1. SYSTEM DOCUMENTATION OVERVIEW

This System Documentation provides information about the Systems-Level Oil Spill Prevention TrainingProject as well as details of the developed training courses. The documentation is meant to provide support tothe training administrator who may need detailed information about the training as well as technical details oninstallation, administration procedures, and maintenance. Considerable technical information is also providedto support developers with an understanding of the course architecture and software systems, and to identify theplan for upgrading the training software with additional courses (ship classes). The documentation may also beused to support the end user with an overview of the CD-ROM, training courses, and help components.

Sections 2 and 3 of this System Documentation provide some of the background and original vision of the proj-ect. Sections 4 and 5 provide a summary of the product and list stakeholders and key contributors to the proj-ect. Sections 6 and 7 list characteristics of the target audience for the training, as well as overall training objec-tives. Sections 8 through 15 contain details on how the Operational Sequencing System (OSS) CD-ROM isintegrated with the training, directions for installation of the software, as well as technical specifications andadministrative procedures associated with the training. A summary of life-cycle management and a point of con-tact are noted in Section 16. Appendix A contains the contents of the “Help” section and Appendix B providesa glossary of lesson acronyms. Technical software specifications and details are available in Appendix C, and acomprehensive list of contributors are in Appendix D.

2. PROJECT HISTORY

NAVSEA and fleet commanders have identified improved oil manage-ment training for shipboard personnel as a critical requirement for theprevention of oil spills from vessels. To improve system knowledge andenhance personnel awareness, CINCLANTFLT/CINCPACFLT have rec-ommended the development and implementation of a comprehensive spillprevention training program based on an updated OperationalSequencing System (OSS).

A previous training analysis and computer-based training (CBT) valida-tion identified the fleet need for more in-depth knowledge of the oil car-rying systems and more consistent use of the shipboard OSS package. As aresult of those studies, several initial training products have been producedand distributed throughout the fleet, including an 18-minute crew train-ing video, computer-based interactive courseware, and lesson topic guides(LTG). The Chief of Naval Operations directed changes to the fleet-widePersonnel Qualification System (PQS) as a direct result of these efforts.

3. PROJECT VISION

The CBT is designed to meet the Chief of Naval Operations’ directive to“reduce personnel errors as a major cause of spills and form a part of the train-ing foundation required for an effective long-term reduction in oil spills.”Concurrent Technologies Corporation (CTC) followed the training strategydeveloped in the earlier phases of the initiative, and used the body of knowl-edge gained, to build a computer-based training prototype for instruction inoil spill prevention specific to the design, operation, and best practices for oilcarrying systems onboard U.S. Navy ships.

In addition, the CBT reflects the Navy’s commitment to DoD’sAdvanced Distance Learning (ADL) initiative and the SharableContent Object Reference Model (SCORM). An interest inreusable and interoperable training guided the collaboration ofCTC and key U.S. Navy stakeholders, including Naval FacilitiesEngineering Command (NAVFAC), Navy Sea Systems Command(NAVSEA), and Naval Education and Training Command(NETC). The resulting training prototype can be modified andreused for any personnel operating critical oil-carrying systemsonboard Navy ships.

The prohibitive cost of developing content for each ship hull ledto a ship class approach, identifying systems that are similarenough for content to be shared across ship classes. The Navy car-ried out an analysis, populating a matrix showing system similari-ties across ship classes. Initial development proved the concept bycreating content for eight oil-carrying systems for each of two shipclasses, with one shared lesson. If all courses represented by thematrix were developed, 22% of the training would be reused inmultiple courses, leading to efficiencies and cost savings.

Based on the systems matrix, a “library” of lessons for two ship classes (DDG-51 and CG-47) was developed.Each lesson contains content related to one oil-carrying system and packaged in an individual Sharable ContentObject (SCO). The systems matrix identified one oil-carrying system similar between DDG-51 and CG-47.This lesson could therefore be shared by the two courses - true reuse of the training material.

U.S. Navy ships currently require the delivery and management of computer-based training from standaloneworkstations. Navy schools onshore require the same training to be delivered online. To achieve interoperability,CTC used a development process that supports dual deployment: content that works in both Web-based andCD-ROM delivery environments with no retrofit.

The Web-based version is delivered by a Learning Management System (LMS), such as Navy E-Learning. TheLMS provides administration and management, including support for user registration, login, lesson selection,lesson completion tracking, and help with using the LMS.

The CD-ROM version uses a software “shell” to house the same lesson content. This shell functions like anLMS by managing all the SCOs and allowing for some basic tracking of progress.

4. PRODUCT SUMMARY

The training includes simulation of hands-on systems operation for learning activities, as well as animation,graphics, and other media to engage the target audience. In addition, the training is integrated with the OSSCD-ROM distribution of updated hull-specific procedural and system configuration information. Each CBTlesson is designed to be completed in approximately 30 minutes, resulting in approximately 4 hours of comput-er-based training for each ship class, or training course.

The course contains an introductory lesson and eight shipboard system lessons for each of two key classes ofNavy ships (DDG-51 and CG-47). This prototype architecture is capable of supporting all other ship classesand system variants as currently projected (see “Software Update Plan” in Appendix C).

The CBT uses a lesson library approach, dynamically building the training customized to the user, based on aparticular ship class. When a user selects a ship class during the installation of the CD-ROM version of the train-ing application, system logic constructs a course with the appropriate lessons for that ship class, installing themon the computer’s hard drive. In the case of the Web-based version, there is no installation to local workstations.

Individual lessons are for the following shipboard systems aboard DDG-51 and CG-47 class Navy ships:• Fuel oil fill, transfer, and storage• Fuel oil service• Aviation fuel fill, transfer, and storage• Aviation fuel service• Oily waste transfer and storage• Lube oil fill, transfer, and storage• Lube oil service• Main drainage

5. STAKEHOLDERS AND CONTRIBUTORS

Motivated by a CNO-N45 response to Navy oil spill incidents, NAVSEA took the lead in developing theNAVSEA Oil Spill Prevention Initiatives. Southwest Regional Oil Spill Working Group (Southwest ROSWG)supported these initiatives in a number of ways, including support for the design and development of this train-ing.

Naval Facilities Engineering Command, Washington Navy Yard, DC, and EFA NW, Poulsbo, WA providedspecific oversight for this effort. Integration with the updated Operational Sequencing System (OSS) was han-dled by Naval Surface Warfare Center, Carderock Division, Philadelphia, PA. Concurrent TechnologiesCorporation (CTC), Bremerton, WA, executed technical design and development. Life-cycle managementbelongs to CNET-NAVOSHENVTRACEN. Key players from these organizations are listed below with theircontact information. For a full list of all significant contributors to this training effort, see Appendix D.

6. AUDIENCE

To determine characteristics of the target audience for this training, CTC developed a list of assumptions, draw-ing upon its previous work on the oil spill prevention awareness video and CBT. The audience characteristicswere then narrowed to reflect the current needs of personnel working with oil-carrying systems. The list wasreviewed and further refined by the project’s subject matter experts and design review team.

The following characteristics apply to the target audience whether access to the training is via CD-ROM or theWeb, unless otherwise noted. However, the potential audience for Web delivery also includes anyone with accessto the Navy E-Learning Web portal.

Age Characteristics Although the user community may vary substantially in age, the typical user of this CBT is a shipboard sailor,approximately 20 years old, who is accustomed to fast-paced, colorful media.

Level of Watchstander QualificationThis CBT focuses on the needs of personnel responsible for oil movement and oil-carrying systems, from entry-level personnel to supervisory positions, such as Oil Kings and Engineering Officers of the Watch (EOOW).

EnvironmentThe typical environment for using the CBT is a noisy, busy, and physically restrictive office space onboard aship, although the environment may vary substantially. The typical environment for the Web-based version ofthe training is an office, schoolhouse, or the user’s home. In any of these environments, distractions and inter-ruptions are to be expected. Typically, technical support personnel are available for any computer-related prob-lems encountered by the user. A final assumption about the training environment is that supervisory personnelmight be available as a supplementary resource, though this is not a requirement for the training. 4

Terminology UsageThe typical user of this CBT is familiar with standard terminology encountered in working with shipboardengineering systems.

OSS Usage: CD-ROM VersionThe typical user of this CBT is familiar with using a paper version of the OSS in carrying out duties, and mayhave limited, or no direct experience with the CD-ROM version. While the training can be accomplished byreferring to the paper version of OSS, it is preferable that there be access to a computer with the CD-ROM ver-sion of the proper OSS application for the class of ship on which the training course is focused. The typical usermay not currently be reading and/or reviewing the diagrams, checklists, and Standard Notes to the Oil King(SNOK).

OSS Usage: Web-Based VersionWeb-based users must have access to the paper or CD-ROM version of OSS in order to receive full benefitfrom the training.

Personnel Qualification Standard (PQS) UsageThe typical user of this CBT is familiar with the PQS. While the level of information available in the PQS isnot duplicated in the training, the CBT can serve as a supplement to the PQS.

Computer UsageThe typical user has at least basic computer skills, such as using a mouse and keyboard, opening and closingcomputer applications, and navigating through them.

Support for Section 508The CD-ROM version of the training will, in general, be limited to implementation on shipboard environ-ments and is related to the direct fulfillment of military missions. The Web-based training will be delivered onthe Navy E-Learning Web portal and to a wider audience base. In an effort to comply with Section 508 of theRehabilitation Act as amended by Congress in 1998, the Web-based version has been augmented to includetext-based alternative pages for all training content.

7. TRAINING OBJECTIVES

These general training objectives apply to all lessons developed as part of the CG/DDG prototype as well as allfuture lessons developed for additional ship classes.

At the conclusion of each training lesson, users will be able to:

1. Describe the basic purpose of the system and its overall potential for oil spills.2. Identify major components and their locations and functions as they relate to the whole system.3. Describe flow paths for selected system operations. 4. Identify interfaces with other systems.5. Identify system design characteristics that contribute to the potential for oil spills. 6. Describe best practices to prevent oil spills.7. Retrieve and use information from OSS.

8. OSS CD-ROM

The training is integrated with the Operational Sequencing System CD-ROM distribution program of updatedhull-specific procedural and system configuration information. Some of the learning activities in the trainingdirect the user to locate specific information in the OSS.

The training is designed to reinforce and encourage the use of OSS. Specific instructions about how to use theOSS are not included in the CBT.

The training is directly linked to the CD-ROM version of the OSS via a button in the training shell that exe-cutes the OSS application. The user should have access to a functioning OSS CD-ROM and installed applica-tion from the computer at which they are receiving the training. As an alternative, the user may reference thepaper version of the OSS to complete the training.

Click on the “Resources” button at the top of the screen in the CD-ROM version to access the link to OSS. Inorder for the link to work, there must be a properly installed OSS CD-ROM in the CD drive of the user’scomputer. Once both the training window and the OSS window are open, the user can toggle as neededbetween them.

There is no linking between the Web-based training and the OSS CD-ROM. Due to security issues, the brows-er-based training cannot interact with the user’s workstation in order to locate and execute the installed OSSCD-ROM. Therefore, the user will need to execute the OSS application independently from the training if theOSS CD-ROM is to be used.

9. INSTALLATION OF CD-ROM VERSION

InstallationAdministrator rights are typically required to install the software on Navy computers. Supervisory and/or ITpersonnel will need to install the training onto local workstations or networked drives.

Place the Oil Spill Prevention Systems-Level Training CD in the computer's CD-ROM drive. The program willbegin automatically with a Wizard prompting for additional information such as Destination Folder. During theinstallation process, you will have the option to install one or more courses from the various ship classes listedin the Wizard. In this initial (prototype) release of the training application, courses other than DDG-51 CL andCG-47 CL are selectable, but display placeholders for lessons to be developed in future versions of the training.In addition to the selected courses, be sure the Training Application checkbox is selected. Once all selected cours-es have been installed, click on the desktop icon to access the installed training courses.

UninstallationFrom the Windows Control Panel, select Add/Remove Programs. From the list of Currently Installed Programs,select Oil Spill Prevention: Systems-Level Training. Click on the Change/Remove button. The Wizard will promptyou for further input - Modify, Repair, or Remove. Click on Remove.

Modify InstallationThe Installation Wizard allows you to select new program features to add to the installation. In addition, itallows you to select currently installed features to be removed. From the Windows Control Panel, selectAdd/Remove Programs. From the list of Currently Installed Programs, select Oil Spill Prevention: Systems-LevelTraining. Click on the Change/Remove button. The Wizard will prompt you for further input - Modify, Repair,or Remove. Click on Modify and then select the features you want to add to the installation, and clear the fea-tures you want to uninstall. To add additional features, ensure the CD is available in the drive. 6

Repair InstallationThe Installation Wizard allows you to reinstall all program features installed by the previous setup. From theWindows Control Panel, select Add/Remove Programs. From the list of Currently Installed Programs, select OilSpill Prevention: Systems-Level Training. Click on the Change/Remove button. The Wizard will prompt you forfurther input - Modify, Repair, or Remove. Click on Repair.

10. REGISTRATION AND LOGON

CD-ROM VersionUpon executing the training application, the user will logon with data required for creation of a user profile.Subsequent logons will not require this initial registration data.

The data collected during the initial registration will be: first and last name, Social Security Number, UIC, andrate. Logons will require last name and last four digits of Social Security Number. User data will be written to afloppy disk in an encrypted format.

After the logon, users will be prompted to make a ship class selection.

Web-based VersionThe user will access the training via the Navy E-Learning Web portal found at www.navylearning.navy.mil, orwww.nko.navy.mil. The user will logon after completing the online registration. Logon and registration arefunctions of Navy E-Learning and not the Oil Spill Prevention training application.

After Navy E-Learning logon, users will locate and select the training via the Navy E-Learning course catalog.

11. NAVIGATION

CD-ROM VersionNavigation for the CD-ROM version includes the following:

• A slide-out “Main Menu” for selection of ship class and associated lessons.• A “Resources” button which links to a glossary of lesson acronyms, (see Appendix B), the OSS, and

the Feedback form.• A “Help” button, which supplies the user with guidance on how to use the training application. (See

Appendix A).• A “Quit” button which allows the user to exit the training application (shell).

Web-based VersionNavigation for the Web-based version includes the following:

• Users will be presented with links to the lessons associated with each of the courses. Users can select a lesson from the list in any order.

• Additional resources, such as a glossary of lesson acronyms, are available from Navy E-Learning in the context of the CG-47and DDG-51 courses.

• Help functions, which supply the user with guidance on how to use the training environment, are available from the Navy E-Learning course environment.

• Logging out of Navy E-Learning and closing the browser window allows the user to exit the training.

12. CERTIFICATES

CD-ROM VersionUpon completion of all course lessons, the user will be able to submit a request for a completion certificate. Therequest will print out user name, rate, ship class, CIN, date completed, and CNET-NAVOSHENVTRACENcontact/mailing information. Once printed, the user can fill in the remaining information, obtain the appropri-ate signatures, and mail the request to CNET-NAVOSHENVTRACEN, who will award a completion certifi-cate.

Web-based VersionUpon completion of all course lessons, the user will be able to open and print a certificate of completion fromthe Navy E-Learning course environment.

13. FEEDBACK FORMS

CD-ROM VersionFeedback forms are available to the user. They will be populated with user profile data and contain free-form textfields for users to enter comments. The form can be saved to the user’s floppy disk and updated as desired. Oncecomplete, these can be printed, and sent to the CNET-NAVOSHENVTRACEN contact printed on the form.

Web-based VersionFeedback forms may be available to the user from the Navy E-Learning course environment. Feedback forms area function of Navy E-Learning and not the Oil Spill Prevention Training application.

14. SYSTEM REQUIREMENTS

The following are technical requirements and considerations for the computer workstations running the train-ing software.

15. TECHNICAL SPECIFICATIONS

Appendix C contains the technical specifications describing the as-built architecture for this training, as well asthe technical development plan for upgrading the architecture to include additional ship classes/courses.

16. LIFE-CYCLE MANAGEMENT

The Navy has identified NAVOSHENVTRACEN as the Course Curriculum Model Management (C2M2) forthese courses. Each course will have its own Course Identification Number (CIN) and Training Project Plan(TPP). Currently the training includes the following two courses:

Appendix A:

“Help” Contents

“HELP” CONTENTS (CD-ROM VERSION)

The following help menu is part of the CD-ROM version of the training. The Navy E-Learning Web Portalprovides help functions in the Web-based version of the training.

Changing the DisplayThe training is designed for a screen resolution of 600 x 800. If the lesson doesn’t seem to be displaying proper-ly, you can change your settings in Properties or contact your supervisor.

Navigating - Main MenuUse the Main Menu bar at the left of the screen to select from the list of ship classes and associated coursesinstalled on your computer, and to select any lesson within that course. At any time during the training, if youwish to change lesson or course, or view the Introduction again, click on “Open Main Menu” and make yourselection.

Navigating - Within LessonsOnce you are viewing a lesson, use the navigation bar at the bottom right of your screen: you can move back,forward, pause, exit, or move between sections of the lesson. Each lesson contains five sections: Overview,Components, Flow Paths, Best Practices, and a Quiz. You are free to begin with any section.

In addition to the navigation bar, there are three buttons at the top of the screen: Resources, Help, and Quit.“Resources” contains a link to open OSS (see “OSS”), and a link to the Feedback Form (see “Feedback Form”),as well as a Glossary of Acronyms. “Help” contains useful information about the training. “Quit” prompts to besure you intend to quit the training.

Using OSSInformation in OSS is central to this course. You will be referencing it as part of your learning activities, so youwill want to make sure it’s accessible during your training. You can use a paper copy or an electronic copy.

Click on “Resources” and open OSS. Use your minimize and maximize buttons to alter the size of the OSSwindow so you can click back and forth between the two applications. If you have problems, contact a supervi-sor to ensure that you have a properly installed OSS CD-ROM at your workstation.

For more information about OSS, refer to the OSS User’s Guide.

Printing a Request for CertificateOnce you have viewed the Introduction, a green checkmark will appear on the Main Menu next to“Introduction.” As you successfully complete the quiz for each lesson in the course, a green checkmark willappear in front of that lesson on the Main Menu. Once the Introduction and all eight quizzes have been suc-cessfully completed, the option to “Print Request for Completion Certificate” will appear at the bottom of theMain Menu. Click to preview the document; it will already contain the information you provided upon regis-tration for the course. Click “Print” to obtain a copy of the Request for Completion Certificate. Once printed,you can fill in the remaining information, obtain the appropriate signatures, and mail the request to CNET-NAVOSHENVTRACEN (address is provided on the form), who will award a completion certificate.

Taking a QuizEach lesson contains a quiz. The quiz can be taken anytime, even before you look at any other sections of thelesson. However, if you decide to start with the Quiz, read the instructions carefully before you begin - you areallowed only two mistakes in each portion of it. In addition, if you leave the quiz without completing it success-fully, you will need to take the whole quiz over again, in order to get credit for the lesson.

Recording Your ProgressInsert a floppy disk into drive “A” when prompted to do so, and your progress through the training will besaved. If you successfully complete one or more quizzes, and then are interrupted, insert the same disk whenyou resume the training, and you will not need to repeat any successfully completed quizzes.

Registering as a New UserWhen you first access the training as a new user, you will be prompted to insert a floppy disk into drive “A” (see“Recording Your Progress”) and to register.

The information requested in new user registration will populate your Request for Completion Certificate,which can be submitted to CNET-NAVOSHENVTRACEN for a completion certificate. You need to providethe following:

Once you have registered, each time you enter the training you will be prompted to supply only your last nameand the last four digits of your social security number.

Selecting a LessonOnce the Introduction is finished, click the “X” on the navigation bar to exit. The Main Menu will automati-cally open and you will be prompted to select a lesson. Click on any of the eight systems listed to access theassociated lesson.

Selecting a Ship ClassWhen the training was installed on your computer, ship classes were selected for installation. These are listedunder the words “Select a ship class.” If more than four ship classes were installed, a scroll bar will appear. Clickon a ship class to access its System-Level Oil Spill Prevention course. The Introduction to the course will beginautomatically.

Using the Feedback FormTo enter your comments in the feedback form, be sure that a floppy disk is inserted in the “A” drive. This canbe the same disk you are using to record your progress. Click on “Resources” at the top of the screen, and thenon “Feedback Form.” Type your comments in the text box provided, and click “Save” to save your commentsto the disk for printout when you finish the course. Click “Clear” to erase your comments, or “Cancel” to exitthe dialog box without saving your comments to disk. When you are finished with the course, click “Print” togenerate a feedback form that can be mailed to the address on the form. It will contain all the comments youhave saved to disk.

PART I: TRAINING SOFTWARE ARCHITECTURE

The software that comprises this training product has been developed for dual deployment methods.Supporting architecture varies depending on the implementation environment.

The following sections provide an overview of the two architectures. They are summarized in the diagrams below.

1. CD-ROM DELIVERY

The following specifications apply to implementation of this product via CD-ROM. This procedure installs theapplication on the user’s hard drive. Following installation, the CD-ROM is no longer required for end-userfunctionality. For a full installation of courseware for both DDG-51 and CG-47 ship classes, approximately 200megabytes of disk space is required. Note that all file totals provided below are for a full installation of all devel-oped courses and placeholders.

Part II: Software Update Plan

This section describes the plan for upgrading the architecture to include additional ship classes/courses.

The training architecture has been designed to be extensible, in anticipation of future needs for additionalcourses or lesson updates. New courses should be developed using the same authoring tools, or subsequent ver-sions of these tools, provided that compatibility is ensured. Should new functionality or efficiencies becomeavailable, overall system architecture may be reviewed to determine if an upgrade to the shell is warranted, withan emphasis on backward compatibility with previously developed lesson content.

Currently, the stand-alone training shell may be installed with placeholder lesson material for all proposedcourses. Lesson content may be developed and added to the stand-alone training shell at any time, replacing thetemporary placeholder content. The shell is not currently limited in the number of courses it can manage. Theinterface has been developed to support up to 12 lessons per course, which is well in excess of the maximumrequired by any course in the matrix provided by NAVSEA.

Lessons must be developed in Macromedia Flash 5 (or 100% compatible authoring environment). All shellfunctions (i.e., open another lesson component, exit the lesson, credit a lesson as completed) should use thesame protocols as the as-built lesson content to prevent unpredictable behavior, as well as ensure SCORM con-formant functionality.

In addition to new lesson content (.swf files), a new course manifest would be developed for each shipclass/course that will be added to the training. The course manifest, for the purposes of the stand-alone trainingenvironment, consists of two text files (cin.rec and manifest.rec), which provide the CIN number for eachcourse and its contents.

A revision of the installation utility would be developed using InstallShield software. This software utility willplace all new course files onto a workstation in the correct locations to be accessed by the preinstalled shell.Should the installation involve any of the temporary placeholder materials, they would be replaced by actualcontent. In the event of shell upgrade, the same installer may be configured to prompt the user to upgrade theirexisting installation. Should the shell be updated, it may be advisable to collect and destroy legacy versions ofthe installation CD-ROM. The updater utility would be distributed via CD-ROM, or could potentially be dis-tributed via the Web if a high-bandwidth connection is available.
