Call to Order – Gwyn Harshaw, President - 6:00PM – Open Forum Meeting starts at 6:00pm. The
first 15 minutes may be used for an open forum for members who wish to comment on issues of concern or describe union victories in their workplace (maximum of 2 minutes addressing items not on the agenda except under special circumstances). Meeting will start when all speakers are completed or at 6:15 whichever comes sooner. If members arrive before 6:15 and the general meeting has begun, it will be suspended for the members’ comments. If Board action is requested, the Board may place the matter on a future agenda. All statements that require a response will be referred to staff for reply in writing.

2. Since there was no video conference/only teleconference, Gwyn asked Matt to help her see those who wish to speak.
3. Tonya York gave a brief report of things she has done as Region 6 VP. These include: attending the 11th American Heart Association Heart/Stroke Meeting and was asked to be on the Multi-Cultural Leadership Committee, a Retirement Security for All meeting, a function October 22nd for Nora Campos, support for Homecare and San Mateo County bargaining.
4. Luisa Blue San Mateo County settled for 13% increase over 3 years; the ratification vote is next week. If bargaining for San Mateo Homecare does not improve by November 18th there will be a civil disobedience action. In 2015, Homecare bargaining goes Statewide and the San Mateo Homecare contract will be the stage for the Statewide contract. Luisa was in LA today at a 721 Rally for the LA City contract. There were 2500 people at a Community led action asking banks and the City Council to be accountable and have the banks pay back the excess interest charged on loans for the last several years.

5. Muriel Frederick added that the Community must recognize the work we do providing services to the “Community”. This is where the Community will really help our workers.

Items Pulled from the Consent Agendas for Discussion and other oral reports - none President’s Report:
1. Gwyn reported that she and Matt have been serving as Management representatives on a Cost Containment Committee with representatives from staff and CWA. This is not a bargaining group, but instead a group of stakeholders working to come to a common understanding of the Local Budget. The last meeting Cesar Serrano gave a presentation of the current General Fund Budget. His feeling is that the Budget is done well. She also served on the Personnel Committee dealing with staff issues. Gwyn said that in September she had attending the 521 Convention. Luisa will ask Beth when the Book of Proceedings will be available. In October she attended the Grand Opening of the California State Fed Office in Sacramento. She was also involved in CWA Staff bargaining to get folks back to work. She attended the event by Kern Courts honoring Michelle Castro and the CARA Convention presentation. She also phone banked for the November Election.
Chief Elected Officer’s Report: Luisa Blue
Immigration: It is expected that after the November Elections President Obama will declare an Executive Order on Immigration. It is expected to include a path to citizenship and provisions for the “American Dream”. We may have 48 hours advance notice when this will happen. Priority is to keep the democratic majority in the Senate after the Election. Eliseo Medina’s 30 day Fast for Immigration Reform built a National platform for immigrant workers to associate together and create their website for questions regarding the Executive Order to be answered. In 2016 the immigrant workers will determine the outcome of the political elections. International SEIU Executive Board Committee Reports: The next International Executive Board Meeting will be in January. The Sub-committees are concluding their work and preparing their reports and recommendations for the January International Executive Board Meeting. Organizing Committee – It is believed that in the Public Sector – adjunct
professors and childcare are the groups where organizing will be focused. Leaders for Action and Justice –
1. Pilot trainings are coming – “Unleash Member Power” – this training has been done in the Local and on November 15th Fresno is doing this pilot training.

1115 Waiver (Federal Funding): In the past Hospitals have been funded in one of two ways. The Private Hospitals have been funded by provider fees and the Public Hospitals/County Hospitals have been funded by the 1115 Waiver from the Federal Government. The Waiver is negotiated for 5 years. At this point the Private Hospitals want a piece of the 1115 Waiver. The 21 Locals need to speak with one voice in order to keep the funding for the Public/County Hospitals so services the Private Hospitals will not do will continue to be done for communities. Hospital Authority Bill in Kern County: The fact that this Bill passed is a feat in itself; much work went into the process and it drew Kern County Medical Center closer to SEIU Local 521. We did win recognition of Local 521 as the exclusive bargaining unit. Now we are “partners”. A contract needs to be negotiated as well as union rules and rights. Executive Board Meetings a void to Staff: For many years staff was not encouraged to attend Executive Board, Officers, or Budget & Finance Committee Meetings. This seems to be causing problems at this point. Several Officers spoke to being more transparent to staff about Executive Board internal workings and it was decided to Agenize a discussion to determine how the current Executive Board members feel about this practice of excluding staff (whether they are SEIU Local 521 members or not) from Executive Board, Officers and Budget & Finance Committee Meetings. The general feeling of the Officers is let staff know they are invited to the meetings. Not all of them all at once, but on a more casual time line. The Local would not pay for them to come, but they would be welcome to come if they wished.

Motion C – Recommended Process for Replacement of Composite Executive Board Delegate Motion: Withdrawn by the maker. It was felt the motion overstepped the authority of the Officers and Executive Board

December/January Organizing Report
By: Catherine Balbas CHILD CARE: December and January were spent formulating and preparing for our new Comprehensive Bill on February 18th. The bill is divided into 4 key components: Collective Bargaining Rights for Child Care Providers, a Training Fund that would give us access to all new and existing providers to the State, Parent Education and Support, and Re-evaluation of Third Party Agencies that distribute state funding to child care providers. The ground work for this launch is being worked on and 20 providers from 521 will be attending the Press conference and Lobby day in Sacramento. In order to prepare for the possibility of the Bill being signed by the Governor, three blitzes have been scheduled to move and organize providers in areas where we have opportunity for growth. January will be the kick off with member organizers, providers, and organizers focusing on Kern County. Our goal is to organize 700 new providers into the union for the 2015 year. GOLDEN VALLEY HEALTH CENTER: We are busily getting out the vote at Golden Valley Health Centers for a new bargaining unit of professional employees. When we win, this will grow our Chapter by about 30 workers. Internal Organizer, Jason Thompson, is the internal worksite organizer assigned to this NLRB Campaign. He is assisted by External Organizer Gerry Villero and Director Tom Abshere.
USC ADJUNCT PROFESSORS – Local 721: We are assisting Local 721 with a blitz of adjunct professors at the University of Southern California campus from January 9 to January 19 2015. Local 721 has requested our most skilled organizers. We have loaned them Lladira Baez, lead organizer and Cesar Mata, lead organizer for this blitz along with Valerie Bachelor who leads the Alameda Child Care Team. MEMBER ORGANIZING: We are kicking off 2015 with a Member Organizer Training on having a structured organizing conversation (a rap). Member Organizers are attending this workshop in Bakersfield and will follow up with a Child Care Membership Blitz in Kern County. We have 42 members that have signed up to be Member Organizers to date. Organizer Jenny Garibay is assigned to this program along with Member Organizing Chair Jennifer Jensen.

December 2014 Information Technology Report

1. Year End updates: I.T. installed all the yearend updates for tax and payroll on our Great Plains servers. I.T. also worked out logging problems the servers were experiencing.
2. Intermittent Video conference quality issues report: The Video conferencing system has continued to experience intermittent problems. The intermittent issues have made it extremely difficult to pin point the actual cause of the problem. In addition to the VC’s intermittent issues we have also experienced the occasional circuit interruptions and the video equipment has also suffered from three occurrences that have happened were the replacement of VC equipment was necessary and done so in a two to three day turn around. The Fresno office was the last office to have the Video equipment damaged and a replacement was implemented. The replacement appears to have a defect in the system again causing more intermittent issues. Our Video Conference provider has agreed to send another replacement system to Fresno and I.T. will be implementing the replacement on the week of January the 19th expectantly resolving the cause.
3. IT ported all POTS lines : I.T. finished porting all the pots lines to our service provider Telepacific saving L521 money monthly.
4. New data speed Bakersfield/Fresno : I.T. finished implementing data speed increase in the Bakersfield office. The data speed on the circuit that carries the Internet, Phone, Email and Shared resources was increased from 1.5 mbps to 10 mbps. Circuits for the Fresno are still being installed due to the out dated ATT network infrastructure where our Fresno office is. 30 pairs had to be installed new.
5. Help Desk: In the month of December the Information Technology Department
successfully closed 425 Information Technology Trouble requests from all L521 staff.
6. Server updates and network security Patches: All the servers and network
have been updated with all the latest security updates and patches and are monitored and configured for health and the security of our data / network.
7. Backups: Monitored and configured all the servers’ backups to be performed
and monitored for disaster recovery on one central system.

We were able to isolate a questionable defect in the newly replaced VC for Fresno and our equipment
provider is sending another replacement to the Fresno office next week. I.T. will go to Fresno to install

Background: The South Bay Labor Council represents 100,000 workers, including SEIU 521 members, in Santa Clara and San Benito Counties. Luisa Blue is one of the Executive Board Members for the Labor Council. Every year, the South Bay Labor Council has a COPE fundraiser. Every other year, the fundraiser is at the 4th Street Bowling Alley on North 4th Street in San Jose. It is one of the few unionized bowling alley in the Santa Clara County. We have supported the South Bay Labor Council for decades and we have worked together very well over the years on many issues and political campaigns. Most recently, the South Bay Labor Council, Working Partnerships and SEIU Local 521 have worked together to successfully get a living wage passed in Santa Clara County. these struggling Californians, the size of the cracks in the safety net is the only
thing ‘extensive’ about it.
