Congratulations to the new CCAC Board on your recent election, I look forward to working with each of you over the next year. This past year has been eventful in Region 11 with networking events, Regional Workshops, Athenian Leadership Dialogues, and many new Certified and Master Municipal Clerks to celebrate. Here are some highlights since my last report:

Newly Designated Master Municipal Clerks: Since March, Los Angeles County has been home to three newly designated Master Municipal Clerks. Marc Donohue, MMC – City Clerk of Rosemead Lourdes Sy-Rodriguez, MMC – Assistant City Clerk of

In June, I was joined by Vicki Kasad, Assistant City Clerk of Ontario and Marc’s long-time mentor, in presenting Marc with a Certificate of Exceptional Profes-sional Achievement on behalf of CCAC. In August, I attended the Azusa City Council meeting to recognize

Adrian Garcia for also reaching this significant professional mile-stone. Regional Work-shop in Carson, CA: In August, Car-son City Clerk Done-sia Gause Aldana and her office hosted the Regional Workshop at the amazing Stub-Hub! Stadium in Car-son. It was truly a beautiful venue overlooking the field and we were lucky enough to witness the conversion from Galaxy Soccer to Chargers Football. Diane Gladwell led an informative session on how to increase your budget for priority projects. Thank you to Done-sia, Cristal, and the entire Carson team for hosting such a great event. Athenian Leadership Society Fellowship: Since March, two more California City Clerks have been inducted as Fellows

These City Clerks have dedicated themselves to cultivating their own personal and professional leader-ship by attending a minimum of 10 Athenian Dialogues. These dia-logues require the reading of a book and engaging in six hours of group discussions and exercises. IIMC-approved facilitators then pull out key details from the sub-ject book and tie them into fo-cused discussions on leadership and the municipal clerk profession. On top of that, several California City Clerks which have obtained their MMC designations and in-ducted into the Fellowship are now volunteering to serve as Facilitators for Athenian Dialogues, including: Susan Domen, City Clerk of Lake Elsinore; Anthony Mejia, Chief City Clerk of South Pasadena; and Patrice Olds, City Clerk of San Mateo. And finally, there are two special volunteer Facilitators-In-Training: Kathy Flamson, City Clerk of Calistoga; and Laura Nieto, Chief Deputy City Clerk of Irwindale. All of these volunteers further demonstrate that participants of Athenian Dialogues evolve

their leadership skills over time and ultimately step up and serve for the betterment of the City Clerk profession. Networking Event: On September 21st, the Culver City Clerk’s Office and Region 11 will host a Net-working Event, which includes a private walking tour

of Sony Picture Studios and a happy hour at the Historic Culver Hotel. I hope you can join us, RSVP by contacting me at [email protected]. There is a strict limit of 20 people.

Dear CCAC members, Region 16 has been busy this summer! We had a phenomenal educational workshop on July 21 in Rohnert Park. A big THANK YOU to City Clerk JoAnne Buergler and her staff for treating all of us like royalty. And also, a Thank You to Maureen Kane and Maura Kane for presenting a training that changed our understanding of threats and potential attacks. Our next scheduled Region 16 workshop will be on January 19, 2018 hosted by the City of Sonoma. Speaking of Sonoma, City Clerk Rebekah Barr noted Sonoma is wrapped up in the discussion of Cannabis and Wine Tasting Rooms. The City Clerk’s Department is starting the new City web-site implementation, as well as a new meeting man-ager and boards & commissions and public records tracker through iCompass. Calistoga is also tackling the Can-nabis issue, having just passed an ordinance defining the cultivation of cannabis, and will soon be address-ing dispensaries. City Manager Feik has been engaging all departments by having lunch at various locations around the City. These are spots that typically aren’t frequented by everyone – the City’s wastewater plant, fire department and water treatment plant. Calistoga will be implementing a new meeting man-ager system with iCompass soon.

Region 16 Director’s Message

Yountville is in the process of purchasing a new Electronic Content Management System (ECMS), which will allow them to go paperless. The town has completed an Underpass Mural project in a collaboration between the Town Council and Arts Commission. The town enjoys music in the park throughout the summer. Their Golden Ticket program offers a variety of classes targeted at sen-iors. The Veterans Memorial Park was renovated, with the dedication on June 5, 2017. This renova-tion pays homage to the rich history of veterans and the unique relationship between the California Veterans Home and the Town of Yountville. And finally, the GIS Mapping Project has begun. It in-cludes visuals of Development Projects in various phases. Hope to see all of you in Sacramento on Septem-ber 13th for the City Clerks Workshop.

In December of 1992, the City of Twen-tynine Palms was in its infancy, and ran an ad in the local paper for a Public Information Officer. Kathie applied and was interviewed. As she left the inter-view, she thought to herself that she would not be offered the job because she basically told the City Manager off. During the interview, she was asked

Region 7 Member Spotlight Cont. the same question multiple times but in a slightly different man-ner. She finally said to him, “I do not mean to be disrespectful, but didn’t you ask me the same question in different ways two other times al-ready?” Within an hour, City Hall called and offered her the

job. It wasn't until later that she told her City Manager what her thoughts were. The City Manager shared his intent, which was the need to see how far he would be able to push her and how would she handle it. In June of 1993, Kathie was offered an opportunity to either become the Secretary to the City Manager/Deputy City Clerk or an Accounting Technician. In her previous job, she was responsible for accounts payable/receivables, payroll, and all taxes. Not sure which direction she should go, the City Manager recommended that she remain in administra-tion as there would be likely be more advancement oppor-tunities. Kathie had a wonderful City Clerk and City Manager in the City of Twentynine Palms, who mentored and groomed her to be the City Clerk she is today. One of Kathie’s BIGGEST challenges during her tenure was when a group of citizens attempted to recall the Mayor and entire City Council when she served as the City Clerk for the City of Desert Hot Springs. Kathie was respected during the entire process, even when she provided information that they did not want to hear. Kathie accomplished that by ensuring that all parties, including the proponents, Mayor and Council, City Manager and City Attorney, all received the same information. She stayed consistent with the dis-bursing of information and followed the letter of the law. In the end, she gained the trust of all the parties by remaining neutral and only providing the facts. When asked “how do you do it?” Kathie’s response was “as the City Clerk I only look at the facts and my world is very black and white with very little gray. In nearly everything I do, it is governed by federal or state law, the City’s municipal code, or policies put in place by the City Council. I have always listened, remained neutral, and per-formed my fiduciary duties as prescribed by State law in a professional and friend-ly manner.” Kathie’s proudest achievement was in November 1999. The

Office of the City Clerk in Desert Hot Springs participated in a pilot electronic voting program. As the County was planning to go County-wide with electronic voting, the City of Desert Hot Springs was the FIRST in the region to offer this new technology to the voters. Working in concert with the Riverside County Registrar of Voters and the media, Kathie accomplished getting the media to write stories in the local newspapers, the local TV station helped promote it on the evening news, and even spoke at many of the ser-vice club meetings in Desert Hot Springs introducing this new technology. During the Early Voting period, voters were coming to Desert Hot Springs to vote from all over the Coachella Valley. Kathie says that she's been very blessed. Her career would not have been possible without the support of her husband of almost 38 years. Together they have two adult boys and a 9-year old granddaughter. After 25 years in the City Clerk profession, Kathie has decided to retire. Her hus-band’s health has been a concern for a number of years, and recently it has become a greater concern. He asked her to retire so that they are able to travel before it’s too late. Deciding to retire suddenly was very emotional and difficult for her; however, once it sunk in and they started making post-retirement plans. She is now definitely looking forward to retirement. Kathie’s first year of retirement will be full of traveling. She and her husband plan to travel to various places including the San Francisco Bay Area for Christmas; Arizona, Disney World; a cruise; Hawaii; Missouri where her youngest son and 9 year old granddaughter reside; and perhaps some impromptu trips to the beach. After taking some time to

adjust to retirement, Kathie would like to give back to her community by doing some volunteer work. Now we celebrate Kathie's retire-ment and wish her well on her next adventure. I would like to express my sincere thanks and gratitude for her wisdom, advice, and mentorship that she's provided myself, as well as many other Clerks. Lastly, Kathie would like to leave us with the following advice: "Always be true to both yourself and others. Do not

compromise your principles. Remember, we only have our integ-rity and no one can take it away."
