The following members were present: Trustees Jennifer Arp, Sheila Cary-Meagher, Tiffany Ford, Gerri Gershon, Chris Glover, Pamela Gough, Parthi Kandavel, Shelley Laskin, Ken Lister, Alexandra Lulka, Ausma Malik, Avtar Minhas, Chris Moise, Robin Pilkey, Neethan Shan, David Smith, Marit Stiles, Jennifer Story and Manna Wong. Regrets were received from Trustees Alexander Brown, Jerry Chadwick and Chris Tonks. Trustees Cary-Meagher, Ford, Gershon, Laskin, Pilkey, Shan, Smith, Stiles, Story and Wong participated by electronic means. The office of Trustee held by Sheila Ward was vacated following her death on February 17, 2016. The office of Trustee held by Howard Kaplan was vacated following his death on April 11, 2016. The office of Trustee held by Michael Ford was vacated following his resignation on May 4, 2016. 1. Purpose The purpose of the meeting was to consider official elections results, a property matter and private legal and personnel matters. 2. Official Elections Results for By-elections in Etobicoke North, Ward 1 and York Centre, Ward 5 and Appointments to the Finance and Accountability Committee and the Program and School Services Committee (see page 6) The office of Trustee held by Michael Ford was vacated on May 4, 2016 following his resignation. The office of Trustee held by Howard Kaplan was vacated on April 11, 2016 following his death on April 11, 2016. With the departure of Trustees Ford and Kaplan and following the Organizational meeting held on December 1, 2015, two vacancies exist on the Finance and Accountability and Program and School Services Committees. By-elections to fill the vacancies in Wards 1 and 5, Etobicoke North and York Centre, respectively, were held on Monday, July 25, 2016. The Board received a posting from the City of Toronto’s City Clerk’s Office informing the Board of the results of the by-elections (see page 6) and declaring Avtar Minhas and Alexandra Lulka elected as members of the Toronto District School Board for the term of office July 26, 2016 to November 30, 2018. Special Meeting

July 28, 2016

A special meeting was convened at 1:05 p.m. on Thursday, July 28, 2016, in the Executive

Meeting Room, Fifth Floor, 5050 Yonge Street, Toronto, with Jennifer Arp, Vice-chair of the

Board, presiding.

The following members were present: Trustees Jennifer Arp, Sheila Cary-Meagher, Tiffany

Ford, Gerri Gershon, Chris Glover, Pamela Gough, Parthi Kandavel, Shelley Laskin, Ken Lister,

Alexandra Lulka, Ausma Malik, Avtar Minhas, Chris Moise, Robin Pilkey, Neethan Shan, David

Smith, Marit Stiles, Jennifer Story and Manna Wong. Regrets were received from Trustees

Alexander Brown, Jerry Chadwick and Chris Tonks. Trustees Cary-Meagher, Ford, Gershon,

Laskin, Pilkey, Shan, Smith, Stiles, Story and Wong participated by electronic means.

1. Purpose

The purpose of the meeting was to consider official elections results, a property matter and

private legal and personnel matters.

2. Official Elections Results for By-elections in Etobicoke North, Ward 1 and

York Centre, Ward 5 and Appointments to the Finance and Accountability

Committee and the Program and School Services Committee (see page 6)

The office of Trustee held by Michael Ford was vacated on May 4, 2016 following his

resignation. The office of Trustee held by Howard Kaplan was vacated on April 11, 2016

following his death on April 11, 2016.

With the departure of Trustees Ford and Kaplan and following the Organizational meeting held

on December 1, 2015, two vacancies exist on the Finance and Accountability and Program and

School Services Committees.

By-elections to fill the vacancies in Wards 1 and 5, Etobicoke North and York Centre,

respectively, were held on Monday, July 25, 2016. The Board received a posting from the City

of Toronto’s City Clerk’s Office informing the Board of the results of the by-elections (see page

6) and declaring Avtar Minhas and Alexandra Lulka elected as members of the Toronto District

School Board for the term of office July 26, 2016 to November 30, 2018.

(a) That the memorandum dated July 26, 2016 from the City Clerk advising that Avtar

Minhas and Alexandra Lulka have been declared elected to the office of Trustee for

Ward 1, Etobicoke North and Ward 5, York Centre, respectively, for a term ending

November 30, 2018, be received;

(b) That Trustee Lulka be appointed to serve on the Finance and Accountability

Committee for the term ending November 30, 2016;

(c) That Trustee Minhas be appointed to serve on the Program and School Services

Committee for the term ending November 30, 2016.

The motion was carried.

3. Resolution Into Committee of the Whole (Private)

At 1:08 p.m., on motion of Trustee Moise, seconded by Trustee Glover, the special meeting

resolved into Committee of the Whole (Private) to consider matters on the private agenda of the

Committee of the Whole.

4. Reconvene

At 1:42 p.m., the regular meeting reconvened.

5. Committee of the Whole (Private), Report No. 116, July 28, 2016 (see page 5)

Trustee Glover, seconded by Trustee Moise, moved: That Report No. 116 of the Committee of

the Whole (Private) be adopted.

The motion was carried.

6. Ontario Municipal Board Hearing Regarding Development at 411 Church

Street

Trustee Moise, seconded by Trustee Shan, moved:

Whereas, the Toronto District School Board values parent and community involvement; and

Whereas, the Toronto District School Board values the health and well-being of its

students; and

Whereas, the parents and community of Church Street Public School, as well as the City of

Toronto oppose the proposed development of 411 Church Street deviating from the

currently established zoning bylaws;

Therefore, be it resolved:

That the Toronto District School Board apply to the Ontario Municipal Board for party

status regarding case number PL 160145, the development located at 411 Church Street,

The motion was carried on a recorded vote (see Recorded Vote 79, page 4).

At 3:23 p.m., on motion of Trustee Gough, seconded by Trustee Moise, the meeting adjourned.

A special meeting of the Committee of the Whole (Private) was convened at 1:08 p.m. on
