Shift2Rail objectives
• Achieve the Single European Railway Area through the removal of remaining technical obstacles holding back the rail sector in terms of interoperability;
• Radically enhance the attractiveness and competitiveness of the European railway system to ensure a modal shift towards rail;
• Help the European rail industry to retain and consolidate its leadership on the global market for rail products and services.

From policy objectives to concrete activities
• The general objectives of the Shift2Rail Joint Undertaking are described in the Shift2Rail Regulation, adopted on 16 June 2014
• The S2R Master Plan translates the general objectives into specific objectives, providing a high-level strategic vision to achieve them and identifying key priority research areas
• The S2R Multiannual Action Plan (MAAP), provides a detailed, long-term investment plan that concretely identifies the projects, milestones and deliverables to achieve the Master Plan objectives
• The Annual Work Plans translate the S2R MAAP into detailed, result-oriented activity plans and serve as the basis for identifying the JU calls

Focus on TD2.1 –Adaptable communications for all railways
Definition, development, test of prototypes of a train‐to‐ground radio system answering to ETCSand CBTC systems ‐ on all networks (high speed/mainline rail, urban dense and regional networks)
Design a “technology independent” system, no specific railway solution to reduce initial cost.Evolutions of the (multi) radio bearer without impact on the reliability of the signalling system(s)
Convergence of metro and railway (GSM‐R/EIRENE) voice services, standardisation of function andservices with a technology independent approach to share cost and allow interoperability
New business model definitions supporting the shift from "network as an asset" to "network as aservice" model vision. Possible use of public networks.
New system to support future lines, and organize the maintenance and migration concept for the lines already equipped with GSM-R:
• A demonstration of technologies in a real operational environment to give credibility and clearly show benefits
• A definition of interfaces with the signalling system(s) (ETCS and CBTC)• A common standard architecture preferably compatible and coordinated with
TCMS radio communication

Scope for Adaptable Communication system for all railways:• User requirements for the next generation of technology to be applied into the
several railway environments (Urban/Mass Transit, Suburban/Commuters, Freight and Regional/Main Lines) and development of a Business model
• Specifications of the communication system (architecture, interfaces, services, security, etc.) and definition and development of selected prototypes
Expected impact for Adaptable Communication system for all railways :• reduction of CAPEX, contributing as well to a wider use of commercial and low
cost communication networks
