I. County Activities *Projects= Members enrolled may take one project book per horse. Horse related projects such as Horseless Horse, Vet Science, and Self-Determined (#365) are appropriate to enroll in as a horse project member. All horse project members must complete an Equine Record #190 for horse project/s OR #190I- Insert Record as specified. Member’s completed records will be reviewed at the skillathon interviews along with project books. For project members in their 2nd year and beyond and wish to exhibit more than one horse, the member must enroll in a separate project for each animal and must keep records on all project animals (permissible in one record book or records specified). It is highly recommended that a member take no more than 2 horses maximum. A Superior or Outstanding level in the skillathon interview is required in order for the member to be eligible for placing at the county fair show/s. Scores remained attached to the level but have been revised in 2020. The member’s final grade is the combination of: 51% skillathon score and 49% in selected class grade. *(If the member does not wish to exhibit at fair, final grade will be calculated using the skillathon score). Premiums are paid to those members who exhibit and will be awarded per horse/one grade. Non-horse exhibitors who exhibit a poster or display of their project will receive a still project premium. Skillathon scoring information may be found in the “Detailed Information” section of this packet. *Demonstrations=Members are to present a demonstration on a topic within their project for the current year. *Skillathon Judging= Members are to wear horse show attire for their skillathon interviews. Equine Safety & Ethics Program= The goal of this program is to reduce liability risks on our volunteer leaders and to keep our youth and their parents better informed and safer. This Ohio 4-H required program consists of… FIRST YEAR IN HORSE PROJECT MEMBERS: 1.) Every NEW (FIRST YEAR in project) horse project 4-H’er and their parent MUST read the safety booklet (Circular 191-R Horses, Safety & You)- parent and member must sign off that they have read it. The form must be turned in by April 1st. One booklet per family is needed; copies of the sign off form are being provided to the clubs for each member. 2.) NEW IN 2020: members will complete a portion of EQUISTEP annually during the Member/Parent Meeting (considered Quality Assurance for horse project members) ALL HORSE PROJECT MEMBERS>>> the parent and youth sign the Permission to Participate in 4-H Horse Activities Disclosure and Release of Claims form which is included in this packet>>>> this release (waiver) form YEARLY as per the Ohio Liability Law. ALL members are asked to turn in the WAIVER form along with their 4-H enrollment form by March 15th and first year member items 1 above as well. The form is included in this packet. *Skillathon= All horse project members are required to complete a horse skillathon interview prior to exhibiting at the Henry County Fair. Member must attain a Superior or Outstanding level prior to fair in order to be eligible for placings in Junior Fair shows. *(If the member does not wish to exhibit at fair, final level will be calculated using the skillathon score, demonstration and a member evaluation). Members may check-out a horse skillathon kit prior to skillathon judging. Each check-out is $2.00 (non-refundable). Skillathon requirements are included in this packet under “Detailed Information” (kits revised 2017) *Silver Spur Awards= Open to any horse project member who wishes to work toward specific goals as a 4-H member and fill out the appropriate checklist. Deadline for completed Silver Spur Award form (on-line) is September 1st to the Extension Office. Work/activity completed applies only to that which the member completes (no-substitutes or parent may do the work for the member). *4-H Horse Educational Activities= Annually an educational activity is offered to horse project members The activities may include a sponsored two day camp OR a full day clinic or activities of this nature. Dates to be announced each year. *Horse Royalty Contest= A 4-H Horse Council, boys and girls with horse projects may apply for the Henry County King/Queen Program. >Application and Interview required. *Materials are posted on-line; deadline for application is May 1st. -3-

*4-H Horse Council= Recommends policies and procedures for the 4-H Horse Program. Consists of 4-H Horse Club advisors and club member representatives from the county. 4-H member reps are selected by the 4-H clubs as determined by the club membership. This council provides input/suggestions only to the Junior Fair Board. Council strives to provide quality educational programming for the 4-H’ers. Members and parents are invited to attend the council meetings if they desire; please contact council president if you wish to be placed on the agenda to speak. *For a copy of the council’s constitution, please contact the Extension Educator, 4-H. *Horse Shows= 4-H Horse Club members may decide to hold a horse show as a club activity. All 4-H club sponsored shows must adhere to the 4-H Uniform rules for 4-H Horse Shows and those rules established by the club or 4-H Horse Council. No Under 8 classes unless they are sponsored by an individual or group who is willing to assume liability. PAS shows are judged according to the standards set forth and the 4-H Uniform rules for 4-H Horse Shows. Revised 2013; 2015 Honors for… *King & Queen= Tiaras for the Queen & female royalty; baseball cap for King. Belt buckles for the king & queen will be provided by the 4-H Horse Council. Sashes for all royalty; participate in the Tomato Festival Parade and others as notified. Coronation and awards presented at the 4-H Communication & Expressive Arts Contest in June. *Silver Spur Award= Wood plaque with engraved plate; after first year the member receives additional engraved plate to attach as they receive the award each year. Provided per 4-H Horse Council. Awarded at the county fall 4-H event. *State Fair Participation= Individual recognition of State Fair qualifiers/participants will take place at the HC Junior Fair Horse Show on Saturday during fair. Provided by the 4-H Horse Council. A gift of recognition is provided as well prior to exhibiting at the State Fair.

II. Henry County 4-H Horse Program Rules & Deadlines *Establishment of Henry County 4-H Horse Program Rules: County rules for the 4-H Horse Program may be established by the 4-H Horse Council. As a courtesy to 4-H Advisory Council, the President shall present changes/additions to the council. The 4-H Horse Council may provide input (suggestions and ideas) to the Junior Fair Horse Department for consideration. *****All rules pertaining to the Junior Fair Program are established by the Junior Fair Horse Department Committee; voted on by the Junior Fair Board and finalized by the Senior Fair Board. Any changes to rules & regulations and/or show classes must be submitted by November of current year for the following year. *The Ohio 4-H Uniform Horse Show Rules is utilized for 4-H Horse Shows and events AND the Henry County Junior Fair Horse Shows & Program. (Established 2009) ALL 4-H HORSE PROJECT FAMILIES NEED TO SECURE A COPY OF THE UNIFORM RULES FOR 4-H HORSE SHOWS book (REVISED IN 2018) through their club book order or by purchasing it directly at the Extension Office. *All 4-H members must have their own project animal/s. They may be leased or owned by the member. (revised in 2012). The member’s project animal, whether leased or owned, must be in the constant care of said member. Lease agreements must be turned into the Extension office no later than June 1st. A. Riding waivers are due March 15th to the OSU Extension Henry County office. B. MANDATORY Protective Headgear Rule for Ohio 4-H: (page 6 of Uniform Rules for 4-H Horse Shows) “All youth age 19 and under, participating in any 4-H equestrian activity, are required to wear properly fitted protective headgear which meets or exceeds current ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards with the chin harness securely fastened at all times while riding or driving an equine. …”

C. All new project animals or project animals under 5 years of age must be measured by a club advisor by June 1st of the current year. Equine may be re-measured annually at the request of the owner/project member. The animal, if shown, must continue to show under the measurement for the duration of the year. Measurements are to be presented to the Extension Educator, 4-H on or before that date. D. All rules and regulations for Junior Fair exhibition and project bookwork requirements are available for review in the Henry County 4-H Handbook. E. DEADLINES 1. Horses must be in the member’s possession by June 1st of current year. Please contact the

Extension Educator, 4-H Youth Development with regards to project animal/s questions. 2. Lease agreements must be in the 4-H Office no later than June 1st of current year. 3. State Junior Fair Qualifying Show entries must be made by May 26th of current year. 4. Stall Assignment Request (form) due by June 1st in the Extension Office. 5. Skillathon Interviews are as scheduled on the 4-H calendar. 6. Silver Spur Award forms (completed) due Sept. 1st in the Extension Office. 7. Others as indicated on the 4-H Calendar

*Horse Public Speaking Contest= Share your knowledge of horses by speaking in one of three categories: Public Speaking, Individual Presentation or Team Demonstration. Must pre-register; Contest is as indicated on the horse-related calendar of events.

*4-H Horse Bowl= State contest is in the spring. Rules are available through the Extension Educator, 4-H. If interest is shown by December 1st of each year, a team/s will be formed and practices begin in January. *Hippology= Clinics and contest planned and carried out at the state level. Dates are indicated on the Horse-Related calendar of events; pre-registration required. *Judging Team= Members who wish to learn how to evaluate horses may opt to join a horse judging team in the county. Contests are held in various counties with a State 4-H Horse Judging contest being held the Saturday before the Ohio State Fair Junior Fair Horse Show (2014). Must pre-register. *State Sponsored Clinics= 4-H Horse project members are encouraged to ask their club advisors or officers for the availability of such educational opportunities. *State Competitive Trail Ride= Held in September. Must pre-register by August 25, 2018 *Groom & Clean Contest= A State 4-H level contest that tests the skills of a team of horse groomers. Must pre-register for this event. Pre-registration is required- please check the calendar for this date. *State Lease Agreement Form= If a 4-H member decides to lease a horse from an individual, a written lease agreement must be on file at the 4-H Office no later than June 1 of current year. The member and the owner need to sit down together and write up the agreement. If further assistance is needed, the Extension Educator, 4-H is available to guide the member and the owner in preparing the lease. *Ohio State Fair= >State Fair Qualifying for Henry County- In order to qualify for Ohio State Junior Fair Horse Show exhibiting, the member must do so at one show with 2 judges OR two shows one judge at each. NEW IN 2020: State Fair participants much have a current year (calendar year) Coggins test report. *Members who wish to qualify for State Fair are to complete the entry via online OR the >>>>>>>>

PAS Qualifying Horse Show form indicating which show/s you will be participating in and the Henry County State Junior Fair Qualify Horse Show Contract by May 26th with the Henry Co. Extension Office. *See Forms section of this packet. >Dressage Show- *See Extension Educator, 4-H for details; rules available upon request. >Skillathon- Much like the Henry County skillathon interviews with variation in the station topics and scoring system.

A. Henry County Junior Fair Horse Department Rules *Please note that all Junior Fair Rules & Regulations are voted on by the Junior Fair Board members and then presented to and adopted with final acceptance by Senior Fair Board. Suggestions and comments may be heard through 4-H Horse Council with direction to the Junior and Senior Fair Boards. The following are current county rules/regulations … 1. Youth who wish to exhibit their equine project/s at the fair must bring their animal/s a minimum of 2 times to the fairgrounds to work in the arena prior to the fair, in the presence of and confirmed by a club advisor (preferably of the member’s club) that the 4-H/FFA member has control and can safely handle their equine without putting themselves or others at risk. Examples: work nights with club members riding; clinic/workshop; horse shows (if an entry can be confirmed and is witnessed by a club advisor) DEADLINE to complete 2 rides is August 1st of current year. 2. NEW FOR 2020: Junior Fair Horse Show entry is made on-line. This system will be open April 15-June 1st. If the 4-H or FFA member does not complete their on-line entry by the June 1st deadline, he/she will need to make a paper entry form and submit with a $10.00 late fee. Absolutely no entries will be taken after June 15th, 4:30pm. *An exhibitor may have multiple entries in the following classes: Trail, Trail-In-Hand, Western Riding, Reining, Jumping and Speed Classes. PLEASE NOTE: You cannot make entry in Trail AND Trail-In-Hand; Western Pleasure AND Ranch Riding with the same horse/pony. *To participate in the Junior Fair Dressage class, an exhibitor must show record of competing in at least 1 dressage show outside of Henry County. *The Junior Fair Department Advisor will contact the exhibitors as to what class/es the exhibitor wishes to receive their ribbon level in. 2. Poster displays should be displayed in the Junior Fair Horse Barn. 3. Uniform Rules for 4-H Horse Shows are used for all Junior Fair Shows and activities. PLEASE READ AND BECOME FAMILIAR WITH THESE RULES. Infraction of the rules will be just cause for an exhibitor to become ineligible for placings. *Each day is considered a complete and separate show day and therefore the exhibitor will be eligible for awards on a day of show being held on days different than the day of the rule infraction. 4. Dress Code for fair is as provided in the Uniform Rules for 4-H Horse Shows. It is the judge’s discretion as to any adaptations due to weather conditions. For exhibitor’s safety closed shoes must be worn when not riding horses. Boots are required when riding. 5. Helmets are required for all shows and while the member is riding or driving their equine. 6. Exhibitors must have a pre-fair evaluation level of Superior or Outstanding in order to be eligible for placings in Junior Fair Shows. The pre-fair level is the member’s skillathon score. 7. Housing at fair will be determined by the Junior Fair Horse Department, the Junior Fair Horse Department Advisor and one advisor from each club. 8. Junior Fair horses are permitted to haul-in on Tuesday prior to the fair starting at 9:00am. All horses must be moved in by 7:00pm Wednesday with exhibitors being present at the Barn Meeting at 7:30pm that evening. Exhibitor’s horse must be present all week at fair in order to show. NO pull-ins during fair week. If there is a request for early release from the fair you must contact the Junior Fair Horse Dept. Advisor, the Extension Educator, 4-H PRIOR to the start of fair. They will in turn seek approval from the Senior Fair Board. -6-

9. Changing horses for medical hardship cases after June 1st is allowed as per a Veterinarian’s determination and only if another project animal has been listed as a back up. No special requests of this rule will be granted. 10. *Barn Rules:

-Each member MUST keep their own stall area clean. This includes aisle ways and the wash rack area. -No running in horse areas. -No loud music or activity in the barn. -No refrigerators allowed in the barn -No riding in the barn. -No turning horses loose in the arena at any time. -Touch up clipping is allowed in stalls only. (Revised 2007) -No profanity. -Tie horses appropriately. We ask that you do not tie to the fences, wire fencing in the stalls, dumpsters.

NO ALCOHOL OR TOBACCO PRODUCT USE IN THE BARN PLEASE -It is expected that all club members and volunteers will work together to keep the Horse Barn clean and

presentable during the fair. Exhibitors must attend the Barn Meeting to be held at 7:30pm Tuesday evening prior to the fair starting date. 11. All patterns will be posted for fair shows 12-24 hours prior to show time (if patterns have been received by the Extension Educator, 4-H). 12. A courtesy circle or a controlled stop (judge’s discretion at beginning of contesting classes) must be executed before initiating a contesting pattern as enforced by the Uniform Rulebook. Determination of gate for entering and exiting of contesting classes will be determined before the start of the contesting show. 2019 13. Exhibitors must qualify to participate in VERSATILITY according to the Uniform Rules for 4-H Horse Show. Those eligible must sign-up by Monday 5:00pm on sign-up sheet posted in the barn. First Year exhibitors are not eligible to compete in Versatility (adopted 2010). Please note that exhibitors not wearing their back number in each of the four classes will be disqualified. Versatility classes will rotate as follows:

Odd years= Western Pleasure, English Equitation, Reining-A, Barrels Even years= Hunter Under Saddle, Horsemanship, Reining-A, Barrels

14. NEW FOR 2020: If a senior exhibitor wins multiple Showmanship Classes, the second place exhibitor may participate in the division that the first place winners chooses to represent. Example: Suzy is first place winner of Senior English Showmanship and Senior Western Showmanship; she chooses to represent him/her self in Senior English Showmanship; the 2nd place winner in the Senior Western Showmanship would then be eligible to show in the run-off. classes that may include Senior age divisions: Senior English Showmanship, Pony English Showmanship, Senior Western Showmanship, Pony Western Showmanship, Contester’s Showmanship, Draft Showmanship. 15. Thank you notes for all Junior Fair Horse show awards (including Versatility, Free Style events) should be written by the recipient. Sponsor names and addresses are provided on the awards. Henry County Horse King & Queen Rules & Responsibilities

Rules: 1. All applications (Royalty All-in-One Application) due to the Henry County Extension Office by May 1st of

current year. 2. Applicants must be 14 -18 years of age as of January 1st of the current year. 3. Royalty court (ambassadors) may apply annually. Those holding the King or Queen position may serve

only a one year reign and are therefore ineligible to reapply. (Revised 2015) 4. Applicants must have completed at least one year in the 4-H Horse Program and be actively

participating in their 4-H club meetings and activities.

5. Royalty are expected to wear horse attire, sashes, and hat band at major events. It is up to the discretion of the named royalty to decide on parade attire; the King & Queen together will decide on the mode of transportation for parades.

6. Applicants will be judged according to the following: A. Application (typed) & Code of Conduct Signed by applicant & parent 100 points

B. 2 References: 1 advisor and 1 non-family source 100 points C. *NEW FOR 2020: Community Service Hours 100 points

One purpose of 4-H horse projects is to teach young people how to feed, fit, show, and care for their animal(s). The more important purpose is to provide an opportunity for personal growth and development of the young person. Ohio 4-H realizes that some youth are unable to have an actual horse for their 4-H horse project. Options available to these individuals include: � Lease a horse from another individual � Horseless Horse Project (project number 173) What Is The Purpose Of Leasing A Horse As A 4-H Project? � A lease program is appropriate in the 4-H program when one or more of the following conditions exists: 1. Youth does not have the financial ability to purchase a horse. 2. Youth has a horse but it is unable to be used (lameness, pregnancy, too young, etc). 3. Youth has a horse but it is the wrong type for the educational experience the youth wishes to obtain. What Are Expectations Of The Horse Owner? � An individual (lessor) who leases a horse must be willing to: 1. Relinquish all rights to train, handle, and care for the horse in order for the youth to complete the requirements of a 4-H horse project. Potential owners should not lease horses they want to ride or show on a regular basis during the term of the lease. 2. Not take the horse back prior to the end of the lease unless the youth agrees to return the horse. 3. Have the youth (or parent/legal guardian) sign whatever agreements they decide upon in regard to care of the animal. 4. Allow the youth to transport and show the horse in 4-H, open, or breed shows. What Are Expectations Of The 4-H Participant? � An individual (youth) who leases a horse as a 4-H project: 1. To be responsible for the care of the animal in whatever manner is mutually agreeable to both the owner (lessor) and youth (lessee). 2. To complete a horse identification form as required by local counties to identify the horse as a 4-H project. 3. As a part of the educational experience of leasing a horse, to work in consultation with the owner (lessor) to develop a lease agreement on the horse selected for the Ohio 4-H program (see attached suggestions for developing a lease agreement). 4. Prior to any deadline date established by your local County Extension Office, to submit to the local County Extension Office a completed copy of the horse identification form and lease agreement for verification purposes ONLY.

What Should Be Included In A Lease? � Every lease is unique in the items that must be covered to protect both the owner (lessor) and the youth (lessee). A lease should be drawn and signed by the owner and the youth to insure adequate care of the animal, protect the investment of the lessor, and to detail the responsibility of the youth in regards to caring for the animal. It is wise to have a written lease agreement any time you are using someone else's horse, even if the owner is a family member. A lease can assist in preventing misunderstandings and unhappiness between the horse's owner and youth leasing the horse. � We suggest the following issues, but not limited to these, be addressed in a lease: 1. Identification of the horse (name, registration number if registered); the name, address, and phone number of the youth (lessee) leasing the horse; the name of parent/guardian if the youth is under 18 years of age; the name, address, and phone number of the owner (lessor). 2. Who is responsible in case of injury or death to the horse. Who pays veterinarian bills, and what would be the maximum amount you are expected to pay in veterinarian costs if injury costs are your (lessee's) responsibility. In addition, if the animal is injured and unusable, who has to nurse the animal back to health? An owner (lessor) may require you to take out insurance on the horse with the owner as the beneficiary to cover possible loss due to the death of the horse. 3. Where the horse will be housed and who is responsible for the daily care of the horse; any feed, health care (i.e. deworming, vaccinations, etc), foot care, and/or special stabling requirements made by the owner. 4. The purpose(s) for which the horse will be used, and that it can be transported at the youth's discretion to shows. 5. Any limitations that would be placed on the owner's use of the horse. Refer to the current Uniform Rules for 4-H Horse Shows (Circular 179) for limitations caused by the animal being a 4-H project and include them or reference them in a statement, and make a copy of the rules available to the owner of the horse. 6. A statement on the time period covered by the lease and under what conditions and time frame the lease can be discontinued. 7. The owner should have a statement included relieving them of liability in cases of property damage, injury to the youth, or injury to a third party while the horse is under the lessee's supervision. 8. A place for signatures for the owner (lessor) and the youth (lessee) with a line for parent/guardian if the youth is under 18 years of age. The above mentioned issues are only suggestions, and we can not advise you as to specific terms or wording in a lease agreement. You may even want to consult an attorney.

SENIORS 25.000 SENIORS 18.500 SENIORS 10.500 The rules for the 2020 PAS Program will be as follows: 1. At the beginning of the year, the youth determines which classes they want to qualify in to show at State Fair. A

youth must qualify in any two (2) classes in order to compete in the State Fair Junior Horse Show. Counties may allow youth to qualify in more than two classes; however, youth may enter in a maximum of four (4) classes at the State Fair Junior Horse Show, this includes ground roping. At the State Fair Junior Horse Show, youth will only be allowed to show in classes for which they qualified.

2. A county may have requirements (i.e. written tests, interview judging, club meeting attendance, etc.) for youth to complete before they may enter State Fair qualifying shows.

3. After the youth select their class choices for State Fair qualification, the show committee needs to develop a qualifying show for all classes in which youth want to try out. Classes need to be divided as they are for State Fair with the exception that showmanship, horsemanship, or equitation classes do not need to be divided into as many age classes as is done at State Fair. Riding/driving classes should be divided so that a judge does not evaluate more than approximately ten (10) youth at a time.

4. A county (or group of counties) may offer up to two (2) single-judged qualifying shows or one (1) double judged qualifying show. In a show with two judges, the scores should not be averaged.

5. Counties must hire judges that are designated as PAS judges on the current year’s Ohio 4-H Horse Show Judges List. This list can be found online at http://horse.osu.edu.

6. A youth cannot compete in more than two (2) single-judged PAS shows or one (1) double-judged PAS show. 7. Gymkhana classes: Riders get one run (attempt) per class in a show to qualify unless county or counties are using

one show with two judges to qualify youth. Then the youth may have two attempts (runs) as long as they are not disqualified in the first run. If the youth receives a no time in their first run, they are still eligible for their second run. If the youth is disqualified in their first run, they are not eligible for a second run.

8. A youth may only use one horse to try out in PAS shows and cannot replace a horse for any reason after they have shown in their first PAS class. The project horse shown at the state fair must be the one the 4-H member qualified with in his or her county.

9. The show committee must have the current class score sheets printed for the judge when arrive at the show. These sheets are available online at http://horse.osu.edu. The judge will score the youth in the classes. As the sheets are turned in, a show committee member should total the scores. These scores can then be compared to the qualifying scores to determine if the youth qualified in that class for State Fair. Post the scores as soon as possible after the class is completed so youth know what they have to do in future classes to qualify. If the judge gets to a point in the coring that

they know a youth will definitely not qualify for State Fair, they may place a NQ (not qualified) in the total score box on the evaluation sheet and stop keeping score on that youth. 10. Exhibitors must provide a copy of their equine’s current negative Coggins test (dated on or after January 1st of the current calendar year) to their county 4-H educator (or representative designated by the county 4-H educator) to be submitted with their PAS verification form by the date specified by their county. Counties may require that youth submit a copy of their equine’s current negative Coggins test (dated on or after 1/1/2020) with their PAS entry form. 11.PAS qualifying scores must be included on the county’s PAS verification form submitted to the Ohio 4-H Horse Program and Ohio State Fair entry department by 1:00 pm on Monday, July 6, 2020. It is the responsibility of each exhibitor to submit their entry and pay their $50 stall fee online at www.ohiostatefair.com by 1:00 pm on Monday, July 6, 2020. THE PAS VERIFICATION FORM and COGGINS TEST (submitted by the county) AND THE ONLINE ENTRY FORM (submitted by the exhibitor) MUST BE SUBMITTED BY 1:00 PM ON MONDAY, JULY 6, 2020 FOR THE EXHIBITOR TO BE ABLE TO COMPETE. 12. Exhibitors with animals that are of the incorrect size for the class entered will be moved to the correct class. 13. See the current rulebook (Uniform Rules for 4-H Horse Shows) for requirements for all classes. 14. At State Fair, a horse cannot be shown in both of the following combinations of classes:

a. Western Pleasure and Ranch Pleasure b. Western Pleasure and Ranch Riding c. Trail and Trail in-Hand d. Intermediate Equitation Over Fences and Advanced Equitation Over Fences e Low Hunter Over Fences and Regular Hunter Over Fences

15. Youth should review the 2019 State Fair Junior Horse Show schedule carefully for potential class conflicts when selecting their classes. At State Fair, classes will not be held for class conflict.

16.Entry fees may be charged for PAS State Fair qualifying shows/classes to help cover the expense of these classes. 17.PAS classes should not be placed. If you wish to give awards, give awards based on score received (i.e. if a youth scores a 90 in showmanship, they get an award indicating excellence in that class). 18.Due to the expense of conducting horse shows, some counties may find it desirable to have a show that includes classes that are not judged by PAS standards. This is acceptable; however, PAS classes may not be combined with other classes. 19. Counties can send their youth to another county to qualify for any reason, but they must follow the current guidelines in the Uniform Rules for 4-H Horse Shows. 20.An Out-of-County PAS form is available online at http://horse.osu.edu. 21. Show management should not expect judges to give comments to youth in PAS classes since the youth can see their evaluation on the posted score sheets. 22. Easy Gaited horses may not show in riding classes that require a trot. Correct tack and attire for Easy Gaited Equitation and Easy Gaited Pleasure is Saddle Seat or Western tack and attire, respectively. Easy Gaited classes for State Fair will be two gaited classes (no canter). Gaits will be a Show Walk and a Show Gait. County qualifying classes will also be two gaited. In Easy Gaited Pleasure, the Show Gait will be worth 70 points since they do not canter. Easy Gaited horses may show in Gymkhana if the class does not require a trot. 23. A youth may show in draft (horse or pony) or light (horse or pony) driving, but not both. A heavy harness is expected in draft classes while a light harness is expected in light horse/pony driving classes. 24. Patterns for the 2020 PAS qualifying classes are included at the end of this document. These patterns are the ONLY patterns to be used for PAS classes in 2020. In addition to these patterns, the following rules will apply for the specified classes: PAS Qualifying Showmanship Rules

a. A judge may bring the class into the arena and then do the pattern, or they may work the youth as they enter the arena. Draft horses are an exception in that they will always come into the arena and work out of the line.

PAS Qualifying Horsemanship/Equitation Rules a. For Western Horsemanship and Hunter Equitation, the judge may work the pattern as the rider enters the area and then

bring either the finalist or the whole class back for rail work. They may work the rail first and do the pattern afterward for any Horsemanship/Equitation class. Saddle Seat and Easy Gaited Equitation will always work the rail first.

Performance Against a Standard State Fair Horse Qualifier Shows

∞Registration Forms are due May 26 to your home county OSU Extension Office OR you may submit an electronic registration by going to http://go.osu.edu/pas. Instructions are provided to do this type of registration at the site. If you have questions, please contact Laura Rohlf, Extension Educator, 4-H (Henry Co.) at [email protected] . Entries submitted online will be forwarded to your county professional. You may not switch shows after registration date (unless it is an extreme emergency). ∞Show Fees are as follows: Allen-Hardin Co.= $20.00 for 4 classes Fulton Co.= $20.00 for up to 6 classes; $15.00 stall with $5 reimbursed if cleaned at end of the day; $20.00 Camping/Electric hook-up Hancock Co.= All information TBD & TBA Henry Co.= $20.00 for 4 classes; $5.00 grounds fee per horse; $15 stall day or $25/weekend; $20 Electric hook-up or $45/weekend; Putnam Co.= $20.00 for up to 6 classes ∞Youth cannot compete in more than two (2) PAS shows or one PAS show with two judges. ∞A youth may only use one horse to try out in PAS shows and cannot replace a horse for any reason after they have shown in their first PAS class. ∞Uniform Rules for 4-H Horse Shows will be used at PAS Shows. Helmets must be worn. ∞Qualifying: A youth must qualify in any two (2) classes in order to compete in the Ohio State Fair (OSF) Junior Horse Show and up to 4. Youth will only be allowed to show in classes they have qualified in at the OSF Junior Horse Show. Member’s make their own entry in the OSF Junior Horse Show* by 1:00 PM ON MONDAY, JULY 6, 2020 FOR THE EXHIBITOR TO BE ABLE TO COMPETE.
