Olivenhain Municipal Water District RFP RW Main Ext. 153 Flowmeter Page 1 of 4 March 2020 Olivenhain Municipal Water District Recycled Water Main Extension 153 Flowmeter Request for Proposal-Design Phase Introduction and Background The Olivenhain Municipal Water District (District) is located in the semi-arid area of Southern California in north San Diego County. Similar to other agencies in the region, the District has no local water sources and has been reliant on the importation of water via the local potable water purveyor, the San Diego County Water Authority. The District has experienced a large amount of growth in the twenty years and therefore an increased demand for potable water. In order to help offset the increased demand for potable water and to ensure compliance with Senate Bill SBx7, the District has expanded its utilization of recycled water, which is a local, drought-resistant source of irrigation water, to water golf courses, greenbelts, playing fields, and other landscaped areas. Main Extension 153 is a recycled water distribution pipeline that follows San Dieguito Road and serves customers in the Fairbanks Ranch and San Dieguito Valley Areas. It was originally constructed in 1991 to provide raw water to the Del Mar Country Club golf course and later converted to recycled water when supply became available. Current customers include the following: Rancho Santa Fe Farms Golf Club and HOA, Morgan Run Club and Resort, Fairbanks Ranch Country Club; and, the Del Mar Country Club. The pipeline can be supplied by several sources including the District’s 4S Ranch Water Reclamation Facility (WRF), the Rancho Santa Fe Community Services District’s Santa Fe Valley WRF or the City of San Diego through an existing City of San Diego connection known as SD #1. SD #1 is served by a flowmeter on the City side. The District desires to add a flowmeter to the existing facilities and is requesting proposals for the design of precast meter vault and flowmeter. Project Objectives

The District has the following objectives for this project:

1. Provide a preliminary design that that features minimal disruption to the recycled water delivery system.

2. Prepare plans and specifications for public bidding. 3. Provide engineering support during construction. 4. Provide as-built drawing for the District’s records. 5. Provide a Project that is within the District’s budget.

Scope of Services

General Tasks

The consultant is expected to complete the following tasks throughout the project:

G-1. Project Management Provide project management to achieve the project objectives and stay within budget and schedule. Provide a bi-weekly e-mail project status report. Notify the District immediately if any budget or schedule variances are expected.

G-2. Quality Control/ Quality Assurance Prior to submitting any materials to the District, provide QA/QC reviews in accordance with the Consultant’s internal processes and procedures. The reviews will provide an independent check of the work. All submittals will indicate the name of the reviewer.

Preliminary Design

P-1. Identify any Special Construction or Permit Areas

Identify any areas within the proposed construction area that will require special construction techniques or permits.

P-2. Construction Cost Estimate and Schedule Prepare an opinion of probable construction cost broken down by the major items of work. If the estimate exceeds the District’s budget, make suggestions on changes to stay within budget. Prepare a construction schedule that shows, at a minimum, completion of the plans, bidding, award, construction, and start-up.

P-3. Prepare Preliminary Design Letter Report Prepare a draft preliminary design letter report (PDR) with 30% design plans. Include any alternative design that would minimize system interruption. Meet with the District to discuss the letter report.

Final Design, Plans, Specifications, and Cost Estimate

Submit Plans at 90%, and Final levels of completion.

Submit technical specifications at 90 percent completion. The District’s Standard Specifications and Drawings will be incorporated, where applicable.

FD-1. Prepare Mapping Complete field surveys necessary to develop the base topographic mapping for design. Conduct a field investigation to review survey information and utilities.

FD-2. Utility Record Research Complete records research and coordinate with utilities and agencies to locate existing and proposed facilities in order to minimize disruptions to, or modifications of, all utilities impacted by the project.

FD-3. Flowmeter Plans, Specifications, and Estimate

Prepare plans and specifications for the flowmeter. The design drawings will be prepared in AutoCAD. The District will provide a technical specification template in MSWord including but not limited to the bid schedule and Means and payment which will be modified as required for the project by the Consultant. Meet with the District to review comments on the progress submittals.

FD-4. Construction Cost Estimate and Schedule Provide an opinion of probable construction cost broken down by the major items of work. If the estimate exceeds the District’s budget, make suggestions on changes to stay within budget.

Final Design Deliverables

1. Anticipated planset: title sheet, notes sheet, plan & profile with connection detail. 2. 90 Percent Submittal - 2 Sets of full size plans (24” by 36”); 1 set of half size

plans; 1 copy of technical specifications, all labeled “90 Percent Submittal”; opinion of probable construction cost and schedule; pdf files of the submittal.

3. 100 Percent Submittal - 1 Set of full size plans; 1 set of half-size plans; 1 copy of technical specifications, all labeled “100 Percent Submittal”; opinion of probable construction cost and schedule; pdf, CAD, and Word files of the submittal.

4. Final 100 percent submittal-1 Set full size mylars signed by the District incorporating all final District comments; 1 set of technical specifications incorporating all final District comments; pdf, CAD, and Word files of the submittal.
