Coal lndia Limited (ClL) was incorporated on Ol"tNovember 197S with nationatization ofpriv€te coal mines by Govt. of lndia. Vvith a modest production of 79 MT at the year olits inception, CIL today is the single largest coal producer in the worldhaving producednearty 607 MT in the last fiscal.

Coal lndia Limited is a Schedule 'A MahaBtna CPSE under the administrativejurisdaction of Ministry of Coal, Government of lndia, with its Registered and Corporateoffice located at Kolkata (lndia). lt operates through its subsidijries spread over eightstates (provinces) in lndia namely Jharkhand. West Bengat. Orissa, Chhattisqaih,Madhya Pradesh, Uttar Pradesh,

operates 364 Mines through 83 Areas distributed in 7 Coal producing subsidiariesnamely, ECL, BCCL, CCL, SECL, WCL. NCL, MCL, and 1 consultancy companynamely CMPOIL. ln the Assam state (provinc€), the coal mines are managed direc$y btCIL lhrough NEC.Further, CIL also operates 16 coal washeries, and manages otheiestablishmenls like workshops, hospitals. etc. CIL has 27 training lnstitutes. tndianlnstilute of Coal Management (llCM), the apex training institute, which operates underCIL and imparts muttidisciplinary management development programmes to theexecutives.The company has on roll 285,479 regular employeesas on 01,r April 2019.

The shareholding of the Govemment of lndia in the company is 69.0S%. The authorizedand paid-up capital of the company is lNR8.00bn (approximately USO 115 mn) and1NR6.163 bn(approximately USO 88.9 mn) respectively as on 31.rMarch, 2019.

CIL has a foreign subsidiary in Mozambique namely, Coal lndia Africana Limited (CtAL).MCL has four subsidiary companies and one Joint Venture company. SECL has twosubsidiary companies, and CCL has one subsidiary company.

During 2018-19, CIL & its subsidiaries produced 606.89 Million Tonnes (MT) of coal andachieved an off-take of 608.14 Million Tonnes (MT). During the Fy: 2018-19, the grosssales, PBT and PAT of CIL were approximately tNR 140.603 bn (USD 2.03 bn), Rs.27.125 bn(USD 391 mn) and INR 17.462 bn (USD 251 mn) respectivety.

CIL intends to diversify into a new'Coal to Chemical" business domain by convertingthe high calorific value, low ash thermal coal into synthesis gas (CO+H2) anadownstream chemicals. ln pursuit of implementing this new slrategy, the premises of theexisting Dankuni Coal Complex (DCC)have been identified as the geo-strategic locationfor setting up a Coal to Methanol Complex by using the good quality lndian coal fromRaniganj coalfields.

2.0 CoAL-TO-METHANOL PROJECT AT DANKUNT COAL COMPLEX(DCC)

Dankuni Coal Complex (OCC) is an existing low temperature coal carbonization plant ofSouth Eastern Coalfields Limited (SECL), which is a wholly owned subsidiary of Coatlndia Limited (ClL). DCC was set up under the recommendation of the Fuel PoticyCommittee, to meet the growing needs of 'Envionmental Fraendly Fuel" to meetrequirements of domestics & industnal sectors. The commercial production of the plantstarled in May1990. Today, DCC is engaged in processingand supplying of Coal gasand Coal products (coke) by using non-coking coal.

Coal lndia Limited intends to set-up a Coal (lndian Coal) to Methanol Plant at [s existingpremises of Oankuni Coal Complex at Dankuni West Bengal utilizing coal ftom Ranigunjcoatfields as a basic raw material for the production of 2050 MetricTonnes per Day(MTPD) Methanol. Pre-Feasibilities Studies have been completed. Currently, pre-projectactivities are under progress at the Proiect Site.

3.0 SRIEF SCOPE OF WORK:

Coal lndia Limited inlends to setup a Coal-to-Methanol Plant on Build O\,vn Operate (BOO)Basis for life of the plant(expected period 25 years).The marketing of the entire quantity ofmethanol produced in the proposed plant during its contracted period will also be theresponsibility of the BOO Operator.

The ptoject shall boadly compnse the folbwing plants and facilities:

(a) CoalHandlingSystem including Crushing-Milling-Drying Unil(b) Air Separation Unit(c) Coal Gasification lncluding Purification unit(d) Ash Handling(e) Methanol Plant (2050 MTPo)alongwith storage & loading facilities(f) Associated Offsite and Utilities Facilities(S) Marketing infEstructure for entire quantity of Methanol produced

4.0 LOCATION OF THE PROJECT SITE

Coat lndia Limited intends to set up a Coal to Methanol Plant at its existang premises ofOankuni Coal Complex (DCC) at Dankuni, West Bengal (lndia).

The proposed pojecl is situated by the side of Durgapur Expressway in the north andJanai Road raihflay station of the grand chord line in the soulh at Dankunr village ofHooghly District ol West Bengal, lndia. The poject site, adiacent to the Kolkata -Durgapur Express,way. is at a distance of about 25 km by road from Kolkata. KolkataAiport is the nearest Airport to the proposed project site which rs about 20 km.

5.'l Global Expression of lnterest (EOl) is being floated with anintent to evince the interest oftechnically sound and financially capable parties for setting-up the proposed Coal-to-Methanol Prolect at Dankuni Coal Complex (DCC) West Bengal on Euild-Own-Operate(BOO) mode.The marketing of the entire quantity of Methanol to be produced in theproposed planl shallalso be in the scope of BOO OpeEtor.

5.2 Through this Global EOl, CIL seeksinputs from various experienced players andstakeholders in the industry likeTechnology Suppliers, Contractors/PMc and otherconsultants experienced in construction or operation of Chemical Plants,Oil MarketingCompanies in lndia, etc.

5.3 The interested parties are invited tosubmit their valuable suggestions on tentative Pre-Oualification (PQ) Criteria as well as other key terms and conditions for BOO mode

7.0 LANGUAGE OF EOI

The EOI and all conespondence incidental and related to EOI shal be an Englishhnguage. Anyprinted literature and document submined in any other hnguage shouldbe accompanied byauthenticated English translation, in which case, for purpose ofinterprelation of the EOl, Englishtranslation shall govem. Responsibility for corectnessin translation shall lie with the Bilders.

8.0 COST OF EOI BIDDING

The Bidder shall bear all costs associated with lhe preparation or delivery of its EOIdocumenl, participating an discussions etc. including costs and expenses related withvisits to CIL'S office and the site(s). CIUPDIL will in no case be responsible or liable forthose cosls and expenses regardless of theoutcome of the bidding process.

9.0 OWNER'S RIGHT TO ACCEPTI REJECTCIL reserves the rilht to actept or reiect any EOI and to annul the bidding process andreiecl all EOI at any time wnhout thereby incuning any liability to the afued Badder orany obligation to inform the affected Bidder of the grounds for the ClL.s action.

3.1 TECHNOLOGYCRITERIA

The Bidder either on his own or with the support from a reputed Gasification processLicenser should be capable of lroviding/ arranging process License and Basic DesignPackage of proven performance for coar Gasifiers for gasifying coaufeedstock lash contintlanging from 19.5% to 28.5%) on @mmercial basis, briupply of Methanol Synthesis Gas.

The coal Gasifiers / Gasif*ation technology poposed by Bidder shall have reference of atle-as.!9p- plalt having one or multiple (Max. 2 nos.) Coat casifiers with a totat coat capacrtyof 1800 Metric Tonnes Per Day (MTPD) ope'ting successfufly on comrnercial basii wittrcoaufuedstock, for at least one continuous year. However, it will'be sole responsibility of thebidder that the Coal Gasfier/ Gasmcation technology poposed by him based on abovecriteria, is suitable br the quality of Coal to be specified in the NlT.
