Greetings!

As we get into the spring training season, a lot is happening within the Rescue

and Instructor programs at FST. We recently had a standard update to NFPA

1006 Standard for Technical Rescuer Professional Qualifications and 1041

Standard for Fire Service Instructor Professional Qualifications and will

reviewing our current programs to see what needs updating to coincide with

the standard. In July FST will be changing to the new Fire and Emergency

Services Instructor 8th edition manual from IFSTA. As a part of this change,

we will be updating the curriculum as well.

Next, I would like to take a moment to thank a couple gentlemen Randy Janoe,

Fire Chief Antlers FD and Nick Conner, Park Ranger Osage Hills State Park.

These two men have spent long hours developing the new Wilderness Search

and Rescue course (pg.9) for FST. This new program is an introduction for

emergency service personnel that may become involved in a missing persons

incident. This is the first course in this series. Several more will be available

in the near future.

Call Oklahoma State University – Fire Service Training (OSU-FST) at 1-800-304-5727 to register for a class. Preregistration is required for all Fire Service Training classes. Registration will begin 90 days prior to the class start date. You may preregister earlier than 90 days for all NFA classes. All registration fee amounts quoted throughout this brochure are for Oklahoma emergency responders. If you need information on out-of-state, industrial, or government costs, please call the OSU-FST office at 1-800-304-5727 or visit the FST website at www.osufst.org.

Cancellation Policy All OSU-FST classes have a minimum number of students required to hold the class. These numbers vary with the individual classes due to safety considerations, activities, and efficient and economical use of resources.

The student or organization representative that has registered a student for an OSU-FST course must notify OSU-FST at least five (5) business days prior to the start of the course, that the student will not attend the course, to avoid being billed.

The student or organization representative who registered the student will be issued a “cancellation” number when canceling the student out of the course.

Classes that do not have a registration fee – The student or organization representative who placed the registration will be billed a $15.00 administrative fee if the student fails to attend the class he/she is registered for, and has not obtained a cancellation number at least five (5) business days prior to the start of the course.

Classes that have a registration fee – The student or organization representative who registered the student will be billed the full registration fee if the student fails to attend the class he/she is registered for, and has not obtained a cancellation number at least five (5) business days prior to the start of the course.

Outline: Provides advanced knowledge and skill covering such topics as fire

prevention practices, fire detection alarm and suppression systems, strategies and tactics for initial company operations, fire cause, incident management, hydrant and hose testing, and fire suppression coordination. This course will prepared students to take the Firefighter II certification exam.

Prerequisites: Firefighter I, Flammable Liquids and Gas Fire Fighting, Vehicle

Outline: This first half of this course addresses the concept of size up and its role in

fire ground decision making. The course uses small group activities where students size up a variety of structural fire situations. Arrival radio reports are also addressed

and students practice delivering radio reports following size up. Next the course addresses the exterior offensive fire attack strategy. Students will consider the advantages and limitations of this strategy; the impact of exterior fire attacks on fire behavior; and ventilation methods and fire streams which are used with exterior offensive attacks; the course uses small group activities where students evaluate a fire scenario, determine if an exterior offensive fire attack is feasible, and then develop a strategy for making that attack.

Outline: New Vehicle Technology covers technology in modern vehicles today, such

as airbags, seatbelts, rollover protection systems, hybrids, alternative fuels, etc.

Outline: Vehicle Extrication is designed to address NFPA 1006/1670 level which is

the technical knowledge and skills necessary for fire/emergency medical services personnel to efficiently manage emergencies requiring vehicle extrication. The technical overview includes implementing and utilizing the incident command system, response to emergency calls, scene size-up, site control, scene management, identification of common hazards, safety considerations and vehicle design. Practical stations provide students with various stabilization techniques for all types of vehicle situations, patient assessment/protection/packaging/treating and removal, proper and effective use, care, and maintenance of manual and specialized equipment, as well as procedures for extrication of victims.

*This course meets the requirements for NFPA 1001 Firefighter II

Outline: Introduces basic individual skills and rescue team operations. The 16-hour

program considers the rope rescue environment along with rope rescue equipment selection and use, knots, single point anchors, fixed rope systems, construction and operation of belay systems, rappelling, and system safety checks.

Outline: The goal is to foster individual and team skills utilizing extrication techniques

specific to agricultural equipment, recognition of on-scene hazards, protocols for safety, and patient packaging considerations. Students will be provided with a safe environment while learning proper techniques in disassembly of equipment, use of extrication tools, and team evolutions.

Introduction to Farm Machinery Rescue

Outline: Participants will learn to recognize the need for wilderness search and

rescue, properly assess the situation, identify resources needed, and recognize the general hazards with wilderness search and rescue incidents. Proper equipment selection and basic land navigation will conclude this course.

Train-the-Trainer (TtT) programs are completed through a teach-back/task-book

system. For each of the course titles an instructor candidate is wishing to teach the

candidate will be required to assist current FST instructors with the delivery of at least

two classes. During these classes, FST instructors will work with instructor

candidates, guiding them in the delivery of subject

matter and conducting skill training in a safe and

effective manner. Instructor candidates will also

be given a task book that contains the learning

objectives for that given course that must be

Outline: The students will receive comprehensive, performance-based training and

instruction that provides the emergency responder with knowledge and skills to analyze, interpret collected information, plan, implement, and terminate the incident at the technician level to qualify for IFSAC/ProBoard accredited certification--Hazardous Materials First Responder: Technician Level. The 89-hour course covers all aspects of NFPA 472, Chapter 6, and will enable students to experience hands on simulations of emergencies involving rail cars, tanker trucks, cylinders of various sizes, totes, drums, and pipe/valve leaks.

Outline: The students will receive an over view of the competencies

addressed in NFPA 472, Chapter 6 Hazardous Materials Technician for WMD- Hazmat Emergencies. The 16 hour course will provide emergency responders instruction on incident safety planning, hazardous materials identification & characterization, tactical chemistry with a combination of classroom, scenarios and exercises at the technician level.

Outline: The purpose of the course is to develop the managerial, administrative, and

leadership skills necessary for the first time fire chief to effectively meet their obligations. This two-day course addresses critical knowledge and skills pertaining to the responsibilities of a fire chief; the nature of local politics and the fire chief’s role in local politics; liability and risk management issues and resources available to help the first time fire chief meet their responsibilities. Pre-course assignment must be completed by the student and available for class discussions.

This course is specifically designed for the firefighter who is inexperienced in arson detection and the preservation of evidence at the fire scene. It is not designed for the arson-experienced firefighter or inspector.
