ANGELES CITY – Citing soar-ing number of cellphone-relatedvehicular accidents, Tarlac 2nddistrict Rep. Susan Yap hasappealed to her colleagues tofully back her bill that makesusing cellphones while driving acriminal act.

Unlike similar bills imposinglower penalties for offenders,Yap’s House Bill No. 318 impos-es a fine ranging from P3,000 toP10,000 or imprisonment of notmore than a year.

Yap bill: No texting, calling while drivingShe cited a report of the Phil-

ippines Global Road SafetyPartnership (PGRSP) and thePhilippine National Police (PNP)showing that cell phone-relatedaccidents significantly increasedfrom 70 cases in 2008 to 491 in2009.

“The data translates to anincrease of 601percent in roadaccidents involving motoristsusing cellular phones while driv-ing,” she said.

She noted that “while cellu-lar phones have become an in-tegral part of our business and

personal lives, the alarming fig-ures on cell phone-related acci-dents has transformed this tech-nological gadget into a danger-ous device.”

Yap said her proposal wouldmake criminals of drivers whouse their cellphones, either bytexting or voice calling, whilethey are driving. “Under the pro-posed measure, drivers will bepulled over by traffic enforcers ifcaught calling or texting whiledriving,” she added.

Yap stressed that “the dan-ger is not only to the lives and

limbs of the general driving pub-lic but also to the innocent pe-destrians.”

“The early passage of the billcan save a lot of lives and prop-erties and everyone shall bene-fit from the safety of our roadsagain,” Yap said.

Yap said that “although theState recognizes the vital role ofcommunication and informationin nation-building, it puts premi-um on the life and safety of thecitizens by regulating the use ofcommunication gadgets.”

Her proposal remains pend-ing with the Committee onTransportation.

Similar bills were filed in the

last Congress, but these wereovertaken by the May electionslast year. The past bills, howev-er, imposed a fine of only P500for a violator.

Studies have also shown thatcellphone use while driving in-creases to four times the risk ofaccidents that also endangerspedestrians.

Records from the Metropoli-tan Manila Development Author-ity (MMDA) metropolitan safetyunit showed that there were30,001 vehicular accidents in themetropolis during the first half of2007 and “a number of thesemay be attributed to the use ofmobile phones while driving.”

MALOLOS CITY – TheBulacan provincial govern-ment is targeting at least300,000 dogs for its mas-sive free vaccination thisyear after 19 persons diedof rabies last year.

Bulacan is also givingaway free anti-rabies vac-cines to victims of animalbite in an attempt to pre-vent new cases of deathsdue to rabies.

He added that the freevaccination program cameafter the province regis-tered the highest numberof rabies related deaths inthe country last year with19 confirmed victims

based on the Departmentof Health (DEOH) report.

At present, he saidthat they have vaccinatedover 6,000 dogs in thetowns of Bustos, Baliuag,Pandi, Guiguinto, andCalumpit.

“We are looking for-ward to completing vacci-nation at San Jose DelMonte City this week, thenwe will proceed to othertowns which are includedin our priority critical ar-eas,” he said.

Other priority criticalareas are San Rafael,San Miguel, MeycauayanCity, Malolos City, San Il-defonso, Norzagaray, Don-

ya Remedios Trinidad,Marilao, Bocaue, Pulilan,Sta. Maria, Paombiongand Plaridel.

Basinang also said thatthose towns and citieswere included in the prior-ity and critical areas dueto confirmed reports of ra-bies.

“The best way to stoprabies is to stop it atsource by vaccinatingdogs,” he said noting thatevery dosage of vaccine isgood for a year.

Basinang also calledfor further support from lo-cal officials and dog own-ers in order to fast tracktheir mission.

“We need local officials’support by disseminatinginformation to their constit-

uents; and for the downowners to keep their dogsand bath them a day be-fore we come to theirplace because it usuallytakes longer to vaccinatedogs if the owners stillhave to catch their pet,” hesaid.

While conducting vac-cinations, Basinang saidthat they are also distrib-uting leaflets to local resi-dents on responsible petownership.

“It’s just a simple re-minder that they shouldtreat their pets as part oftheir family, because ifthey will not take care oftheir pets and let them loseroaming around, it be-comes a nuisance to thecommunity,” Basinang

Dr. Joycelyn Gomez ofthe provincial public healthoffice said that increasingnumber of human deathsdue to rabies can betraced to lack of treat-ment.

“They must consult im-mediately with health pro-fessional because rabiesis a serious disease andcan cause death, a pain-ful death,” Gomez said.

SO WHAT else is new?That is the bitter lamentations and raging recriminations after

each edition of the hot air balloon festival, the single biggest tourismevent in Clark: indeed, the very reason for the freeport’s being. Thatis if we go by the sickening obeisance the Clark Development Corp.pays to one Capt. Joi Roa, the ballooned impresario.

Raged one matron: “Ano ba ang hot air balloon na yan? Pinapilaang mga tao dun ng 4 a.m., tapos nung nakalipad na lahat angballoon ng 7 a.m., saka sinabi na walang ma-accommodate. Mgapamangkin ko galing pa ng Australia, Numbers 8 and 9 sila saballoon ride list, pinigil. Inuna ang VIPs. Hindi na nakasakay, walaman lang refund. Sayang, nagastos pa kami sa hotel. Wala namangnangyari. Lumalabas, habol lang ng organizers yung P150 entranceat P50 parking fees. Pinagkakaperahan lang ang tao.”

The lamentation of that matron was but one of the text messageswe received from disgusted, dismayed, enraged hot air balloonfestival goers. And there were others who made SM City Clark’scoffeeshops the sounding boards for their similar rants at the justconcluded fest.

Up and away

And again, workers in the garment factoriesand duty free shops, call center agents, staff ofhotels and casinos, down to the constructioncrews in various sites at the Freeport uniformlycomplained of getting to work late for the durationof the festival. And with that, a cut in their pay forthe day.

“Peste, hindi festival, sa hanay ng mgamanggagawa sa Clark ang hot air balloon na yan.”So damned a sewer.

And again too, local media cried“Discrimination!”

Manila-based reporters sported special presscards and bracelets marked “VIP” which entitledthem to a special tent where food and drinks wereserved.

The local mediamen had only puny press cardsthat prevented them access to the special tent.(Served you right for being thick-skulledmasochists. Roa himself proclaimed, two yearsago pa: “I don’t need the local media.” So whystill bother covering his festival, only to be gripinglater?)

Even photographers from the CDC public affairsdepartment were themselves given the evil eyewhen they tried to enter the special tent.

So these people – festival patrons, Clarkworkers, the local media – and a lot more arecomplaining?

So what?Roa has staged his spectacular show and his

principal partner, Benny Ricafort of CDC is all agog,in the afterglow of what to him is one more grandaccomplishment of his CDC presidency.

If Ricafort could not the least be bothered byquestions over the (im)propriety, if not patentillegality, of the unliquidated and thereforeunaudited P3.5-million subsidy the CDC doles out

to Roa year after year for the hot air balloonfestival, why should he give the least of his attentionto these gripes?

So the P3.5-million subsidy, in Ricarfort’s ownwords, is “to finance the design services andproduction costs of promotions and for the medialaunch.”

So to PR – promotions and press relations,we presume – the P3.5 million was intended.So to PR it went. Presumably so, PR being onehallmark of the Ricafort CDC incumbency. Why,only in December last year, a CDC directorannounced to a group of mediamen that the CDCBoard had approved the CDC’s “special PRbudget.” Which, both promotion and ad agenciesand media entities have yet to feel up to thistime.

In the light of the Senate hearings on corruptionin the Armed Forces of the Philippines, of thecurrency of “pabaon” to retiring chiefs of staff, wemay have to consider – no matter the seemingludicrousness – a totally different meaning to PRhere.

Already, we are hearing from within and outsideCDC of PR taking the meaning of Pabaon kayRicafort. Complete with a vision of Ricafort on aloaded hot air balloon, singing “up, up and awayin my beautiful balloon…”

No, I don’t like to even entertain so maliciousa thought, For Christ’s sake, Ricafort is a goodman. See how many amputees he has made towalk again with prosthetics. See how manyngongo and bungi he has made to smile againthrough cleft palate surgeries. See what has hedone for the Clark Freeport.

So what has he done to the Freeport?Yeah, I could only join in singing – off-key and

all – “up, up and away…”

LIKE ITS neighboring Asian countries, the Philippines is a regionof mouth-watering delights. Consider the following: lechon (roastedwhole pig or chicken), sinigang (chicken, pork or beef soup usuallyprepared with tamarind and other ingredients), dinuguan (pork bloodstew) and adobo. Among these delectable meals, adobo best fitsthe title, “The National Dish” along with mango, milkfish (bangus),and carabao as other iconic symbols of the country.

One Filipino food writer wrote: “Aside from the fact that adobois well-loved by Filipinos, the dish also makes use of many of ourlocal ingredients giving adobo the distinct Filipino flavor. We cangive credit to the pure cane vinegar for the adobo’s rich sour tasteand to the locally-produced soy sauce for its savory and salty feel.Sitaw or kangkong can also be added for healthier alternative. Forspicier versions of adobo, adding siling labuyo and recado enhancesthe over-all zest of the meal.”

Indeed, there’s no other Filipino dish that cancompete with adobo in terms of versatility andvariety. Mixing vinegar, soy sauce and spices witheither chicken, pork, fish, kangkong, or sitawwould yield to different varieties of the famousFilipino dish.

There are many ways to cook adobo. To namea few: adobo sa gata, adobong matamis, adobongtuyo, adobong masabaw, adobo sulipan, adobosa pinya, and adobo sa kalamansi. Adobo canalso fill the pandesal, siopao, and puto, be madeinto adobo flakes, be poured evenly into pizzas,and be mixed with spaghetti. And if those are notenough, local food companies have recently comeup with adobo sauce and adobo spread.

“There are as many recipes for adobo as thereare Philippine islands,” noted New York Timesfood columnist Sam Sifton. “If you could devoteyour life to traveling through (the more than 7,000islands) asking questions about food, you woulddiscover a different recipe for adobo on each one.”

In his column, Sifton wrote: “There is great funto be had in asking Filipinos how to make adobo,particularly when they are in groups. Filipinocooking is an evolutionary masterpiece, a cuisinethat includes Chinese, Spanish, American andindigenous island influences, all rolled into one.But where for one Filipino the most importantaspect of the dish is Spanish, for another it isChinese, or both, or neither.”

Adobo is the result of the eclectic influences,both regional and historical, that come togetherin many Filipino dishes. “Philippine cookingprobably reflects history more than a nationalcuisine,” says Cecilia Florencio, a nutritionprofessor at the University of the Philippines.

Or to quote one local saying: Philippine foodwas prepared by Malay settlers, spiced by theChinese, stewed by the Spanish andhamburgerized by the Americans. Adobo is allbut the last.

From the northernmost stretch of islands ofBatanes to the vinta-dependent islets of Tawi-Tawi,adobo is a staple cuisine along with other regionalfavorites like the papaitan for the Ilocanos,pinikpikan for the Ifugaos, the Bicol Express forthe Bicolanos, and the kinilaw for Visayans. Nowonder, the first thing most Filipinos who havebeen abroad request when they come home isadobo.

Adobo is prepared in regions of Latin Americaand Spain, but the cooking process is indigenousto the Philippines. According to historical records,when the Spanish invaded the Philippines in thelate 16th century through Mexico City, they foundan indigenous cooking process that involvedstewing with vinegar. They referred to this methodas “adobo.” Over time, dishes prepared in thismanner came to be known by this name as well.

Sifton even mention the history in his column.He pointed out: “The journalist and food historian

Raymond Sokolov has made the point that theingredients for adobo were present in thePhilippines before (Ferdinand) Magellan — onlythe name, which comes from a Spanish word forsauce, came later. ‘Lexical imperialism,’ he calledthis process.”

But the main thing about adobo is that it iscook differently. Sifton wrote: “Husbands arguewith wives about adobo. Friends shoot each otherdirty looks about the necessity of includingcoconut milk or soy sauce in the recipe. Thereare disputations over the kind of vinegar to use,over the use of sugar, over the inclusion of garlicand how much of it. Some use chicken exclusivelyin the dish, others pork, some a combination ofthe two.”

For those who have not tried adobo yet, thewords of Yan Susanto, an occasional online writer,is an eye-opener: “The flavor of this exquisitecuisine will certainly be liked by anyone who hastasted it the first time; they will even be asking formore after the first bite. The spicy flavor of thetenderized chicken and/or pork is so irresistibleand the aroma will soothe your sense of smelland tease your taste buds.”

Now are you ready to cook your own adobo?Here’s one classic recipe whose estimatedcooking time is about 50 minutes. What youneed are the following: one-half kilo of pork cut incubes and one-half kilo of chicken and cut intopieces, one head minced garlic, one-half dicedyellow onion, one-half cup soy sauce, one cupvinegar, two cups of water, one teaspoon paprika,five bay leaves, four tablespoons of cooking oil orolive oil, two tablespoons cornstarch, and salt andpepper to taste.

To cook adobo, follow these instructions: In abig sauce pan or wok, heat two tablespoons of oilthen sauté the minced garlic and onions. Addthe pork and chicken to the pan. Add two cups ofwater, one-fourth cup of soy sauce, vinegar,paprika and the bay leaves. Bring to a boil. Coverand simmer for 30 minutes or when meat is tender.

Remove the pork and chicken from the saucepan and on another pan, heat cooking oil and brownthe pork and chicken for a few minutes. Mix thebrowned pork and chicken back to the sauce andadd cornstarch dissolved in water to thicken. Addsalt and/or pepper. Bring to a boil then simmerfor an additional five minutes. Serve hot with theadobo gravy.

“Adobo is usually served with rice, the staplefood of the Filipinos,” wrote Susanto. “But mostof the foreigners who visit the Philippines preferto eat it just as it is because of its taste. In fact,most of the visitors in the country look for such agreat cuisine while enjoying their Philippinevacation. The good thing is, hotels in thePhilippines often serve adobo during breakfast asan appetizer.”

Adobo, anyone?

ON THIS DAY, the BataanPeninsula in the Philippines isoccupied by American troops,almost three years after thedevastating and infamousBataan Death March.

On April 3, 1942, the Japa-nese infantry staged a major of-fensive against Allied troops inBataan, the peninsula guardingManila Bay of the Philippine Is-lands.

The invasion of the Japa-nese 14th Army, led by Gen.Masaharu Homma, had alreadyforced Gen. Douglas Mac-Arthur's troops from Manila, thePhilippine capital, into Bataan.By March, after MacArthur hadleft for Australia on PresidentRoosevelt's orders and was re-placed by Maj. Gen. Edward P.King Jr., the American LuzonForce and its Filipino allieswere half-starved and sufferingfrom malnutrition, malaria, beri-beri, dysentery, and hookworm.

Homma, helped by rein-forcements and an increase in

artillery and aircraft activity,took advantage of the U.S. andFilipinos' weakened conditionto launch another major offen-sive, which resulted in AdmiralKing's surrender on April 9.

The largest contingent ofU.S. soldiers ever to surrenderwas taken captive by the Japa-nese. The prisoners, both Fili-pino and American, were at onceled 55 miles from Mariveles, onthe southern end of the BataanPeninsula, to San Fernando.

The torturous journey be-came known as the "BataanDeath March." At least 600Americans and 5,000 Filipinosdied because of the extremebrutality of their captors, whostarved, beat, kicked, and bay-oneted those too weak to walk.

Survivors were taken by railfrom San Fernando to prisonerof war camps, where another16,000 Filipinos and at least1,000 Americans died from dis-ease, mistreatment, and star-vation.

America avenged its defeatin the Philippines generally,and Bataan specifically, withthe invasion of Leyte Island inOctober 1944.

General MacArthur, who in1942 had famously promised toreturn to the Philippines, madegood on his word. With thehelp of the U.S. Navy, whichsucceeded in destroying theJapanese fleet and left Japa-nese garrisons on the Philip-pine Islands without reinforce-ments, the Army defeated ad-amantine Japanese resis-tance.

In January 1945, MacArthurwas given control of all Ameri-can land forces in the Pacific.On January 9, 1945, U.S. forc-es sealed off the Bataan Pen-insula in the north; on Febru-ary 16, the 8th Army occupiedthe southern tip of Bataan, asMacArthur drew closer to Ma-nila and the complete recap-ture of the Philippines.

CITY OF SAN FERNAN-DO – The provincial gov-ernment has facilitated therepatriation of the remainsof three Overseas FilipinoWorkers (OFWs) who diedrecently in three separateincidents in Kuwait andKingdom of Saudi Arabia.

The Pampanga ActionCenter for Overseas Filipi-no Workers Concerns(PACOC) disclosed thatthe remains of JosephGaudencio S. Canilao, anative of Masantol townwho died in a vehicularaccident in Kuwait lastJanuary 12 was repatriat-ed and brought to his res-idence in barangay SanIsidro in San Simon lastFebruary 1.

Gov. Lilia “Baby” Pine-da created the PACOC tooversee the welfare ofOFWs and their families.

Michael M. Roque, an-other OFW from barangaySta. Cruz in Lubao whodied in a trailer accidentwhile on official duty in Riy-adh, Saudi Arabia lastDecember 21 was broughthome on January 27.

Ronaldo L.Bondoc’sremains, another OFWfrom Barangay Lagundi,Mexico who died due toheart attack in Gizan alsoin Saudi Arabia last Octo-ber 7, were repatriated lastFebruary 4.

“His remains were re-patriated in less than onemonth only,” Dale said.

Pineda, according toPACOC Head Maria ElizaRey M. Muñoz, providedfinancial help to the fami-lies of the deceasedOFWs.

She added that the pro-vincial government,through the PACOC, sentits formal condolences tothe bereaved families ofthe three dead OFWs.

Earlier, the action cen-ter also facilitated the re-patriation of two OFWSfrom Riyadh in the King-dom of Saudi Arabia to theirhometown in Lubao town.
