INDUSTRY UPDATE CONCERNING AS/NZS 4417

1.0 Background

Due to the influx of non-conforming electrical building products imported into Australia over the past 10 years, Standard AS/NZS 4417 was amended to include ‘Building Wiring Cable’ to the list of products requiring regulatory approval and the Regulatory Compliance Mark (RCM), as Level 3 classifications.

• The list of products and detailed description of ‘Building Wire Cable’ is contained in AS/NZS 4417 Part 2.

• Items on the list are required to be marked to show approval.

• Marking is by means of the model number and the RCM.

Whilst most states can refer to the AS/NZS 4417, the NSW Regulatory body is required to document items requiring approval by means of a specific Gazette issued in NSW.

On 10th March 2017, ‘Building Wiring Cable’ was added to the NSW Declared Electrical Articles List in compliance with the NSW Electrical (Consumer Safety) Act 2004. The NSW Gazette’s definition of ‘Building Wiring Cable’ (point 2.0 as per page 4) was mandatory as of 29th January 2018, however a second Gazette was issued on 6th of February to change the date to 1st July 2018.

2.0 Definitions of “Building Wiring Cable”

2.1 Definition as per AS/NZS 4417

An electric cable that –

(a) has 1-5 conductors of stranded or solid cores of copper conductors;

(b) has an insulated and laid up flat or circular configuration;

(c) is sheathed or unsheathed insulated cable;

(d) is intended for use at a rated voltage of between 200 and 250 V, single phase, or between 350 and 450 V, multiphase, RMS, AC between conductors or to earth;

(e) is intended for use in buildings or similar structures; and

(f) has a nominal cross-sectional area per conductor from 0.5mm² to 16mm²; but does not include –

(g) armoured, metallic screened and metal sheathed cables

Class specification:

• For working voltages up to 0.6/1(1.2) kV – AS/NZS 5000.1

• For working voltages up to 450/750 V – AS/NZS 5000.2

2.2 NSW Department of Fair Trading – Definition of ‘Building Wiring Cable’

A single or multicore electric cable insulated with polymeric materials, that: -(a) has one to five conductors of stranded or solid cores of copper conductors;(b) has an insulated and laid up flat or circular configuration;(c) is sheathed or unsheathed;(d) has a nominal cross-sectional area of 0.5 mm2 to 16 mm2;(e) is intended for use in electrical installations at working voltages up to: - (i) 450/750V; or (ii) 0.6/1 (1.2) kV But does not include—(f) armoured, metallic screened and metal sheathed cables.

Class Specification:

• For working voltages up to 450/750 V - AS/NZS 5000.2: 2006; or• For working voltages up to 0.6/1 (1.2) kV - AS/NZS 5000.1: 2005.

3.0 The RCM mark as required by AS/NZS 4417The RCM is as per below:

It is different to the A-tick symbol (you may have seen).This symbol is meant to be on the article, next to the Model Number, but can be on the packaging if it cannot be displayed on the article itself. (See AS/NZS 4417 Part 1 Clause 3.2)

4.0 Nexans Olex Product Compliance Description

As per AS/NZS 4417.2 requirements, all level 3 equipment and ‘Declared Electrical Articles’ in NSW must be certified, i.e. independently tested by an accredited test facility and a ‘Certificate of Approval’ issued by the Regulator or another accredited agency. Nexans Olex has engaged TÜV Rheinland Australia, with all testing completed for the applicable product range and all comply with the relevant Australian Cable Standard, AS/NZS 5000.1 or AS/NZS 5000.2.

The Nexans Olex product range that this scheme applies to are listed below:

Cable Classification:

For working voltages up to 450/750V – AS/NZS 5000.2

• All PVC/PVC insulated and sheath Flat TPS (CACP, CNCP, EACP, ENCP, CNZQ series) and single core (AABP series). Refer to Certificate AZ69021958.

• All PVC/PVC insulated and sheathed Orange Circular (CNHP, ENHP, and GNHP series) with voltage rating of 450/750V and conductor sizes from 1.5² up to 16mm². Refer to Certificate AZ69021956.

For working voltages up to 0.6/1 (1.2) kV – AS/NZS 5000.1

• All PVC/PVC insulated and sheathed Orange Circular (DNHP, FNHP, HNHP series) with voltage rating of 0.6/1kV and conductor sizes from 1.5mm² up to and including 16mm². Refer to Certificate AZ69022504.

• All PVC insulated and (unsheathed) (BAAP series) with voltage rating of 0.6/1kV and conductor sizes from 1.0mm² up to including 16mm². Refer to Certificate AZ69021955.

5.0 Nexans Olex Product Compliance Markings

Cable Marking

Compliance Marking:

Nexans Olex has taken steps to quickly identify packaged cables that are compliant with Standard requirements. Compliance marking on cable is shown below. Nexans Olex cables are marked with a TUV reference number. Please note that the authorised marking is the certificate number given in section 4.0 but the ‘69’ is omitted, hence it becomes TUVxxxxxxEA followed by 6 characters, ending in “EA”.

Drum Marking

All cables up to 16mm² will be printed with a compliance number, starting with TUV (followed by a 6-digit part number as per above).

A label is fixed on the pallet wrap to verify compliance to AS/NZS 4417 as shown in Image 1.

The RCM logo is printed on the product label to verify compliance to AS/NZS 4417 as shown in Image 2.

Identification on Drum and Pallet for working voltages up to 0.6/1 (1.2) kV—AS/NZS 5000.1:

• All cables up to 16mm² will be printed with a compliance number, starting with TUV (followed by a 6-digit part number ending with “EA”)

• A small break point label is fixed over the product label on each drum or plastic reel to display compliance to AS/NZS 4417 as per Image 3.

• The RCM logo is also printed on the product label to verify compliance to AS/NZS 4417 as per Image 3.

Pallet Marking

When product is stretched wrapped, a larger label is attached to indicate the pallet of drums or reels are AS/NZS 4417 compliant as per Image 4.

6.0 EESS Database

The Electrical Equipment Safety System (EESS) incorporates a National Database that is the gateway for in-scope electrical equipment registration in Australia and New Zealand.

The database records the registration details of Responsible Suppliers of electrical equipment in Australia and New Zealand. Responsible Suppliers are required to register their details on the database. As part of the registration process, Responsible Suppliers also make a declaration that the equipment they sell meets relevant standards and is electrically safe.

A noted search method is to type the certificate number provided in section 4.0 (typed in as shown) in the “Certification No.” field followed by “Olex Australia” in the “Applicant” field. Then hit “Search”

8.0 Nexans Olex – NSW Distribution and Cutting Centre

In July 2017, Nexans Olex NSW opened a new distribution and cutting facility through Silk Contract Logistics to increase productivity, streamline ordering processes, and overall improve the customer experience. The distribution and cutting centre has doubled our NSW capacity and capability and we continue to build the service

in accordance to customer needs. Speed, accuracy and efficiency have all increased, and transit times have since reduced from 3 days to just 1!
