Overthelasttenyears,surfacewatersystemsusingtheMissouriRiverorLakeSakakaweahavesubmittedmorethan840samplesthatwereanalyzedforTotalTrihalomethanes(TTHM).ThisarticlepresentstheTTHMsampleresults.Itishopedthattheinformationpresentedinthisarticlewillgiveengineersandwatersystemsadditionalinformationthatwillhelpthemwhenmodifyingexistingwatertreatmentprocessesorwhendesigningnewwatertreatmentfacilities.

IndividualgraphswerecreatedforeachwatersystemfrominformationobtainedfromtheSafeDrinkingWaterInformationSystem(SDWIS)maintainedbytheNorthDakotaDrinkingWaterProgram.Thepointsonthegraphrepresentaveragesampleresultsforthatperiod.Somesystemstakeonesampleperperiodwhileothersystemsmaytakefoursamplesperperiod.Trendlineswerealsoincludedwitheachgraph.Trendlinesareeitherlinearorpolynomial(order=4)usingMicrosoftExcel2007.Itshouldbenotedthatduringthetenyearperiod,systemsoftenmadebothminorandmajorchangestotheirtreatmentprocesses.Ofparticularinterestaresystemsthatchangedfromchlorinedisinfectiontochloramines.Systemsswitchingfromchlorinedisinfectiontochloraminedisinfectionhaveseensubstantialreductionsintotaltrihalomethanes.

WhiletheoverallqualityofwaterintheMissouriRiversystemisgood,systemswishingtopracticebreakpointchlorinationwillfacechallengesinkeepingTTHMlevelsbelowthe80partsperbillion(.08milligramsperliter)maximumcontaminantlevel(MCL).

The objectives for these classes are to fulfill the continuing education credit (CEC) requirement for certified operators, tohearpresentationsregardingregulationsandhowtoavoidmistakesthatcanleadtononcompliance,to

learngeneraloperationandmaintenancetopics,andtogive operators an opportunity to write a certification exam. The courses are not geared specifically to prepare operators for certification exams.

Duringthetrainingclasses,thereweresixoperatorexaminationsessionsscheduled.Thesewerereservedforthelastdayofeachsession.Thedepartmentadministered228examinationsthisyear,withapassagerateof71percent.

TheBiO2Solutionisapatentedandengineeredprocessthat cultivates beneficial microalgae to provide oxygen forwastewatertreatmentintraditionallagoonsystems.Thisnaturalsourceofoxygenreplacesthetraditionalmechanicallagoonaerationcomponents.Algaeiscultivatedinopenphotobioreactors,thenmeteredintotheprimarylagoon.Finebubblediffuserscreateavertical laminar flow pattern to ensure that the algae havemaximumexposuretosunlightonthesurfaceofthelagoon. The process is very energy efficient, with both on-andoff-gridoptions.Thedriversforthistechnologyareammoniadischargelimits(primarilyrelatedtoevolvingtotalmaximumdailyloads[TMDL]requirements)andthesavingsintreatmentoperationandmaintenanceexpensescomparedtothecostofoperatingatypicalaeratedlagoonormechanicalwastewatersystemfornutrientremoval.

Themicroalgaeutilizeddoesnotformasurfacealgaemat,butratherdispersesevenlywithinthelagoon,providingthenecessaryoxygenforbacteriatoremovetheincomingbiochemicaloxygendemand(BOD).Thestructureandsupportingequipmentincludedisusedtomaximizethegrowthofthemicroalgaeandlagoonbacteria,therebymaximizingoverallwastewatertreatmentwhileminimizingcostofownershipandoperation.Mostimportantly,thesystemwillmeetregulatoryrequirementswithfarlowercostsandlowerenvironmentalimpactthanatraditionalmechanicalsystem.

Wehavealsodevelopedandtestedthissystemforcold-waterammoniaremoval.Wehavedevelopedasystemthatiscapableofremovingammoniatolevelslessthan2milligramsperliter(mg/l)atatemperatureof2degreesCelsius. This is a significant improvement for nutrient removalinlagoonwastewatertreatmentsystems.

Thesystemtotalcostofownershipis,onaverage,morethan50percentlessthantypicalmechanicalorhybridsystems.Thisvalueisbasedonthecomparisonoftreatmentfacilitiesinthecapacityrangeof50,000gallonsperdayto3milliongallonsperday.Totalcostofownershipishighlyapparentwhenelectricsavingsanddebtserviceareexamined.

Thetargetmarketsaremunicipalwastewatertreatmentplants (WWTP), lagoon systems, confined animal feeding operations(CAFO)lagoons(animalfeedlots),andindustrialWWTP(anaerobicdigesters,dairies,foodprocessors).TheprocessiscurrentlybeingpilotedinWray,Coloradowith successful effluent results. BiO2 Solution is currently workingwiththestateofColoradoforapprovalofthistechnologyforwastewatertreatment.

PresidentKlevennextcalledfortheTreasurer’sReport.MikeBrisbenreportedthattheConferencehadanetincome of $30,082.88 in fiscal year 2009 and total assets of$77,919.90.PresidentKlevencalledforamotiontoapprovetheTreasurer’sReport.SkipRappsomoved,TerryRustseconded,andthemotioncarried.

For the first item of old business, President Kleven called fortheAuditingCommitteeReport.DeanSlettenreportedthatheandSkipRapphadreviewedthebooksandfinancial reports for 2009 and found them to be in good order.

Continuingwitholdbusiness,Mr.BrisbenreportedonseveraloptionsforacceptingcreditcardpaymentsfortheConferenceactivities.TwooptionsthroughBNCBankincludedsettingupan800numberfortransactionsandpurchasingavirtualmerchantforprocessingcreditcardpayments.ThethirdoptionwastosetupaPayPalaccount.Mr.BrisbennotedthattheBNCoptionswouldrequiresetupcosts,monthlyfees,transactionfees,

andmonthlyminimums;whereasthePayPalaccountrequiresonlythetransactionfee.Mr.BrisbenindicatedthatthePayPaloptionappearedtobethemostpracticalandthatNDRuralWater’sexperienceusingPayPalatthisyear’sexpocouldbeevaluated.ChuckAbelaskediftheConferencewaslookingforamotion.TerryRustmovedtofurtherreviewtheuseofPayPalandBillGefrohseconded.FurtherdiscussionensuedwithMr.Brisbennotingthatsofaronlyminimalrequestsforcreditcardpaymenthadbeenreceived.BillGefrohfeltcreditcardpaymentswouldbeeasier,andPresidentKlevenindicatedthatonlineregistrationwouldbeaplus.Mr.GefrohstatedthattheIndustrialPretreatmentConferencehadsetupawebpage.Mr.Abeladdedthatanup-chargecouldbeconsideredtorecoverthecostofthetransactionfees.SkipRappexpressedsomeconcernswhethercitieswouldbewillingtosetupPayPalaccounts.LarryThelenfurthernotedthatifaPayPalaccountwastobesetupusingNDHealthDepartmentcomputers,approvalfromstateITDwouldbeneeded.PresidentKlevencalledforavoteonthepreviousmotion,andthemotioncarried.

Next,PresidentKlevencalledonEricDoddstoreportonarrangementsforastudent/youngprofessionalreceptionagaininFargo.Mr.DoddsintroducedJacobStrombeckandDavidCarlsonfromtheNDSUandUNDstudentchapters.Mr.Doddsthenaskedforcommentsonthe2007reception.Severalwhoattended,saiditwasasuccessfulevent.Mr.Slettensuggestedasitewithinwalkingdistanceoftheconferencesite.Mr.Brisbenindicatedthattheconventioncentercouldalsobeconsidered.Furtherdiscussionconcludedthatanoff-sitelocationoffersabetteratmospherewithMr.CarlsonandMr.Strombecksupportingthe2007site,BuffaloWildWings.Mr.Abelconcurredandrecommendedthejointboardssupportthestudents’input.Mr.Doddsnotedthatthereceptionwouldallowthestudentstointeractwiththeirpeers;water,wastewater,andpublicworkprofessionals;andfutureemployers.

PresidentKlevencalledforanyotheroldbusiness.Hearingnone,PresidentKlevenaskedallthoseattendingtoprovideMr.Brisbenwithalistof2010conferencetopicsandpresentersbytheMay26,2010boardmeeting.

PresidentKlevencalledforthenextitemofnewbusiness.Mr.Brisbenprovidedthedatesfortheupcomingspringoperatortrainingsessions.Theclassesoffer20waterand19wastewaterpresentationswithtopicsincludingruleupdates, back to basics, rate settings, safety, backflow prevention,troubleshootingandpondmaintenance.

ThemeetingwascalledtoorderbyChairDuaneFrieszat7:58a.m.

Secretary’s ReportThe first order of business was the Secretary’s Report. Mr.ChadMillerstatedtheminutesfromthefallmeetingwereemailedtoallboardmemberstheweekprior,andacouple of corrections were made. The final minutes were presentedtotheattendeesandneededtobeapproved.Mr.Frieszcalledforamotiontoapprovetheminutes.Mr.DeanSlettenmadethemotion,andMs.LisaAnsleyseconded.Themotioncarried.

Treasurer’s ReportThenextitemontheagendawastheTreasurer’sReportgivenbyMr.GregWavra.Mr.Wavrastatedthesectionhadanincomeof$32,554.28andexpensestotaling$41,866.41forthecalendaryearof2009.Thisgavethesectionanetlossof$9,312.13.Mr.WavrastatedthemainreasonforgoingoverbudgetwasduetotheStrategicPlanningMeetingthattookplaceinGrandForkslastspring.Ms.Ansleyalsostatedthatlastyeartherewasalargerthannormalamountoffundsneededfordirectors’meetings.Shestatedthatlastyearwasatransitionyearforthedirectorposition.Therefore,thereweretwodirectorsforpartoftheyearandessentiallyadoublingofcostsfordirector-based

functionsuntilthetransitionwascompleted.Mr.SlettenmotionedtoapprovetheTreasurer’sReport,Ms.Ansleyseconded,andthemotionpassed.

Water Utility Council Fly-InMr.JasonSorensonthenmadesomecommentsonthisyear’sFly-IninWashington,D.C.HestatedthatNationalAWWAwillcover$500ofairfarefortherepresentativeutilitymember,DuaneFriesz,thisyear.Mr.Sorensonaskedifthesectionwouldcovertherestoftheairfare.Itwasdiscussedanddecidedthatitwouldbecoveredasithasinthepast.ItwasalsonotedMr.BrettJochimwillalsobeattendingtheFly-InwithMr.Friesz.Ms.SarahVolkisworkingwiththetwoattendeesonschedulingtomeetwithstaterepresentativesinWashington,D.C.

Mr.JochimmadecommentsonBismarckStateCollegestartingawaterqualityprogramtobeincorporatedinthecurriculumforpowerutilityoperations.Therewassomediscussiononthecourseandthepossibilityofagraduatebeing certified after completing such courses. Mr. Thelen stated that the student would not be eligible for certification without first being employed by a utility for a period of six monthsasrequiredbytheStateAdministrativeCode.

Mr.ThelenstatedthatrevisionstotheTotalColiformRulewillbemadethisyear.Hementionedtherevisionscouldcause financial issues for small systems. He said this, in turn,couldmeansectioninvolvementinconductingutilityassessments,andweshouldkeepthatinmind.

Public Relations (PR) CommitteeMs.SarahVolkthengavethePRCommitteereport.ShestatedthatshehasorderedseveralmaterialsforWater

Mr.Brisbennextreportedonconferencenumbersfor2009,notingthat331preregisteredwith322abletoattend.Businessmeetingandluncheonattendancewere173,194,and135.Thebreakfastbuffetserved275,theTuesdaybuffet190,andtheawardsbanquet238.

PresidentKlevencalledforanyothernewbusiness.GregWavragaveabriefdemonstrationonusingtheSouthDakotaWARNWebsite.Mr.WavraindicatedsetupcostsforasimilarwebsiteforNDWARNwouldbe$1,000-$1,100withyearlymaintenancefeesof$300.Mr.WavrastatedthatNDAWWAhaddonated$350forthecreationofthewebsiteandaskedforadditionalsupportfromthejointboards.LisaAnsleymadeamotiontoapprovea$350donationfromNDWPCC,SkipRappseconded,andthemotioncarried.

PresidentKlevenremindedboardmembersoftheupcomingSurfaceWaterWorkshop,April27,28,and29,2010attheRamkotaPlazaSuites,Fargo,ND.

Education and ResearchMs.MirandaKlevengaveanupdateontheeducationandresearchcommittee.Shestatedjudgesforthesciencefairhavebeenfound.

Surface Water WorkshopMs.KlevenledadiscussionontheSurfaceWaterWorkshopwhichwillbeheldinFargo,NDonApril27-29,2010.Shesaid there is some concern about the potential flooding oftheFargoarea.Shestatedthatwewouldbereleasedfromourcontractwiththehotelbutstillcouldsuffersomefinancial losses with prior expenditures like advertising.

MembershipNext,Mr.Slettengaveanupdatetotheboardonsectionmembership.Hestatedthesectionhas239members,whichisdownfromthistimelastyearwith243.Hemadecommentsonamembershipdrivemailinglastfallandtheexpectedmailingforthespring.

Ms.AnsleythencommentedontheNDSUstudentchapter’splans for a field trip this year. She stated she expects the student chapter to request finances for the field trip. Mr. Wavrainformedtheboardthatsuchexpenseshavebeenincludedinthebudget.

Director’s ReportMs.Ansleystatedthatatthewintermeetingfordirectors,nomineeswereselectedfortheupcomingelectionsforNationalAWWA.ShealsostatedtherewillbeananalysisofAWWAprogramstodeterminetheirvaluetoAWWA.ShethencommentedonAWWA’spushforofferingservicesforbusinessrelationsintendedforsectionalwebsitesandpublications.

2010 BudgetMr.WavrastatedtherewerenochangestothebudgetsincethefallmeetingheldinMinot.Mr.SlettenmotionedtoapprovethebudgetandMs.Ansleyseconded.Themotioncarried.

North Dakota Water/Wastewater Agency Response Network (WARN)Mr.WavraledadiscussiononNDWARN.HementionedthestateofPennsylvaniareceivedmoneytodevelopawebsiteforWARNPennsylvaniaanditsutilities.SouthDakotahassincereplicatedasimilarwebsitewithaidfromanoutsidesoftwarecompany.ThiscompanyhasagreedtocreateasimilarwebsiteforNDWARN.Mr.Wavrastatedthewebsitewillcost$1000to$1100andaskedifNDAWWA

willhelpwiththedevelopmentcosts.Thesectionagreedtogive$350toNDWARNforthisdevelopment.Mr.WavraintendstoasktheotherboardsofthePollutionControlConferenceforsimilardonations.Mr.Wavrastatedthatthereare24utilitiesparticipatinginNDWARN,andtwomoreutilitiesplantosigninthenearfuture.HealsomentionedNDWARNplansonatabletoptrainingexercisetobeheldaftertheSurfaceWaterWorkshopinApril.HewrappedupwithstatingtherewillbeaWARNwebcastheldFebruary19,2010from10a.m.to12p.m.

The Ground Water Rule (GWR) is flexible in that itrequiresstateinvolvementtoensuresystemsarecompliant.TheUnitedStatesEnvironmentalProtectionAgency(USEPA)encouragesgroundwatersystems(GWSs)toopenlydiscussGWRrequirementswithstateauthoritiestoensurecompliancewithstateregulations.

What is the Purpose of the Ground Water Rule?TheGWRbecameeffectiveDecember1,2009,andappliestopublicwatersystemsrelyingongroundwatersourcesandsystemsthatintroducegroundwaterdirectlytothedistributionsystemwithouttreatmentequivalenttothetreatmentprovidedtosurfacewater.Thepurposeoftheruleistoprovideincreasedprotectionagainstmicrobialpathogensinpublicwatersystemsthatusegroundwatersources.USEPAisparticularlyconcernedaboutharmfulvirusesandbacteria.USEPAusesfecalcontaminationasanindicatorofthepresenceofpathogensintheaquiferthatmayhaveimplicationsforpublichealth,includingsensitivesubpopulations,(e.g.,theelderly,pregnantwomen,children,andindividualswithcompromisedimmunesystems).ExamplesofviralpathogensthathavebeenfoundingroundwatersourcesincludeentericvirusessuchasEchovirus,HepatitisAandE,RotavirusandNoroviruses(i.e.,Norwalk-likeviruses);andentericbacterialpathogenslikeEscherichiacoli(includingE.coliO157:H7),Salmonellaspecies,Shigellaspecies,andVibriocholerae.Ingestionoftheseand/orotherpathogenscancausegastroenteritisor,incertainrarecases,seriousillnessessuchasmeningitis,hepatitis,ormyocarditis.ItisestimatedthattheGWRwillpreventapproximately42,000casesofviralillnessandonerelateddeathannually.

LiketheStage2DisinfectantsandDisinfectionByproductsRule(Stage2DBPR)andLong-Term2EnhancedSurfaceWaterTreatmentRule(LT2ESWTR),theGWRhighlightstherelationshipbetweenwholesaleandconsecutivesystems.SomeGWRrequirementsspecifythatwholesaleandconsecutivesystemscommunicatewithoneanotherinordertocomplywiththerule.
