    The purpose of this project is to eliminate the discharge of untreated orpartially treated sewage to the environment, improving the water quality,eliminating the health hazards created by the failing septic systems in theVillage, resulting in a positive effect on the community, watershed, streams,and drainage systems.

    Description: This project involves installation of a complete sewer collection andtreatment system. There will be approx. 13,000 linear feet of collection pipe,68 manholes, nd 2 lift stations. The Village is divided into clusters. Eachhouse in each cluster feeds into a gravity line, which then flows into a groupof holding tanks that services that cluster. The holding tanks provideprimary treatment of the effluent and discharge the resulting gray water to atreatment center that utilizes an attached growth media process and anultraviolet disinfection process to treat the Village's waste to acceptablelevels prior to discharge

    for the Abatement o Unsanitary Conditions for unsanitary conditions and public health nuisances stemming from either non-existent or failing on-sitesewage disposal systems for the waterways in Glenford. Ohio EPAperformed sampling and analysis o the waterways in three different timessince 2003 and the results showed violations o E coli and Fecal coliformvalues for public health nuisance. See Attached}. This project will improvewater quality within the watershed, streams, and drainage systems byreplacing failing septic systems with new gravity collection main andtreatment systems. Eliminating the discharge o untreated or partially treatedsewage into the environment and decreasing health hazards created bythese failing septic systems in the Village will have a positive effect on thecommunity and the entire watershed area.

    Glenford residents will enjoy a higher quality o life and continue to resideand conduct business in the Village. Water quality o the surrounding streamis significantly enhanced.

Thisproject will have a positive effect on the community, watershed, streams, anddrainage systems by replacing failing septic systems with new gravitycollection main and treatment systems.     The project will be let out for bids for two months; the bids will be reviewed forone month; the award and pre-construction meeting will be within one monthof the review; the construction will take approximately twelve months; finalinspection and payment will be within two months of completion of the projecta f w additional days are built into the timeline to allow for unknown issuesthat may arise such as equipment being received late or bad weather.d) The Village of Glenford will own and be maintaining the project. The villagehas a certified waste water distribution operator to operate the system andcomplete maintenance as needed. Operation and maintenance costs areincluded in the operating budget for the system.

    e) The project is supported by village officials, the Buckeye Hills HockingValley Regional Development District, the Ohio EPA Southeast District Office,and the Perry County Commissioners. The project has been discussed atvillage council meetings. See attached support lettersf) The policy for resident infrastructure projects need is addressed in the letterdated December 22, 2008 and October 4, 1990 from Ohio EPA regarding theabatement of unsanitary conditions and public health nuisances stemmingfrom either non-existent or failing on-site sewage disposal in th Village. In2008, Ohio EPA performed an investigation, bacterial sampling and analysisof the waterways of Glenford those results are included in this application.g) n/ah) The project is designed to utilize the most energy efficient equipment. Dueto this project serving a small village with such a small customer base thatmust pay the operating expenses, it is especially important to keep operatingand energy costs as low as possible to insure affordability.i n/a

    6 Grantee Capacity and Project Sustainabilitya) The village has the capacity to ensure the long-term sustain ability oncethe ARC funds have been expended. The village has received priorgrants and has completed those projects successfully.
