Summary

This pack is an introduction to Tribal Inspection Services as a whole and to the final two days of your New Inspector Training. It is hoped that this pack will provide you with all the information that you require to enable you to complete the final stage of your training, shadow and sign off as easily as possible. In addition it is anticipated that this will be a useful resource for reference, once trained, regarding administration protocols and office contacts.

1. Welcome to Tribal Inspections

1.1. Tribal Tribal offers a range of consulting, support and delivery services focused on improving the delivery of services to the public. In the UK, we work in partnership with a wide range of organisations across the public sector, including: schools, colleges and universities; the NHS and primary care trusts; local authorities and housing associations; central government departments and government agencies; and third sector organisations. We have a depth of expertise in education, health care, financial management, the built environment and other aspects of government, which has made it the partner of choice for over 2,500 government clients in more than 40 countries. Tribal’s success is based on a collaborative approach which focuses on transferring skills and knowledge for the lasting benefit of clients.

1.2. Tribal inspections introduction We have been the leading and largest provider of inspection services for Ofsted for the last 10 years. In February 2009, Tribal was successful in winning the contract to inspect the Southern region which will maintain Tribal’s position as Ofsted’s largest contractor. Since the start of the Ofsted Section 5 Framework in September 2005 we have inspected over 10,000 schools in the following educational phases: Early years Primary Secondary Special Pupil referral units

As of September 2009, we now also inspect: Comprehensive Area Assessment Independent Schools Initial Teacher Education Learning and Skills

Additionally, we inspect and re-inspect some 200 or so failing schools each year to a total of around 450 visits. As well as this, we also

undertake subject inspections and thematic surveys for Ofsted which contribute towards the findings in the Chief Inspector’s Annual Report. The award in February 2009 extends this to include independent schools that do not belong to an association, colleges, apprenticeships, adult skills, initial teacher education and childrens centres. The contracts will run from September 2009 until the end of August 2015. They will involve additional inspectors working with HM Inspectorate of Education (HMIE) in a similar way to the current contract. In March 2009 we were also awarded the Early Years inspection contract.

2. Course Administration

Follow the M4 to Reading and through to exit 19 towards M32 Bristol. Continue for approximately 3 miles, follow the A4032 (Newfoundland Street) towards the City Centre, turn left into A4044 (Temple Way), turn right at the A4 (Temple Gate) then onto the A370 (York Road). At the roundabout, take the fourth exit to the A38 and Redcliffe Hill.

If you do require accomodation (this is not included in the course) please contact the hotel directly.

2.2. Course cost The course cost for Days 5&6 is £500 + VAT.

Invoice details will have previously been submitted via the application form. If you need to supply Tribal with a Purchase Order number (PO) and have not been able to do so, please email these details to: [email protected] .

Invoices will be issued towards the end of November and include the full details of how to pay.

2.3. References Any references that were completed on the application forms will be shortly or have been contacted. If any issues arise from these we will be in touch as soon as possible with any outcomes affecting continuing training with Tribal.

2.4. CRB applications Unfortunately you are required to have a new CRB issued by an ISP (Inspection Service Provider) and therefore your current LA certificates are unable to be used.

Shortly you will be sent a CRB application pack from our HR department in Sheffield. Please complete these as quickly as possible as without these in place you will be unable to do your shadow and sign off inspection. There is no charge for the CRB, however we use a veri-fy system which will cost you £5 to complete at the post office.

2.5. Dietary & Accessibility Please let us know if you have any specific dietary requirements or accessibility issues that we will need to take into account of with the training venue and materials.

2.6. Inspector Badges Please submit a passport sized photo either by post or by email to Richard O’Reilly, he will then send out a Badge for you to use during your shadow and signoff inspections.

3. Course

3.1. Course outline

Honing your skills on a mock inspection

‘Homework’ between Days 4/5 prepare for mock inspection

Complete EFs in a range of situations, including lessons observations and discussions.

Complete an overview of your key strengths and areas of development in the self-review log (found in the Appendix of this document and emailed to you).

Read the pre-inspection documentation that will be sent to you. Ensure that you are familiar with the Ofsted Inspection

documentation.

Phased based mock inspection to include: three assessed lesson observations from a DVD assessed role play of staff discussions including writing an EF writing summary EF for area of responsibility to time team meeting role play analysis of school documentation specific phase requirements e.g. EYFS and sixth form.

3.2. Key Reading list There are a number of documents that you will need to make yourself familiar with. These are all included in the resource section of the Portal and are from the Ofsted zipfile which is updated each term. Please ensure that you have read all the documents enclosed if you are not familiar with them before the final two Days of your course. (You will need to wait for your Portal password before you can access them)

3.3. Distance Learning Along with the face to face training you will need to complete a number of online courses before you are able to complete a shadow and sign off. Information assurance Safeguarding Children Part 1 Safeguarding Children Part 2 Inspecting Race Equality Equalities Judgements in Schools Community Cohesion An approach to Judging Attainment Basic SEND Training (available in early 2011) Details of how to access these are included in Section 4.4 of this document.

4. Tribal Portal

4.1. Logging on www.tribalinspections.co.uk

You will receive an email with your username (this will be the email address you supplied on the application form) and a temporary password.

When entering your password, please bear in mind it is case sensitive and, if an incorrect password is entered three times, the system will assume this is an attempt at unauthorised access and ‘lock you out’.

Upon successful log-in, you will be asked to change your password to something more memorable and something more secure. This new password will need to have: a minimum of eight characters at least one upper-case character at least one lower-case character at least one number.

(Your username will stay the same unless you decide to change it via the details page.)

4.2. ‘Details’ tab Please complete this page by adding all the relevant contact information. When we set you up it will only be with your name and email address therefore you will need to complete the remainder of the sections.

4.3. Pen Portrait This is found on the details page and it is important to complete it fully.

Pen portraits should include: statement about current role/status brief current or recent responsibilities in education and/or training statement about enhanced CRB disclosure.

Below are some further examples:

Example 1 Fred Smith is an Additional Inspector. He has held several senior management positions in secondary schools and is currently a serving headteacher in his second headship. His particular areas of expertise are in secondary education, leadership and history. Fred has been CRB checked.

Example 2 Jane Dough is an Additional Inspector. She has experience of primary headship, as well as substantial experience of SEN. She has run an Assessment and Observation Unit for children with a wide range of difficulties. In addition to this she has particular areas of expertise in music and primary language education. Jane has been CRB checked.

Example 3 Peter Jones is an Additional Inspector. He has been a headteacher of a primary school, a link adviser and is currently a School Improvement Partner. His particular area of expertise is in the primary school age range from four to 11. Peter has been CRB checked.

4.4. Accessing Online Training

The inspection portal contains the training page for inspectors. This page offers users the opportunity to book onto suitable face-to-face courses and to complete any required online training. This can be found by logging into the Portal and then clicking the ‘training’ tab located along the top of the page.

You can select one of the required online training courses by clicking on the blue course title. The training course will appear with any downloadable documents on the right hand side of the page.

Once completed you will be told your score, and if you have passed a certificate will be sent to you via email.

Information assurance training is slightly different as this was produced by the Cabinet Office. Please ensure you print your certificate (if you try to save it, you will end up with a blank cerfificate and will have to redo the course again).

Once a course has been completed the endorsement will be added to your Portal page.

5. Shadow and Sign off Inspection Process

5.1. Introduction To complete your training with Tribal, you are required to complete at least one shadow and sign off inspection. Following a successful sign off inspection with HMI leading, you will be endorsed as a section 5 Additional Inspector.

5.2. Shadow Inspection The term ‘shadow inspection’ refers to an inspection that takes place within your chosen remit, where you are partnered with an experienced team inspector who acts as your mentor. During this inspection, you will be expected to perform a number of tasks which inspectors are required to carry out under the guidance of the mentor to gain experience of the inspection process. This will be the final stage in your training and will prepare you for your sign off inspection.

If you do not successfully pass the second shadow, Tribal will not put you forward for the sign off inspection.

5.3. Mentor The mentor is required to complete an evaluation form (see Appendix C) highlighting any strengths and development points they observe while on the inspection along with a detailed description of the tasks you complete. When this has been agreed with the lead inspector and Tribal senior management, you will then be required to complete the ‘trainee section’ on the form. Here, you can provide a record of how you felt the inspection went including what you felt you gained from the experience and if you feel you need any help before your sign off inspection.

If the mentor and lead inspector feel that you would benefit from another shadow inspection, they will state this in the evaluation form and a second shadow will be scheduled. This will ensure that you are fully prepared and confident for the sign off inspection. There is no appeal, as should the sign off inspection be failed it will result in Key Performance Indicator failure for Tribal and a financial penalty.

5.4. Sign Off Inspection When the mentor, lead inspector and Tribal senior manager agrees you are ‘ready for sign off’, you will then take part in another inspection, ideally two to four weeks after the shadow. Here, you will be a fully fledged team member, being paid the daily rate for Additional Inspectors and given specific responsibilities to complete while on the inspection. The inspection will be led by one of Her Majesty’s Inspectors (HMI) who will evaluate you at the conclusion of the inspection and judge if your are signed off or not. Once you have completed this process, you will be scheduled for inspections. Therefore, keeping your availability and preferred location information on the portal up to date is very important.

5.5. Endorsement/Workforce Coordinator Richard O’Reilly is the Endorsement/Workforce Coordinator; he is responsible for the scheduling of the shadow and sign off inspections. Therefore, when the inspections schedule is released, he begins to assign mentors to inspections, contacting you with dates for your inspections as and when they become available. Therefore, it is vital that your portal is up to date so Richard can distinguish which dates you are available along with where you are happy to travel.

New team inspectors bring a range of knowledge, skills and abilities, but they also need to develop the necessary competences to work as effectively as possible. Procedure to be followed during new inspector training

Trainee team inspectors are asked to complete an ongoing written evaluation throughout the course of emerging strengths and areas where they feel they need more experience. These evaluations will arise from their understanding and performance during the various tasks and discussion within each unit and from activities they undertake between units, such as lesson observation and feedback.

These evaluations are intended to help direct the cohort’s self-selected tasks/sessions towards the end of the course, form the basis of individual discussion with the tutor and inform support during the New Team Inspector’s first term of work.

These evaluations should be kept in the trainee’s course file, together with copies of work completed during and between units.

The tutor will be asked to comment briefly on the trainee’s self-evaluation at the end of the course and identify, where necessary, aspects of the trainee’s work that will need further support and development as they start their inspection work. The comments and any development points should be based clearly on evidence of the trainee’s work and should be discussed with him/her. Brief written comment from the tutor should be discussed with the trainee before it is copied to others.
