use of modular gensets is the immediate short-term solution to the intermediate electricity needs of Mindanao until base load power plants come online by 2015.

At the round table discussions, Mindanao Representatives confirmed their support on the revision made by DOE and ERC.

Umali commended Petilla for directly addressing the concerns of the Mondanao lawmakers and prioritizing efforts to solve the power problems in the region.

In addition, Umali and other Mindanao solons were able to

convince the Power Sector Assets and Liabilities Management Corporation (PSALM) to finally transfer its power barges from Visayas to Mindanao to address the 377MW supply deficiency.

Lanao del Sur has been experiencing blackout for four months now while some cities and municipalities in the whole region are suffering from the on-and-off supply of energy ranging from 6 to 9 hours daily.

With this situation, Cagayan de Oro Rep. Rufus Rodriguez, whose city is losing P30 million per hour due to brownout, earnestly asked PSALM to transfer the barges.

Before the caucus adjourned, PSALM President and CEO Emmanuel Ledesma Jr. committed to do the computation on the total cost to be incurred for the transfer of barges and asked for the support of the House Committee on Energy in obtaining the approval of the PSALM Board.

“What are important are the solutions for the benefit and welfare of the people. Let us go beyond the mandate of financial problems. Let us not argue, instead, let us work forward in addressing the power shortage situation,” Umali said after they had agreed on what to do first to resolve the issue. (PNA)

“At least one million seedlings a day is the target of Pres. Benigno Aquino III in the implementation of the national greening program,” relayed RED Tamayo.

In time with the Memorandum of Agreement (MOA) Signing and Deed of Donation between the local government unit of Bislig City and DENR-Caraga held at the Disaster Office, City Hall Compound, Poblacion, Bislig City, Tamayo also announced that Bislig has already a multi-million mechanized nursery with a target of 10-million seedlings per year.

“This will be inaugurated soon and we are inviting people to plant and they can choose what seedling they want to plant there. We encourage the barangays to also initiate the same which will benefit its constituents,” he added.

Tamayo further bared that the overall objectives of the National Greening Program are poverty reduction, food security, biodiversity conservation, and environment mitigation.

Tamayo also emphasized that there is financial subsidy to support the NGP. “I already directed our foresters to determine what needs to be addressed so implementation of the program will be more effective and will even invite more investors that could create employment,” he disclosed.

Meanwhile, in the enforcement of Executive Order (EO) No. 23, Tamayo recalled that the agency has created the Anti-illegal Logging Task Force composed of several law enforcement agencies in the region and they have been regularly campaigning for the prevention of illegal logging and there is another team looking into the livelihood of the people living in the forest areas.

Under the EO 26, the NGP is to be carried out in the following lands of the public domain: forestlands, mangrove and protected areas, ancestral domains, civil and military reservations, urban areas, and abandoned mine.

5 provinces in Caraga to implement KC-NCDDP in 2014BUTUAN CITY-- All the five provinces in Caraga region have identified municipalities as recipients of the Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social Service (KALAHI-CIDSS)-National Community Driven Development Program (NCDDP), an anti-poverty program of the Department of Social Welfare and Development (DSWD).

These municipalities are namely, Buenavista, Jabonga, Kitcharao, Las Nieves, Remedios T. Romualdez, and Santiago of Agusan del Norte; San Francisco, Santa Josefa, and Veruela of Agusan del Sur; Alegria, Bacuag, Burgos, Claver, Dapa, Del Carmen, General Luna, Gigaquit, Mainit, Malimono, Pilar, Placer, San Benito, San Francisco, San Isidro, Santa Monica, Sison, Socorro, Tagana-An, and Tubod of Surigao del Norte; Barobo, Cagwait, Carmen, Carrascal, Cortes, Hinatuan, Lanuza, Lianga, Lingig and Marihatag of Surigao del Sur; and Basilisa, Cagdianao, Dinagat, Libjo, Loreto, San Jose, and Tubajon of the Province of Dinagat islands.

Caraga region, with an allotted community budget amounting to Php 711,110,550 for 2014, is set to launch and implement KC-NCDDP by the start of the second semester this year.

Regional Program Manager and Assistant Regional Director of DSWD Caraga Mita Gupana-Lim said that the Regional Program Management Office will convene with the governors, mayors and some municipal staff, in a forum for orientation and discussion

about the nitty-gritty and the policies in implementing the KC-NCDDP.

The schedules and venues of the LGU fora will be on: May 23, 2014 in Butuan City; May 26, 2014 in General Luna, Surigao del Norte; and May 28, 2014 in Surigao City.

The KC-NCDDP is one of the three core poverty-alleviation programs of DSWD, alongside the Pantawid Pamilyang Pilipino Program and the Sustainable Livelihood Program. Also, it is one of the programs of the national government for Yolanda post-disaster recovery and rehabilitation, covering 554 municipalities in the country, from which 41 are in Caraga, that were affected by the super typhoon.

It scales up the community driven development (CDD) strategy, which was used and proven effective by the Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) in its past 11 years of implementation.

OZAMIZ CITY, Misamis Occidental - A P300 million Urban Drainage Project has been implemented in the city to address its flooding problem, during heavy rains.

Over 1,500 participants joined the event composed of non-government organizations, government agencies, civil society groups, religious organizations, hospitals, academe, partner institutions and organizations in its fight against AIDS. MOCAN Chairperson Fritzie Estoque is calling the public to show care and support to people living with HIV (PLHIV) by joining the cause.She said the event started at 3:00 p.m. with an open registration. Everyone who joined were encouraged to bring a candle, and to wear red to show their support to the advocacy. “We hope that this will encourage

other PLHIV to come out and testify as this will help open the eyes of many, especially those with risky behaviors or lifestyle,” she noted. A testimony of a PLHIV who is also from the city highlighted the event on Sunday. Estoque said this will serve as inspiration to other PLHIV to come out and seek medical help, assuring that the support system is already put in place and that the earlier they seek help the more chances they get in slowing its progression. The testimony likewise aimed to remind the public that everybody is vulnerable in acquiring the disease.

For completion this year, the project involves the clearing of all illegal structures erected by individuals or companies within the prescribed width of water ways of the city’s creeks and rivers. A priority of the administration of President Benigno S. Aquino III, the project received an initial funding of P100 million for Phase 1, from the

national government, during the first quarter, Mayor Reynaldo O. Parojinog, said. Meanwhile, the Mayor said about 398 of these illegal structures, including households and business establishments have been identified by the City Engineer’s Office (CEO). CAGAYAN DE ORO CITY - The City Council committee on education is appealing to parents of children enrolled in all public schools to fully support the Brigada Balik Eskwela Program, which starts on May 19 until May 24, 2014.

Councilor Adrian L. Barba, chair of the committee, reiterated the cooperation of parents and other stakeholders matters as well in the success of the children. in school. The Brigada Eskwela program is an annual activity implemented by the Department of Education (DepEd) under DepEd Order No.454, known as National Maintenance Week, to ensure the smooth opening of classes in June. “Providing a clean, healthy environment in schools is basic to achieve better learning,” Barba added, as he urged parents, alumni of public shools and other stakeholders to share in efforts to prepare the schools for their children. Accordingly, the Philippine Army

will be sending troops to help the Brigada Escuela. DepEd welcomes donations of paints, fluorescent tubes, plywood, cement, loads of sand and gravel for minors repairs of classrooms and pathways. With the long dry season, Barba expects that schools and premises are dirty and dusty and that some classrooms may need repainting jobs. The comfort rooms also need to be sanitized, he said. Barba asked teachers to report to concerned departments all dilapidated structures, including electrical and water connections that need immediate repair to ensure the safety and convenience of students.

LAMITAN CITY, Basilan – The National Disaster Risk Reduction and Management Council (NDRRMC), through the Office of Civil Defense-Autonomous Region in Muslim Mindanao (OCD-ARMM) gathered the stakeholders for the DRRM Basilan Summit held in this city recently.

Regional Director Manuel Luis M. Ochotorena of the Office of Civil Defense-ARMM said that the summit was conducted to enjoin the local level to come up with DRRM plan. “This time we go to provincial level purposely to come up with a DRRM planning and workshop down to the municipal level,” he said. Based on the results of the workshops the OCD-ARMM chief discovered that a number of municipalities and towns have not designated an official DRRM officer. He said that most of the present officers handle other functions as planning officers. “There is already a law mandating the local chief executives to designate a DRRM officer, i.e. a plantilla position, with three staff members, through a circular. In spite of this, the OCD could only motivate and encourage them to designate one, the soonest possible time,” he said adding that “the role of the local chief executives (LCEs) is crucial,” he said. Dismayed by the absence of the LCEs, Ochotorena only hopes that their representatives could provide them feedback on the results of the workshops especially in terms of disaster preparation. “If you are the chief executive who is really looking for the safety and welfare of

your constituents, you should be able to put in place the mechanisms of the local DRRM council and the facilities required with a DRRM officer and staff with it and an operation center,” he stressed. He explained that “the OCD is only to orchestrate the DRRM and provide technical assistance to particular locality that needs them.” “Walang plano, walang patutunguhan (no plans, no direction),” he noted, stressing on the value of planning and the eventual implementation of the plan. Some major gaps in disaster preparedness have surfaced during the summit. They include designation of DRRM officer (plantilla position), 3 staff, and funding to function as the secretariat for DRRM council, facilities for Operation Center like communication facilities from municipality down to the Barangay level, early warning system, contingency plan for different scenarios, and simulation exercise for contingency plan. He underscored the importance of simulation exercise of the contingency plan in order for the key leaders to internalize what have to be done during disasters. “With what is happening now in the Philippines [disasters] dapat sigurong tutukan ito ng mga (these should be taken into consideration by) LCEs to protect their constituents and keep them safe,” he said. Selected members of the local DRRM committees of the different municipalities and cities (including Isabela City) were expected to

participate. Unfortunately, the local chief executives who serve as chairpersons of the local DRRM committees and or councils were absent, except for Lamitan City Mayor Rose Furigay who only graced the opening program and left shortly. During the two-day summit, Mauricio M. Flores of DILG-ARMM presented the allocation and utilization of the Local Disaster Risk Reduction Management (LDRRM) Fund from the local Internal Revenue Fund (IRA) of every barangay, municipality, city and province. “Thus, there is no reason for any locality to complain about lack of funds.” He said that five percent of the IRA should go to LDRRM where 30 percent is intended for quick response and 70 percent of which is for preparation and mitigation, i.e. acquisition of needed equipage of the LDRRM Office and response team. Basilan DRRM Officer Anwary Akalon said that the provincial plan is still incomplete as most of the data needed are not yet available, especially those from the municipalities. Four ARMM-created municipalities in Basilan remain to have no IRA share and expressed their concern about disaster preparation without any fund support. Recently, ARMM Gov. Mujiv Hataman has announced during the LGU summit in Davao, that these municipalities, namely Albarka, Moh. Ajul, Hadji Mohtamad, and Akbar will receive monthly subsidy of P500,000 soon.

QUEZON CITY – Partner institutions, benefactors as well as the grantees under the Armed Forces of the Philippines Educational Benefit System (AFPEBS) have been recognized recently in a simple ceremony held at the Tejeros Hall of the AFP Commissioned Officers Club. In a press release issued by the AFP’s public affairs office, it said the event was graced by AFP Chief of Staff General Emmanuel T. Bautista. He was accompanied by Lieutenant General Virgilio O. Domingo, AFP Deputy Chief of Staff and Chairman of the AFPEBS Board of Trustees. “Dubbed ‘Bayanihan for Education 2014,’ this annual event is held to recognize the roles of the individuals and institutions that have been supporting the education of our soldiers’ dependents and to further develop their partnership with the AFP Educational Benefit System Office (AFPEBSO),” said Lt. Col. Danilo E. Estrañero, AFPEBSO chief and general manager. Estrañero said the Student Achievement Recognition System (StARS) honors grantees that excelled in their academics, co-curricular and extra-curricular activities. This stakeholders’ recognition event highlights the key contributions of individuals and partners to the academic success of its beneficiaries, which is in line with AFPEBSO’s commitment of “Leaving

No Soldiers’ Orphan Behind”. The AFPEBSO, Estrañero said has been providing education assistance to dependents of military personnel, mostly battle casualties for more than a decade. Educational programs in the AFPEBSO include law-mandated programs, and those by virtue of partnerships with educational, government, socio-civic and financial institutions. Among the 4,428 grantees supported through 279 programs of the organization, 29 grantees under the StARS were recognized in the event including the two Magna Cum Laude and seven Cum Laude graduates, the AFPEBSO chief disclosed. Furthermore this event is expected to raise the morale and welfare of AFP personnel by providing their dependents with educational assistance. AFPEBSO recognizes partners, scholars in annual ‘Bayanihan for Education’ program

In an organizational meeting called by ZNPPO Provincial Director James B. Mejia at the provincial headquarters in Camp Hamac, Sicayab of this city, businessmen Roland Soliva and Michael Malaca were elected as chairman and vice chairman of the said council, respectively. Other council members are coming from the Integrated Bar of the Philippines (IBP), business sector, academe, non-government organizations (NGOs), civil society organizations, and the media. The creation of PNP PATROL Plan 2030 aims to ensure the implementation of the needed reforms of the PNP organization and to make the police force more capable, credible and effective by the year 2030. In the same gathering, it was also reported that the crime volume in the province increased to 5,787 in 2013 from 2,344 cases in 2012. It was also learned that the ZNPPO and its municipal police stations lack personnel and mobility, having a total 1,246 personnel only. These personnel are composed of 76

Commissioned Officers, 1,156 Non-Commissioned Officers and 14 non-uniformed personnel, serving more or less 1 million people with only 742 long and 1,173 short firearms. Moreover, only 36 units of its 72 vehicles and 38 of its 72 motorcycles were serviceable or in running condition. Amidst this situation the provincial commander hoped that the newly-created PAC will help in monitoring the performance of the police force in the province and came up with appropriate recommendation for an efficient police operation. Each member expressed their full support to the council in consonance with the very objective of the PNP PATROL PLAN 2030. Mejia, in his personal commitment, vowed to improve the crime clearance efficiency by 12 percent and crime solution efficiency by 8 percent in 2015 and reduce the street crime rate by 30 percent in 2015. DREAM to prioritize DavOr east coast townsDAVAO CITY - East Coast towns of Davao Oriental will become the priority areas in Region 11 of the Disaster Risk Exposure Assess-ment for Mitigation (DREAM) Pro-gram implementation within the next three years, DREAM program leader, Dr. Enrico Paringit this morning said. In a press conference, Dr. Paringit said the six rivers in the Davao Oriental towns of Baganga, Cateel and Boston will be prioritized in the next-three year implementation of DREAM as flooding in these areas were noted widespread in January this year when a low pressure area <LPA> hit the east coast of Davao Oriental. As mass of debris was flushed downstream in the rivers of these areas and water levels became shallow, “there will be more incidents of flooding, Dr. Paringit said. Major rivers in Compostela Valley, the rivers in Tagum of Davao del Norte and the Davao River in Davao City have already been

covered under DREAM program. Under the DREAM Program, the Department of Science and Technology (DOST) will gather topographic data in flood-prone areas to project occurrences of floods using the Light Imaging Detection and Ranging <LIDAR> System, he said. Aside from local rivers, the DREAM Program is targetted to cover the 18 major river basins in the Philippines, a component of which is to tell where and when floods will occur using the LIDAR system. DOST needs to gather accurate data, among them is the topographic imaging of a flood-prone area that can be obtained through a LIDAR system installed in an aircraft to take topographic images. The data will be validated, then processed to create a model to create flood simulation which can give LGUs an idea on the extent of flooding that can possibly happen when heavy rains occur. Local coop protects drivers through insurance

DAVAO DEL NORTE - In line with the 5th year anniversary of its Members Benefit Assistance (MBA) division and the General Assembly of the Pabilisang Saving sa mga Drivers Advocacy (PASADA), a lo-cal cooperative based in the prov-ince distributed accident insurance policies to all its members, who are public utility vehicle drivers. Last May 15, Around 50 public utility vehicle drivers in Tagum City availed the accident insurance policies given by the Tagum Cooperative. Ruel Molina, marketing assistant in the MBA division,

said that the cooperative is looking into the welfare of the drivers especially its members and giving them the insurance will, in a way, secured them in any untoward incident that may happen. Aside from the insurance, the

cooperative also offered a free NC II training for driving. Romela Panganduyon, Education and Communication Development Officer, said that the training will enhance the quality of services of the drivers. She added that the training will also capacitate the drivers if they have plans to work abroad. DAVAO DEL NORTE - Four agrarian reform beneficiaries (ARB) cooper-atives in Kapalong availed a total of P 1.2-M from the Department of Agrarian Reform (DAR). The identified cooperatives were Sampao Rubber Agrarian Reform Beneficiaries Cooperative (SRARBCO) with P 500,000; United Farm Workers Agrarian Reform Beneficiaries Multi-Purpose Cooperative (UFARBEMPCO), P 500,000; Pag-asa Agrarian Reform Beneficiaries Multi-Purpose Cooperative (PARBEMPCO), P 100,000; and Sagana Agrarian Reform Beneficiaries Multi-Purpose Cooperative (SARBEMPCO), P 100,000. Henry Marin, agrarian reform project officer II, said that the funds distributed were under the Bottom-Up Budgeting Program,

now Grass Root Budgeting Program, in which DAR is a participating agency. Marin said that the funds were intended as micro-financing projects of the cooperatives, which will result to the increase in their production. Currently, SRARBCO is producing cup-lump rubber; while the other three cooperatives produce fresh Cavendish Bananas. Marin said that the amount was turned over to the local government unit through Mayor Edgardo Timbol on May 2, which will later be distributed to the cooperatives.
