GENERAL CONDITIONS FOR BIDDERS - PLEASE READ CAREFULLY 1. Pursuant to LA R.S 38:2212.1C(2), any manufacturer's preference in this proposal is descriptive, but non-restrictive, and is used only to indicate minimum requirement for type, grade and quality unless otherwise specified. 2. Pursuant to LA R.S. 38:2212 A.(1)(b), the provisions and requirement of this bid shall not be considered as informalities and shall not be waived by the City of Alexandria. Therefore, conditions and specifications on this bid form shall be strictly enforced and any and all alterations, deviations, and non-compliance to said conditions and specifications, either on the bid form or by separate attachment, shall be grounds for immediate disqualification. 3. Preference shall be given to bidders quoting F.O.B. Destination (the City of Alexandria using department), FREIGHT PREPAID, unless otherwise requested. 4. Each bidder should submit his proposal on the Bid Form furnished by the City of Alexandria Purchasing Department. The complete bid package must be returned as issued by the City with all pages intact and all specification response columns filled in. Incomplete columns or missing pages, to include addendum pages, shall result in the vendor's entire bid package being rejected. 5. Literature, brochures, and other related paperwork attached to the bid should be identified with the name of the bidder and bid item number. 6. In case of a mathematical discrepancy between unit price and extensions, the unit price shall prevail. 7. Pursuant to LA R.S. 38:2212 A.(2), the bid specifications may contemplate a fixed escalation or de-escalation in accordance with the United States Bureau of Labor Statistic's Consumer Price Index and/or Wholesale Price Index. Bids based on specifications which are subject to a recognized escalation index shall be legal and valid. 8. Pursuant to LA R.S. 39:1701-1709, any public procurement unit may participate in a cooperative purchasing agreement with the City of Alexandria to acquire quantities of the above listed items under a contract with the City of Alexandria for items awarded by public bid. 9. The City of Alexandria reserves the right to award by item or by total bid, unless otherwise specified in the bid specifications. (Price(s) should be itemized.) 10. All erasures or corrections on the bid form must be initialed and the City of Alexandria may rely on the apparent authority represented by the initials. 11. The City of Alexandria reserves the right to reject for cause any and all bids or parts of bids, or accept bids most beneficial to the City. 12. General Conditions for Bidders - Please Read Carefully (Continued) 13. Bids shall be opened publicly in the City Council Chambers or Council Committee Room. 14. Cash discounts may be accepted, but SHALL NOT be considered in making award. 15. Regarding a bid for purchase of materials, supplies or services, not to include construction of any public works, a written notice of acceptance mailed or otherwise furnished to the successful bidder shall result in a binding contract without further action by either party. 16. When any bid is accepted for the construction or doing of any public works, a written contract shall be executed by and between the City of Alexandria and the Contractor. No contract shall be binding upon the City until it has been executed by the City and delivered to the successful bidder. Should the bidder to whom the contract is awarded fail to execute the contract, the award shall then be made to the next lowest responsible bidder, or re-advertised for public bid, said decision to be in the sole judgment of the City of Alexandria. This action may result in the loss of bidding privileges for a period of one (1) year. 17. The City of Alexandria shall schedule for payment the invoices for articles or services purchased under this bid within thirty (30) days after due and proper delivery accompanied by invoice. 18. The City of Alexandria is exempt from all taxes. A tax exempt form shall be furnished by the City of Alexandria Purchasing Department, if requested. 19. Bidder(s) awarded item(s) by the City of Alexandria shall be responsible for supplying all products at the awarded price(s). Failure may result in the City's cancellation of the remaining items awarded. 20. Regarding Service Contracts and Procurement Contracts, the terms of the contract shall be binding upon any and all parties involved until goods and supplies are delivered, services have been rendered, and/or work has been completed and accepted by the Mayor on behalf of the City of Alexandria and all payments required to be made to the Contractor have been made. However, a contract may be terminated under any and all of the following conditions: (a) By mutual agreement and consent of either party upon thirty (30) days written notice to the other party; (b) By the Mayor, on behalf of the City of Alexandria, as a consequence of the failure of the Contractor to comply with the terms and conditions of the contract or the progress or quality of work to be performed in a satisfactory manner, proper allowance being made for circumstances beyond the control of the Contractor; or (c) By satisfactory completion of all services and obligations described in the contract.

General Conditions for Bidders - Please Read Carefully (Continued) If the contract is terminated for any of the terms and conditions authorized in sub-paragraph (b) above, Contractor shall be formally notified in writing by the City of Alexandria Purchasing Department by means of certified mail informing him of cancellation of the contract, giving specific reasons for said cancellation. Contractor shall have the right to appeal to the City Council within ten (10) days from the date that said notification is placed in the U.S. Mail. Contractor's appeal shall be accomplished by means of a letter addressed to the City Council and delivered to the City Clerk, stating that an appeal to the decision of cancellation is desired. The City Council shall thereafter hold a hearing on the appeal, giving all parties the opportunity to present any and all evidence concerning the decision of cancellation. After hearing the appeal, the city Council may, by a majority vote, sustain, modify, or reverse the findings for said decision and shall provide, if requested by Contractor, a written determination of its findings. 21. Contractors submitting bids for Public Works construction projects in excess of $1.00 must show his Contractor's License Number on the front of the bid envelope, except for certain projects for which a Contractor's License Number is not required by the State Contractor's Licensing Board. Failure to comply with this directive shall result in automatic bid rejection, furthermore, any Contractor who submits a bid for a type of construction for which he is not properly licensed shall be acting in violation of LA R.S. 37:2163, and shall be subject to all provisions for violation and penalties thereof. Contractors who are owned by, and are submitting a bid as a subsidiary of a parent company, whose name is listed in the State of Louisiana's Roster of Licensed Contractors, may do so by including a letter of proof of ownership from the parent company with the submitted bid package. The letter must be signed as per LA R.S. 38:2212 (A)(1)(c)(i) (see Item #22 below). 22. All bids shall be signed by hand and in ink by an authorized company representative per LA R.S. 38:2212(A)(1)(c)(i) which states: (c)(i) Evidence of agency, corporate, or partnership authority shall be required for submission of a bid to the division of administration or the State of Louisiana. The authority of the signature of the person submitting the bid shall be deemed sufficient and acceptable if any of the following conditions are met: (aa) The signature on the bid is that of any corporate officer listed on the most current annual report on file with the Secretary of State, or the signature on the bid is that of any member of a partnership or partnership in commendam listed in the most current partnership records on file with the Secretary of State. (bb) The signature on the bid is that of an authorized representative of the corporation, partnership, or other legal entity and the bid is accompanied by a corporate resolution, certification as to the corporate principle, or other documents indicating authority which are acceptable to the public entity. (cc) The corporation, partnership, or other legal entity has filed in the appropriate records of the Secretary of State in which the public entity is located, an affidavit, resolution, or other acknowledged or authentic document indicating the names of all parties authorized to submit bids for public contracts. Such document on file with the Secretary of State shall remain in effect and shall be binding upon the principal until specifically rescinded and canceled from the records of the office. 23. In-State preferences shall not apply to procurements involving federal funds.

24. Pursuant to LA R.S. 38:2212 C.(2)(b), any modifications of plans and specifications will be made through an addendum. No addendum shall be issued within seventy-two (72) hours of the bid opening, excluding weekends and legal holidays, without the extension of the bid opening date. An extension of at least seven (7) but no more than twenty-one (21) working days is required but, re-advertising is not required. The addendum shall be transmitted by any one of the following methods: (1) facsimile transmission; (2) e-mail; (3) by hand; or (4) posted on the City of Alexandria’s website (www.cityofalexandriala.com) and posted on BidSync (www.BidSync.com) if applicable . 25. All Federal Transit Administration (FTA) funded procurements, including operating assistance funding contracts, are to follow the Best Practices Procurement Manual, to include all applicable federal clauses. 26. Under the City's AFEAT (Alexandria Fairness, Equality, Accessibility, and Teamwork Program), participation by minority and/or disadvantaged business enterprise firms is encouraged. The AFEAT Program should be inquired about through the Division of Finance.

Alexandria Fairness, Equality, Accessibility and Teamwork Program (AFEAT)

Dear Vendor: Under the City’s AFEAT (Alexandria Fairness, Equality, Accessibility, and Teamwork Program), participation by minority and/or disadvantaged business enterprise firms is encouraged. The AFEAT Program should be inquired about through the Division of Finance. The goals for qualifying disadvantaged, minority and female owned business in the use of professional service agreements with prime contractors will help effectuate the goals of increasing: the competitive viability of small business, minority, and women business enterprise by providing contract, technical, educational, and management assistance; business ownership by small business persons, minority persons, and women (including professional service opportunities); and the procurement by the City of professional services, articles, equipment, supplies, and materials from business concerns owned by small business concerns, minority persons, and women. Prime contractors offering subcontracting should take specific action to ensure that a bona fide effort is made to achieve maximum results towards meeting the established goals. Primes shall document efforts and shall implement steps at least as extensive as the following in a good faith effort to reach or exceed the established goals:

A. Establish and maintain a current list of minority and female owned businesses in Alexandria,

in Rapides Parish, and in the State of Louisiana. B. Document and maintain a record of all solicitations of offers for subcontracts from minority or

female construction contractor and suppliers in Alexandria, in Rapides Parish, and in the State of Louisiana.

C. Secure listing of minority and women owned businesses from the City of Alexandria Purchasing Department, the Central Louisiana Business Incubator, and the State of Louisiana Department of Minority Affairs.

D. Participate in associations which assist in promoting minority and women owned businesses such as the Central Louisiana Business League, the Central Louisiana Business Incubator, and the Entrepreneurial League System.

E. Designate a responsible official to monitor all activity made in the effort to achieve or exceed the established goals; record contacts made, subcontracts entered into with dollar amounts, and other relevant information.

INTRODUCTION It is the intent of the City of Alexandria to secure pricing on a 15kV metal-clad switchgear lineup that will be housed in an electrical power center. The switchgear, power center and auxiliary services will be supplied as a complete assembly. This equipment will be assembled in the Sterkx Road Substation. All products shall be new and unused. Bid prices shall remain firm throughout the complete delivery period. No bids with escalation charges will be accepted. All bids shall include all freight charges. The equipment shall be shipped FOB Sterkx Road Substation, 3803 Sterkx Road, Alexandria, LA 71301, with freight included in the price. The Bidder/Vendor shall be responsible for offloading, installation, anchoring, field testing and commissioning of all equipment. All information requested in the bid documents shall be submitted with the bidder’s proposal. This specification consists of three parts. The first part is entitled ELECTRICAL POWER CENTER section that describes the requirements of the equipment housing and auxiliary equipment. The second part is entitled ELECTRICAL SPECIFICATION 15kV METALCLAD SWITCHGEAR that provides the general requirements of the switchgear. The third part of the specification is entitled REQUISITION SPECIFICATION METALCLAD SWITCHGEAR that provides specific requirements for the metal-clad switchgear.

I. SCOPE

1.0 GENERAL 1.1 General

This covers the design, fabrication and construction of factory fabricated and assembled electrical power center. The power center shall consist of a factory fabricated, outdoor metal walk-in enclosure specifically designed to house electrical equipment. The power center shall include an eight section, two high, 15kV metal clad switchgear line up, a 21” transition section, a 120/240VAC power distribution panel, a 48VDC panel and an HVAC system. The control power transformer shall connect to a feeder that shall leave the building and supply a remote transfer switch and distribution panel. A feeder from the remote distribution panel will supply a local distribution panel in this building that will in turn supply the building loads. The control power transformer shall be 50kVA minimum. Space for a remote monitoring and control desk will be included. Provisions for installation of the future equipment shall be accommodated in the building design. Building shall be designed for location on a concrete foundation. Incoming power will enter from above, outgoing feeder and tie cable will exit the power center from below. The Vendor shall provide power and control wiring between all equipment in the center. The building shall have dimensions generally as shown on drawing 045E002.

1.2 Design The completed power center should be shipped to the project site in one

section so that field erection is minimized. 1.3 Location The electrical power center shall be installed outdoors in a non-hazardous

area with an ambient temperature between 0 degrees and 110 degrees F. The power center will be installed at Sterkx Road Substation in Alexandria, Louisiana.

1.4 Louisiana Building Code The Power Center shall meet all requirements of the Louisiana Building

Code and be certified by a Louisiana Professional Engineer.

II. SWITCHGEAR ENCLOSURES 1.0 GENERAL The switchgear enclosure shall be a pre-designed, factory assembled, and

factory tested all-weather metal enclosure suitable for weather protection for electrical switchgear. The enclosure shall be fabricated using all new materials and shall be guaranteed against defects in materials and workmanship for a period of 18 months from the date of receipt at the Purchaser’s site. The enclosure shall be designed and fabricated all in accordance with the attached drawings for installation on a concrete foundation so that fieldwork at the site is minimized.

2.0 APPLICABLE STANDARDS

The pre-fabricated building shall conform in design, assembly, materials, and performance with the requirements of the following standards:

a) NEMA standards as published by the National Electrical Manufacturers

Association. b) National Electrical Code (NEC) 2011 as published by the National Fire

Protection Association.

c) National Fire Code as published by the National Fire Protection Association.

d) Specification for Structural Steel for Buildings as published by the

American Institute of Steel Construction, 13th edition; ANSI/AISC 360-05

e) Structural Welding Code as published by the American Welding Society.

f) ANSI Standards as published by the American National Standards Institute.

g) ASTM Standards as published by the American National Standards and

Material.

h) International Building Code, 2009 Edition, excluding Chapters 1, 11, 27 and 29, published by International Code Council., 4051 West Flossmoor Rd, Country Club Hills, Illinois .

i) ASCE 7-05, Minimum Design Loads for Buildings and Other Structures.

j) NFPA 101® Life Safety Code, 2009 Edition, as published by the National

Fire Protection Association.

Where there is conflict between the requirements of this specification and the standards in section 2.0, above, the most stringent requirements as agreed by the purchaser shall be applied.

Additions to, the specifications shall be clearly stated, in writing, by the Vendor at the time of tendering.

3.0 SERVICE ENVIRONMENT AND TECHNICAL REQUIREMENTS

3.1 The enclosure shall be designed and fabricated for outdoor installation with maximum temperature of 110°, minimum temperature of 0° F, and at an elevation of 500 feet maximum above sea level.

3.2 Technical Requirements:

Design Loads: Notwithstanding the load requirements relating to the occurring transportation stresses to site, the following loads and forces shall be considered for the building design: Dead Load: Dead Load is to include the weight of framing, walls, roof, and ceiling, plus permanent installation such as ventilating and air conditioning equipment and equipment, but not less than 15 PSF for walls, floors, and ceiling. Live Load:

Floor = 250 PSF Roof = 40 PSF Seismic: Occupancy Category III

Per IBC 2009 I = 1.50

Site Class = E, Alexandria, Louisiana Wind Loads: Design wind loads and pressure coefficients shall be computed in

accordance with ASCE 7-05 with the following criteria: Occupancy Category III V = 90 MPH I = 1.15 Exposure = C Height = 0-15 feet

Deflections: Proper attention shall be given to allowable deflection as follows: Beams with length = ‘L’ Beams and trusses = L/500 Purlins = L/400 Columns w/ Height = ‘H’ Columns = H/400

3.3 Construction/General

The control building shall be a heavy-duty, transportable unit of non-combustible construction suitable for outdoor service in extremely adverse conditions. If the control building size necessitates transportable subsections, the construction shall be suitable for easy site assembly. Materials used shall be new and of high quality and resistant to corrosion. All building joints shall be designed and fabricated to prevent loss of air conditioning and prevent the entry of rain or moisture.

4.0 ENCLOSURE BASE The enclosure base shall be an all welded construction using ASTM A-36 steel

members. Structural members shall be sized so as to provide a floor loading capability of not less than 250 pounds per square foot. In addition, structural members shall be sized so as to withstand the loads resulting when the enclosure is lifted as a completely fabricated factory unit. Structural members shall be arranged in such a way so as to not interfere with or obstruct the routing of electrical wiring or access panels for the electrical switchgear.

4.1 The base shall be designed for mounting on the Purchaser’s foundation and

provisions shall be made in the base for attachment to this foundation. 4.2 Base frame shall be designed to be supported on Purchaser’s supplied

concrete foundation, spacing as required by enclosure manufacture.

5.0 ENCLOSURE FLOOR The enclosure floor shall be designed and fabricated so as to support a floor load of

250 pounds per square foot. 5.1 The enclosure floor shall be steel plate with a minimum thickness of 3/16

inch. 5.2 The enclosure floor plate shall be continuously seam welded around the

perimeter of all of the base structural members so as to seal out moisture

between the floor plate and the structural members. All joints in the floor plates shall be butt welded and ground smooth so as to provide a uniform surface.

1.3 Removable (from above) 1/8” aluminum access panels shall be provided to

allow for drilling as required to access cable entry into the switchgear. Gaskets shall be provided for these panels so as to provide watertight seals.

6.0 ENCLOSURE FRAME The enclosure framing shall be designed and fabricated to withstand the loads as

specified in the International Building Code for the area in which the Purchaser’s site is located.

6.1 All connects used in the enclosure frame shall be seam welded moment

connections. 6.2 Framing members shall be designed and fabricated so as to support interior

loads of 400 pounds per linear foot of wall length in addition to the loadings specified in the International Building Code.

6.3 After all welding and cutting is completed on the frame, and before any wall

panels are installed, the frame and portions of the base which will be in contact with the wall panels shall be effectively cleaned of loose mill scale, rust, weld slag, weld spatter, dirt and other foreign matter. Oil and grease shall be removed by trichloroethylene or other equally effective solvent, and two (2) coats of zinc chromate primer or an approved equal shall be applied to the entire surface area of the frame.

7.0 ENCLOSURE WALLS The enclosure walls shall be ten (10) feet minimum clear height measured from the

floor to the ceiling and shall be designed and fabricated to withstand the loads as specified in the International Building Code for the area in which the Purchaser’s site is located.

7.1 Exterior wall panels shall be designed and fabricated from 14-gauge

minimum painted galvanized steel sheets. All fasteners including panels to frame and panels to panels shall be type 316 stainless steel with appropriate gasketing to assure a waterproof enclosure.

7.2 Interior wall panels shall be designed and fabricated from 16-gauge

minimum painted galvanized steel. All fasteners shall be type 316 stainless steel.

7.3 Walls shall be designed and assembled so as to allow future lateral

expansion of the enclosure and so as to allow the removal and replacement of any exterior panel without disturbing the roof or other wall panels.

7.4 Exterior wall panels shall be installed directly against the zinc chromate surface of the enclosure frame and projections shall be the minimum required for the loads as specified in the International Building Code and for rigidity. Wall panels shall extend to the bottom of the base and enclosure strips shall be provided as required for a weather tight and vermin tight enclosure.

7.5 Interior wall panels shall be installed directly against the zinc chromate

surface for the enclosure frame with no projections into the enclosure interior.

8.0 ENCLOSURE ROOF AND CEILING The enclosure roof shall be designed and fabricated so as to withstand the loads as

specified in the International Building Code for this area in which the Purchaser’s site is located and as described in Section 3.2 of this specification. The roof shall have a slope for drainage as indicated on plan drawing. The low side of roof shall be opposite cable termination side.

8.1 Exterior roof panels shall be designed and fabricated from 16-gauge

minimum painted galvanized steel sheets. All fasteners including panels to frame and panels to panels shall be type 316 stainless steel with appropriate gasketing to assure a waterproof enclosure.

8.2 Interior ceiling panels shall be designed and fabricated from 16-gauge

minimum painted galvanized steel. All fasteners shall be type 316 stainless steel.

8.3 Roof and ceiling shall be designed and assembled so as to allow future

lateral expansion of the enclosure and so as to allow the removal and replacement of any exterior panel without disturbing other roof panels.

8.4 Roof panels shall be installed directly against the zinc chromate surface of

the enclosure frame and projections shall be the minimum required for the loads as specified in the International Building Code and for rigidity. Roof panels shall extend two (2) inches minimum beyond the wall panels and enclosure strips and flashing shall be provided as required for a weather tight and vermin tight enclosure.

8.5 Ceiling panels shall be installed directly against the zinc chromate surface of

the enclosure frame with no projections into the enclosure interior. Any projections for rigidity shall project upward into the attic space.

8.6 If an attic space is provided in the design of the enclosure the attic space

shall be ventilated with two (2) screened louvers, fabricated from type 316 stainless steel, located in each end of the enclosure.

9.0 ENCLOSURE DOORS/OPENINGS

The enclosure shall have one personnel door on each end as shown on the plan drawing, also aligned with each switchgear cubicle there shall be an exterior door which will be an integral part of the enclosure. Doors shall open outward and have a minimum swing of 120 degrees. A 6" overhang drip shield shall be provided above each door.

9.1 The personnel doors shall have flush panels on both sides. Doorframe and

rails shall be galvanized steel. The void between the panels shall be insulated. Door shall be hung with 1 1/2 pair of size 3, plain bearing, full mortise butt, stainless steel hinges. Weather stripping shall be provided for a weather tight enclosure.

9.2 The personnel doors shall be equipped with stainless steel, low profile

panic-type door openers and automatic door closures. Door closer hardware shall be pneumatic or hydraulic and shall be capable of holding door in fully open position. Hinges shall be stainless steel.

9.3 Door stops shall be provided of materials to match the door hardware.

Doorstops shall be wall- mounted. 9.4 Threshold shall be provided for the personnel doors. Thresholds shall be

extruded bronze, not less than 4" x 1/2" sections, and weather-stripped for a weather tight enclosure.

9.5 The personnel doors shall be size 3’6” x 7'0" x 1 3/4". 9.6 Two bulkheads shall be provided for entry of incoming cables from the side.

See plan drawing 045E002 for location and dimensions. 9.7 Rear compartment access doors shall be weatherproof with a three point

latch, stainless steel operating handle with provisions for locking. The doors shall be a minimum of 11 gauge steel.

10.0 ENCLOSURE WEATHERPROOFING The enclosure shall be designed and fabricated in such a way so as to minimize

losses of conditioned air and to prevent the entrance into the enclosure of dust, rain, sleet, snow or moisture.

11.0 INSULATION The entire space between the interior and exterior of all four walls and between the

roof and ceiling shall be insulated. Insulation shall have a minimum rating of R-11. The floor shall have a spray foam insulation with a rating of R-13.

12.0 ENCLOSURE PAINTING All surfaces to be painted shall be prepared in strict accordance with Steel

Structures Paint Council Standards.

12.1 Interior walls, ceiling and exterior shall receive a two (2) mil coat of zinc chromate primer or equal followed by a two (2) mil coat of industrial acrylic

enamel or equal. Interior walls and ceiling shall be white. Exterior shall be grey. (ANSI 61)

12.2 The floor interior shall receive one (1) coat of epoxy primer followed by a

gray non-skid, scuff resistant urethane coating. After drying, a temporary covering shall be installed on the floor to protect the surface. The covering shall remain until delivered onto the foundation. Once all testing is complete, the covering shall be removed by the Vendor.

12.3 The structural steel base and floor exterior shall be coated as follows

or approved equal:

13.0 INTERIOR LIGHTING The illumination level, minimum maintained foot-candles, shall be 50 foot-candles

(fc) at the floor level with 30 fc on the vertical face of each equipment line-up. Interior lighting shall be provided by 32 watt rapid start, cool white fluorescent lamps installed in open type industrial lighting fixtures with guard. The ballast shall be class P thermosetting compound filled, self protected type. The lighting circuitry shall be designed so that the maximum load on each circuit is no more than 12 amperes. Circuits shall not have a common neutral. The lighting shall be controlled by three-way switches located adjacent to each door.

A battery powered LED emergency light shall be provided with a minimum of eight hours of illumination.

14.0 EXTERNAL LIGHTING One 70 watt high pressure sodium weatherproof lighting fixture shall be

installed outside, above each door and one on each of the remaining walls for a total of four outside lights. The lighting fixtures shall utilize color corrected lamps. Each fixture shall be controlled by its own photocell.

15.0 RECEPTACLES A minimum of four indoor receptacles shall be provided in the power center for 120

volt convenience power. Each receptacle shall be 125 volt, 20 ampere two pole, three wire, industrial grade, duplex receptacle mounted in a cast box with cover plate. The receptacles shall be surface mounted three feet above the floor.

16.0 LIGHT SWITCHES Switch shall be installed adjacent to door for controlling the interior lights. The

switches shall be surface mounted 4'-6" above the floor. The switches shall be 125V, 15A industrial grade mounted in a cast box with cover plate.

17.0 AUXILIARY POWER SYSTEM

A 50 kVA control power transformer located in the switchgear will leave the building to supply a remote transfer switch and distribution panel. A feeder from the remote distribution panel will supply a 240/120-volt 150A single phase, three-wire AC panel in the building. The panel shall be provided to supply convenience power to building, transformer and field lighting. The panel shall be surface mount, 36 branch circuits rated for 10,000 Ampere interrupting capacity and shall have a 100A main circuit breaker. The circuit breakers shall be the bolt-on type. The breakers shall have provisions for padlocking in the OFF position. The panel shall have a typed directory and shall be labeled with a white phenolic nametag with black lettering.

A 48Volt, 100A DC panel shall be provided for switchgear control power. The panel shall be supplied from a remote battery. The panel shall have 12 circuits. The circuits shall be labeled as follows:

18.0 WIRING All 600V power center wiring shall be stranded copper, sized No. 12 AWG or larger.

Wiring shall be type XHHW for No. 12 and No. 10. Wire sized No. 8 and larger shall be rated type RHW. Separate green grounding conductors are required. Neutral conductors shall be white.

Sunlight resistant Type TC control cable rated VW-1 shall be used in cable tray for

interconnecting controls. The cable shall be stranded copper type XHHW and have an overall PVC jacket. The individual conductors shall have an ICEA Method 1A color code.

Conduit shall be rigid galvanized steel with hot dip galvanized finish in accordance

with ASTM specification A-123. All supporting clamps shall be hot dip galvanized in accordance with ASTM-153.

Exposed conduit shall be run parallel or at right angles to walls, beams and shall be properly fastened. Supports shall be spaced as specified in the NEC Table 346-12 maximum.

All conduit joints shall be threaded, fastened wrench tight to couplings and fittings

with no less than five threads engaged. 36” wide aluminum cable bus tray shall be provided inside the building for power

cable. The tray shall extend from the bulkhead to the back of the main breaker compartment. The tray shall be located at approximately 9’ above finished floor.

An 18” wide aluminum cable tray shall be provided inside the building for control

power and shall extend from the A.C. and D.C. panels to the first section of switchgear.

19.0 HVAC SYSTEM The HVAC system shall consist of one wall mounted unit thermostatically controlled

from within the power center. The power center shall be essentially airtight design, and the HVAC system shall provide slight positive inside pressure to prevent entry of dust-laden air and contaminants.

Supporting calculations to determine heating and air conditioning loads shall be

provided by the Vendor. The HVAC system shall be capable of maintaining a temperature of 78 degrees F at the maximum ambient temperature. The heater shall be capable of maintaining a temperature of 70 degrees F at the minimum ambient temperature. Heat loading calculations shall include all equipment load losses and space heater losses. The ventilating system shall provide a minimum of six air changes per hour. Smoke detectors shall be located in the return air duct and shall turn off the HVAC unit when smoke is detected. An additional contact from the smoke detectors shall be provided for remote annunciator.

An enclosed safety disconnect switch with provisions for padlocking in the OFF

position shall be mounted adjacent to units. A NEMA 4X enclosure shall be provided for outdoor units.

20.0 GROUNDING System and equipment grounding shall be in accordance with the National

Electrical Code, Article 250. All exposed non-current carrying parts shall be electrically bonded. The ground loop shall be constructed of No. 250MCM stranded Class B, soft drawn copper conductor having green insulation. The loop shall be connected to equipment and to stainless steel NEMA four-hole ground pads located on each corner of the building.

21.0 EQUIPMENT See attached drawings #045E001 and #045E002 and specifications.

22.0 DRAWINGS AND CERTIFICATION

Drawings shall be supplied to:

The vendor shall submit for approval three sets of drawings and one set of electronic drawings in either .DWG or .PDF format showing geometry of the building, structural and architectural components and details, base skid details, lifting and anchorage lugs and weights. The drawings shall bear the seal of a Louisiana Registered Professional Engineer.

Final factory drawings and data completed to Owner’s satisfaction shall be provided no later than two (2) weeks after shipment of equipment. The Vendor shall provide the following drawings and details for building and support facilities:

2009 edition.

HVAC drawings shall include three hard copies and one electronics .DXF file for all drawings include: • Heat loss and gain calculations • Pressurization calculations • Equipment selection calculations • Arrangement, plan • Elevation views • Purchased HVAC equipment cut sheets showing capacities and physical data • All maintenance, testing and operations manuals. Vendor shall provide three

hard copies and one electronic copy of the installation and maintenance instructions.

Electrical drawings shall include three hard copies and one electronic .DXF file for all drawings including: • Lighting plans • Grounding plans • Power plans • Cable tray plans • Panel schedules • Schematic and wiring diagrams

III. SHIPMENT 1.0 The power center shall be shipped to the job site after it has passed tests and has

been inspected for compliance to the specification by the Purchaser. 1.1 The equipment should be shipped in one piece and shall be unloaded,

assembled, anchored, field tested and commissioned by the Vendor. 1.2 Equipment shall not be "shipped short" any required components without

written approval of Purchaser.

1.3 The power center shall be shipped FOB destination to City of Alexandria, Louisiana with freight allowed.

IV. QUOTATION INSTRUCTIONS 1.0 GENERAL 1.1 Quotations will not be considered unless full information is given one every

major item quoted. This information shall include manufacturer, model, or style number; delivery time; complete equipment specifications; and any other information requested in this specification.

1.2 Unless exceptions are clearly indicated on quotations, all equipment will be

supplied as specified. 1.3 Any quotation received after the requested date without prior notification

and approval, may not be considered.

1.4 Any field taping or other requirement to maintain manufacturer's guarantee shall be stated in the proposal.

1.5 Quotations shall include breakdown of overall delivery (in weeks) and

witness test dates. Also, including a layout of equipment with dimensions, physical layout, conduit connection locations, spare space, section weights, and floor plans for aboveground conduit routing.

1.6 Quotations shall include total cost of all equipment with a price breakdown,

including major items, shipping FOB, City of Alexandria, Louisiana, witness testing, and all other items requested by this specification.

V. GUARANTEES, WARRANTY AND CERTIFICATION 1.0 GENERAL 1.1 The Vendor shall guarantee all equipment and accessories covered by this

specification for satisfactory performance at rated capacity and under condition specified herein.

All equipment and component parts shall be warranted by the Vendor

against fault in design, defective or improper materials and failure from normal usage for a period of 12 months after commissioning, or 18 months after shipment whichever comes first.

1.0 SCOPE

This specification describes the requirements for 15kV class, metal clad switchgear intended for use on three phase, three wire, 60HZ systems. The switchgear shall have removable vacuum circuit breakers. A base bid and an option bid will be accepted. The base bid is per this specification and the optional bid shall have all circuit breakers located in the bottom of each switchgear section and roll in directly from the floor. This will require an additional three feet to the power center. If conflicts occur between the requisition specifications and general specifications, the Engineering Consultant shall be consulted to make the decision on which prevails.

2.0 LOCATION

The equipment shall be suitable for installation in a non-hazardous classified area where ambient temperature is not above 40ºC or below -30ºC and where the altitude is not above 1000 meters.

3.0 APPLICABLE STANDARDS

4.0 ATTACHMENTS

4.1 The drawings and requisition specification are a part of this general specification.

4.2 "As indicated" shall be defined throughout this specification to mean as indicated on applicable drawings or attachments normally associated with requisition specifications that will accompany this general specification in the RFQ or purchase order.

5.0 RATINGS

5.1 The switchgear shall have complete ratings in accordance with Table 1 of ANSI 37.06 for the kA, voltage insulation level and current ratings specified for each section of equipment.

5.2 Specific requirements shall be in accordance with the requisition specification.

6.0 STATIONARY STRUCTURE

6.1 The switchgear shall be assembled to form a dead front rigid, self-supporting, self ventilating, and completely metal-enclosed structure. In each unit, the major parts of the primary circuit, such as the circuit breaker, buses, potential transformers, and control power transformers shall be completely enclosed by grounded metal barriers. This shall include an inner barrier in front of, or a part of the circuit breaker.

6.2 The enclosure shall be the manufacturer's standard design, with a minimum of 11

gauge steel, and shall be arranged for future extension on both ends. 6.3 Vertical structures shall be provided with hinged front panel doors and internal

barriers to prevent the transfer of flame or ionized gases between compartments and between compartments and buses. Rear cover plates shall be half height bolt on, with handle. Grounded metal barriers shall completely enclose the major parts of the primary circuits, such as circuit breakers, buses, potential transformers, and cable termination chambers to confine electrical disturbances

and faults. Bus work shall pass between section barriers through special insulating windows. Removable metal barriers shall be installed to provide access to the major section of each circuit. Each incoming or outgoing switching device shall be housed in its own enclosure.

6.4 Wiring between sections shall be run through special wiring raceways or

openings designed for this purpose. Wiring installed from the front control section to a rear high voltage/cable compartment or which must pass through the high voltage bus section shall be installed in a metallic wiring raceway especially designed for this purpose. Wiring that must pass across doors shall be at a height as to not obstruct the removal of a breaker.

6.5 All doors providing access to circuit breakers, control circuitry or to the rear of

instruments and relays shall have door latches utilizing 2-point type quarter turn latches.

6.6 Panel doors shall be of thickness or reinforced such that the relays mounted on

them will not actuate from vibration, inadvertent bumping, or opening of the door.

6.7 Door hinges shall be of the design which allows for door alignment adjustment front-to rear and side-to-side.

6.8 Switchgear shall be factory assembled in one section, or as otherwise required

by shipping limitations, and shall be arranged for a minimum of field assembly. All hardware, bus splice plates, bus insulation, wiring jumpers, and instructions to joint up the shipping splits shall be furnished.

6.9 The doors shall be half the height of the switchgear.

7.0 CIRCUIT BREAKER COMPARTMENT 7.1 Each vertical section may accommodate a maximum of two vacuum circuit breakers.

7.2 Each circuit breaker compartment shall be designed to house one removable-element circuit breaker. The stationary primary-disconnecting contacts shall be constructed of silver-plated copper. These contacts shall be recessed within glass polyester insulated supports or porcelain insulated supports as indicated. Grounded-metal safety shutters shall be provided which isolate all primary connections in the circuit breaker compartment when the breaker is withdrawn from the connected position. A ground bus tap shall be extended into each circuit breaker compartment. Each circuit breaker shall have fingers which engage the ground bus extension in all positions. Compartments marked "partially prepared" shall come complete with side rails, racking mechanism, shutters, etc. so that only relays, phase CTs and breaker elements need to be added to make an operational unit. Compartments marked "fully prepared space" shall come complete so that only breaker elements are required to make an operational unit. Compartments marked "spare" shall come complete with all wiring, CTs, relays and breaker element.

8.0 CABLE COMPARTMENT

8.1 A 1/4 inch x 2 inches minimum copper ground bus shall be furnished and shall be secured to each unit. It shall extend the entire length of the switchgear and shall be provided with solderless connector, suitable for stranded copper cable sized #2/0 AWG to 250 MCM, at each end.

8.2 Cable entrance shall be as indicated on the drawings. Each breaker shall be

equipped with MOV type surge suppressers if required by the manufacturer. Lightning arrester locations and ratings shall be installed where indicated.

8.3 Connections from surge suppressers, lightning arresters, surge capacitors and

other similar devices to the ground bus shall be made with copper conductors and compression lugs.

8.4 All cable termination compartments shall be Vendor's standard arrangement for

single or three conductor type insulated cables having NEMA drilling and clearance for cable stress cone or pothead terminations as indicated. The minimum space for terminations shall be 25 inches for 5kV and 30 inches for 15kV. All power cable bus terminations shall be tin plated.

9.0 BUS COMPARTMENT

9.1 All bus connections, contact surfaces, and stabs shall be silver or tin plated copper.

9.2 All bus work, wiring, and connections (any current carrying conductor) shall be

non tapered copper.

9.3 The main horizontal bus rated per Requisition Specification (in accordance with ANSI temperature rise) shall run the entire length of the switchgear and have provisions for future expansion in either direction. Circuit breaker bus taps shall be rated for the breaker ampere rating.

9.4 All bus work and connections to breakers shall be fully insulated with a non-

hygroscopic, track-resistant, flame-retardant insulating material.

9.5 The main bus bar shall be insulated with a high dielectric, thermosetting epoxy insulation applied using the fluidized bed process.

9.6 All main bus bar joints shall be insulated using vinyl boots with nylon screws.

9.7 All bus and bus taps shall be mounted on porcelain or cycloaliphatic supports for

15kV class equipment. 9.8 The bus insulation, support insulators, and wiring shall be such that they are not

adversely affected by a high humidity ambient atmosphere or the vapors normally found in a municipal substation.

9.9 Bus work shall be arranged such that phase rotation is standard A-B-C, front to back, left to right, and top to bottom, facing the front of the switchgear. Phasing of buses shall be physically and permanently labeled at all Purchaser connection points with 1" minimum height letters.

9.10 All bus connections are to be made with fully rated bus bars.

9.11 Bolted bus and bar joints and main and auxiliary contacts shall be silver plated or

tin plated where copper bar is used. At least two bolts per joint shall be used. Bolts shall be provided with approved washers and hex nuts. Connections having a contact area of nine square inches or greater shall have a minimum of four (4) bolts.

10.0 CIRCUIT BREAKERS

10.1 The circuit breakers shall be vacuum type rated, 60 HZ, five cycle interrupting maximum with a continuous current rating as shown on the One-Line drawing and a nominal interrupting rating as noted. All circuit breakers of equal rating shall be interchangeable. 2000 amperes circuit breakers shall be dual rated, 1200/2000 amperes to permit emergency use in a 1200 ampere circuit breaker compartment.

10.2 The circuit breaker shall be operated by an electrically charged, mechanically

and electrically trip-free, stored-energy operating mechanism. The controls shall include an anti-pump feature. Provisions shall be included for manual charging of the mechanism.

10.3 All circuit breakers shall be capable of closing on to the peak asymmetrical fault

current specified without damage or danger. Circuit breakers shall also be capable of latching on this fault current.

10.4 To preserve interchangeability, attachments of special controls for an individual

service shall not be mounted directly on the draw out type circuit breaker element.

10.5 The circuit breaker shall be equipped with silver plated or tin plated copper

secondary disconnecting contacts, which shall automatically engage in the operating position and automatically or manually engage in the test position.

10.6 The breaker compartment shall be furnished with a mechanism which will move

the breaker between the operating and disconnect positions with the door closed. The mechanism shall be designed so that the breaker will be self-aligning and will be held rigidly in the operating position without the necessity of locking bars or bolts. In the disconnect position, the breaker shall be easily removable from the compartment. There shall be visible indication, with the breaker door closed, as to whether the breaker is in the "Connected", "Test", or "Disconnected" position.

10.7 A "test" position shall be provided to allow operation of the breaker to verify all

relaying and controls without having to rack the circuit breaker in.

10.8 Interlocks shall prevent moving the breaker to or from the operating position unless its main contacts are in the open position. As a further safety precaution, the operating springs shall be discharged automatically when the breaker is rolled fully into the compartment or is moved into the disconnect position. Means shall be provided for padlocking the breaker in the disconnected position. When locked in the disconnected position, the breaker shall be removable from the compartment. Padlocking shall not interfere with operation of the breaker element or its mechanism and shall be part of the breaker compartment, not breaker element.

10.9 The circuit breaker control voltage shall be as shown in the Requisition

Specification.

10.10 Each breaker shall have an operations counter, mechanical close and trip buttons, mechanical open-close indicator, and mechanical charge-discharge indicator.

11.0 CURRENT TRANSFORMERS

11.1 All current transformers in this switchgear shall be single ratio unless shown as multi-ratio on the one-line diagrams. All CT tap leads from each set shall be terminated on readily accessible shorting type terminal blocks, before they terminate on any other device. CT wiring in the high voltage compartment shall be shielded.

11.2 Current transformer circuits shall be grounded at one point only. The grounding

connections shall be made at the shorting terminal block and not at the transformer.

11.3 Current circuits having more than one set of current transformers such as bus

differential current circuits shall be grounded at one point where the current circuits enter the appropriate relay panel.

11.4 The current transformer classes and burden shall be rated at least C400 for

1200/5 CT’s and larger; C200 for 600/5 CT’s; and C100 for 300/5 CT’s. All CT wiring terminations shall be accomplished using ring tongue uninsulated terminal lugs.

11.5 The markings on the current transformer terminals shall comply with NEMA

standards and shall clearly indicate the polarity of the windings.

11.6 The Vendor shall provide excitation (saturation) curves for all current transformers supplied. 11.7 The mechanical withstand rating of the current transformers in RMS amperes is

to be at least equal to the close and latch (momentary) rating of the breaker in RMS amperes. The one second thermal rating in RMS amperes is to be at least equal to the symmetrical interrupting current rating of the circuit breaker in RMS amperes at circuit voltage.

12.0 VOLTAGE TRANSFORMERS

12.1 Voltage transformers (PTs) shall be provided in accordance with the drawings.

12.2 The Vendor shall be responsible for ensuring the voltage ratio, accuracy class, rating, and connection of voltage transformers suit the requirements of equipment connected thereto.

12.3 PTs shall be cast resin insulated or butyl potted type.

12.4 Voltage transformer primary protection shall be afforded by removable current

limiting fuses. Generally, access to the fuses or the transformer itself shall be prevented until the common housing has been withdrawn and disconnected from the supply. In the withdrawn position, voltage transformers and fuses shall be completely disconnected from service and all exposed parts visibly grounded.

12.5 Current limiting secondary fuses shall be provided, and the secondary winding

shall be grounded at one point. The secondary fuses shall not be mounted on the draw out housing.

12.6 Voltage transformer drawers shall have fingers which automatically engage the

bus when the drawer is moved to the closed position and vice versa. 13.0 CONTROL POWER TRANSFORMERS

13.1 Control power transformers shall be sized as indicated. CPTs shall be supplied with fused rollout tray with CPTs bolted in a suitable location within the switchgear enclosure. There shall be a visible ground when in the withdrawn position.

13.2 The primary of the CPT shall be protected with current limiting fuses whereas the

secondary shall have a main breaker. Primary fuse compartments shall be interlocked with the secondary breaker so that fuse compartment cannot be opened unless the secondary breaker is open.

14.0 SPACE HEATERS

14.1 Each vertical section shall have 240 volt AC rated space heaters to be operated on 120 volt AC. The space heaters shall be installed in such a manner that they are easily replaced without de-energizing the main high voltage bus or endangering working personnel. Heater wiring in high voltage compartments shall be shielded.

14.2 120 volt AC single phase power for space heaters shall be supplied from a panel

remote to the switchgear. Space heater buses shall be terminated at terminal blocks for connection to external 120 V source. The space heater bus shall have an ammeter and relay with high and low set points for alarms to monitor space heater current.

14.3 Switchgear with bus duct shall have an additional ammeter and alarm relays with high and low set points for monitoring bus duct space heaters on each bus duct.

14.4 The maximum wattage on each space heater circuit shall be 2000 watts.

15.0 HIGH RESISTANCE GROUNDING

Not applicable for this specification. 16.0 CONTROLS AND WIRING

16.1 All wiring shall be SIS switchboard wire and sized to be #14 or larger. CT and heater circuits shall be #12 or larger. The DC bus shall be # 6 or greater. Terminations shall be uninsulated ring tongue. Refer to the one line diagrams and device listing for specific relaying.

16.2 Each breaker cell shall include, but is not limited to, local and remote close/trip,

pistol grip control switch, Electroswitch CSR relay or equal, with red and green flags, red closed light monitoring the trip coil circuit, and a green open light monitoring the trip fuse. An amber light shall indicate any trip not initiated by the CSR control switch relay. Additionally, the breaker control switch shall have delay close and delay trip push buttons for arc flash protection. Indicating lights shall be non-polarized 48VDC LED cluster type with "push-twist" type base and "push-twist" current limiting resistor GE type ET-16/17 or equal.

16.3 Each breaker control circuit shall be arranged to accept remote parallel close and

trip, with red and green indicating lights. Wiring connections shall be brought out to terminal strips for Purchaser field wiring.

16.4 Switchgear shall have individually fused control circuit disconnects for close and

trip circuits. Each breaker shall have four spare "a" contacts and four spare "b" contacts wired to outgoing terminal blocks for Purchaser field wiring connections unless indicated otherwise on the requisition specification.

16.5 One DC bus shall be provided for each bus. An alarm relay shall be provided to

monitor each tripping and lockout circuit that does not have a microprocessor relay. A trip coil monitor and close DC monitor shall be provided for each breaker. One form A and one form B alarm contact shall be wired as an input to the breaker microprocessor relay for remote annunciation.

16.6 Protective relays shall be semi-flush mounted microprocessor type with isolation test switches.

16.7 A communication and control device will be connected to each protective relay.

16.8 All control wiring terminals shall be screw type terminals. Approved type terminal

blocks shall be rated 30 amp 600 volt. The GE CR151B or equal terminal block shall be used. All terminal block groups shall be labeled and all terminals in a group shall be identified. Identification shall be with the designation shown on the Vendor drawings. A minimum of ten percent spare terminal connections shall be provided.

16.9 The switchgear control wiring shall be labeled at each end of each wire with permanent sleeve type wire markers. Wire sleeve markers are to be stamped or printed with origin/destination labels on the control, elementary and connection diagrams.

16.10 Each control wire in a switchgear lineup shall have a unique number. The unique

number shall be maintained on several "wires" as long as the wire does not pass through a device (coil, contact, and switch). (For instance: The wire connecting a potential transformer to three relay coils would have one unique number even though several separate pieces of wire might be involved).

16.11 Not more than two wires shall be connected to any one terminal. Links shall be

provided when more than two connections are required at one point.

16.12 Circuits and terminals operating at different voltages and/or performing different functions shall be segregated on separate terminal blocks. Purchaser terminations shall be on separate blocks and separated by voltage and type of use. Vendor utilized terminal blocks shall not have different voltage levels on adjacent terminals.

16.13 Wire bundles shall be held together with clamps attached to welded studs. Stick-

on clamps are not approved.

17.0 NAMEPLATES

17.1 Each switchgear unit and device shall be provided with an identification nameplate mounted on the front side of the unit door. All nameplates shall list the device number, Purchaser facility number and service.

17.2 All devices such as relays, instruments, meters, fuses, and terminal blocks shall

be identified with their function or purpose with an engraved nameplate. All nameplates shall be mounted adjacent to the devices and not directly on the device. When these devices are mounted on swing panels or doors, the device nameplates shall be located on both front and rear sides. Device identification shall correspond to the designations shown on the wiring diagrams and shall be approved by the Purchaser.

17.3 Circuit identification nameplates shall be 1 1/2 inch by 4 inch, and fabricated from

laminated plastic having black engraved letters on a white background. Lettering shall be block style, 1/2 inch high for Breaker No. and 3/16 inch high for service. Circuit identification nameplates shall be located on the switchgear front door and on the rear frame of the switchgear.

17.4 Nameplates on rear of door shall be attached with Plyobond cement. Other

nameplates inside the switchgear shall be attached with Plyobond cement, stainless steel screws or reusable nylon rivets.

17.5 All nameplates mounted on outside of switchgear shall be attached with stainless

steel screws, Plyobond cement or reusable nylon rivets.

17.6 A stainless steel nameplate shall be provided showing purchase order number, serial number, work order number and date of manufacture.

18.0 PAINTING/FINISH

18.1 The finish for switchgear cabinets shall be in accordance with the Vendor's standard procedures. The interior and exterior color shall be Grey, ANSI 61.

18.2 All steel enclosures and parts shall be chemically cleaned and rust proofed by

bonderizing or equivalent process utilizing a priming coat or rust inhibiting paint. The exterior and interior finish coat shall be applied in accordance with accepted practices.

18.3 Enough of the finishing coat paint shall be shipped with the switchgear to patch

damaged places in the protective coating after installation. This applies for each paint color utilized on the lineup. A minimum of one spray can for each three vertical sections or fraction thereof shall be required to meet this requirement.

18.4 All parts that are left with a bright metal finish shall be treated and/or coated

before shipment to prevent corrosion. 19.0 ACCESSORIES

Each lineup of switchgear shall be shipped with any special tools, gauges, and devices necessary for installation, testing, maintenance, and operation of the unit, including:

19.1 Two crank levers to position breaker units into test, disconnect, or connect

position.

19.2 Special wrenches, tolerance gauges, and similar devices.

19.3 One control lead jumper cable set per substation (to connect all breaker control stab-in contacts to provide for breaker operation from switchgear or remote while breaker is removed from cell).

19.4 Twenty spare fuses of each type and size used in control.

19.5 Six spare fuses of each type and size used in PT or CPT current limiting applications.

19.6 Five spare light bulbs of each type and size used. Two spare resistors shall be supplied.

19.7 Special greases and lubricants required for maintenance (power stab conductive grease, etc.)

19.8 Two cans enclosure touch-up paint.

19.9 Breaker lift truck.

20.0 APPROVAL DRAWINGS

20.1 Vendor shall submit three sets of approval drawings and one set of electronic drawings in either .DWG or .PDF format.

20.2 All original Vendor drawings shall be "D" size (22 inches by 34 inches) and

show Purchaser’s project name, number, location, P.O. number, also Vendor’s PO and SO number, drawing title, and drawing number.

20.3 The following are minimum drawings required in addition to manufacturer's

standard drawings:

a. One-line diagram b. Three-line schematic diagram showing all CTs, PTs, and other devices.

All wire numbers shall agree with wire markers. c. Elevations showing locations of all devices d. Floor plans showing all dimensions e. Control schematics on breakers, space heaters, and other devices. All

wire numbers shall agree with wire markers. f. Recommended spare parts list g. Wiring diagrams showing physical devices and wiring between using the

point to point method. Highway method is not acceptable. h. One set of relay instruction books i. Current transformer saturation curves j. CT and PT burden calculations

20.4 Six weeks after approval of drawings, Vendor shall supply electronic copies in .DWG or .PDF format of front view drawings, plan drawings, schematic diagrams, and interconnection diagrams.

21.0 AS-BUILT DRAWINGS

21.1 Within two weeks after completion of switchgear test, three paper sets and one electronic copy of the following shall be provided:

a. As-built drawings (22 inches by 34 inches) listed above. b. Equipment Summary c. Spare Parts List d. Test Reports e. Instructions and maintenance books for switchgear and all components f. Diskettes shall be provided for final record. Drawings shall be AutoCAD

2010 or later DWG format on disk. Other items shall be on Adobe Acrobat (.PDF) or Microsoft Word (.DOC) format.

22.0 TESTING AND INSPECTION

22.1 Complete testing of the switchgear shall be performed. Final testing of the entire assembly may be witnessed by Purchaser representatives prior to shipping. The base pricing of the equipment shall not include witness testing. Witness test pricing shall be bid as a separate cost per day.

22.2 All tests shall be performed with the actual circuit breakers to be shipped with the

order, positioned in their appropriate sections. A copy of the installation, operating, and maintenance instruction book, including protective relay instruction books, shall be on the test floor at time of Purchaser witness testing of equipment. A complete unmarked set of final full size drawings shall be available for use by Purchaser inspector at time of witness testing. Tests shall include the following items:

a. Physical inspection of the equipment will be made to verify conformance

to these specifications and the approval drawings. All components shall be checked. Wiring identification will be spot checked. Separation of voltage levels on terminal blocks will be verified. The Vendor shall remove several of the shutters which cover the breaker stabs so that the CT wiring and CT polarity may be inspected. CT wiring shall be inspected to verify ring-tongue lugs have been installed.

b. AC high potential testing of the switchgear bus and circuit breakers shall

be performed. The Vendor shall determine insulation resistance of each switchgear bus to ground with the other phases grounded. Breakers shall be installed in the cubicles and closed for this test. This will allow the Purchaser to have a baseline for field testing to verify insulation integrity has not deteriorated. The Vendor will be required to rent a test set for this test if one is not available in the manufacturing facility. All primary and secondary circuits shall be checked in accordance with ANSI standards.

c. Each breaker positioning mechanism shall be checked for proper

operation. Each breaker shall be removed from the cubicle and reinstalled in the operating position at least two times. Check the alignment and penetration of the breaker tulips with bus connection and breaker cell alignment.

d. All breakers, instruments, meters, relays, and other devices shall be

tested to assure proper operation and function. Relays shall have trip operations simulated both by hand and checked electrically. Remote close/trip functions shall be checked. For devices such as power relays, auto-synchronizing relays and sync check relays, the Vendor shall have available the required three phase power supplies. Each breaker's open and close operation shall be timed.

e. As a minimum, current shall be injected at the current transformer

secondaries to check for relay functioning. Current injection shall also be used to check operation of devices such as ammeters and transducers and CT ratios. Current circuit burdens shall be verified by test.

f. All potential circuits shall also be checked with voltage applied to the secondary bus terminations. Three phase sources are preferred. PT circuit burdens shall be verified by test. PT ratios shall be verified.

g. Sequence operation tests shall be performed where applicable, including

such things as breaker interlocking and sync switch/sync check relay permissives.

h. "Ductor" tests shall be performed on each breaker at the factory to

measure contact resistance for use as a comparison with field tests.

i. Full interlocking check including withdrawal and isolation features.

j. Phasing and wiring continuity check.

k. Operation of all transducers shall be verified by application of the proper voltage and current inputs.

22.3 Any defective material, equipment, wiring or control found during inspection and

testing shall be removed, repaired or replaced, and retested prior to shipment.

22.4 The Vendor shall notify Purchaser at least 10 working days before equipment will be ready for final inspection and testing.

22.5 The PURCHASER shall have the right of inspection of the purchased equipment

at any time during manufacturing.

22.6 The Vendor shall provide copies of all Vendor's internal quality control documents for review by the Purchaser’s representatives at the time of final inspection. These copies shall become the property of the Purchaser's representatives.

23.0 GUARANTEES AND WARRANTY

The Vendor shall guarantee all equipment and accessories covered by this specification for satisfactory performance at rated capacity and under conditions specified herein. All equipment and component parts shall be warranted by the Vendor against fault in design, defective or improper materials and failure from normal usage for a period of 12 months after commissioning, or 18 months after shipment whichever comes first.

1.0 SCOPE

The "Electrical Specification Metal Clad Switchgear" shall be used together with this "Requisition Specification Metal Clad Switchgear" to form the specific specification for this project. The indoor metal clad switchgear described in this specification is intended for use on a 12.47kV, 3-phase, 3-wire system. The switchgear shall be rated 15kV and shall have removable vacuum circuit breakers. The enclosure and circuit breaker, either individually or as a unit, shall have a basic impulse rating of 95kV. The switchgear, including circuit breakers, meters, relays, etc. shall be factory tested.

2.0 ATTACHMENTS

Drawing 045E001 Rev. 4 showing the relay one line and 045E002 Rev. 3 equipment plan are included. "As indicated" shall be defined throughout this specification to mean as indicated on applicable drawings.

Other One "52a" contact and one “52b” contact shall be wired to the microprocessor relay input for each breaker and future.

Each relay shall be connected to the communications processor.

All SCADA, remote control, indication and analog wiring shall be wired from terminal blocks at each cubicle to terminal blocks in the first cubicle on the left.

Arc flash signage shall be provided for all circuit breakers. Incoming conductor will be cable bus entering the left side of the building and will enter the switchgear from the top. One portable, electrically operating, remote racking device with 30 feet of cord shall be provided for the removal of each breaker.
