In September 1797, three hunters captured 1 boy about twelveyears of age 2 the Caune Woods in France. The 3 in Paris weregreatly interested in 4 boy, who had apparently lived most 5 his lifewithout human companionship. Some 6 imagined they would seeman in 7 most natural and noble state. Others 8 to hear the boyspeak the 9 “unlearned” language of man, which they 10 wouldmost likely be Hebrew. What 11 saw, however, was a dirty creature12 scratched and bit, jumped about, and 13 noises like an animal.Dr. Pinel, 64 specialized in treating mental disorders examined 15boy and announced that he was 16 idiot and would not likely be 17by any kind of training.
Jean-Marc-Gaspard Itard, 18 young doctor. was convinced,however, that 19 boy pould be helped. since he 20 that his lowintelligence was caused 21 his solitary life in the woods 22 about theage of seven and 23 his ignorance of language. Itard took 24 boyand worked with him 25 five years. Victor, as Itard called him, 26not learn to speak French, but 27 was able to understand a large 28of written words and phrases. I-Ie 29 obey simple written commandsand could 30 word cards to show his desires. 31 also acquired themanners and appearance 32 a civilized young man. Victor had 33been helped by education, but Itard 34 concluded that Victor couldnot be 35 improved because his intelligence was subnormal.

Two years ago I stood here 1 newly-elected president andstated that I 2 fully aware of my own limitations 3 had no intentionof competing with 4 of my great predecessors in office. 5 expressedcomplete confidence that the administration 6 starting and now ending
would fully 7 up to our high standards. 1 8 that confidence uponthe assistance 1 9 certain would come from the former 10, the officers,
the committees, and above 11 from the membership. My confidencehas 12 fully justified. Thanks to all, the 13 have recorded a steadyrise in 14 power and prestige of this 15. Each month has been
marked by 16 steady and healthy rise in our 17 .
Now I come to the end 18 the road. The friendly cooperationand 19 warm comradeship of all of you 20 dispelled the difficulties;the path proved 21 pleasant one, and the two years, 22 me, werememorable and happy. You 23 answered promptly and wholeheartedlyevery call 24 made upon you for service. The 2!5 years haveheartened me with their 26 experiences. They have brought me 27new and wonderful friendships which are 28 among my most cherishedpossessions. My 29 thanks then to all of my 39 members as 1 stepback into 31 ranks to serve under one whose 32 of accomplishmentsensures us that under 33 leadership our beloved association will go 34to greater achievements.
