OGDEN-WEBER TECH COLLEGE - STRATEGIC WORKFORCE INITIATIVE

I. PROGRAM DESIGN 1. Collaboration and Partnership - Consortium partners Ogden-Weber Tech College (OWATC) and Ogden School District (OSD), in consultation with regional employers Enve Composites, Orbital ATK (OATK), and Hill Air Force Base (HAFB), have designed Northern Utah Aerospace Pathways (NUAP). The program is an expansion of the Utah Aerospace Pathways (UAP) model addressing the workforce needs of advanced industries.1 Expanding the completion of a composites technician certification to meet critical needs of the aerospace industry has been OWATC’s number 1 priority for 3 years. New talent will be injected into the advanced industries workforce pipeline—fulfilling all 3 project goals by increasing the number of industry-recognized credentials, developing career pathways, and creating systemic changes. a. Industry/Employers - Development and design of the NUAP program was born out of collaboration with significant veteran employers. HAFB, Lockheed Martin, and OATK requested development of a more robust introductory composites certificate that would be made available earlier in high school. The curriculum needed to include a strong skills introduction with a comprehensive safety module to ensure a more meaningful internship experience. While instructors guide students through the curriculum and hands-on activities, a career development coordinator works between all partners to establish clear processes for a successful program, cultivates additional work-based learning partnerships, matches and monitors students at work-based learning sites, and provides outreach and recruitment for the pathway. Ongoing industry input will be received from the Composites Employer Advisory Team consisting of 11 employers representing major industry partners. The team is committed to assisting the program with continued development of industry-relevant curriculum, identification and procurement of required equipment, program evaluation, creation and accomplishment of program goals, providing feedback on student performance, discussing employment trends, providing technical skills recommendations, laboratory and facilities tours, internships, and providing employment opportunities for graduates. b. Public Post-Secondary Institutions - OWATC is a nationally-accredited tech college with a 45-year tenure. As 1 of 8 colleges within the Utah College of Applied Technology (UCAT) system, OWATC provides world-class training for Weber County residents and serves 5,000 students annually. The college maintains an impressive 89 percent completion rate, 94 percent job-placement race, and 99 percent licensure rate.

OWATC provides early-college experiences by sponsoring postsecondary education programs at Ogden City and Weber County high schools. Along with the new composites program, STEM articulation pathways have been streamlined between the school districts, OWATC, and Weber State University (WSU). Composites students can maximize their workforce skills with a stackable certification from OWATC’s Non-Destructive Inspection (NDI) program and then continue to WSU’s manufacturing engineering degree. c. DWS Consultation - Representatives of Utah’s Division of Workforce Services (DWS) have been involved since the inception of UAP and were consulted for this project. They will be integral in adult recruitment with preparation through testing and orientation. The UAP website managed by DWS will be enriched with an internship matching function. OWATC will collaborate with DWS to identify, assess, and refer eligible adults, veterans, unemployed, underemployed, and other public support participants with potential employers, track participants as they re-enter the workforce, provide supportive services when and where appropriate. A DWS representative will continue to participate on the Composites Employer Advisory Team providing them with region-specific labor market information to assist in creating accurate composite program strategies and plans. 2. Industry Need - Utah is number 6 in the cluster of aerospace and advanced industries companies in the country. Northern Utah—especially Weber County—has the highest concentration of aerospace and composites companies. Over 30 advanced composite and aerospace industry assets, including HAFB, are within a 25 mile radius of Ogden City. Employment growth in aerospace manufacturing grew 4.5 percent from 2013 to 2014 compared to the state's overall job growth rate of 2.9 percent.2 a. High-Growth Industry - Composites is a high-growth occupation with employer demand outpacing trained individuals. (1.) New jobs - Employment growth has consistently been around 4 percent over the last year.3 Utah production jobs related to composites are expected to grow at 2 percent annually through 2022.4 OATK 2015-2017

employment forecast demonstrates an annual need for 100-200 composites technicians. Of the top 10 technician positions most in demand at HAFB, composites technician is number 1. Called the “green wave,” HAFB’s conservative projections are 150+ STEM-skilled/certificate-related positions needed, per year, for the next 5-10 years [figure 1].

(2.) Technology transformation - Aerospace manufacturing is a high-tech work environment demanding critical skill application of advanced manufacturing processes and hands-on proficiency with industry-relevant equipment. The skills needed today and in the future require technicians to have a high level of understanding to diagnose issues and keep production rates high.5 The reliance on modeling, simulation, and automated equipment is increasing.6 Employers need a technically-trained workforce proficient with equipment matching their composites and NDI operations setting. (3.) Growth - Utah’s composites industry has mushroomed into a key growth cluster and important part of Governor Herbert’s economic development plans.7 Manufacturing is 33 percent of state GDP and number 2 for high-growth, high-demand, high-wage jobs.8 Aerospace and aviation cluster industries and outdoor recreation manufacturers are the primary employers of OWATC graduates. (4.) Economic impact - Advanced industries employ 26,530 full-time workers with another 21,220 indirect jobs in other industries.9 This accounts for 11.3 percent of all jobs in the region. The $4.6 billion dollars in output accounts for 20.5 percent of all output in the region.10 Bureau of Labor Statistics data shows that workers with a license or certification earn about one-third more than those without these credentials.11 Experienced composites technicians make $20-$27 per hour or $41,600 - $56,160 per year. Ultimately, technically-skilled employees with no student loan debt have more disposable income to spend in the community, and higher wages generate higher tax revenues. b. Describe Skills/Credentials Necessary - STEM-related skills and certifications with preparation for the employment experience have the most regional employer demand. Students completing the 210-hour preliminary composites certificate will be internship prepared with demonstrated proficiency in basic composites manufacturing, tool usage and safety, applied math, reading, environmental health, repair techniques, and professional (soft) skills. The accelerated program gives both youth and adults early entry into employment while OWATC’s employer-endorsed, 710-hour composites certificate gives them skills needed for employment retention. OWATC’s full composites certificate takes 6 to 12 months to complete and is integrated with the 900-hour NDI certificate. Students graduate with an industry-

recognized certificate and preparation for the Society for American Composites Manufacturers Association (ACMA) certification. c. Identify Wage - For adults, the estimated investment to cover tuition, fees, books, and supplies for the preliminary certificate is $750. Graduates of the full program can expect to earn a starting wage of $10 to $12 per hour and median wage of $15 to $20 per hour.12 High school students will receive composites training tuition-free with an expectation of earning a sustainable wage upon employment. d. Describe Workforce Need - As a high-growth industry, composites is projected to add new jobs and have significant impact on the state’s overall economy. Employers across sectors are competing for experienced candidates from a fast-shrinking talent pool as an estimated 10,000 baby boomers reach retirement age every day.13 With the second-best unemployment rate (3.4 percent) in the nation, and the 6th most diverse economy in the country,14 Utah has workforce talent needs. Adding new skilled workers must come from the secondary student pipeline. Through increased attention by all partners, secondary enrollment at OWATC is building momentum. In FY16, secondary enrollments increased by 19.9 percent. From 2014-2020, students with a composites certificate have a pathway to over 1,000 jobs with job security and a sustainable wage.15 The Utah Governor’s Office of Economic Development (GOED) announced there are 105 aerospace and composites companies in Utah, employing more than 20,000 people. Average wages top $70,300 per year, which is 173 percent of the average Utah wage.16 e. Skills Gaps and Demand - Regional and statewide meetings with HAFB, Boeing, OATK, GOED, state legislators, county and municipal leaders, and other educational providers identified the need for increased production of highly-skilled composites technicians. With support from HAFB and area aerospace employers, OWATC received $6.5 million from the Utah State Legislature to remodel 43,605 square feet of high-bay space to support expansion of composites and NDI programs.17 Co-located in a cramped space, the composite and NDI programs average an annual unduplicated headcount of 186 students. The programs need to double throughput based on growth projections of regional aerospace companies.18 Program expansion supports the aerospace cluster initiatives by city, county, state, and federal entities.

The NUAP project addresses the skills gap identified by initial surveys conducted through the Utah’s Advanced Materials and Manufacturing Initiative (UAMMI) and used for the UAP model. The new certificate addresses the essential competencies needed for industry employment: awareness of environmental health and safety, responsibilities of a new employee and organizational awareness (professional-soft skills), manufacturing concepts, applied math, reading and critical thinking, computing applications, quality assurance, precision measuring and tool usage and safety. Introduction to composites, composites fabrication, metals and composites machining and composites assembly were also identified.19 3. Project Description – Based on the UAP model, an employer-endorsed preliminary composites certificate and advanced industries career pathway with work experience has been developed. Funding will provide the infrastructure for secondary and adult students pursuing a preliminary postsecondary composites certificate with contextualized work-based learning activities for hands-on application including an internship experience, stackable credential to a postsecondary composites and NDI certificates, and an expanded composites lab for optimal hands-on learning. A Career Development Coordinator will establish clear processes and identify resources so that all students have pathways to higher education, work-based learning experiences, and meaningful employment opportunities. a. Career Pathways and Stackable Credentials - Pipeline development starts as early as 8th grade with opportunity for 10th grade enrollment into the 210-hour postsecondary preliminary composites program. The comprehensive model incorporates transportation for high school students and CTE-enhanced instruction for high school teachers. Upon completing the accelerated certificate, students will be prepared for a successful work-based learning experience with an advanced industries employer. The accelerated training path will also be available for adults. The stackable preliminary certificate has a seamless transition to OWATC’s 710-hour postsecondary composites certificate, 900-hour NDI certificate, and integrates with other OWATC advanced manufacturing programs. The courses articulate with WSU’s Manufacturing Engineering Technology associates and bachelor degree programs. The on, off, and reverse pathways support students throughout their career path [figure 2].

b. Industry Recognition - Launch of the high school NUAP program was approved by the OSD board of education on April 20, 2016, with high school enrollment in the early-college composites program opened in August 2016. The industry-recognized preliminary composites credential is an employer-endorsed, stackable credential offering both secondary and adult students a pathway to OWATC’s composites, NDI, machining, and other advanced manufacturing programs. All OWATC programs are market-driven and based on industry input. Employer endorsement is reflected by the FY16 program outcomes. All 16 composites certificate completers were hired by aerospace companies after graduation and 8 of 10 NDI completers found employment with local manufacturing and aerospace companies. (OWATC’s accreditation scoring is based in part on job placement success.) c. Activities - In competency-based education, students graduate when they demonstrate mastery in all required courses. Students generally spend 20 percent of time learning processes and 80 percent of the time in hands-on learning labs. The mastery of subject matter is demonstrated through industry-approved standards and assessments, creating a natural pathway to employment. Skills are achieved through participation in a hands-on learning environment and tied to observable, measurable, performance objectives. This provides a rigorous educational environment where composites students can exercise self-directed learning while still receiving personalized attention. In 2 semesters, high school students can earn a preliminary postsecondary certificate; adult students working at their own pace can achieve the same result even quicker. The initial certificate is baseline and stacks with the full composites certificate, which can be completed in as little as 6 months, and a NDI certificate for an additional 8 months. All curriculum was developed with employer input and the full certificate includes composites specific math, computers, tool making and design, blueprint reading, testing and inspection, fabric cutting, 3D parametric solid modeling, environmental composites repair, basic machining basics, and employability skills. Students are involved in SAMPE meetings, SkillsUSA, and other industry-related competitions. d. Economic Conditions - The college serves 243,645 Weber County residents but draws a majority of its students from Ogden City. Of the 85,444 residents, 23 percent live in poverty making Ogden one of the most oppressed communities in the state of Utah.20 Of Ogden households with children aged 5 to 17, 24 percent were below the poverty line,21 a poverty rate second only to San Juan School District at 27 percent.22 With one of the most diverse college campuses in Utah, minority students comprise 28 percent of the college’s student population.

With Ogden’s persistently high poverty rate, access to quality, affordable technical education is critical to the economic and social advancement of these households. Workforce Innovation and Opportunity Act (WIOA) legislation now excludes transportation resources for low-income youth unless a disability is designated. Transportation services for the OSD program will be imperative to ensure all students have access to the early-college program. Although gains are being made, Ogden School District’s 66 percent graduation rate is significantly below the statewide rate of 84 percent for the 2015 cohort.23 A new study shows that taking 3 or more related CTE courses can boost students’ chances of graduating from high school by an astounding 21 percent. The outcome jumps to 25 percent for low-income students.24 A growing body of research suggests that allowing high school students to complete even a single college class could significantly increase chances of earning a postsecondary degree.25 4. Sustainability - The creation of the NUAP program is aligned to meet the needs of aerospace cluster as designated by GOED. Regional advanced industries are unable to maintain their competitive edge nor expand to compete in the local and global economy without proficient employees. The composites employer advisory team is comprised of companies with substantial involvement and a vested interest to ensure the composites curriculum aligns with workforce needs. Close ties with economic development partners keeps the college apprised of incoming industry training needs. To sustain the pipeline, the intent is to replicate the composites pathway model for other high school CTE courses. The tech college’s foundation raises over $350,000 for scholarships and student success programs. The duration of composites and NDI equipment can be dependent upon changing technology and employer needs, but it is estimated the lifespan will be 10 years. In addition, the college will continue setting aside on-going funding to maintain the life cycle. Utah State Board of Education approved .5 CTE for each semester of composites (1 CTE total) to assure that students receive high school credit. The effort will impact enrollments, which is needed for sustainability. STEM-related training experiences provided for OSD teachers will increase their awareness of advanced manufacturing and their value of technical education. II. DELIVERABLES/OUTCOMES This comprehensive project has impacted over 100 students, instructors, and employers within the first six months. Student interest exceeded the projected enrollment of 50. OSD has now

enrolled 76 students and already scheduled 10-15 work-based learning internships for early 2017. Aerospace and manufacturing companies will maintain their competitive edge with skilled employees prepared with composites and NDI technology; and, when ready to hire for replacement or expansion, they will have qualified candidates with a postsecondary credential from an accredited college. III. MATCHING FUNDS One-to-one college cash match funds in the amount of $6.7 million exceeds the funding request. Matching includes $6,500,000 for new composites and NDI labs, $40,000 for program consumables, and $201,000 in wages/benefits for two OWATC-campus composites instructors. IV. BUDGET A FY18 budget of $377,983 is requested for year 1. See attachment B for the 5-year scope. VI. LETTERS OF COMMITMENT A letter of commitment from OSD is attached as well as recent letters of commitment for the NUAP project from Albany Engineered Composites, OWATC Composites Employer Team, DWS, Enve, Governor’s Office of Economic Development, HAFB, Orbital ATK, Utah Manufacturing Association, Utah Office of Education, and WSU. The MOU between OSD and OWATC is included. See attachments C.

Monica, 

Per our conversation today, I cannot get you a formal letter in writing to promise a partnership or a specific number of interns we can support in a given year for the OWATC/Weber School District/Ogden School District Utah Aerospace Pathways (UAP) program.  I can clarify requirements and tell you our intentions and plans to work with you and other ATCs and colleges that are implementing the program.   

When the pilot UAP program was initiated with Davis and Granite School Districts, Hill AFB (and Lockheed Martin) had concerns about the robustness of the UAP curriculum and our inability to bring on students for job‐shadowing because of the classified nature of our composites technician work.  The UAP project leaders understood this and said that Phase 2 of the UAP could be adapted to better meet the needs of the F‐22 and F‐35 workload at Hill.    

YOUR PROPOSED UAP PROGRAM HELPS US TO MEET SEVERAL WORKFORCE OBJECTIVES: 

1) Create a pipeline of well‐qualified entry level composite technicians to meet our demand of 150 or more new hiresper year in that occupation alone. (Number does not include Lockheed jobs.)

2) Reach disadvantaged opportunity students (and adult learners) in the Ogden area for our technician and industrialsupport positions. (Untapped and diverse market for technicians and mechanics.)

3) Teach the actual ATC program for composites in high school as concurrent enrollment.

4) Permit students to enroll in the program as early as 10th grade so that it is possible for them to receive a certificatefor the full OWATC program soon after (or perhaps even before) their high school graduation.(NOTE: Many of these Ogden are kids would likely drop out of school or make life choices that would prevent them fromobtaining a security clearance if they are not engaged early.  Hill AFB Composite Technicians with ATC certs typicallymake about $48,000 per year ($23.48 per hr) within two years of entering on duty.)

OUR PLANNED SUPPORT OF THE UAP PROGRAMS: 

1) Help as needed to create simulated Hill AFB technician/mechanic work experiences in UAP education and trainingcurriculum and "job shadow" pieces of the experience.

2) Help as needed to inform students, parents, educators, etc. of the value of the UAP program and opportunities foraerospace technician and mechanic jobs at Hill.

3) Encourage the stackable credentials concept whereby students can start as composite technicians or other industrialoccupations and then re‐enter the higher education system to: a) cross‐train into other industrial occupations (multi‐skilled workers are highly valued); b) augment their ATC training with college courses to become "super techs"; or c)pursue a 4‐year degree to qualify for professional engineering and administrative positions.  This encouragement mayinclude setting work schedules to allow students to attend classes and in perhaps paying for some courses as formaltraining.

4) Provide paid ($13 ‐ $14 per hour) internship or summer hire opportunities to high school students whenever feasible.We envision having UAP students work as composite technician helpers at Hill in the summer between junior and senioryear, on either a part‐time or full‐time schedule, depending on what we can handle without impacting production, andon individual student circumstances.  We are figuring out the options for providing these on‐the‐job‐trainingopportunities.

Washington Blvd. Ogden, Utah 84404 Dear Mr. Taggert: The Utah State Board of Education (USBE), Career and Technical Education Office (CTE), supports the consortium project of Ogden-Weber Applied Technology College (OWATC) and Ogden School District. Their Utah Cluster Acceleration Program grant application to replicate the Utah Aerospace Pathways for the region will benefit high school students in the Ogden School District. Ogden and Ben Lomond High Schools fall within a designated Promise Neighborhood zone. Most families in the area are struggling to balance life’s financial challenges, and CTE creates pathways to lifelong success. An early college experience with potential to earn an accelerated composites postsecondary certificate will increase high school graduation with a work-readiness credential. The program will promote a successful transition to additional postsecondary education with a stackable certificate to the tech college’s composites certificate which articulates to Weber State University’s Manufacturing Engineering Technology degree. Composites will be an exciting new CTE pathway for students offering excellent career opportunities. Our office commits to reviewing the program (curriculum, work-based learning modules, and internship experiences) to determine if the classes are eligible for a one credit hour designation. Northern Utah Aerospace Pathways (NUAP) Utah Cluster Acceleration Partnership MEMORANDUM of UNDERSTANDING

Ogden-Weber Applied Technology College, as the Lead Applicant, with the consortium partner of Ogden School District. WHEREAS, the consortium partners for the Northern Utah Aerospace Pathways (NUAP) led by Ogden-Weber Applied Technology College (OWATC), with Ogden School District (OSD), have agreed to enter into a collaborative agreement to work together in development of training to address the advanced industry talent and workforce needs; WHEREAS, the partners herein desire to enter into a Memorandum of Understanding setting forth the services to be provided by the Consortium; and WHEREAS, the application prepared and approved by the Consortium, through its partners, is to be submitted to the Utah Department of Workforce Services by or before 5:00PM May 19, 2016. Roles and Responsibilities NOW, THEREFORE, it is hereby agreed by and between the consortium partners as follows: OWATC will have the primary responsibility for acting as fiscal agent to oversee all programmatic, fiscal and regulatory aspect of the project. In this role, OWATC will ensure coordination and communication between all project partners, internal and external. Key responsibilities include: providing a career development coordinator to assist with recruitment, internship worksite coordination, cultivation of new internship partners, managing grant processes; alignment of secondary and postsecondary content to industry need; development and implementation of curriculum and performance monitoring systems for all courses outlined in the NUAP proposal; ongoing collaboration with secondary and postsecondary partners to create a seamless training system; active participation in development of marketing and outreach materials; lead in evaluating outcome accomplishment. OWATC will work closely with OSD in in support of moving students from high school to a postsecondary setting. $289,874 to be distributed to OWATC to achieve all objectives described in the grant. OSD will collaborate with OWATC in the development and implementation of curriculum designed to address the talent needs of the advanced industries. Ongoing discussion and refinement between the partners will be designed to support consistent implementation of content and work-based learning opportunities. In addition, OSD will work closely with OWATC to develop smooth articulation from the secondary to the postsecondary system. Key

responsibilities include: providing classroom and lab space for the OWATC secondary program; support of OWATC instructor in the secondary setting; promoting work-based learning opportunities for teachers and students; ongoing collaboration with secondary and postsecondary partners to create a seamless training system; marketing and outreach to for enrollment in the program; coordination with the Utah State Board of Education for credit approval; participating fully in gathering needed data to support outcome attainment. $14,800 to be distributed to OSD to achieve all objectives described in the grant. Consortium partners will collectively provide guidance and oversight for the implementation and ongoing programmatic activities of the project. The partners hereby agree to make a strong commitment to implement programmatic strategies to further strengthen the overall goal of job training to address the ongoing needs of the advanced industries in the State of Utah. All funds will be spent in accordance with the rules and requirements of the Utah Cluster Acceleration Partnership grant guidelines and Department of Workforce Services Financial Reporting Requirements. We the undersigned have read and agree with this MOU. Further, we have reviewed the proposed project and approve it for submission on or before May 19, 2016.
