Presidents MessageGreetings Colleagues.

This month I am happy to report on the status of some of NASDTEC’s activities. We were pleased to see that many of you (101) attended the Professional Practices Institute (PPI) in October. If you did not attend, know that it was a very successful endeavor with outstanding speakers and a significant amount of interaction among the participants. We always come away from PPI with valuable information and ideas. Know also that the sessions of the 2013 PPI were recorded and are now uploaded and available in the NASDTEC Online Community (OC) as part of the Encore Series (under the Events tab on the main menu.) I have already gone back twice myself and listened to sessions and viewed the PowerPoints that are available. This is a great resource and you should share it with your colleagues.

The project to update the KnowledgeBase is progressing well. There is a draft page with Topical Tables that can be found on the OC under Resources.

There is another project underway, which is to identify a Model Ethics Framework that could be useful on a national level. The steering committee has recently conducted conference calls and is planning a face-to-face meeting in February with national groups who might share an interest in this work.Another project group is working on developing an interstate system to help states and educator preparation providers within those states locate program completers who may be certified and/or employed in states other than their home preparation states. States currently participating in the pilot are GA, FL, and KY. NASDTEC is also designing a project which will result in webinars being produced and posted on the OC. We are expecting to produce and offer at least three webinars over the next 12 months.

Coming very soon (February 5-7, 2014) is the first annual Ted Andrews Winter Symposium. We are very excited about the content and are looking forward to an extremely positive experience. This year’s theme is “What is a Learner-Ready Teacher? Defining the Vision among IHEs, State Agencies and Local Districts”. The meeting will convene in Newport Beach, CA. Thus far 88 folks are registered.

The annual conference planning committee is finalizing the agenda and confirming speakers for the 86th NASDTEC Annual Conference, which will be held at the Kansas City Marriott Downtown Hotel on June 8 – 10, 2014. We are hoping to see you all there.

As you can see NASDTEC is very busy and hard at work conducting the business that helps to make all our jobs more effective. I thank the members of all these committees who work tirelessly to make our world that much better. More information on these and other activities will be available at the winter symposium and at the annual conference. I look forward to seeing you in February and/or June.

2014 Annual NASDTEC Conference Plans are Finalized Plans for the 2014 NASDTEC Annual Conference “Leading Change: Show Me!” are nearly complete, with the conference

committee bringing together an exciting mix of nationally-known keynote speakers with a variety of general sessions of special

interest to NASDTEC members, along with concurrent sessions featuring NASDTEC members.

This year’s conference is set for June 8-10 in Kansas City, Missouri at the Marriott Downtown Hotel. The agenda and registra-

tion information will be available at www.nasdtec.net in early March, and already confirmed as keynote speakers are Frederick M.

(Rick) Hess, Director of Education Policy Studies for the American Enterprise Institute, and PBS News Hour commentator John Mer-

row, President of Learning Matters.

This year’s Conference Planning Committee is comprised of Chairperson D. T. Magee (IA), along with NASDTEC President

Frank Servedio (AR), Brian Devine (MA), Susan Helbert (KS), Margery Tanner (MO), and Katherine Bassett, executive director of The

National Network of State Teachers of the Year (NNSTOY). The group began

working on the planning process last August and used past attendee feedback

to plan a conference which will feature topics requested by NASDTEC members.

The sessions promise to provide information, new ideas, camaraderie, and pro-

voke thought among attendees.

Already confirmed as Founding Sponsors for the event are Educational

Testing Service and Evaluation Systems Group of Pearson, who will be sponsoring

the keynote speakers as well as other meals and events during the three-day con-

ference.

calendars now for the only national conference designed

for those who work with teacher certification, June 8-10 in

Kansas City!

Can’t Make the Conference…Check out the NASDTEC Encore Series

The sessions of the 2013 PPI in Boise, ID were recorded and are now included as part of the NASDTEC

Encore Series (under the Events tab on the main menu). The sessions are available for all NASDTEC

members through the OC. You will find a link for the PowerPoint slides and a link for the recorded

session. This is a great value for those in each office unable to attend the PPI.

Retooling of the NASDTEC KnowledgeBase

Over the last year the NASDTEC Executive Board has been exploring ways to retool the NASDTEC

KnowledgeBase so it incorporates 21st century technology to be more compact, agile, and useful.

Using the suggestions of our jurisdictions collected through an online survey, we have developed a

draft page and relocated the topical tables. The tables are now part of additional resources that

make use of the online resources that are maintained by jurisdictions.

Model Code of Educator Ethics Project

This absence of a defined but transferable framework of professional responsibility for educators is

a detriment to the profession and must be remedied. Peer review is a keystone in professional reg-

ulation, but, absent a central licensing body and uniform standards of conduct for all educators,

the ability of the profession to effectively and consistently regulate itself is diminished. As a national

leader in standards for educator preparation, certification and regulation, NASDTEC has convened

a committee to develop, adopt and distribute a framework that clearly defines the ethical and

professional obligations of educators and that may serve as a model code of conduct for educa-

tors. This framework or model will define society’s expectations of professional educators yet be

malleable enough to be adapted and enforced by any jurisdiction.

By establishing a Framework of Professional Ethics Guidance for Educators, NASDTEC will provide a

model of best practice which jurisdictions can adopt or adapt to help ensure states, EPPs, and LEAs

are effectively equipping educators in ethical understanding and decision making so as not to vio-

late the boundaries of professional practice. This critical work will lead to a more intentional em-

phasis, at national, state, and local levels, being placed on ethics and ethical preparation. Ulti-

mately, not only will ethical violations in education be reduced, children will be safer in classrooms.

The Executive Board wishes to express its gratitude to Educational Testing Service and the University of Phoenix for

supporting the Model Code of Ethics Project.

Cybertraps for Educators Webinars

Many jurisdictions have noticed an increase of misconduct

cases related to educators misusing social media. It is always

tragic when an educator (sometimes unknowingly) steps

across lines of appropriateness and a child is harmed and a

career is ruined. Even more tragic is when the internet is used

as a predatory tool to seduce children. In both cases the

right information for teachers, administrators, and parents can

make an important difference.

The Executive Board is pleased to announce that NASDTEC

has partnered with Frederick S. Lane to conduct webinars

that focus on the dangers of misusing social media. Mr. Lane

is a nationally-recognized expert on privacy and the impact

of emerging technologies on society. He is an author, attor-

ney, educational consultant, expert witness, and lecturer who

has spoken to colleges, universities, and school districts

around the country on a variety of issues, including student

safety, electronic misbehavior, and digital privacy. Mr. Lane

has written seven books, including most recently Cybertraps

for the Young and American Privacy: The 400-Year History of

Our Most Contested Right. During the course of his writing ca-

reer, he has appeared as a guest on a variety of national me-

dia programs, including Comedy Central's The Daily Show

with Jon Stewart; ABC's Nightline and Good Morning America

Weekend; CBS's 60 Minutes and Sunday Morning with Charles

Osgood; NBC's Today Show and Weekend Today; as well as

numerous local and national radio programs. He is currently

working on his next book, entitled Cybertraps for Educators.

Pilot Project: Tracking Educators Who Left Your Jurisdiction

A new Council for the Accreditation of Educator Preparation (CAEP) standard requires educator preparation pro-

gram providers (EPPs) to demonstrate the impact of their graduates on P-12 student learning and to determine the

satisfaction of their graduates with the preparation they received. With major support from the Georgia Profession-

al Standards Commission, three jurisdictions in the NASDTEC Southern Region are currently engaged in a pilot pro-

ject whose outcome will be a network to help jurisdictions and educator preparation providers within those jurisdic-

tions locate program completers who may be certified and/or employed in other states besides their “home prep-

aration states.”

The resulting system could also validate credentials, employment, and preparation records among states for

teachers prepared both in traditional programs and non-traditional programs. Assistance in locating program

completers will be a valuable asset as EPPs collect and analyze data to improve their programs and to meet ac-

creditation standards. Validation of credentials and related information is valuable in each state’s credentialing

process.

Due to the leadership of our colleagues at the Georgia Professional Standards Commission particularly, Tom Hall,

Chuck McCampbell, Anne Marie Fenton and Cyndy Stephens, this project is currently in a pilot phase with three

southern jurisdictions.
