IMPLEMENTATION OF EK BHARAT SHRESHTHA BHARAT

The MoU between Haryana and Telangana was signed in the presence of the Hon’ble Prime Minister of India on 31-10-2016.

OBJECTIVES OF MOU

1) The "Ek Bharat, Shresth Bharat" scheme draws inspiration from the life of India's freedom fighter Sardar Vallabhbhai Patel. The prime minister recalled Sardar Patel's initiatives as mayor of Ahmedabad during the 1920s, including a campaign for cleanliness and a proposal for 50 percent reservation for women.

2) The 'Ek Bharat Shreshtha Bharat' initiative will be launched soon under which every state will choose another state each year and then promote its language and culture.

3) The government has formed a committee to work out the modalities of the scheme in consultation with the states.

4) According to the scheme, two states will undertake a unique partnership for one year which would be marked by cultural and student exchanges.

5) Students of a particular state would travel to another state to learn each other's culture

THE CONCEPT • To CELEBRATE the Unity in Diversity of our Nation and to maintain

and strengthen the fabric of traditionally existing emotional bonds between the people of our Country

• To PROMOTE the spirit of national integration through a deep and structured engagement between all Indian States and Union Territories through a year-long planned engagement between States;

• To SHOWCASE the rich heritage and culture, customs and traditions of either State for enabling people to understand and appreciate the diversity that is India, thus fostering a sense of common identity;

• TO ESTABLISH long-term engagements and• TO CREATE an environment which promotes learning between

States by sharing best practices and experiences.

During the All India Conference of Central and State / UTs Ministers and Secretaries of Tourism, Culture and Sports in Dhordo, Rann of Kutch,

Gujarat

from 20-01-2017 to 22-01-2017 the Hon’ble Prime Minister of India addressing the Hon’ble Ministers and Secretaries in which he specifically remarked about strengthening of inter-state promotional activities with

special emphasis on the MOU signed between GOTS and Government of Haryana under Ek Bharta Shrestha Bharat camping.

INITIATED THE FOLLOWING ACTIVITIES WITH GOVT., OF HARYANA…

Cultural Exchange Language Learning Literary Translations Organizing Competitions like Quiz etc.,

The following activities have been initiated:

• The Artists of Haryana have performed 2 prominent art forms, viz., Ghumar and Faag Dance.

• The Artists of Telangana have seen it and selected Ghumar Dance for learning.

• Similarly, the artists of Telangana have performed different art forms like Oggu Dolu, Kolatam, Banjara / Lambada, Dappulu and the artists of Haryana have selected Banjara / Lambada Dance for their training.

• A training schedule has also been implemented from 6th to 11th April, 2017 at the Open Air Auditorium, Ravindhra Bharathi.

• The traditional costumes, Jewellery, Bangles etc., of the Lambada Dance of Telangana have been given to the artists of Haryana from the Department of Language and Culture, Government of Telangana. The Haryana Cultural Affairs Department have provided traditional attire, costumes etc., of Ghumar Dance to the artists of Telangana.

The final rehearsal by the artists of both states in traditional costumes, attire and jewellery of the respective art forms have been organized on 11.04.2017 at 6.30 PM in Ravindra Bharathi, Hyderabad which become a great success and got great applause.

• Literary Translations – Poems of the eminent poets of Telangana have been

translated in to Hindi. They are:• Padmavibhushan Kaloji Narayana Rao• Dasharathi Krishnamacharya• Gnanpeeth Awardee Dr. C. Narayana Reddy, etc

• Language Learning: – 100 words of Telangana have been identified and prepared in

Hindi for learning.– 100 IDIOMS and PROVERBS of Telangana have been identified

and prepared in Hindi for learning.• This Experience of entire transformation of cultural performances

between the artists of TELANGANA and HARYANA had given great spirit among the artists and succeeded in attaining the goal of Ek Bharath Shresht Bharath through culture and we are termed it as “Haryangaana” ( A cultural confluence of Haryana and Telangana)

• Exclusive “Telangana Day” was organized at the Surajkund Mela 2017

• A team of photographers from the Haryana toured for a week in Telangana and clicked pictures of places of tourist interest, forts, historical sites, and culture. The pictures will be published as a coffee table book and presented to the Telangana Government by

its counterpart in Haryana. The gesture will be reciprocated by the Telangana State Government too, a press release informed.

• The shutter bugs from the Photographers Society of Chandigarh split as two teams and visited various sites in the State to click a total of 10,000 pictures. Similarly Telangana will reciprocate the tour by the Telangana team will be planned soon.

30 National Youth Awardees from Haryana were facilitated by Telangana Tourism by giving complimentary accommodation, transportation and local sightseeing.

Telugu University has translated and published books on proverbs from Telugu to Hindi language

Cycle expedition is being organized shortly all the way form Hyderabad to Haryana. This expedition will visit more than 50 cities of Haryana state and will promote "Ek Bharat, Shresth Bharat" scheme.

Know Telangana – Telangana Day is being organized at Chandigarh. During this campaign, Telangana will showcase the rich culture, dance forms and will travel to the entire state of Haryana spreading the "Ek Bharat, Shresth Bharat" scheme.

Student exchange programmes are also being planned and in the advance stage of execution.

Government of Telangana has invited the Contingent of Police Battalion from Government of Haryana for participation in the Ceremonial Telangana Formation Day Parade being held in Hyderabad on 2nd June 2017 and a Cultural Troup who will perform three dances of Haryana in the evening of 2nd June 2017.

A meeting was held on EK BHARAT SHRESHTHA BHARAT under the chairmanship of Shri. S.P. Singh, IAS., Chief Secretary to Government on 17-04-2017 at 11.00 a.m. during which the following decisions were taken which involves various departmental coordination:DEPARTMENT OF CULTURE• Organizing Cultural Exchange Programmes between partnering

States with the help of troupes identified in the home State through Cultural Competitions.

• Identification of prominent dances of Telangana and impart training to the partnering state dances.

• Organising combined Tableau and participation of Parade Contingents of Partner States on ceremonial occasions.

• Organising Drama(s) of partner State in the educational institutions.TELUGU UNIVERSITY• Translation of at least 5 Award Winning Books and Poetry, popular

folk songs of One State in the Language of the partner State.• Identification, translation and dissemination of proverbs having

similar meaning in the languages of the two States.• Exchange programme for Writers and poets.• Exposure of students of one State to alphabets, songs, proverbs and

100 sentences in the languages of the partner State.• Prepare and share with the partner States a book containing

information on their culture, customs, traditions, flora & fauna etc. for dissemination to schools and colleges.

• Encouraging the administration of oaths / Pledges in the languages of the pairing states.

SCHOOL EDUCATION DEPARTMENT

• Organize Educational Tours for schools/Universities Students reciprocally.

• Organising Essay Competition among students in the language of the partner State.

• Organising Optional Classes in schools / colleges, where feasible, for learning the language of the partner State.

DEPARTMENT OF TOURISM & TSTDC• Exchange programme for Writers and poets.• Promotion of Home Stay for visitors.• Promotion of Rajya Darshan for tourists.• Showcase wearing of traditional attire of the partner State.• Organising Photography competitions highlighting culture and

heritage of the partner State.• Promotion of overall tourist destinations and culture of Telangana

State.• Organize culinary festivals with opportunity to learn culinary

practices.• Organising Familiarisation Tours for the Tour Operators of one State.• Facilitation in organize Educational Tours for Schools/ Universities

Students reciprocally for logistic implementation.• Organising Blog Competitions on Ek Bharat Shreshtha Bharat

Contingents of Partner States on ceremonial occasions.• Organising National / State Specific Quiz Competitions in various

languages on TV / Radio / Ek Bharat Shreshtha Bharat website.• Organizing Film Festival in Haryana• Spare the services of Smt. Sujatha, Joint Director, I&PR Department

as coordinating officer.AGRICULTURE DEPARTMENT• Exchange of information on traditional agricultural practices and

weather forecasting among farmers in partner States.

SPORTS AUTHORITY OF TELANGANA • Encourage learning and exposure to traditional sports of the partner

States.• Organising Cycling expeditions for students / people of one State to

the places in the partner State.DEPARTMENT OF YOUTH SERVICES • Organising NCC, NSS Camps of students of one State at the

locations in the partner State.DEPARTMENT OF ARCHAEOLOGY & MUSEUMS• Facilitation in organizing tour visits to the Heritage monuments and

sites in the state.TELANGANA STATE ROAD TRANSPORT CORPORATION (TSRTC)• TSRTC may extend special concession for the visitors visiting the

state in coordination with TSTDC.Telugu University, Hyderabad has been appointed as a nodal agency

for implementation of Ek Bharat Shreshtha Bharat MOU with Government of Haryana under the control of YAT&C Department for this purpose only.

Apart from the above, the following activities have been proposed under the proposed MoU with Government of Haryana:

1. Ms. Sania Nehwal, Eminent Badminton Player may be approached for appointment of Brand Ambassador under the proposed campaign.

2. Tourism & Culture Department to organizing one day mega Festival of Telangana in Haryana at Chandigarh showcasing the Culture, Textiles, Art, Crafts, Cuisine and Tourism of Telangana during June 2017 under the proposed campaign.

3. I&PR Department may initiate tieups with local television channels of Haryana for undertaking Promotion under EK BHARAT SHRESHTHA BHARAT.

4. Exclusive Facebook page may be designed for promotion of various activities takenup under the proposed campaign.

5. Secretary to Government, Agriculture Department to initiate signing up of MoU with HISSAR, Agriculture University, Rohatak, Karnal

Dairy, etc., for implementation of best practices in Telangana State under the proposed campaign.

6. Sports Authority of Telangana to sponsor players of Telangana state for under taking training under Wrestling (Kushti) and sponsor organizing Cycling / Motor rides to Haryana under the proposed campaign.

7. Special Guest Status to be given to the tourists visiting from Haryana by giving concessions at all TSTDC units, Archaeology Monuments under the control of Government of Telangana for a limited period of time and promote the same for wider range of implementation.

8. Organizing Bathukamma Festival in Haryana

The following initiatives to be takenup by Tourism Department for promotion of Tourism:

1. Organizing Hyderabad Shopping Festival2. Encourage establishment of Food Street Bazar at strategic locations

in Hyderabad viz., Necklace Road, Abids and Gachibowli for promotion of rich cuisine of Telangana region for the local citizens of Hyderabad. The above Food Street Bazar may be organized giving utmost priority to the Hygiene, Sanitation and Security.

3. Medaram Jatra to be celebrated in a grand manner and to be included in the International Calendar of events.
