Open Government Data is a worldwide movement to open data (& information) of the government / public administration* - that is NOT personal (individual related) – in human- AND maschine-readable open (non proprietary) formats for re-use (by civil society, economy, media, academia AND politics & public administration itsself)!
OPEN stands for lowering the barriers to ensure as broad as possible re-use (for everybody)!
There is a new paradigm in publishing Open Government Data
= look, take and play!
* ….. data and information produced or commissioned by government or government controlled entities

1. CompletenessAll public data are made available. Public data are data that are not subject to valid privacy, security
or privilege limitations, as governed by other statutes. 2. PrimacyData are published as collected at the source, with the finest possible level of granularity, not in
aggregate or modified forms. 3. TimelinessData are made available as quickly as necessary to preserve the value of the data. 4. Ease of Physical and Electronic Access Data are available to the widest range of users for the widest range of purposes. 5. Machine readabilityData are reasonably structured to allow automated processing of it. 6. Non-discrimination Data are available to anyone, with no requirement of registration. 7. Use of Commonly Owned Standards (e.g. open formats) Data are available in a format over which no entity has exclusive control. 8. LicensingData are not subject to any copyright, patent, trademark or trade secret regulation. Reasonable
privacy, security and privilege restrictions may be allowed as governed by other statutes.
Finally, compliance must be reviewable.

•These requirements will be presented and discussed at the OGD2011 conference in June 2011 in Vienna.
•The results will be published in the OGD White Book 2011 (August 2011) as a first fundamental publication on the topic of Open Data in Austria

Requirements of OGD in Austria
The following concrete requirements of Open Government Data in Austria were identified through the analysis in the OGD2011 project:
1.Single Point of Access – a data portal for Austria!
2.Involvement & balancing: BLSG: federal gov – state gov – cities - communities!
3.Active collaboration and communication of all (6) stakeholder groups!
4.Harmonisation and standardisation of data, formats, interfaces, meta data (in international context)!
5.Data can also be provided by economy and academia!
6.National and international Benchmark (as a chance)!
7.Guidelines & Best Practises should be developed and provided!
8.Committment for Open Data from highest political level needed!
9.Concrete terms of use, cost models, licenses, SLAs should be developed
10.1. Phase: open basis data (low hanging fruits) - 2. Phase: set up on lessons learned of phase 1!
