Plans, Tests, and Programs• 2020 Planning has been going since before the 2010
Census
• Review and planning involve two major categories Geography and Survey
• Budget is a significant driver of the 2020 planning process
• Preparation operations can be internal, targeted, open, or coordinated through official liaisons

Geographic Preparations• Boundary Annexation Survey (BAS) – ongoing, annual
survey of boundary and street changes
• Redistricting and Block Boundary Suggestion Project (BBSP) – December 2014 through May 2017
• Local Update of Census Addresses (LUCA) – local verification of residential addresses ~ 2017
• Geographic Support System Initiative (GSSI) – ongoing, local submission of addresses

Boundary Annexation Survey (BAS)• Annual survey to verify boundaries and streets for all
counties and incorporated places
• Originally conducted on paper maps with colored pencils, BAS is now conducted electronically and through the web
• Boundary Quality Assessment and Reconciliation Project (BQARP) begins now and runs through 2020
• BAS was on “hiatus” last year due to budget limitations
• BAS liaison for NC is Tom Morgan at the Office of the Secretary of State

Redistricting• Letters have been sent to establish Redistricting Liaisons
in each state legislature
• Redistricting works with established boundaries to redraw district lines
• Block Boundary Suggestion Project recommends block boundaries to facilitate redistricting
• Redistricting process produces redistricting (block and voting district) geographies and maps

Local Update of Census Addresses• Allows local governments to verify and submit addresses
within their areas
• Highest elected officials will be invited to designate LUCA Liaisons for their areas
• Limited time frame program – 120 days
• 2 participation levels for 2020 both providing review and comment on Census addresses and requiring US Title 13 confidentiality clearance

Participant Statistical Areas Program• Participant Statistical Areas Program (PSAP) runs
concurrently with LUCA
• PSAP allows local areas to suggest boundaries for useful statistical areas such as block groups
• Some statistical areas must remain relatively static, but local government input through PSAP can influence changes when required
• PSAP is voluntary, and the Census Bureau will determine statistical boundaries

Geographic Support System Initiative (GSSI)
• New program to find ongoing, local sources of addressing and other geographic information
• Provides input to the Master Address File in addition to the US Postal Service and IRS address inputs
• Reduces strain on Local Update of Census Addresses
• Supports targeted canvassing of addresses
• NC Center for Geographic Information and Analysis (CGIA) is the GSSI Liaison for North Carolina

Survey Preparations• National Advisory Committees are appointed to advise the
Census Bureau on methods and content issues
• Race and Ethnicity methods tests
• Supplemental Poverty Measure tests multiple reporting
• Polling the population
• Field tests of possible method, operational, and content changes

Census Test Sites• Plans and evaluations are field tested before being
included in Census surveys
• Feedback options are available on Census.gov
• Test of internet response in Maryland and Washington DC
• Full 2020 Census test will be conducted inMaricopa County, AZSavannah, GA area

What to Expect in NC• Expect Census surveys (ACS, CPS, etc.) to continue
• Local governments can expect ongoing surveys (BAS, BPS, GSSI) with invitations to participate in LUCA coming in late 2017
• Local Census Offices will open to coordinate 2020 promotions and field operations
• Formation of local 2020 Census partnerships and Complete Count Committees
• Expect Census forms in 2020!
