DECLARATION- The President of the Student Government Association has declared by
executive order on November 1st 2010 that this is the new regulation regarding the title of
Senator.
TITLE I- Use of the title of Senator
SEC1. Use of the title of Senator
An individual who has been removed from the position of Senator based on a
poor evaluation midway or at the end of their term of office may not use the title
of Senator in their curriculum vitae, or in any other format, when applying for
acceptance or a position at another institution of higher learning or an occupation.

DECLARATION- The Student Senate of Saint Thomas University declares that this is the resolution for the budget for the fiscal semester fall 2009. The Student Senate determines and declares that the appropriate levels of new budget authority for the
fiscal semester fall 2009 for the student government association is:

SEC. 204. MARGINALIZED RESERVE FUND.
The following marginalized budgetary levels are appropriate for each of the fiscal semester Fall 2009:

SEC. 301. SYSTEM FOR BUDGET ALLOCATIONS.
The Student Senate determines and declares that the appropriate levels of new budget authority for the
fiscal semester fall 2009 with the following, advised, procedure into consideration:
(1) Funding Request Packets that have missed deadline are reconsidered to have less funding appropriated; (a) Psychology Club (b) Lady Diamondnettes (c) Biology Club (d) Health and Wellness (e) Future Teacher of America
(f) Gentlemen and Queens
(2) Transportation funding is dismissed due to liability concerns;
(3) Fundraising events have a maximum of $100 in appropriations and are expected to be
reimbursed
(4) The appropriations are considered as they are submitted;
(5) Funding for food or gas is prohibited;
(6) There are no funds allocated that are unaccounted for;
(7) Funding Request Packets that are not submitted, are not considered following this bill;
(a) Astronomy
(b) Sport Administration
(c) Student Working for Equal Rights
(8) Any dates set when Saint Thomas University is not in session, or on recess, are not
considered;
(9) Funding Request Packets that are not completely filled out are not considered;-And

(10) Any existing probation for any club/organization has their respective Funding Request
Packet reconsidered.

SEC. 401. SENSE OF THE STUDENT SENATE ON LONG-TERM BUDGETING
It is the sense of the Student Senate that the determination of the congressional budget for the Student
Government Association should include consideration of a financial report of the Student Government
Association.

DECLARATION - The Student Government Senate of St. Thomas University has
unanimously voted on March 24th
2010 on a new minimum required Grade Point
Average for holding a position in the Student Government Association, in the Student
Government Association Senate, and in the Student Organization Council.
TITLE I- Minimum Required Grade Point Average
SEC.1: Minimum Required Grade Point Average
1. The new required Grade Point Average for obtaining and maintaining a higher student
involvement position in the Student Government Association, in the Student Government
Association Senate, or in the Student Organization Council has been raised from a 2.6 to
a minimum 3.0 beginning in the Fall 2010 Semester.

DECLARATION- The Student Government Association of Saint Thomas University has
unanimously voted on April 23, 2010 on the adoption of a defined method of counting any and
all submitted votes in any and all St. Thomas University Elections. As a requirement all counted
votes must be counted in regards to two methods –regarding the amount of candidates in the
elections.
TITLE I- Methods for Counting Submitted Votes
SEC. 1. Counting Courtesy Votes in an election
When an election occurs as part of the St. Thomas University Student Government
Association and only one candidate is running for a position, he or she will be elected on
the basis of the Courtesy Vote. If the candidate receives one or more votes, then he or she
would be elected for the position.
SEC. 2. Counting Majority Votes in an election
When an election occurs as part of the St. Thomas University Student Government
Association and more than one candidate is running for the one same position then their
election will occur under Majority of Votes. In order to win the election the candidate
must have the majority of votes submitted.

Establishing the new maximum number and selection process of senators in the Student
Government Association Senate from Fall 2010 forward.
DECLARATION- The Student Senate of Saint Thomas University voted unanimously on
August 31st 2010 that this is the new maximum number of senators holding office in the
Student Government Association Senate at a given time and that this is the process by
which they shall come to hold their office and resume it after their term has expired.
TITLE I- Maximum Number of Senators
Section 1. Maximum Number of Senators

TITLE I
Sec.1. The number of senators holding office at any given time shall be no more than
eleven.
TITLE II
Sec.1. Applicants for the position of senator shall undergo an interview process in two
phases in order to be selected for said position. The first shall be an interview with a
panel consisting of the sitting Speaker of the Senate, the Student Government Association
Advisor, and the Dean of Student Affairs. The second interview shall be with the senators
who currently hold office.
Sec.2. Senators whose term has expired shall be considered for reappointment by the
Speaker of the Senate, the Student Government Association Advisor, and the Dean of
Student Affairs. They shall be evaluated based on performance, commitment, and the
maintenance of the required GPA.

2011.
DECLARATION- The Student Senate of Saint Thomas University voted unanimously on
February 25th
2011 that the title of the Speaker of the Senate should be permanently
changed to ‘President of the Senate’ in order to better reflect the American Congress.
TITLE I- Title of Speaker of the Senate
Section 1. Change of title
TITLE I
Sec.1. The title of the Speaker of the Senate shall be permanently changed to ‘President
of the Senate’ effective, March 22nd
2011.
