II. EXECUTIVE SUMMARY Mato Sub village is located in Nyakahanga village at Nyakahanga ward in Karagwe District council
Kagera region Tanzania Mainland having the population of 2,680 people and 536 households, its main
activities of these community is farming and livestock keepers .
Mato has one primary school, no any health service nearby the area. Water being one of the necessary
need for people, at Mato hamlet access to water for human consumption has been uncertain, People
in the village walk about 15 km looking for fetching water where other human activities have not been
done properly for instance number of pupils have absconded from their school studies while spending
more time looking for water. The village have no clean water nearby so the communities are getting
water from un protected water source in far away, children and women suffers more as they have to
travel along distance for collecting water which is to 8 km from their home ,the pupils also lack water
when they are in school as the school has no water.

The major aim of this project is to provide clean and safe drinking water within the reasonable distance
of 400m to all communities which will also reduce the incidence of water borne diseases and travelling
of the communities along distance to collect unsafe water.
In spite of this water shortage the village has a very nice surface water stream which due water quality
analysis done, had proven that this water is safe for human consumption that if utilized can feed all
community and reduce the problem which is called Omwibale stream as local name
The improvement of Omwibale surface stream as Gravity water system which will be simple to be
operated by the community compared to pumping system using Electrical which is expensive to this
communities will be done by constructing two spring boxes upper stream which will allow water to be
collected and go direct to two 50m3 Cement stone storage tanks by gravity using pipes lines, The
excavation of trenches and installation of different pipes and soil backfilling will be done, which will
be 7.1 km for the whole project. Six months will be enough to complete the project for the total
budget of USD 129,183.94
Our request from the Donors is USD 122,623.7 the community contribution in this project is $ 2,810.48
and store for keeping industrial materials during construction.
NECO as an implementing Agency will contribute $ 733.07 and capacity building to CBWSO member’s
collaboration with RUWASA. The project will be done by NECO with partnership with Mato sub village,
Nyakahanga village and rural water Supply and Sanitation Agency (RUWASA), and Donors
The Partnership will work through legal contract before any project activities to be undertaken by
signing MOU (Memorandum of understanding) between the parties involved on the project.
Operation and maintenance will be done by the community itself by using the fees collected from its
Customers.

III. BRIEF HISTORY OF THE ORGANIZATION Nyamiruguyu Environmental conservation Organization (NECO) Is a voluntary, non- political rural
development organization registered committed for the empowerment and emancipation of women,
children, aged, working in grass-roots communities.
The organization have the core team with various professional backgrounds and experience such as
management, finances, Hr, Engineering etc .
VISION
To have a community which is not poor ,independent society and stable Environment.
MISSION
The organization will work to help communities in the lowest grassroots level and find out the best
way to solve problems in their environment through Co-operation and take all necessary steps to
enable the communities to become self-reliant and solve their own problems by reducing poverty.
NECO OBJECTIVES
1.Enabling the communities socially and economically to bring revolution to various agricultural and
livestock sector.
2.Promote community awareness in providing better social services such as health and education to
accelerate community development.
MANAGEMENT
The Organization is lead by the chairperson of the board who is formal head of the organization.
The board consists of 13 members which are Chairperson, Secretary, Treasurer and ten members
elected by the members of the organization in general assembly, the board stay in its position for
three years. The board consist of 13 members which are 7 male and 6 women

BRIEF DESCRIPTION OF THE STUATION The core problem for this project is that the 2,680 communities at Mato location lack access to safe
sufficient water to meet their basic need. While sufficient water exists at a spring 8km from their
home Omwibale stream, thus this water source is not protected and thus is at high risk of contamination
and poses a threat to the health of Local communities who collect water there.
When there is insufficient water at school, pupils are required to walk 7km (each way) to collect water
from unprotected water source ,not only does this journey take away from the time that the pupils
would otherwise be in school learning ,but the water they are collecting is not safe for drinking. A
woman and children will walk an average 15 kilometers each day to fetch contaminated water
which she knows will eventually kill her family.
Consumption of unsafe drinking water can lead to diarrheal diseases such as dysentery, typhoid or
cholera. Young children are the first to get sick and die from waterborne and sanitation related
illnesses, including diarrhea and malaria.

To empower the local community organization to implement and undertake their own water supply
project by establishment of the Community Based Water Supply Organization(CBWSO) which have the
frontline responsibility for sustaining rural water supply projects on behalf of the Communities
(Beneficiaries)

Training of the Community Based water Supply Organization

PROJECT OBJECTIVE-2 The objective of this project is to provide clean and safe drinking water within the reasonable distance
of 400m to all communities at Mato hamlet in order to reduce the incidence of water borne diseases
and travelling of the communities along distance to collect water.
PROJECT RESULTS
SOCIAL AND ECONOMIC BEFITS
The project will result in reduction in the effort and time required to collect water for the children
and women which are usually collect water for the family. This can help them to do productive
activities such as crop, washing and processing, small -scale gardening, the dying of cloth, school
learning and other income generating activities.
HEALTH BENEFITS
Majority of infectious disease are related to water .This include diseases which can be prevented or
reduced by hygienic handling of water. Water can be safe at source but may be contaminated during
collection, carrying, handling and the use. Hygienic improvements often depend on having an adequate
quantity of water for washing, regardless of its quality. Due to this construction of pit latrine 200m
from water sources is also important to area of water sources.
The outcome(1) Individuals have increased access to safe drinking water (2) The project structure are
in place to operate and maintain the water system. The roles and responsibilities of each group will
be detailed in Memorandum of understanding, signed by each party. The aim of MOU is to avoid
misunderstanding between the different parties and clearly outline the future management plans for
the water supply system.

PROJECT ACTIVITIES UNDER OBJECTIVE -2 Mato hamlet start Generate fund for their contribution as community share.

SUSTAINABILITY
TRAINING OF THE COMMUNITY REPRESENTATIVES
NECO will build the capacity of local communities to conduct the operations and maintenance of water
systems through the formation and training of Community Based water supply Organization (CBWSO).
NECO will also build the capacity of Caretakers/Pump Mechanics, whose job it is to operate, maintain
and make repairs to the water systems when needed. Caretakers/Pump Mechanics will be engaged
prior to the development or rehabilitation of water sources so that they can receive on-the-job training
throughout the construction work. Due to the challenge of inadequate advocacy on gender
mainstreaming, mainstream gender will be done in all phases of this project, by developing gender
mainstreaming skills among facilitators and capacity building agents as well as creating community
awareness. The Community based water supply Organization will be having an office, so that to have
good working environment this will strengthen the CBWSO to do their work properly when the project
starts operating of visiting the Community water supply projects in Tanzania which are doing well for
example Bomang'ombe in Arusha in order to learn.
Training of Community based water supply organization needed to continue for all the life of the
project to ensure sustainability of the water supply, providing one day training for a complex water
project is wastage of money, this will continue for all life of this project by NECOs staffs.
More than those mentioned above the Members of the Community Bases Water Supply Organization
will get the opportunity to visit one of community which is doing well in Tanzania.
The training will be done in partnership with NECO ,RUWASA and District Community Development
offices from Karagwe District.
NECO will follow national guidelines for Members composition and the training curriculum. The training
will cover subjects such as financial accounting, record keeping, managing the operations and
maintenance of the system and recording revenue and expenditure. The community will incur the cost
for operation and maintenance while the government shall meet the cost of major repair and

maintenances, in order this project last longer the tariff set should be sufficient for operation and
maintenance. There is one example of solar pump installed in borehole at Natta Secondary school
Serengeti District council, this solar pump operates for a long time more than 8 years but when major
repair was needed 2016 the government didn't get money to repair this pump.
COMMUNITY PARTICIPATION
The community had been participating on this project from the beginning so due to this reason it will
ensure the sense of ownership of this project, for example they cost for water quality analysis for this
project in collaboration with NECO. To ensure sustainability of the project training will continue for a
long time as we have pointed out that this communities have never seen any water project in
Their life so this is a new project to them hence the close supervision will be needed so that the
project to be sustainable. Because women and other groups of the communities always left out in the
most to gain from improved access to safe water, Nyamiruguyu Environmental Conservation
Organization will work to ensure women and other groups have a decision-making role and voice on
the CBWSO. Social cohesion will be done.
ROLES OF EACH MEMBERS IN THE PROJECT
Separation of roles and responsibilities should be set clear to remove conflict of interest so that the
CBWSO management to be taken seriously. The income and expenditure of the CBWSO should be clear
to ensure transparent, integrity and accountability of this organization if this will be done the set tariff
will be paid by the water users if no accountability and transparent of the system the sustainability of
project will suffer, we will make sure the CBWSO have bank account and all the paid cash should be
deposited in the bank and left the small amount agreed for office expenditure and when needed for
repair they should request by writing to the village executive officer. (VEO)
On the issue of technical supports they will be a qualified manager to supervise this water project from
NECO with the collaboration with the technician from RUWASA who will be checking the daily activities
of the CBWSO (Community based water supply organization)
DESCRIPTION OF THE PROJECT AND ACTION PLAN 1. Construction of two spring boxes.
This spring boxes will act as a reservoir to collect water.
2. Concrete reservoir
Water from the spring boxes will be directed into 50,000 liters, concrete storage tanks ,this
will go direct by gravity system. Water from this tank will flow by gravity to mato primary
school, Kabale and Kakoshombwa centre and near Rwibale.
3. Excavation of trenches for rising main and distribution lines ,installation of pipes and soil
backfilling length of the pipe will be 7.1 Km for the rising main.

MONITORING AND EVALUATION
Monitoring of the project implementation will be conducted by NECO, with support from Mato hamlet nyakahanga village administration and local community leaders. Once the project is complete, regular monitoring will rest to RUWASA (Rural Water supply and Sanitation Agency) and the District Community Development Officer from Karagwe district. The CBWSO will be looking after the maintenance and repairing of this water supply. NECO will provide the plumbing tool. Also Community based water supply Organization will decide the Monthly charge of water for every family .This collection of money will be utilized for maintenance and repairing of this water supply due to low willingness and ability to pay water bills for the customers campaign on paying for water services and community sensitization will be done, penalties for delay payment and rewards will be also encouraged to the customers this will be done by RUWASA, regular monitoring and training for the CBWSO will be done all the time by NECO after completion of this water supply project to ensure the smooth running of this water project. The donors will be given the report of the project after the project has been completed.
OPERATION AND MAINTENANCE PLAN The operation and maintenance plan will be established after the completion of this project to ensure the sustainability system. The maintenance will be established from the members of the Community Based water supply organization(CBWSO) the members of this committee will include the plumber / Caretakers. The committee will be responsible to use the funds for the benefit of this water supply. Rural water supply and sanitation Agency (RUWASA) will be responsible to establish the center of Excellence to support operation and maintenance activities. Major repair will be done by the Government through Rural water supply and sanitation Agency (RUWASA) The RUWASA will be responsible for training of this committee and develop a procurement plan and stock of spare parts for this water supply project
