At the 2007 North Carolina Ducks Unlimited State Convention in Asheville, June 21-24, Eddie Morgan of the Currituck County Chapter was recognized as Area Chairman of the Year and Rodney Warren, Chairman for District 5, was recognized as the District Chairman of the Year. Congratulations, and thank you for all that you do for the DUCKS. State Chairman Lee Warren opened the state convention on Friday afternoon with a State Committee Workshop. Eighteen members of the state committee and four district chairman attended the state committee workshop. Lee Warren thanked everyone for coming and for their support of him as state chairman. Lee Warren, State Chairman, reported that Senior Vice President John Pope had been elected First Vice President of Ducks Unlimited at the National Convention. As such, John will become the next President of Ducks Unlimited. John lives in Jacksonville, Florida; and previously he was the Senior Vice President for the Atlantic Flyway. Regional Vice President Luke Laborde from Cary was elected as Senior Vice President for the Atlantic Flyway, and Monty Lewis from Thomasville, Georgia, replaces Luke as Regional Vice President. Lloyd Goode, past State Chairman of NCDU was re- elected as an at large member of the Board of Directors. Senior Vice President John Pope thanked everyone for their volunteer spirit which enabled North Carolina Ducks Unlimited to become the gold standard for other states. In 2006, North Carolina was 1st in Major Donors, 3rd in Greenwing Membership, 3rd in Total Membership, and 9th in Grassroots Income. He expressed confidence that NCDU would continue to lead the way under State Chairman Lee Warren’s leadership. Other states are following in NCDU’s footsteps by adopting t h e s e programs; therefore, we will have to work even more to stay NUMBER ONE. Ducks Unlimited ends its fiscal year on June 30th, and preliminary indications were that North Carolina’s grassroots income was $1,696,169.00. That’s an increase over last year of $115,000.00. State Chairman Lee Warren opened the state convention on Friday afternoon with a State Committee Workshop. Since the spring edition of the “First Flight” newspaper many exciting things have taken place with NC Greenwings. North Carolina was recognized #2 in the nation with project WEBFOOT members behind Delaware and #3 nationally in total Greenwings at the National Convention in Anchorage, Alaska.

At the State Convention held in Ashville, the top three chapters recognized for WEBFOOT awards were: 1) Carteret Co. 2) Harnett Co. 3) Clinton-Sampson. The top three chapters for

total Greenwings were: 1) Cumberland Co. 2) Clinton-Sampson and 3) Duplin Co.

We have had a very successful summer of GW events with the efforts of such chapters as Carteret Co., Swansboro /Jacksonville, Wake Co., Concord, and Duplin Co. A special thank you is given to Life-Sponsor Bud Newkirk for allowing the Duplin committee to use his pond.

Many, many thanks to each chapter who enrolled classes in the WEBFOOT program and to each chapter who hosted a GW event. Your efforts are why NC ranks #2 and #3 nationwide.

NOW is the time to focus on project WEBFOOT sign up as school is about to begin. Please contact anyone on the State GW Committee for help, advice, support or whatever – for GW events and promoting project WEBFOOT for more Science classrooms. Remember: DO IT FOR THE KIDS!!

You no doubt have heard the phrase used on a fi shing pier “You should Have Been Here Yesterday”. Well I’m telling you, “You Should Have been at the 2007 National Convention in Anchorage”. NC had 29 attendees and National Delegates in attendance, I heard that we had more attendees than any one else on the east coast or maybe east of the Mississippi.

At the 2006 convention in Phoenix; NC was presented the #1 state in the nation designation with 7 Top Ten fi nishes out of 18 categories and a Bronze Award in the comprehensive award category. At the 2007 convention in Anchorage; NC had 10 Top Ten fi nishes (4-1st place fi nishes) out of 18 categories and brought home the GOLD Award in the comprehensive award category.

Not only was NC recognized on stage 11 times, John Farley was recognized as being the catalyst that broke an all time DU record with NC obtaining 65 Major Donors in one

calendar year. John received a standing ovation from over 1,000 convention attendees from all over the continent. It doesn’t end there; Don Manley also was recognized as being the longest tenured DU employee with over 31 years in service. As Don & Donna were summoned to the stage, another standing ovation was in the works.

I am extremely proud of each and every one of you for your part in making North Carolina a nationally recognized force for two consecutive years. You, the volunteers are what makes NCDU so successful. Make plans now to attend the 2008 convention in Baltimore May 21st-25th at the beautiful Marriott Waterfront Hotel. We can gather a crowd, drive to Baltimore and have the most attendees from any where in the country. If you have never attended a national convention, this will be a great one to start with. Those that have been to one convention keep coming back year after year.

Greenwings are the future of Ducks Unlimited. Since 1973, the Greenwing programs conducted by local committees have created the perfect opportunity for youngsters to learn about wetlands conservation. By exposing them to the great outdoors and the need for improving wildlife habitat, we are taking positive steps to ensure the future of our natural heritage.

Project WEBFOOT is an international, interdisciplinary education outreach program and curriculum created by Ducks Unlimited to bring wetland education to life for 4th-6th grade students.

The fascinating world of wetlands is all around us. It exists in the many marshes, rivers, ponds, and swamps found throughout North America, even among our cities and suburbs. But wetlands aren’t spectacular, high-profile places like mountains and canyons. They don’t jump out and grab our attention. Instead, they perform their critical functions slowly and quietly—out of sight and, more often than not, out of mind.

Because many people are unaware of the tremendous value wetlands provide for our environment, economy, and well being, these amazing places continue to be destroyed at an alarming rate. To reverse this trend we must educate young people about the importance of wetlands, and empower them to make informed decisions about the future of these vital habitats.

The goal of Project WEBFOOT is to raise awareness and appreciation of wetlands among students, teachers, parents, and communities. Just as wetlands are a critical part of the interconnected web of life, each member of Project WEBFOOT has an important role to play in this exciting outreach program. TEACHERS AND STUDENTS

Project WEBFOOT offers teachers learning materials that can be integrated with the existing school curriculum to help bring the world of wetlands to life for 4th-6th grade students. These materials encourage active participation and problem solving in an interdisciplinary approach that can be used in teaching reading, science, art, and other subjects. Each Project WEBFOOT kit contains the following items:

• A curriculum-based lesson plan guide for teachers on habitats and communities

• A full-color illustrated book, America’s Wetlands: Guide to Plants and Animals, which offers a complete guide to North America’s most exciting ecosystems

• An interactive CD-ROM featuring a world of information on the ducks, geese, and swans of North America, including color photos, songs for all species from the world-famous Cornell Lab of Ornithology, range maps, abundance maps, ID tips, quizzes, and more.

• A Wetland Wild activity book filled with informative and fun puzzles, word scrambles, and graphic games that can be used in the classroom

• A full-color Wetland Values poster, Waterfowl poster, and workbook

• A read-aloud wetlands booklist to promote literacy and enhance knowledge

• A variety of fact sheets and other materials about wetlands and watersheds

• A one-year subscription to Ducks Unlimited’s quarterly Puddler magazine for each child

• A DU Greenwing membership certificate and yearly decal for each child

• A Pocket Waterfowl ID Guide for each child• An individual sticker collection for each child • A frameable certificate for each school enrolled in the program

SPONSORSBusinesses, corporations, foundations, and individuals are invited to

participate in Project WEBFOOT by sponsoring classrooms in their local communities. Sponsorships cost $300 per classroom ($12 per child for the average class of 25), and all the funds are spent locally, usually on the class, school, or school district of the sponsor’s choice. In return for their generous support, sponsors receive a frameable certificate listing the school and classroom(s) sponsored, as well as special recognition from participating students, teachers, and Ducks Unlimited.DU MEMBERS, PARENTS, AND OTHER VOLUNTEERS

Since Project WEBFOOT is largely volunteer-driven, the work of DU members, parents, and other volunteers is critical to the program’s success.

Ducks Unlimited state Greenwing Chairs play an important role in informing local DU chapters about the WEBFOOT program. Chapters may in turn set up committees comprised of individuals with different talents working together to get Project WEBFOOT adopted in their local communities.

DU members, parents, and other volunteers participate by seeking sponsor support from local businesses, public utilities, parent associations, and individuals. Once sponsorships are obtained, volunteers then approach school principals, district science coordinators, and teachers about enrolling local classrooms in the program. BRINGING WETLANDS EDUCATION TO LIFE

Everyone working together to raise awareness and appreciation of wetlands—that’s the “web” in Project WEBFOOT! Together sponsors, teachers, and volunteers can help bring wetlands education to life for students all across North America. Your support of this program in your community will help create a public that is committed to wetland conservation now and in the future.

Many of you volunteers that have been around for several seasons will remember well the underlying DU policy related to: “not getting involved in politics and leaving that to other organizations” that was our guiding policy for many, many years. We were all cautioned that we should leave efforts to influence Public Policy to our small Washington, DC staff to act on behalf of Ducks Unlimited.

My how the times and circumstances have changed in recent years related to Public Policy. Your organization has rearmed and retrained and adapted

different strategies for going to battle and trying to win our share of the public funding and influence the public policy related to wetland conservation. Our recently completed Five Year Business Plan addresses this issue and the increased importance Public Policy and Public Funding will have for our organization in the future. Our ability to leverage Public Funding sources with private, state and corporate funds allows us to significantly increase the work we can accomplish on the wetland conservation battlegrounds each day. Wetlands for Tomorrow, Volunteer Celebration Day, 3 R’s, SBA, Sound CARE, Hunt & Home, Project Webfoot, Waterfowl Hunter’s Parties, Collegiate Chapters, Conservation Initiatives – if you were a DU volunteer during the ‘90’s, and, like Rip Van Winkle, “overslept a might” and woke to re-join your chapter today, you might be amazed at how much has changed in Ducks Unlimited. There is another less visible but critically important change that is taking place – accountability!

“Accountability” is defined as “thestate of being held responsible for carrying out one’s obligations.” Most of us are quite familiar with the concept of accountability in our day-to-day business responsibilities – a fair day’s pay for a fair day’s work, budgets to meet, deadlines to beat, milestones in a continuously accelerating cycle! We pledged our personal accountability when we accepted our job.

Ducks Unlimited is a different kind of responsibility. The success of DU hinges on the efforts not only of employees, who number in the hundreds, but significantly on the efforts of volunteers, who number over 60,000! As a DU volunteer, there is no “boss”, and their certainly is no paycheck! To whom is a DU volunteer accountable?

Today, we find the seeds of accountability deeply planted and growing throughout DU to engage our national leadership, state committees, and local chapters.

At the national level, you can feelthe commitment to “Wetlands for Tomorrow”, a $1.7 billion campaign for a continent. You read “Our Flight Plan”, a five year strategic plan seeking to enlist 75,000 volunteers and 700,000 adult members in pursuit of wetlands conservation. You are engaged in committees committed to constructive change, and you are challenged by regular conference calls to account for your actions.

At the state level, we are reminded by our mission statement that NCDU is “a volunteer driven, membership based, non-profit organization”. We share a commitment to Sound CARE, and we communicate goals and specific job responsibilities to state officers and district chairmen in order that we might fund restoration and enhancement of an additional 64,000 acres of wetlands in North Carolina and related breeding grounds. We are challenged during regular conference calls and state committee meetings to account for our actions.

In our local chapters, we are challenged to recruit new volunteers, to grow net net income by 5% per year, to hold (at least) a second event, to achieve 60% event efficiency, to recruit sponsors and upgrade sponsors to major donors, and to follow 10/30 reporting guidelines. We are asked to participate in district workshops, and we are provided with Event Planning Worksheets to facilitate development

On July 26-28, 2007, the weather gods smiled on the 19th Annual Band the Billfish Tournament at Morehead City. Everyone enjoyed the perfect weather, good fishing, great fellowship and outstanding food. All of these combined to make this a very successful fundraiser for Ducks Unlimited. The final figures are not yet in, but we will exceed $45,000.00 to be donated to Ducks Unlimited and Sound Care!!

Seventy-three boats participated in the tournament. They caught and released 45 billfish along with a good catch of large wahoo and dolphin. The winning boat was “Outer Limits” from Oregon Inlet with 600 release points followed by “Bill Collector” with 522 points, and “Hattitude” with 492 points. The total purse was $213,400.

None of this would have been possible without the efforts of my predecessors, Tav Gauss, Lloyd Goode, and Jack Lamb, Tournament Director, Mark Shouse, photographer , Beverly Warren, and the many volunteers including Carol Lohr, Jean Kilgore, and the members of the Little River, Jacksonville, Carteret County, Clinton/Sampson, NC State University and Cumberland County DU chapters. I would like to thank all of you for your outstanding performance.

Not to be forgotten, are our Sponsors’ whose financial support made all of this possible. Please thank them by supporting their companies all year long.

Lloyd Goode, At Large Member of the Board of Directors and Past State Chairman, thanked everyone for helping North Carolina to lead the nation. Lloyd emphasized that we should continue to recruit new members and new committee volunteers. Because everyone’s efforts, North Carolina was one of only two states to receive a Gold Award at the national convention. Lloyd also discussed the Feather Society. This is a program where you can benefit Ducks Unlimited through

your will. It’s very easy to do. Ducks U n l i m i t e d has legal templates on its web site where you can add DU as an i r r e v o c a b l e b e n e f i c i a r y to ad life i n s u r a n c e policy. By leaving any amount to

Ducks Unlimited, you become a member of the Feather Society.

Lee Warren, State Chairman, recognized John Farley, State Major Donor Chairman, for setting a Ducks Unlimited national record by enrolling 65 new major donors or upgrades in 2006. This year John has aimed even higher. His goal is to enroll 75 new major donors or upgrades. You may upgrade to a major donor by counting all of your previous membership dues toward major donor status. As a major donor, you have the opportunity to direct your contribution toward the funding of a specific project. If you would like to become a major donor or know some one who might want to be a major donor, John asks that you call him at (252) 756-9975. John reminded everyone that “Everyone might not be

able to be a major donor, but everyone knows some one who can.”

Rodney Warren, State Recruitment Chairman, reported that he has received 65 new member referrals by national headquarters. These referrals through the ducks.org website or the Ducks Unlimited Magazine are forwarded to the local area chairman and regional director. The area

chairman should contact the person, follow up, and get them involved in the local chapter.

Information on the Ducks Unlimited Wildlife Art Sealed Bid Auction was presented by Dan O’Neal, Senior Regional Director for Fund Raising. The SBA program has proven to be a successful means to generate additional grassroots funds outside of the banquet system. All income is credited to the local chapter as grassroots income. Every $1500.00 in net income from the SBA Program earns the local chapter one free gun for the local chapter event. The Sealed Bid Auction can be run by a “committee of one” and reaches an audience that may not attend a local banquet. The available wildlife art may

be viewed on the DU web site. Additionally, it’s a good way to keep a chapter active throughout the year. For more information Contact Dan by email at [email protected].

As the State Committee Workshop concluded, State Chairman Lee Warren reminded everyone of the Western BBQ Buffet on the patio and of the schedule of events for Saturday. A golf tournament, a sporting clays tournament, and local tours of Asheville were scheduled during the day and the NCDU Awards Banquet on Saturday evening.

on how Public Policy is shaped regarding wetland and waterfowl conservation, clean water, clean air and greenhouse gases helps insure that these policies will complement our mission plan and allow us to utilize these policies to accelerate our conservation work. Recent Supreme Court case decisions and lower court decisions have revealed a vulnerability of existing wetlands rules and Public Policy. These adverse rulings have caused Ducks Unlimited to see an urgent need for updating Public Policies as related to wetland conservation so the great work we have done in the past can continue. These needed modifications and strengthening of Wetland Protection Public Policy will have to come from Congress with in consultation with conservation organizations and governmental agencies on the state and national level. As if this skirmish was not a challenge enough we also face other battlefronts involving the Farm Bill and the related agricultural based conservation programs funded from this bill. The recent mood in Washington to reduce subsidies paid to agriculture has had the collateral effect of threatening the funding for the conservation subsidies paid to agriculture that greatly benefit our efforts across the country. NAWCA (North American Wetlands Council) funding a source for much of our joint efforts with DU Canada and DUMAC has also been under attack in recent years by the budget cutter squads in Congress.

All this being said it became obvious to Senior DU Staff and Volunteers that we are waging too many battles in the Public Funding and Policy battleground without enough grassroots volunteer “troops” in our front lines. As a result there is now a “call to action” for all of us to become more actively involved in talking with our governmental representatives and presenting our case when requested by our Governmental Affairs professionals. Across our thousands of volunteers are individuals that know a congressman by first name, they have his or her cell phone number, they share a hunting camp together or they went to high school or college together and- with that- they have the ability to “reach” that person and deliver the message on a personal level. No organization can buy that type of lobbying or hire enough staff that can develop those relationships in a life time! These relationships are priceless assets to this organization and DU intends to make better use of these assets in the future to make sure our message is heard at critical times when policy and funding need to be influenced.

I would encourage each of you to take the time to send that email, make that phone call, leave that message/voice mail for our elected officials when you are called upon in the future. Please let someone know if you do have that special relationship with an elected official that is in the position to help our efforts. Working

together we are a powerful “grassroots army” of volunteers. When our efforts are well coordinated we can be sure our message is heard and that the ducks benefit from the limited public funding sources and that Public Policy is crafted with the DU Mission being supported. When we all unite with a single voice and that voice is in step with our “Singleness of Purpose” the ducks and the habitat for the ducks win the battle every time. Please sign up for the grassroots army and join ranks with your fellow DU volunteers and let’s get our voice heard!

All of us in Ducks Unlimited are proud of what DU has accomplished. I am probably most proud of the North Carolina special program – Sound CARE which is in the process of protecting, restoring and enhancing 64,000 acres at a cost of $ 22 million.

Of this total, Ducks Unlimited will conserve 22,000 acres in North Carolina for a cost of $ 11 million. So far we have met our goals, but we will have to work hard to complete them.

There are many individual Sound CARE projects in North Carolina – some are already completed such as the Ray D. Minges project in Martin County.

Don Manley and I had a good hunt last fall on the Minges project which is being handled by the NC Wildlife Commission - you all should apply for a hunt.

There are many projects that are just getting started – one of those is the Johns River project in Western North Carolina.

One of the many ways that we are raising this $ 22 million needed for Sound CARE is through major donors – contribution of $ 10,000 or more.

Ducks Unlimited allows an individual credit of all his prior contributions on a pledge to become a major donor and to pay the balance over five years. For example, if your contributions to DU total $ 1,000, you can become a Life Sponsor ($ 10,000) by paying the balance of $ 9,000 over five years.

Not all of us can become Life Sponsors right now, but you probably know someone who can.

As major donor chairman, I need your help and Sound CARE needs your help. If you can help me secure major donors, please call me at 252-756-9975.

To stay on target to reach our 2007Sound CARE goal we need 75 New Life Sponsors this year.

I hear everyone is getting ready for the upcoming season with great expectations for a good year! I to am gearing up for the season in more ways than one for another great year for NCDU!!

Just a few words about myself and my newly appointed position for NCDU. As our State Chairman Lee Warren has stated in the past: “if you hang around long enough, DU will find a place for you”. Well, I was hiding but got caught! I hail from Cumberland County and have been involved with DU for 11 years. I am a life sponsor and have enjoyed many days working with DU and my local chapter.

As the new State Sponsor Chairman for NCDU, I want to invite each member to take a look at becoming a sponsor. This yearly cost of $250 is a

small amount for the good it will do for the ducks! If each of the present sponsors in each chapter will recruit one person as a sponsor, we can grow by over 25% overnight. This $250 sponsor cost equates to .69 cents per day for a year. Not much considering the other things we purchase each year for hunting, and you even get change back! I’m looking forward to this fall for several reasons. I’ll be glad to get away from this 100 degree heat of August. I’ll be glad to see the hunting season arrive, and I’m looking forward to a great fall fundraising season for the ducks. North Carolina Ducks Unlimited has really been on the rise for the past three or four years, and this one is shaping up to be just as good or better.

Ducks Unlimited volunteers are the key to our success, and we have some the best ones right here in Eastern North Carolina. You are the reason we have done so well for so long and will continue to do well. If you are reading this, and you are not on a local committee, please consider joining your local chapter. Call me at (910)-592-3898 and I’ll help you. If you are on a committee, try to bring at least one or two more folks to your committee. Think what we could do for the ducks if each committee member in

North Carolina brought just one more person to the group.

The future of the sport of waterfowling depends on Ducks Unlimited and Ducks Unlimited depends on you. If you hunt ducks and you are not on a local committee, you should ask yourself why. If you take the time to hunt ducks, you need to take the time to help the waterfowl resource for yourself and for future generations.

Well the “Dog Days” are upon us, and that can mean only one thing. Hunting seasons are about to begin. Before you know it, we will be sweating out an afternoon dove hunt with our friends or waiting in a field for that first flock of “Honkers” to appear on the horizon. I hope you all get the chance to take advantage of this season’s “fruits of your labor”.

The fall banquet season is just around the corner and I know that you are making plans for a great year for the ducks. Waterfowl numbers are looking good thanks to the efforts of the best volunteers in the world. With canvasbacks at a record high and increases in teal, mallards, and gadwall, we should have a great season if we can get Old Man Winter to make an appearance.

Another State Convention has passed, and

some notable chapters need to be recognized. The Raleigh Chapter has once again been recognized as a National “Top 10” chapter. Thanks to the Raleigh Chapter volunteers and their leaders R.J. Blondeau and A. Hobgood for a job well done. I know that they are getting ready to set new records at their upcoming banquet.

Also I would like to recognize Area Chairman of the Year, Eddie Morgan, of the Currituck County Chapter. Thanks Currituck for a great job.

Also we had our Volunteer Celebration Day on August 4th, and I would like to say thanks to the NC State Chapter for helping cook all those chickens that we served. Special thanks also go out to David Summerlin, Buck Curtis, Kurt Adams, Bob Thompson, Paul Yates and John Kimrey for all of their assistance in making this day a success. We had 28 chapters represented in Raleigh, and many more across the state at the other 2 locations.

Speaking of the NC State Chapter, those

guys led by Michael Jennings were the # 3 college chapter in the nation last year. I know that Ryan Lee and Trey Oliver (Co- chairmen) will keep up the good work. Go get the Aggies, and put NC State on top.

Ducks Unlimited now has available for chapters a new event called the “Waterfowl Hunters Party”. This event is an entirely new concept that can be used by districts for recruiting purposes. DU along with Avery the Decoy Company has put together a package consisting of some 60 dozen decoys, blinds, field bags, guns, and the like to use at the event. It works best when the event is managed by several committees in a district.

If you are interested in this, please let me know as soon as possible since we have to reserve the limited number of packages.

Thanks to all of the Central Region Volunteers for all you did last year and all you will do in years to come. Remember YOU are DU and YOU did make a difference this year

What a summer!! With temperatures pushing or topping 100 for much of the first half of August and rainfall for the first seven months of the year way below average, this likely will be one that, years down the road, we will tell the grandkids about from a front-porch rocker. I can hear it now: “why when I was a young’un, it’d get so hot in August that the shingles would melt right off the roofs; and not only could you fry an egg on the sidewalk, bacon would sizzle in no time a’tall. You’d have to turn’em both quick and take’em up or they’d burn”…..

Fortunately, the heat and drought we’ve endured here haven’t similarly impacted waterfowl breeding habitats of the northern U.S. and Canada where the bulk of the migratory

birds that winter in North Carolina are hatched and reared. Rainfall over much of Canada has been normal to above normal all year and Spring surveys showed that, overall, waterfowl populations on the breeding grounds this spring were up fourteen percent over last year and up 24% over the long term average. That’s great news that bodes well for water fowlers in the Old North State – fall flights are anticipated to be normal to above normal this year. Of course, weather is a player in that as well; we can only hope that our hot summer is followed by an equally cold winter to push the birds down to us.

Thus far, Mother Nature has done her part, providing water to fill ponds across waterfowl breeding grounds. Ducks Unlimited continues to aggressively work to protect and restore wetlands there, and to protect and restore

adjacent grassland habitats that are critical to the success of nesting waterfowl. Grasslands are as important to the success of nesting waterfowl as wetlands, and both are increasingly under assault. Other articles in this issue provide insight to that concern and to DU’s work to address it.

Here in North Carolina drought conditions highlight the importance of wetlands protected and restored through our Sound CARE conservation initiative. In drought years many habitats normally utilized by both resident and wintering waterfowl are dry, making managed wetlands, with their reliable water supplies even more important. The NC Sound CARE Initiative has the goal of protecting and restoring 78,000 acres of wintering and nesting habitat by 2010. Thanks to the support of people like you, we’re on track to achieve that goal. The ducks, both here and there, thank you!!

WASHINGTON, D.C. - U.S. Senator Jim Inhofe (R-Okla.) praised the passage by unanimous consent of his bill (S.1877) clarifying U.S. law to allow veterans and servicemen not in uniform to salute the flag. Current law (US Code Title 4, Chapter 1) states that veterans and servicemen not in uniform should place their hand over their heart without clarifying whether they can or should salute the flag.

“The salute is a form of honor and respect, representing pride in one’s military service,” Senator Inhofe said. “Veterans and service members continue representing the military services even when not in uniform.” Unfortunately, current U.S. law leaves confusion as to whether veterans and service members out of uniform can or should salute the flag. My legislation will clarify this regulation, allowing veterans and servicemen alike to salute the flag, whether they are in uniform or not.

“I look forward to seeing those who have served saluting proudly at baseball games, parades, and formal events. I believe this is an appropriate way to honor and recognize the 25 million veterans in the United States who have served in the military and remain as role models to others citizens. Those who are currently serving or have served in the military have earned this right, and their recognition will be an inspiration to o ther s . ”

In Chapter 1 of Genesis, God gave man authority over “the fish of the sea, the birds of the air, and all the living things that move upon the earth.” Does authority not imply responsibility? Does responsibility not imply accountability? Will we be held accountable in a higher court?

With the coming of the fall, anticipation runs high! We eagerly await the first signs of migration. We also await our peak season for recruitment and fundraising. We ask that each of our members and volunteers accept accountability for your role in ensuring a future for waterfowl and for waterfowling. It is our pledge to each other. It’s the new DU!

NC to be recommended for appointment as the NC State Chair Elect by President Bruce Lewis.

Rodney and his wife Laura along with their twin five-year old sons Luke and Garrett live in Dunn, NC. Rodney has served flawlessly as your NC State Recruitment Chairman and as District Chairman in District 5 supervising five of our area chapters. Also Rodney has been instrumental in the three-year success of the Harnett County chapter’s “Texas Hold’em Poker Tournament”.

In addition to all of Rodney’s duties with DU, he is also a named partner in the CPA firm of “Giles, Strickland & Warren and is actively involved in his church and many other civic organizations.

Even though we were both born and raised twenty-some miles apart and share the same last name, I am not aware of any family connections. I am relatively sure (no pun intended) that my father could trace our roots back to some point just shy of Noah. As a matter of fact, I believe that you could have put my father off of an airplane in Sydney Australia and in about fifteen minutes he would find somebody that was kin to someone he knew.

1. Assume that all firearms are loaded. Make no exceptions to this rule.

2. Never point the muzzle of a firearm at anything that you are not willing to destroy. Especially when “dry firing” an “unloaded” firearm.

3. Keep your finger off the trigger until the sights are on the target.

4. Be sure of your target and what is beyond it. Never fire at anything until you have positively identified it.

5. Keep all firearms unloaded until they are actually in use.

6. Do not rely on your firearm’s safety.

7. Always wear eye and ear protection when shooting.

8. Be sure that the barrel is clear of any obstructions before firing.

9. Know the mechanical and handling characteristics of the firearm that you are using.

10. Regularly clean and service your firearms.

Memphis, Tenn., Sept. 10, 2007 – As the fall hunting season approaches, there’s one question on the mind of every duck hunter: Where are the ducks? Ducks Unlimited is now helping answer that question. This week, Ducks Unlimited launched the most comprehensive migration map on the Web today.

It’s online now at www.d u c k s . o r g /MigrationMap.

“This is a must have tool that duck and goose hunters will use. It’s a truly integrated migration map of the U.S. and Canada, so they can see where the ducks are during the migration s e a s o n , ” said Anthony Jones, Web manager for Ducks Unlimited. “For years, people have been asking for a comprehensive, interactive map like this. That’s exactly what we’re giving them – and then some.”

Migration map users can report on waterfowl numbers in their local areas or hunting locations. Visitors loading the map will see an aerial view of North America with real-time colored “markers” scattered across the map.

Each dot represents a user-submitted report with color-coded waterfowl concentrations. Hunters can click on any dot to view the detailed report and in some cases,

view detailed aerial maps of their favorite hunting locations. They can even select which type of view they prefer – aerial, road or a hybrid view.

Users also can view migration patterns from two, five and 10 days back on the map.

“This allows hunters to not only see present activity levels, but also lets them know how birds are moving over time,” Jones said.

Users can also switch b e t w e e n d i f f e r e n t classificationsof waterfowl, such as diving ducks, puddle ducks and geese.

“When a user submits a report, we

ask them to classify the waterfowl they encountered. If they aren’t sure, we have a waterfowl id section where they can identify a bird down to the species level,” said Jones.

As an added bonus, visitors to the migration map can also subscribe to a special service and receive instant email notifications when a report is posted to their favorite hunting location.

The migration map is available throughout the fall and winter months exclusively on the Ducks Unlimited Web site, www.ducks.org.

For a limited time, Bank of America agreed to double donations to wetland conservation. From August 24 to September 15, Bank of America matched online donations to Ducks Unlimited, the world’s largest wetlands and waterfowl conservation group.

Bank of America offered the matching program to commemorate Ducks Unlimited’s appearance in the August 24 edition of USAToday. USA Today celebrated their 25th anniversary by recognizing 25 of the nation’s leading charities. Ducks Unlimited was selected, and was highlighted in the front-page Snapshot section on August 24th, and in two advertisements the following six days.

“It’s a tremendous honor to be selected by USA Today as one of the nation’s top 25 charities,” said Don Young, DU’s executive vice president. “We appreciate the generous publicity they’ve donated, and the generous contributions offered by Bank of America. Hopefully this will raise awareness about how critical our nation’s wetlands are, and get more people involved to make a difference through DU.”

The matching program certainly got people involved. Bank of America originally offered to match up to $50,000 in online donations. DU donors responded in force, and within the first twelve hours had met their match. Bank of America quickly and generously raised the

bar, doubling their matching commitment from $50,000 to $100,000. DU donors again stepped forward to meet the match, raising more than $200,000 for Ducks Unlimited’s conservation mission.

“This is our way of saying ‘congratulations’ on a job well done, and hopefully it will get more people involved in Ducks Unlimited’s critical habitat conservation work,” said Bruce Hammonds, President of Card Services at Bank of America.

“We’re grateful to Bank of America for giving conservationists this opportunity to make a difference,” said Young. “Bank of America is one of DU’s longest-standing and most dedicated partners. They realize the value of habitat conservation, and are generous enough to help others contribute to the cause. We also thank everyone who took advantage of this opportunity to double their donation through Bank of America.”

Thanks to Bank of America, $200,000.00 has been raised for the ducks.

We have thrived by harnessing the passion of our volunteers. We have succeeded because we, as volunteers, are able to count on other volunteers. The answer to my question, “To whom is a DU volunteer accountable?” isevident:

We are accountable to each other!DU is blessed to have thousands of dedicated

volunteers. Each of us brings different skills, different contacts, and varying quantities of time and financial resources that we are able to commit. That’s ok. Each of us “make a difference” in our own way, but it is the awesome aggregation of our collective efforts that has propelled DU to be the world leader in “on the ground” wetlands conservation. Thank you!

In Chapter 1 of Genesis, God gave man authority over “the fish of the sea, the birds of the air, and all the living things that move upon the earth.” Does authority not imply responsibility? Does responsibility not imply accountability? Will we be held accountable in a higher court?

With the coming of the fall, anticipation runs high! We eagerly await the first signs of migration. We also await our peak season for recruitment and fundraising. We ask that each of our members and volunteers accept accountability for your role in ensuring a future for waterfowl and for waterfowling. It is our pledge to each other. It’s the new DU!

NC to be recommended for appointment as the NC State Chair Elect by President Bruce Lewis.

Rodney and his wife Laura along with their twin five-year old sons Luke and Garrett live in Dunn, NC. Rodney has served flawlessly as your NC State Recruitment Chairman and as District Chairman in District 5 supervising five of our area chapters. Also Rodney has been instrumental in the three-year success of the Harnett County chapter’s “Texas Hold’em Poker Tournament”.

In addition to all of Rodney’s duties with DU, he is also a named partner in the CPA firm of “Giles, Strickland & Warren and is actively involved in his church and many other civic organizations.

Even though we were both born and raised twenty-some miles apart and share the same last name, I am not aware of any family connections. I am relatively sure (no pun intended) that my father could trace our roots back to some point just shy of Noah. As a matter of fact, I believe that you could have put my father off of an airplane in Sydney Australia and in about fifteen minutes he would find somebody that was kin to someone he knew.

1. Assume that all firearms are loaded. Make no exceptions to this rule.

2. Never point the muzzle of a firearm at anything that you are not willing to destroy. Especially when “dry firing” an “unloaded” firearm.

3. Keep your finger off the trigger until the sights are on the target.

4. Be sure of your target and what is beyond it. Never fire at anything until you have positively identified it.

5. Keep all firearms unloaded until they are actually in use.

6. Do not rely on your firearm’s safety.

7. Always wear eye and ear protection when shooting.

8. Be sure that the barrel is clear of any obstructions before firing.

9. Know the mechanical and handling characteristics of the firearm that you are using.

10. Regularly clean and service your firearms.

Memphis, Tenn., Sept. 10, 2007 – As the fall hunting season approaches, there’s one question on the mind of every duck hunter: Where are the ducks? Ducks Unlimited is now helping answer that question. This week, Ducks Unlimited launched the most comprehensive migration map on the Web today.

It’s online now at www.d u c k s . o r g /MigrationMap.

“This is a must have tool that duck and goose hunters will use. It’s a truly integrated migration map of the U.S. and Canada, so they can see where the ducks are during the migration s e a s o n , ” said Anthony Jones, Web manager for Ducks Unlimited. “For years, people have been asking for a comprehensive, interactive map like this. That’s exactly what we’re giving them – and then some.”

Migration map users can report on waterfowl numbers in their local areas or hunting locations. Visitors loading the map will see an aerial view of North America with real-time colored “markers” scattered across the map.

Each dot represents a user-submitted report with color-coded waterfowl concentrations. Hunters can click on any dot to view the detailed report and in some cases,

view detailed aerial maps of their favorite hunting locations. They can even select which type of view they prefer – aerial, road or a hybrid view.

Users also can view migration patterns from two, five and 10 days back on the map.

“This allows hunters to not only see present activity levels, but also lets them know how birds are moving over time,” Jones said.

Users can also switch b e t w e e n d i f f e r e n t classificationsof waterfowl, such as diving ducks, puddle ducks and geese.

“When a user submits a report, we

ask them to classify the waterfowl they encountered. If they aren’t sure, we have a waterfowl id section where they can identify a bird down to the species level,” said Jones.

As an added bonus, visitors to the migration map can also subscribe to a special service and receive instant email notifications when a report is posted to their favorite hunting location.

The migration map is available throughout the fall and winter months exclusively on the Ducks Unlimited Web site, www.ducks.org.

For a limited time, Bank of America agreed to double donations to wetland conservation. From August 24 to September 15, Bank of America matched online donations to Ducks Unlimited, the world’s largest wetlands and waterfowl conservation group.

Bank of America offered the matching program to commemorate Ducks Unlimited’s appearance in the August 24 edition of USAToday. USA Today celebrated their 25th anniversary by recognizing 25 of the nation’s leading charities. Ducks Unlimited was selected, and was highlighted in the front-page Snapshot section on August 24th, and in two advertisements the following six days.

“It’s a tremendous honor to be selected by USA Today as one of the nation’s top 25 charities,” said Don Young, DU’s executive vice president. “We appreciate the generous publicity they’ve donated, and the generous contributions offered by Bank of America. Hopefully this will raise awareness about how critical our nation’s wetlands are, and get more people involved to make a difference through DU.”

The matching program certainly got people involved. Bank of America originally offered to match up to $50,000 in online donations. DU donors responded in force, and within the first twelve hours had met their match. Bank of America quickly and generously raised the

bar, doubling their matching commitment from $50,000 to $100,000. DU donors again stepped forward to meet the match, raising more than $200,000 for Ducks Unlimited’s conservation mission.

“This is our way of saying ‘congratulations’ on a job well done, and hopefully it will get more people involved in Ducks Unlimited’s critical habitat conservation work,” said Bruce Hammonds, President of Card Services at Bank of America.

“We’re grateful to Bank of America for giving conservationists this opportunity to make a difference,” said Young. “Bank of America is one of DU’s longest-standing and most dedicated partners. They realize the value of habitat conservation, and are generous enough to help others contribute to the cause. We also thank everyone who took advantage of this opportunity to double their donation through Bank of America.”

Thanks to Bank of America, $200,000.00 has been raised for the ducks.

I hear everyone is getting ready for the upcoming season with great expectations for a good year! I to am gearing up for the season in more ways than one for another great year for NCDU!!

Just a few words about myself and my newly appointed position for NCDU. As our State Chairman Lee Warren has stated in the past: “if you hang around long enough, DU will find a place for you”. Well, I was hiding but got caught! I hail from Cumberland County and have been involved with DU for 11 years. I am a life sponsor and have enjoyed many days working with DU and my local chapter.

As the new State Sponsor Chairman for NCDU, I want to invite each member to take a look at becoming a sponsor. This yearly cost of $250 is a

small amount for the good it will do for the ducks! If each of the present sponsors in each chapter will recruit one person as a sponsor, we can grow by over 25% overnight. This $250 sponsor cost equates to .69 cents per day for a year. Not much considering the other things we purchase each year for hunting, and you even get change back! I’m looking forward to this fall for several reasons. I’ll be glad to get away from this 100 degree heat of August. I’ll be glad to see the hunting season arrive, and I’m looking forward to a great fall fundraising season for the ducks. North Carolina Ducks Unlimited has really been on the rise for the past three or four years, and this one is shaping up to be just as good or better.

Ducks Unlimited volunteers are the key to our success, and we have some the best ones right here in Eastern North Carolina. You are the reason we have done so well for so long and will continue to do well. If you are reading this, and you are not on a local committee, please consider joining your local chapter. Call me at (910)-592-3898 and I’ll help you. If you are on a committee, try to bring at least one or two more folks to your committee. Think what we could do for the ducks if each committee member in

North Carolina brought just one more person to the group.

The future of the sport of waterfowling depends on Ducks Unlimited and Ducks Unlimited depends on you. If you hunt ducks and you are not on a local committee, you should ask yourself why. If you take the time to hunt ducks, you need to take the time to help the waterfowl resource for yourself and for future generations.

Well the “Dog Days” are upon us, and that can mean only one thing. Hunting seasons are about to begin. Before you know it, we will be sweating out an afternoon dove hunt with our friends or waiting in a field for that first flock of “Honkers” to appear on the horizon. I hope you all get the chance to take advantage of this season’s “fruits of your labor”.

The fall banquet season is just around the corner and I know that you are making plans for a great year for the ducks. Waterfowl numbers are looking good thanks to the efforts of the best volunteers in the world. With canvasbacks at a record high and increases in teal, mallards, and gadwall, we should have a great season if we can get Old Man Winter to make an appearance.

Another State Convention has passed, and

some notable chapters need to be recognized. The Raleigh Chapter has once again been recognized as a National “Top 10” chapter. Thanks to the Raleigh Chapter volunteers and their leaders R.J. Blondeau and A. Hobgood for a job well done. I know that they are getting ready to set new records at their upcoming banquet.

Also I would like to recognize Area Chairman of the Year, Eddie Morgan, of the Currituck County Chapter. Thanks Currituck for a great job.

Also we had our Volunteer Celebration Day on August 4th, and I would like to say thanks to the NC State Chapter for helping cook all those chickens that we served. Special thanks also go out to David Summerlin, Buck Curtis, Kurt Adams, Bob Thompson, Paul Yates and John Kimrey for all of their assistance in making this day a success. We had 28 chapters represented in Raleigh, and many more across the state at the other 2 locations.

Speaking of the NC State Chapter, those

guys led by Michael Jennings were the # 3 college chapter in the nation last year. I know that Ryan Lee and Trey Oliver (Co- chairmen) will keep up the good work. Go get the Aggies, and put NC State on top.

Ducks Unlimited now has available for chapters a new event called the “Waterfowl Hunters Party”. This event is an entirely new concept that can be used by districts for recruiting purposes. DU along with Avery the Decoy Company has put together a package consisting of some 60 dozen decoys, blinds, field bags, guns, and the like to use at the event. It works best when the event is managed by several committees in a district.

If you are interested in this, please let me know as soon as possible since we have to reserve the limited number of packages.

Thanks to all of the Central Region Volunteers for all you did last year and all you will do in years to come. Remember YOU are DU and YOU did make a difference this year

What a summer!! With temperatures pushing or topping 100 for much of the first half of August and rainfall for the first seven months of the year way below average, this likely will be one that, years down the road, we will tell the grandkids about from a front-porch rocker. I can hear it now: “why when I was a young’un, it’d get so hot in August that the shingles would melt right off the roofs; and not only could you fry an egg on the sidewalk, bacon would sizzle in no time a’tall. You’d have to turn’em both quick and take’em up or they’d burn”…..

Fortunately, the heat and drought we’ve endured here haven’t similarly impacted waterfowl breeding habitats of the northern U.S. and Canada where the bulk of the migratory

birds that winter in North Carolina are hatched and reared. Rainfall over much of Canada has been normal to above normal all year and Spring surveys showed that, overall, waterfowl populations on the breeding grounds this spring were up fourteen percent over last year and up 24% over the long term average. That’s great news that bodes well for water fowlers in the Old North State – fall flights are anticipated to be normal to above normal this year. Of course, weather is a player in that as well; we can only hope that our hot summer is followed by an equally cold winter to push the birds down to us.

Thus far, Mother Nature has done her part, providing water to fill ponds across waterfowl breeding grounds. Ducks Unlimited continues to aggressively work to protect and restore wetlands there, and to protect and restore

adjacent grassland habitats that are critical to the success of nesting waterfowl. Grasslands are as important to the success of nesting waterfowl as wetlands, and both are increasingly under assault. Other articles in this issue provide insight to that concern and to DU’s work to address it.

Here in North Carolina drought conditions highlight the importance of wetlands protected and restored through our Sound CARE conservation initiative. In drought years many habitats normally utilized by both resident and wintering waterfowl are dry, making managed wetlands, with their reliable water supplies even more important. The NC Sound CARE Initiative has the goal of protecting and restoring 78,000 acres of wintering and nesting habitat by 2010. Thanks to the support of people like you, we’re on track to achieve that goal. The ducks, both here and there, thank you!!

On July 26-28, 2007, the weather gods smiled on the 19th Annual Band the Billfish Tournament at Morehead City. Everyone enjoyed the perfect weather, good fishing, great fellowship and outstanding food. All of these combined to make this a very successful fundraiser for Ducks Unlimited. The final figures are not yet in, but we will exceed $45,000.00 to be donated to Ducks Unlimited and Sound Care!!

Seventy-three boats participated in the tournament. They caught and released 45 billfish along with a good catch of large wahoo and dolphin. The winning boat was “Outer Limits” from Oregon Inlet with 600 release points followed by “Bill Collector” with 522 points, and “Hattitude” with 492 points. The total purse was $213,400.

None of this would have been possible without the efforts of my predecessors, Tav Gauss, Lloyd Goode, and Jack Lamb, Tournament Director, Mark Shouse, photographer , Beverly Warren, and the many volunteers including Carol Lohr, Jean Kilgore, and the members of the Little River, Jacksonville, Carteret County, Clinton/Sampson, NC State University and Cumberland County DU chapters. I would like to thank all of you for your outstanding performance.

Not to be forgotten, are our Sponsors’ whose financial support made all of this possible. Please thank them by supporting their companies all year long.

Lloyd Goode, At Large Member of the Board of Directors and Past State Chairman, thanked everyone for helping North Carolina to lead the nation. Lloyd emphasized that we should continue to recruit new members and new committee volunteers. Because everyone’s efforts, North Carolina was one of only two states to receive a Gold Award at the national convention. Lloyd also discussed the Feather Society. This is a program where you can benefit Ducks Unlimited through

your will. It’s very easy to do. Ducks U n l i m i t e d has legal templates on its web site where you can add DU as an i r r e v o c a b l e b e n e f i c i a r y to ad life i n s u r a n c e policy. By leaving any amount to

Ducks Unlimited, you become a member of the Feather Society.

Lee Warren, State Chairman, recognized John Farley, State Major Donor Chairman, for setting a Ducks Unlimited national record by enrolling 65 new major donors or upgrades in 2006. This year John has aimed even higher. His goal is to enroll 75 new major donors or upgrades. You may upgrade to a major donor by counting all of your previous membership dues toward major donor status. As a major donor, you have the opportunity to direct your contribution toward the funding of a specific project. If you would like to become a major donor or know some one who might want to be a major donor, John asks that you call him at (252) 756-9975. John reminded everyone that “Everyone might not be

able to be a major donor, but everyone knows some one who can.”

Rodney Warren, State Recruitment Chairman, reported that he has received 65 new member referrals by national headquarters. These referrals through the ducks.org website or the Ducks Unlimited Magazine are forwarded to the local area chairman and regional director. The area

chairman should contact the person, follow up, and get them involved in the local chapter.

Information on the Ducks Unlimited Wildlife Art Sealed Bid Auction was presented by Dan O’Neal, Senior Regional Director for Fund Raising. The SBA program has proven to be a successful means to generate additional grassroots funds outside of the banquet system. All income is credited to the local chapter as grassroots income. Every $1500.00 in net income from the SBA Program earns the local chapter one free gun for the local chapter event. The Sealed Bid Auction can be run by a “committee of one” and reaches an audience that may not attend a local banquet. The available wildlife art may

As the State Committee Workshop concluded, State Chairman Lee Warren reminded everyone of the Western BBQ Buffet on the patio and of the schedule of events for Saturday. A golf tournament, a sporting clays tournament, and local tours of Asheville were scheduled during the day and the NCDU Awards Banquet on Saturday evening.

on how Public Policy is shaped regarding wetland and waterfowl conservation, clean water, clean air and greenhouse gases helps insure that these policies will complement our mission plan and allow us to utilize these policies to accelerate our conservation work. Recent Supreme Court case decisions and lower court decisions have revealed a vulnerability of existing wetlands rules and Public Policy. These adverse rulings have caused Ducks Unlimited to see an urgent need for updating Public Policies as related to wetland conservation so the great work we have done in the past can continue. These needed modifications and strengthening of Wetland Protection Public Policy will have to come from Congress with in consultation with conservation organizations and governmental agencies on the state and national level. As if this skirmish was not a challenge enough we also face other battlefronts involving the Farm Bill and the related agricultural based conservation programs funded from this bill. The recent mood in Washington to reduce subsidies paid to agriculture has had the collateral effect of threatening the funding for the conservation subsidies paid to agriculture that greatly benefit our efforts across the country. NAWCA (North American Wetlands Council) funding a source for much of our joint efforts with DU Canada and DUMAC has also been under attack in recent years by the budget cutter squads in Congress.

All this being said it became obvious to Senior DU Staff and Volunteers that we are waging too many battles in the Public Funding and Policy battleground without enough grassroots volunteer “troops” in our front lines. As a result there is now a “call to action” for all of us to become more actively involved in talking with our governmental representatives and presenting our case when requested by our Governmental Affairs professionals. Across our thousands of volunteers are individuals that know a congressman by first name, they have his or her cell phone number, they share a hunting camp together or they went to high school or college together and- with that- they have the ability to “reach” that person and deliver the message on a personal level. No organization can buy that type of lobbying or hire enough staff that can develop those relationships in a life time! These relationships are priceless assets to this organization and DU intends to make better use of these assets in the future to make sure our message is heard at critical times when policy and funding need to be influenced.

I would encourage each of you to take the time to send that email, make that phone call, leave that message/voice mail for our elected officials when you are called upon in the future. Please let someone know if you do have that special relationship with an elected official that is in the position to help our efforts. Working

together we are a powerful “grassroots army” of volunteers. When our efforts are well coordinated we can be sure our message is heard and that the ducks benefit from the limited public funding sources and that Public Policy is crafted with the DU Mission being supported. When we all unite with a single voice and that voice is in step with our “Singleness of Purpose” the ducks and the habitat for the ducks win the battle every time. All of us in Ducks Unlimited are proud of what DU has accomplished. I am probably most proud of the North Carolina special program – Sound CARE which is in the process of protecting, restoring and enhancing 64,000 acres at a cost of $ 22 million.

Of this total, Ducks Unlimited will conserve 22,000 acres in North Carolina for a cost of $ 11 million. So far we have met our goals, but we will have to work hard to complete them.

There are many individual Sound CARE projects in North Carolina – some are already completed such as the Ray D. Minges project in Martin County.

Don Manley and I had a good hunt last fall on the Minges project which is being handled by the NC Wildlife Commission - you all should apply for a hunt.

There are many projects that are just getting started – one of those is the Johns River project in Western North Carolina.

One of the many ways that we are raising this $ 22 million needed for Sound CARE is through major donors – contribution of $ 10,000 or more.

Ducks Unlimited allows an individual credit of all his prior contributions on a pledge to become a major donor and to pay the balance over five years. For example, if your contributions to DU total $ 1,000, you can become a Life Sponsor ($ 10,000) by paying the balance of $ 9,000 over five years.

Not all of us can become Life Sponsors right now, but you probably know someone who can.

As major donor chairman, I need your help and Sound CARE needs your help. If you can help me secure major donors, please call me at 252-756-9975.

To stay on target to reach our 2007Sound CARE goal we need 75 New Life Sponsors this year.

Project WEBFOOT is an international, interdisciplinary education outreach program and curriculum created by Ducks Unlimited to bring wetland education to life for 4th-6th grade students.

The fascinating world of wetlands is all around us. It exists in the many marshes, rivers, ponds, and swamps found throughout North America, even among our cities and suburbs. But wetlands aren’t spectacular, high-profile places like mountains and canyons. They don’t jump out and grab our attention. Instead, they perform their critical functions slowly and quietly—out of sight and, more often than not, out of mind.

Because many people are unaware of the tremendous value wetlands provide for our environment, economy, and well being, these amazing places continue to be destroyed at an alarming rate. To reverse this trend we must educate young people about the importance of wetlands, and empower them to make informed decisions about the future of these vital habitats.

The goal of Project WEBFOOT is to raise awareness and appreciation of wetlands among students, teachers, parents, and communities. Just as wetlands are a critical part of the interconnected web of life, each member of Project WEBFOOT has an important role to play in this exciting outreach program. TEACHERS AND STUDENTS

Project WEBFOOT offers teachers learning materials that can be integrated with the existing school curriculum to help bring the world of wetlands to life for 4th-6th grade students. These materials encourage active participation and problem solving in an interdisciplinary approach that can be used in teaching reading, science, art, and other subjects. Each Project WEBFOOT kit contains the following items:

• A curriculum-based lesson plan guide for teachers on habitats and communities

• A full-color illustrated book, America’s Wetlands: Guide to Plants and Animals, which offers a complete guide to North America’s most exciting ecosystems

• An interactive CD-ROM featuring a world of information on the ducks, geese, and swans of North America, including color photos, songs for all species from the world-famous Cornell Lab of Ornithology, range maps, abundance maps, ID tips, quizzes, and more.

• A Wetland Wild activity book filled with informative and fun puzzles, word scrambles, and graphic games that can be used in the classroom

• A full-color Wetland Values poster, Waterfowl poster, and workbook

• A read-aloud wetlands booklist to promote literacy and enhance knowledge

• A variety of fact sheets and other materials about wetlands and watersheds

• A one-year subscription to Ducks Unlimited’s quarterly Puddler magazine for each child

• A DU Greenwing membership certificate and yearly decal for each child

• A Pocket Waterfowl ID Guide for each child• An individual sticker collection for each child • A frameable certificate for each school enrolled in the program

SPONSORSBusinesses, corporations, foundations, and individuals are invited to

participate in Project WEBFOOT by sponsoring classrooms in their local communities. Sponsorships cost $300 per classroom ($12 per child for the average class of 25), and all the funds are spent locally, usually on the class, school, or school district of the sponsor’s choice. In return for their generous support, sponsors receive a frameable certificate listing the school and classroom(s) sponsored, as well as special recognition from participating students, teachers, and Ducks Unlimited.DU MEMBERS, PARENTS, AND OTHER VOLUNTEERS

Since Project WEBFOOT is largely volunteer-driven, the work of DU members, parents, and other volunteers is critical to the program’s success.

Ducks Unlimited state Greenwing Chairs play an important role in informing local DU chapters about the WEBFOOT program. Chapters may in turn set up committees comprised of individuals with different talents working together to get Project WEBFOOT adopted in their local communities.

DU members, parents, and other volunteers participate by seeking sponsor support from local businesses, public utilities, parent associations, and individuals. Once sponsorships are obtained, volunteers then approach school principals, district science coordinators, and teachers about enrolling local classrooms in the program. Many of you volunteers that have been around for several seasons will remember well the underlying DU policy related to: “not getting involved in politics and leaving that to other organizations” that was our guiding policy for many, many years. We were all cautioned that we should leave efforts to influence Public Policy to our small Washington, DC staff to act on behalf of Ducks Unlimited.

My how the times and circumstances have changed in recent years related to Public Policy. Your organization has rearmed and retrained and adapted

different strategies for going to battle and trying to win our share of the public funding and influence the public policy related to wetland conservation. Our recently completed Five Year Business Plan addresses this issue and the increased importance Public Policy and Public Funding will have for our organization in the future. Our ability to leverage Public Funding sources with private, state and corporate funds allows us to significantly increase the work we can accomplish on the wetland conservation battlegrounds each day. Wetlands for Tomorrow, Volunteer Celebration Day, 3 R’s, SBA, Sound CARE, Hunt & Home, Project Webfoot, Waterfowl Hunter’s Parties, Collegiate Chapters, Conservation Initiatives – if you were a DU volunteer during the ‘90’s, and, like Rip Van Winkle, “overslept a might” and woke to re-join your chapter today, you might be amazed at how much has changed in Ducks Unlimited. There is another less visible but critically important change that is taking place – accountability!

“Accountability” is defined as “thestate of being held responsible for carrying out one’s obligations.” Most of us are quite familiar with the concept of accountability in our day-to-day business responsibilities – a fair day’s pay for a fair day’s work, budgets to meet, deadlines to beat, milestones in a continuously accelerating cycle! We pledged our personal accountability when we accepted our job.

Ducks Unlimited is a different kind of responsibility. The success of DU hinges on the efforts not only of employees, who number in the hundreds, but significantly on the efforts of volunteers, who number over 60,000! As a DU volunteer, there is no “boss”, and their certainly is no paycheck! To whom is a DU volunteer accountable?

Today, we find the seeds of accountability deeply planted and growing throughout DU to engage our national leadership, state committees, and local chapters.

At the national level, you can feelthe commitment to “Wetlands for Tomorrow”, a $1.7 billion campaign for a continent. You read “Our Flight Plan”, a five year strategic plan seeking to enlist 75,000 volunteers and 700,000 adult members in pursuit of wetlands conservation. You are engaged in committees committed to constructive change, and you are challenged by regular conference calls to account for your actions.

At the state level, we are reminded by our mission statement that NCDU is “a volunteer driven, membership based, non-profit organization”. We share a commitment to Sound CARE, and we communicate goals and specific job responsibilities to state officers and district chairmen in order that we might fund restoration and enhancement of an additional 64,000 acres of wetlands in North Carolina and related breeding grounds. We are challenged during regular conference calls and state committee meetings to account for our actions.

In our local chapters, we are challenged to recruit new volunteers, to grow net net income by 5% per year, to hold (at least) a second event, to achieve 60% event efficiency, to recruit sponsors and upgrade sponsors to major donors, and to follow 10/30 reporting guidelines. We are asked to participate in district workshops, and we are provided with Event Planning Worksheets to facilitate development

Since the spring edition of the “First Flight” newspaper many exciting things have taken place with NC Greenwings. North Carolina was recognized #2 in the nation with project WEBFOOT members behind Delaware and #3 nationally in total Greenwings at the National Convention in Anchorage, Alaska.

At the State Convention held in Ashville, the top three chapters recognized for WEBFOOT awards were: 1) Carteret Co. 2) Harnett Co. 3) Clinton-Sampson. The top three chapters for

total Greenwings were: 1) Cumberland Co. 2) Clinton-Sampson and 3) Duplin Co.

We have had a very successful summer of GW events with the efforts of such chapters as Carteret Co., Swansboro /Jacksonville, Wake Co., Concord, and Duplin Co. A special thank you is given to Life-Sponsor Bud Newkirk for allowing the Duplin committee to use his pond.

Many, many thanks to each chapter who enrolled classes in the WEBFOOT program and to each chapter who hosted a GW event. Your efforts are why NC ranks #2 and #3 nationwide.

You no doubt have heard the phrase used on a fi shing pier “You should Have Been Here Yesterday”. Well I’m telling you, “You Should Have been at the 2007 National Convention in Anchorage”. NC had 29 attendees and National Delegates in attendance, I heard that we had more attendees than any one else on the east coast or maybe east of the Mississippi.

At the 2006 convention in Phoenix; NC was presented the #1 state in the nation designation with 7 Top Ten fi nishes out of 18 categories and a Bronze Award in the comprehensive award category. At the 2007 convention in Anchorage; NC had 10 Top Ten fi nishes (4-1st place fi nishes) out of 18 categories and brought home the GOLD Award in the comprehensive award category.

Not only was NC recognized on stage 11 times, John Farley was recognized as being the catalyst that broke an all time DU record with NC obtaining 65 Major Donors in one

calendar year. John received a standing ovation from over 1,000 convention attendees from all over the continent. It doesn’t end there; Don Manley also was recognized as being the longest tenured DU employee with over 31 years in service. As Don & Donna were summoned to the stage, another standing ovation was in the works.

I am extremely proud of each and every one of you for your part in making North Carolina a nationally recognized force for two consecutive years. You, the volunteers are what makes NCDU so successful. Make plans now to attend the 2008 convention in Baltimore May 21st-25th at the beautiful Marriott Waterfront Hotel. We can gather a crowd, drive to Baltimore and have the most attendees from any where in the country. If you have never attended a national convention, this will be a great one to start with. Those that have been to one convention keep coming back year after year.

Greenwings are the future of Ducks Unlimited. Since 1973, the Greenwing programs conducted by local committees have created the perfect opportunity for youngsters to learn about wetlands conservation. By exposing them to the great outdoors and the need for improving wildlife habitat, we are taking positive steps to ensure the future of our natural heritage.

At the 2007 North Carolina Ducks Unlimited State Convention in Asheville, June 21-24, Eddie Morgan of the Currituck County Chapter was recognized as Area Chairman of the Year and Rodney Warren, Chairman for District 5, was r e c o g n i z e d as the District Chairman of the Year. Congratulations, and thank you for all that you do for the DUCKS.

State Chairman Lee Warren opened the state convention on Friday afternoon with a State Committee Workshop. Eighteen members of the state committee and four district chairman attended the state committee workshop. Lee Warren thanked everyone for coming and for their support of him as state chairman.

Lee Warren, State Chairman, reported that Senior Vice President John Pope had been elected First Vice President of Ducks Unlimited at the National Convention. As such, John will become the next President of Ducks Unlimited. John lives in

Jacksonville, Florida; and previously he was the Senior Vice President for the Atlantic Flyway. Regional Vice President Luke Laborde from Cary was elected as Senior Vice President for the Atlantic Flyway, and Monty Lewis from Thomasville,

Georgia, replaces Luke as Regional Vice President. Lloyd Goode, past State Chairman of NCDU was re-elected as an at large member of the Board of Directors.

Senior Vice President John Pope thanked everyone for their

volunteer spirit which enabled North Carolina Ducks Unlimited to become the gold standard for other states. In 2006, North Carolina was 1st in Major Donors, 3rd in Greenwing M e m b e r s h i p , 3rd in Total M e m b e r s h i p , and 9th in G r a s s r o o t s Income. He e x p r e s s e d

confidence that NCDU would continue to lead the way under State Chairman Lee Warren’s leadership.

Luke Laborde, Senior Vice President commented that the

i n i t i a t i v e s u n d e r w a y in North C a r o l i n a have been contagious. Other states are following in NCDU’s footsteps by a d o p t i n g t h e s e p r o g r a m s ;

therefore, we will have to work even more to stay NUMBER ONE. Ducks Unlimited ends its fiscal year on June 30th, and preliminary indications were that North Carolina’s grassroots income was $1,696,169.00. That’s an increase over last year of $115,000.00. In 2006, NCDU had 471 new volunteers and started 3 new chapters.

Through your philanthropic commitments NCDU will fund its strategic initiative to protect, restore and enhance an additional 22,000 wetland acres in North Carolina, plus 42,000 acres of waterfowl breeding habitat within the next fi ve years. North Carolina Sound CARE contributes to Ducks Unlimited’s goal of conserving, within the coming decade, an additional ten million acres of habitat in North America that is critical to waterfowl and people.
