1.0 INTRODUCTION
Fennelly Environmental Associates, LLC (FEA) was retained by Country Classics at Frenchtown, LLC (Country Classics) to conduct investigation and remediation activities related to the closure of a 20,000-gallon heating oil underground storage tank (UST) at One 8th Street, Frenchtown, Hunterdon County, New Jersey (the site, see Figure 1). The site is referenced on the local tax map as Block 3, Lot 1 and Block 10, Lot 1. In January 2018 FEA was retained by Country Classics to provide assistance in obtaining an entire site Response Action Outcome (RAO) for the site. The property is owned by Country Classics and is currently vacant. The New Jersey Department of Environmental Protection (NJDEP) Program Interest Number (PI#) for the site is 004862. A Site Location Map is provided as Figure 1. FEA completed a Preliminary Assessment Report (PAR) for the site dated June 2018. The PA findings indicated further investigation was required at multiple Areas of Concern (AOCs). During subsequent and ongoing site investigation activities, an additional AOC was identified - a 20,000-gallon heating oil UST which is the subject of this report.
A separate Site Investigation Report was prepared for other site AOCs. FEA submitted this report to NJDEP on January 11, 2019.

2.0 SITE INFORMATION
2.1 SITE DESCRIPTION
The 6.97-acre subject property at One 8th Street is referenced as Block 3, Lot 1 and Block 10, Lot 1 in Hunterdon County tax records. Block 3, Lot 1 is located to the north of 8th Street. Block 10, Lot 1 is located to the south of 8th Street. Residential properties are located to the east of Block 10, Lot 1. A recreational field/park is located to the north of the subject property. A commercial property and Harrison Street are located to the east of Block 3, Lot 1. The “Tow Path” recreational trail is located to the west of subject property adjacent to the Delaware River.
A ceramics manufacturing plant formerly occupied the subject property. However, there are currently no operations onsite. All site buildings were razed in the summer of 2018 in preparation for planned redevelopment of the property.
A site plan depicting former onsite features is included as Figure 2.
2.2 PHYSICAL SETTING
The site consists of 6.97 acres. According to the New Jersey Geological Survey (NJGS), the site is located within the Piedmont Province, underlain by the Passaic Formation consisting of siltstone and shale. The formation consists of reddish brown to brownish purple and grayish red siltstone and shale with a maximum thickness of 3,600 meters. Sandstone is interbedded grayish red to brownish red, medium to fine-grained, medium to thick-bedded sandstone and brownish to purplish-red coarse grained siltstone. Bedrock was observed during investigation activities at depths ranging from 8 ft below ground surface (bgs) to 13 ft bgs.
FEA used the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Web Soil Survey, an online service for mapping soils across the United States, to map site soils. Soil series across the site include Popefine sandy loam (PomAs) and Riverhead gravelly sandy loam (RksC). As detailed in the Web Soil Survey report, the PomAs series consists of soils with 0 to 2 percent slopes that are occasionally flooded with depth to the water table greater than 80 inches. The RksC consists of soil with 8 to 15 percent slopes with depth to the

water table greater than 80 inches. Soil observed during site investigation activities consisted of fill material, sandy silts, sands and silt clay mixes.
According to the NJDEP Elevation Contours for the State of New Jersey (20 Foot Intervals), the elevation of the site is 220 feet above mean sea level (amsl) and the site is generally flat.
The Delaware River is located west of the site, just beyond a strip of woodland and a recreational walking trail.

3.0 HISTORIC OPERATIONS
The June 2018 PAR prepared by FEA reported the site has been used for industrial purposes since the early 1900’s. Frenchtown Porcelain Works began to manufacture spark plugs and electrical ceramics at the site in 1909. Development/additions to the subject property continued through the 1960’s. A railroad spur was located on Block 3, Lot 1 along the western property boundary. A second spur was formerly present on Block 10, Lot 1 along the western property boundary. An oil supply facility operated on Block 10, Lot 1 as Gulf Oil Corp in 1946 and Gulf Refining Co. in 1934. Additional various businesses operated at the site beginning in 1995 including, but not limited to, ICO Polymers North America, Vacu-Ray Corp., MV Laboratories, BioServ, West Star Imprint Corp., Fleetserv., and Higgins Trucking.
The site is currently vacant. Demolition of all onsite structures was completed in the summer of 2018.

4.0 PREVIOUS ENVIRONMENTAL INVESTIGATIONS
As part of the June 2018 PAR, FEA utilized the NJDEP DataMiner website to search for records related to remediation activities conducted at the subject property. The results of the search indicate environmental assessment activities have been conducted at the subject property under Site Remediation Program PI Number 004862. Document submissions listed in DataMiner were subsequently reviewed during FEA’s file review as appropriate.

5.0 GENERAL INVESTIGATION INFORMATION
5.1 SIGNIFICANT EVENTS OR SEASONAL VARIATIONS
No significant events or season variations influenced sampling procedures or analytical results.
5.2 FIELD MEASUREMENTS OR AREA SPECIFIC CHANGES IN SAMPLING PROTOCOL
FEA’s site investigation activities were conducted in accordance with the 2005 NJDEP Field Sampling Procedures Manual.
5.3 VARIANCES AND/OR DEVIATIONS FROM N.J.A.C. 7:26E OR TECHNICAL GUIDANCE
There were no variances or deviations from applicable regulations or technical guidance.
5.4 REGULATORY TIMEFRAME
In accordance with 7:26E-3.14(b)2, the NJDEP Regulatory Timeframe for the SIR submittal is August 13, 2019.
5.5 LABORATORY DATA
Laboratory analytical data generated during the investigation are considered to be reliable because no significant issues have been identified with regard to holding times, method detection limits, and precision and accuracy criteria. No seasonal factors or events were encountered that influenced sample procedures or analytical results. Laboratory data in the required electronic format has been submitted to NJDEP.

5.6 TECHNICAL OVERVIEW
Investigation activities revealed that a release occurred from a 20,000-gallon heating oil UST at the site. Product recovery was initiated immediately following the discovery of the release and the tank in question has been removed. FEA determined that additional investigation and remediation was required to fully address impacts resulting from this release.

6.0 REMEDIATION STANDARDS
The following remediation standards apply to the activities conducted at the site: (1) NJDEP Residential Direct Contact Soil Remediation Standards (RDCSRS), (2) NJDEP Non-Residential Direct Contact Soil Remediation Standards (NRDCSRS), (3) NJDEP Default Impact to Ground Water Soil Screening Levels (DIGWSSL), and (4) NJDEP Ground Water Quality Standards.

7.0 SITE INVESTIGATION ACTIVITIES
7.1 AOC-36 - 20,000-GALLON HEATING OIL UST
During an August 13, 2018 site visit, oil product was observed in a shallow excavation which had been created to investigate an apparent UST that was discovered in the vicinity of the clay shed building during initial site investigation activities. Upon further inspection, FEA observed that oil product had migrated from the excavation into a nearby storm water catch basin which discharged to a drainage channel running along the western property boundary. After a distance of approximately 300 feet, the channel discharged to the Delaware River. Areas of collected oil product were observed in the drainage channel and a sheen was observed in the Delaware River near the channel discharge point. This discovery prompted FEA to notify the NJDEP Environmental Incident Hotline. NJDEP assigned case number 18-08-13-1206-24 to this incident.
Emergency personnel responded and initiated cleanup activities to remove oil from the drainage channel and eliminate the source of oil product. Cleanup operations continued on August 14, 2018 and the UST contents were pumped into a frac tank to ensure additional oil would not be discharged. On August 15, 2018, FEA contacted NJDEP to report that an emergency UST removal was underway at the site. FEA spoke with Mr. Michael Hollis, Supervisor, UST Enforcement, who agreed that the action and expedited schedule was reasonable and necessary. FEA confirmed with Mr. Hollis that UST Registration and the Notice of Intent to Close permit had already been started and that no additional actions were required.
FEA collected two samples of the product on August 13, 2018 and another sample of the product on August 14, 2018. The samples (each identified as PRODUCT) were submitted to SGS Accutest for laboratory analysis to characterize the product so that disposal arrangements could be made. The samples collected on August 13, 2018 were analyzed for RCRA Metals and also fingerprinting for petroleum product. The sample collected on August 14, 2018 was analyzed for volatile organic compounds with a forward library search of tentatively identified compounds (VOCs+TICs).
The empty tank was cleaned and removed from the ground on August 15, 2018. FEA determined that the discharge occurred due to rain water

entering an opening located on the top of the tank. The water displaced oil present in the tank and caused the oil to collect in the open excavation.
Results of the petroleum product laboratory analysis, including fingerprinting, indicated a match for Diesel/Fuel oil #2 and elevated VOCs. Laboratory data is summarized on Table 1.
FEA determined that environmental contamination was present at AOC-36 and additional investigation and remediation would be required to address these impacts.

8.0 CURRENT STATUS OF AOC-36
Shortly after the release event, Country Classics implemented remediation activities at the UST excavation area to remove all impacted soil. As mentioned above, any visible oil product was recovered using a vacuum truck and absorbent pads. Country Classics has also removed underground piping associated with the UST to the extent possible. A length of piping approximately 40 feet long is present underneath a large water tower present at site. Country Classics is currently in the process of obtaining approval from the Borough of Frenchtown to remove the water tower. Once this has been completed, the remaining underground piping will be removed and a Remedial Action Report for the UST closure will be submitted to NJDEP.

9.0 CONCLUSIONS
The results of site investigation activities identified environmental contamination at AOC-36 - 20,000-gallon Heating Oil UST. FEA determined that additional investigation and remediation was required to address these impacts.
