TENDER FOR HIRING OF ROAD VEHICLE FOR RRB

Tender Notice No. RRB/BSP-26/Pt-II Dated:02.11.2015

On behalf of the President of India, Chairman, Railway Recruitment Board,

Bilaspur (in short RRB/BSP) invites sealed tenders in the prescribed form from the

intending tenderer as detailed below from genuine travel agencies /tour operators/ vehicle

suppliers.

01 (one) Petrol Driven AC Road Vehicle for the official use of Chairman, Railway

Recruitment Board/ Bilaspur.(Maruti Desire/Tata Indigo/Accent/Honda City/Logan) or

equivalent.

ELIGIBILITY CRITERIA;

1 The tenderer shall possess the vehicles, which they proposes under this tender, registered by

competent authority in their name/ company or firms name/ partner’s name or shall have a

power of attorney of the vehicle in their name/ company or firm’s name / partner’s name.

2 The tenderer shall have certificates (i.e. registration certificate, fitness certificate and insurance

policy etc.) of the vehicle. Private vehicle shall not be accepted. Vehicle shall be passed in TAXI

/ MAXI quota. Certificate in this regard may be produced along with the tender documents.

3 The vehicle owners shall have permit of local authority for running vehicles for commercial use.

Firms should be registered as a Rent a Cab in Central Excise department.

The following document should be submitted along with the tender:

i) List of proposed vehicle available on hand (own) and proposed to be inducted (or and

hired to be given separately) for the subject work.

ii) List of work completed in the last three financial years giving description of work,

organization for whom executed, approximate value of contract at the time of award, date

of award and date of scheduled completion and final value of contract should also be

given.

iii) List of work on hand indicating description of work, contract value and approximate value

of balance work yet to be done and date of award. NOTE :

a) The vehicle should be well maintained and in running condition and not to be older than 5

years in any case at the time of opening of tender.

b) For tendering of above tenders, separate tender form will be required and

tenderers must write the tender No. sealed envelope for each tender.

4 Sale of Tender forms : From 02.11.2015 onward between 10.00 hrs & 17.00 hrs on any office

working days in Railway Recruitment Board office at Bilaspur. The sale of tender

forms to be closed at 16.00 hrs on due date of opening of tender.

1 Receipt of Tender forms: The completed and sealed tender should be dropped in the

Tender Box from 10.00 hours to 17.00 Hrs between 02.11.2015 to 15.12.2015 & 10.00 Hrs

to 16.00 Hrs. on tender opening date i.e 16.12.2015 in the office of the RRB/Bilaspur.

Delay in submission of Tender form beyond schedule time is not acceptable and late

receipt of tender will not be considered. The cost of tender form is not refundable in any

circumstances.

2 Location of Tender Box: The tender box will be kept ready from 10.00 Hrs from

02.11.2015 in Railway Recruitment Board office at Bilaspur .

3 Tender opening: The tender box will be closed and sealed at 16.00 hrs on due date of

opening (i.e 16.12.2015.) and same will be opened at 16.30 hrs on same day by the

nominated tender opening authorities in presence of the willing tenderers.

4 Tender Form: The tender forms with all relevant documents can be obtained from the

office of RRB/BSP on production of money receipt for a sum of Rs. 2000/- (Two thousand

only) each towards the cost (non-refundable) of tender documents issued from Divisional

Chief Cashier, SECR/ BSP, R, & NGP. Necessary Challan for the deposit of cash will be

issued from the office of RRB/Bilaspur on production of the requisition form by the

tenderer.

5 The tender forms shall be accompanied with earnest money deposit (EMD) either in the

form of demand draft/Money Receipt, drawn in favour of FA&CAO/ SECR/BSP or in

cash deposited through Divisional Chief Cashier, SECR/BSP, R, & NGP under Allocation

No. 020201-99. The tender form without valid EMD shall be summarily rejected.

6 The tender forms are not transferable.

7 The validity of offered rates should be for 90 days from the date of tender opening.

8 The period of the contract will be 24 (Twenty Four) months. However Railway Reserve

right to reduce the period by 3months.

9 The rates offered by the tenderers should be quoted as a single percentage only (above/

below) clearly in words and figures on the rate sheet. In case of any discrepancies, rate

quoted in words will be treated as final offer in which % above/below not mentioned, %

below will be considered. No. extra rates will be paid towards Service tax, levies, fees, toll

taxes fees payable to RTO department and all other charges which are necessary for the

continuance of the service under the contract.

10 The accepted rates after finalization of the tender on the subject will be valid for entire currency of

contractual period i.e. for 24 months from the date of execution. 11 Each and every page of tender documents should be signed by the tenderers positively, as tenderers

shall be constrained to follow and abide all terms and conditions as laid down in the tender

documents for execution of the work. 12 The tenderer can drop their tender for providing a single vehicle also.

13 The tender form should be accompanied with the following clear documents in sealed cover by

addressing to Chairman/Railway Recruitment Board/ Bilaspur.

i) Description of vehicle, type and model no. with year built also provision of vehicle to be

provided.

ii) Valid registration/ Insurance/ Fitness & road permit of the vehicle to move on the road.

iii) Experience certificate for last three years in the profession of road transportation.

iv) List of work completed during last three financial years giving the description of works,

organization for whom executed and final value of the work with work completion certificate.

v) List of work on hand indicating description of work, contractual value, date of award, Date of

completion and name of the organization.

vi) Turnover of last three financial years with audited balance sheet duly certified by CA.

vii) Solvency certificate for Rs. 2000/- issued from any Nationalized Banks of India is required to

be produced support of financial soundness of the tenderer. 14 Vehicle shall be passed in TAXI/ MAXI quota.

15 The tenderer must get him or his/ her registered as Taxi service provider with department of

custom and central Excise within one month time form the date of award of the work. 16 The Railway reserves the rights to order/ cancel / amend or modify a part or complete tender

without assigning any reasons. 17 The above tender notice is also available on the web site of RRB/Bilaspur..

18 The tender documents will be available on the web site of www.rrbbilaspur.gov.in &

www.secr.indianrailways.gov.in during the tender selling period and the same can be down

loaded and used as tender documents for submitting the offer. However, a demand draft in favour

of FA & CAO, SECR/BSP, towards the cost of tender documents as mentioned above against the

work shall have to be enclosed separately in addition to earnest money while submitting the tender,

otherwise the tender will be summarily rejected. 19 Railway Administration shall not be responsible for any delay/ difficulties, in accessibility in the

down loading facility for any reasons whatsoever. In case of any discrepancy between the tender

documents down loaded from the Internet and the master copy available in the office the later shall

prevail and will be binding on the tenderer(s). No claim on this account shall be entertained. 20 The tenderer will follow the special condition of contract and additional special condition of

contract issued by DGM (G) SECR. 21 In case the date of tender opening is declared holiday, the tender will be opened on the next

working day the same time. 22 The condition and model of the vehicle will be inspected by the user before engagement.

23 The Railway reserves the right to terminate the contract at any time without assigning any reasons

thereof by giving 15 days notice in advance. The contractor shall not be entitled for any

compensation in case of such termination.

24 Mobile phone must be provided to the drivers for which no extra payment will be admissible. In

violation of this condition a penalty of Rs.1000/- will be imposed per month.

constitute a binding contract between us subject to modifications, as may be mutually

agreed to between us and indicated in the letter of acceptance of my/out offer of this

work.

INSTRUCTIONS TO TENDERER(S) AND CONTRACTOR(S)

01 The tender must be enclosed in sealed covers subscribing thereon the name of the

work as mentioned in the tender notice and Tender No. and must be

deposited/dropped in the Tender Box provided in the office of the RRB/BSP as

mentioned in the tender notice, not later than the time and date mentioned in the

tender notice. The tenders will be opened at the stipulated time in the presence of such

of those tenderer(s) or their authorized representatives who may choose to be present.

Tenders which are received after the date and time specified will not be considered.

02 Tenders containing, overwriting, additions, alterations, erasures, obliteration and other

defects are liable to be rejected. All corrections made by the tenderer(s)/Contractor(s)

should be properly attested by the tenderer/contractor.

03 Tenderer(s)/Contractor(s) must not quote any special conditions in their offer,

violating which the offer is liable to be rejected.

04 The tenderer(s)/Contractor(s) shall sign every page of the tender document and submit

the same intact.

05 The tenderer(s)/contractor(s) should quote their rates in figures and in words.

Wherever there is a difference between the rates quoted in figures and in words, the

rates quoted in words will be considered as correct and taken for the tender evaluation.

06 The tenderer(s)/Contractor(s) should specifically and fully disclose their respective

constitutions and submit attested photocopies of documents like Partnership Deed,

Article and Memorandum of Association, Certificate of Incorporation etc if any in

support of such disclosures along with tender.

If tenderer/contractor is a firm, i.e. partnership business, the names and addresses of

all the partners should be stated whether the same is registered under the Indian

Partnership Act. The Railway Administration shall always have the liberty to demand

the production of the original of the said documents and also to make such further

requisitions regarding the constitutions of the tenderer(s)/contractor(s) as may be

considered necessary.

07 The earnest money shall be accepted in any of the following forms :-

(a) In cash, deposited with Divisional Cashier, South East Central Railway, Bilaspur

Raipur or Nagpur. The deposit receipt issued by the Divisional Cashier to be attached,

in original with the tender.

(b) Deposit receipt, Demand Draft, FDR on State Bank of India or any other Nationalized

Bank drawn in favour of FA&CAO/SECR/Bilaspur duly indicating Account No and

Name of tenderer on receipt.

(c) Deposit receipt executed by the scheduled Banks (other than the State Bank of India

and Nationalized Banks) approved by the Reserve Banks of India for this purpose.

The Railways will not however accept deposit receipt without getting writing the

concurrence of Reserve Bank of India. Tenders not accompanied by earnest

money conforming to 07 (a). and 07 (b) above will not be considered and no

correspondence whatsoever will be entertained on this account.

8 It shall be understood that the tender documents have been sold/issued to the

Tenderer and the Tenderer is permitted to tender in consideration of stipulation

on his part and that after submitting his Tender he will not resale from his offer

or modify the terms and conditions there of in a manner not acceptable to the

administration, should the Tenderer fail to observe or comply with the said

stipulation the aforesaid amount shall be liable to be forfeited to the Railways.

9 The earnest money deposited by the successful tenderer will be retained as part

of the Security Deposit for due and faithful fulfillment of the contract. The

balance to make up the security deposit, the rates for which are given below,

may be deposited by the contractor in cash in the office of the Divisional

Cashier or may be recovered by percentage deducted from contractors “on

account” bills. Provided also that in case of defaulting contractor, the Railway

may retain any amount due for payment to the contactor on pending “on

account” bills so that the amount so retained may not exceed 10% of the total

value of the contract.

10 The security deposit/rate or recovery/mode of recovery shall be as under unless

otherwise specified in the special conditions in the tender.

(i) Security deposit (SD) for each work should be 5% of the contract value.

(ii) The rate of recovery should be at the rate of 10% of the bill amount till the full

security deposit is recovered.

(iii) Security deposit will be recovered only from the running bills of the contract

and no other mode of collecting SD such as SD in the form of instruments

like, FDR etc. shall be accepted towards SD.

Security deposit shall be returned to the contractor after physical completion of

the work as certified by the competent authority. Before releasing the SD and

unconditional and unequivocal no claim certificate from the contractor

concerned should be obtained.

No interest will be paid on the earnest money and security deposit or amounts

payable to the contractor under the contract. 11. Performance Guarantee:

The successful tenderer should give a Performance Guarantee in the form of an

irrevocable Bank Guarantee amounting to 5% of the contract value. The Performance

guarantee should be furnished by the successful contractor after the letter of

Acceptance has been issued. The agreement should normally be signed within 15

(fifteen) days after issue of letter of acceptance and the performance guarantee should

also be submitted within this time limit. Performance Guarantee shall be released after

satisfactory completion of the work. Wherever the contracts are rescinded, the security

deposit shall be forfeited and the Performance Guarantee shall be encashed and the

balance work shall be got done separately. The balance work shall be got done

independently without risk and cost of original contractor.

The original contractor shall be debarred from participating in the tender for executing

balance work. If the failed contractor is a JV or a partnership firm, then every

member/partner of such a firm would be debarred from participating in the tender of

the balance work either in his/her individual capacity or as a partner of any other

JV/partnership firm.

12 These instructions to the tenderer shall be deemed to form a part of tender document.

Non-compliance with any of the conditions set forth in this tender document is liable to

result in the tender being rejected.

13 SECR General Condition of Contract, Special Conditions of Contract, Instructions to

the tenderer(s) and stipulation made in the preamble to the various schedules and in the

foot notes of schedules and various items of works shall govern the works to be done

under this contract. Tenderer shall carefully study the GCC, standard specifications and

Special Conditions accompanying the tender form.

14 Special conditions of contract will take precedence over SECR’s General Conditions of

Contract. Any note appearing in the schedule of contract will take precedence over the

special conditions. Note at the foot of item of work shall take precedence over all other

notes, special conditions, SECR’s GCC.

15. All measurement, methods of measurement, meaning and intent of specifications of

interpretation of special conditions of contract given and made by the Railway or by

the Accounts – in Charge on behalf of the Railway shall be final and binding and shall

be considered as “Excepted matters” in terms of conditions No.63 of SECR’s GCC.

16 Change in Address: Any change in the address of the contractor shall be forthwith

intimated in writing to the Railways. The railway will not be responsible for any

loss/inconvenience suffered by the contractor on account of his failure to comply with

this.

17. Income Tax Deductions :In respect of works, the contract value of which is more than

Rs.5000/- each a deduction of 2% of the gross payment from each of the contractors

bills shall be made in terms of section 194(c)of the IT Act of 1961. Surcharge on IT if

applicable will also be deducted as per the prevailing rates.

18. Accepted Rates : The rates quoted by the tenderer and accepted by the Railway

Administration shall hold good till the completion of the work and no additional

individual claim shall be admissible on account of fluctuation in market rates, increase

in taxes and any other levies/tolls etc.

19 Excise duty, Sales Tax or any other Tax/Dues : The contractor/tenderer shall bear

full excise duty, sales tax, royalty and or any other taxes/duties levied by State

Government and or Central Government and /or local bodies from time to time. This

would be entirely a matter between the contractor and the State/Central Government

/local bodies and no claim whatsoever on this account shall be entertained by

Railways.

20 If State Government /local body modify or implement any new rule for tax/duty/

royalty during the tenure of the contract, the same shall be borne in full by the

contactor and work should not be allowed to be affected on this account. Any dispute

with State Govt. /local body shall be settled by the contractor on his own.

SPECIAL CONDITIONS OF CONTRACT AS PER (DGM)/G LETTER DATED-

06.07.2012

The hired vehicle will have to perform all the work of transportation of Railway officers and staff in Chhattisgarh area, to and fro and also as and when required, including Sundays and holidays as notified by the Railway Administration from time to time at the discretion of Railway for the period of 24 months (Twenty four) subject to the following terms and conditions:-

1 Penalty up to Rs. 500/- per occasion may be imposed in case of failure/ delay to provide vehicle, misconduct or failure to observe tender conditions.

2 Notwithstanding anything contained in the other clauses of the agreement, in the event of unsatisfactory service or any failure/ breach or non-observation at any time by the contractor of the terms and provision of this agreement to the satisfaction of the administration in all respects (which shall be the sole judge and whose decision shall be final), it shall be lawful for the

administration without prejudice to all or any other rights and remedies to make any other arrangements it may consider necessary and forthwith terminate this contract without any previous notice to the contractor and in case of such termination the security deposit shall be forfeited by the administration and contractors shall have no claim whatsoever against the administration in consequence of such termination of the contracts.

3 It will be the entire duty/responsibility of the contractor only to enforce Regulations/compliance of all labor laws, hours of employment, Insurance and any other Act/provision etc. enforced from time to time. South East Central Railway/RRB will be using the vehicle as a passenger only.

4 The contractor shall not sublet, assign or transfer this contract or any rights or benefits hereunder to any other person or persons, nor shall the contractor take any partners without the prior written consent of controller of the concerned department.

5 The contractor in addition to the indemnity provided by law shall indemnify the Railway administration against all liability whatsoever to pay compensation under Workmen Compensation Act 1923 as amended from time to time in respect of any accident/injury to any labour employed by him under this contract or compensation in respect of any claim arising out of or in the course of employment under this contract.

6 The contractor further agrees to keep the Railway administration indemnified against any and every other losses, damages by reason of the operation of this contract or by reason of any neglect default act or omissions on the part of the contractor or his workmen suffered by to any property of the Railway administration and or by or to any property of any other person lying or being on premises belonging to the Railway administration.

7 The vehicles will run in Chhattisgarh state. 8 At the end of every calendar month, the contractor shall submit his bills in

quadruplicate along with Xerox copy of Log Book of relevant period within ten days of the end of each calendar month to the controlling officer of the particular department, who in turn shall verify and forward the bills to FA&CAO/SECR/Bilaspur along with penalty statement, if any. Payment will be arranged by cheque or by EFT at the discretion of the Railway administration.

9 In case of the recoveries to be made, exceeds the security deposit, the

contractor shall further make good the deficiency in cash within 5 days of the date of demand to this effect.

10 Taxes will be deducted as declared/enforced by the State Government and Central Government from time to time.

11 Any claim, compensation arising out of any accident/injury to any person/party will be the liability of contractors and/or any litigation arising out of running/accident of vehicle or due to the person employed by the contractor etc. shall be dealt by contractor himself at his own cost. Railway will not bear any liability on any account.

12 The Railway reserves the right to terminate the contract at any time without assigning any reason thereof by giving 15-days notice in advance. The contractor shall not be entitled for any compensation in case of such termination.

13 The vehicle should not be more than 5 years old and in good fettle at the time of hiring. The condition and model of the vehicle will be inspected by the user before engagement. The vehicle should be suitably replaced if not approved by user.

14 The contractor shall quote monthly rate of hire of the vehicle. The rate shall be deemed to be inclusive of the following:

(i) All maintenance expenditure of vehicle i.e. major and minor repairs required for good running of the vehicle, petrol/ diesel, lubricants, all consumables.

(ii) Rate shall include the Driver’s salary, all types of taxes and fees payable to RTO department, Labour authorities, local & municipal authorities, taxes, levies, fees, toll taxes and all other charges, which are necessary for the continuance of the service under the contract.

(iii) Any other charges required for execution of this contract except as laid down in Tender Schedule.

15 One weekly off is permitted to the Driver normally on Sundays. However, it may be deferred to some other day at the discretion of officer in charge to whom the vehicle is attached.

16 Normal working hours may be advised by user department. However, the vehicle shall be available for all 24 hours for use as and when required. The Driver of the vehicle shall keep himself in contact with the officer in charge.

17 The driver shall maintain log book. The format for the same shall be provided by the user.

18 In the event of the vehicle being garaged in a place away from the duty point, maximum amount of 6 Kms shall be allowed for to and fro movement from garage and place of reporting and back.

19 The contractor shall possess the vehicles which he proposes under this tender/contract registered by competent authority in his name/company or firm’s name/partner’s name or shall have a power of attorney of the vehicle in his name/company or firm’s name/partner’s name.

20 The tenderer shall be required to submit papers, certificate (i.e. registration certificate, fitness certificate and insurance policy etc.) of the vehicles for verification by this office. Private vehicle shall not be accepted. Vehicle shall be passed in TAXI/MAXI quota.

21 The drivers put on the job by the contractor must always possess valid driving

license, registration papers, road tax paid receipts, etc.

22 The contractor shall be liable to honour Central and State Govt. laws, statutory

rules, regulations, notifications like legislation, local self-Govt./Municipal requirements etc. and shall be solely responsible for any breach thereof. Railway

stands indemnified against any penalty/prosecutions consequent to the violations

(deliberate or inadvertence) by the contractor or his employees, representatives etc.

23 The quantities shown in the schedule are approximate and meant to give the

tenderer(s) an idea of the quantities of work involved. The Railway reserves the right to add/delete any item(s) and to increase/decrease the quantities by 25%.

24 The vehicles supplied should be neat, clean and in good fettle. The drivers must be

well dressed and in white/grey uniform.

25 The quoted monthly hiring rates shall be firm and no price variation clause will be

applicable during the currency of the contract/extended period. However, price variation shall be permitted for running charges (Per Km) on quarterly basis using

the following formulae :

Amount to be paid = Amount due as per ordered rate x fuel price as on 1st day of

the quarter/base fuel price as on date of tender opening or negotiation ( if any)

For the purpose of the price variation clause, retail selling prices of high speed

diesel or normal motor spirit ( petrol) applicable at the concerned city where the vehicle is hired/generally running, obtained from the divisional office of

IOC/BPC/HPC shall only be considered, Prices of branded products i.e Extra

mile/Turbojet/High speed or Extra premium/Power/Speed etc shall not be

considered.

26 Unless otherwise specified in the special conditions. If any, the Security Deposit /rate of recovery/mode of recovery shall be as under:-

(a) Security Deposit for each work should be 5% of the contract value.

(b) The rate of recovery should be at the rate of 10% of the bill amount till the full

security deposit is recovered.

(c) Security Deposit will be recovered only from the running bills of the contract and

no other mode of collecting SD such as SD in the form of instruments like BG, FD etc. shall be accepted towards Security Deposit.

The successful bidder shall have to submit a performance Guarantee (PG) within

30 days from the date of issue of letter of acceptance (LOA). Extension of time for

submission of PG beyond 30 days unto 60 days from the date of issue of LOA may

be given by the Authority who is competent to sign the contract agreement, However, a penal interest of 15% Per annum shall be charged for the delay beyond

30 days i.e 31 st day after the date of issue of LOA . In case the contractor fails to

submit the requisite PG even after 60 days from the date of issue of LOA. The

contract shall be terminated duly forfeiting EMD and other dues, if any payable

against the contract. The felled contractor shall be debarred from participating in

re-tender for that work. Mobile phone should be provided to the vehicle drivers.

29 Standard GCC of SEC Railway along with latest up to date Correction slip will be

applicable to settle any dispute.

Additional Special Conditions of Contract

1 The lump sum monthly charges /rate per Km includes major/minor

repairs, servicing of vehicle, cost of fuel, lubricants, insurance and any other consumable required from time to time, drivers salary and other allowances, all taxes, duties incidental charges, penalties etc as imposed by Central/State/Local Government bodies for running of vehicle shall be paid by the owner of the vehicle.

2. The vehicle shall be well maintained /running condition. 3. The vehicle must have one full seat facing front behind the drivers seat.

The vehicle must also have proper anti theft locking arrangements. 4. Payment for hire charges will be made once a calendar month after due

verification of log book and necessary certification by the Railway

official. It may be delayed one month that is vehicle engaged in a month will be due for payment in next month which may be delayed for another month also in processing bill in accounts.

5 Availability of mobile phones with the vehicle drivers is compulsory at no extra cost. Mobile should be complete with live SIM card and contractor has to submit certificate in compliance with this condition while submitting the bill in the following form :-

“It is certified that I have provided functional mobile phone No…………to the driver of the vehicle employed during the period in

question.”

In violation of the above condition a penalty of Rs.1000/- will be imposed per month.

6 In case the vehicle is detained out of station overnight, neither any extra charge nor any accommodation will be provided by Railway for well bring of the driver of the vehicle.

7. The complete responsibility for safe running of vehicle will be on the vehicle owner only. Railway will not be responsible for any damage or accident to the vehicle.

8. The tender documents in which tenderer(s) submit tender shall become property of the Railway and the Railway shall have no obligation to return the same to the tenderer(s)

9. For late reporting of the vehicle, by maximum of 3 minutes administration reserves the right to levy a fine of Rs.200/- per day.

10 Any litigation/claims/compensation arising out of any accident during the course of work/use of vehicle, the vehicle owner/driver shall be

solely responsible. 11 Conditional offer with Petrol driven vehicle in place of diesel vehicle &

vice versa will be rejected summarily. 12 Normal working hours will be 12 hours i.e. 8.30 to 20.30 hrs. However,

the vehicle shall be available for all 24 hours for use as and when required for which no extra payment will be made.

13 In case of willful act of discontinuing vehicle of on account of avoidable

circumstance like strike etc. a penalty of Rs.1000/- [per day in addition of daily rate of monthly charges. Railway has reserve the right to terminate the contract without furnishing any reasons and notice to such act of all sudden discontinuing of a vehicle.

14 During the contract period, vehicles will be utilized for Railway’s use only. Tenderer is not permitted for other use during rest or any other periods.

15 Railways reserve the rights to issue the order for the engagement of the vehicle in part according its suitability.

16 Railways reserve the right to terminate the contract in parts for the number of vehicle which has not been supplied after issue of requisite notices.

Instruction for downloading of tender documents from Internet & its submission.

1. The tender documents for this work can be obtained from the internet at S.E.C.Railway Website

www.secr.indianrailway.gov.in and the offers can be given on the same subject to the

conditions given below which will be carefully studied by the intending tenderer (s) and offers

submitted accordingly.

2. The tender documents shall be carefully downloaded from the website mentioned above and the

same shall be printed carefully and arranged as per the index. The tender documents so

downloaded shall be complete in all respects, which shall be the sole responsibility of the

tenderer (s), and the Railway shall not be liable for any mistake/loss or corruption of data in

downloading and/or printing. The end of tender documents has been marked in bold letters as

“END OF TENDER DOCUMENTS” on separate page in the uploaded document, which

may checked while downloading the tender document to ensure that the complete tender

documents has been downloaded. The tenderer(s) must also compare the document as printed

with the document as uploaded on the website. The tenderer(s) shall sign the undertaking

given below in para 10 failing which the offer given by him/them shall be summarily

rejected. 3. A master copy of the document downloaded from the website mentioned above shall be kept in

The tenders submitted without the requisite cost of tender documents in appropriate

form shall not be considered.

6. The tenders shall be filled up after carefully study of the documents and the site and any

clarification required may be obtained from the tender inviting authority whose address is

given in the tender documents.

7. The tenderer (s) downloading the documents from internet must keep themselves updated

through the website from which the tender document is downloaded regarding corrigenda, if

any, to the notice inviting tender or the tender or the tender documents, which shall be

uploaded in the same website and also published in newspaper. The offer received without

such corrigenda published shall be liable to be rejected.

8. Any willful changes / deletion / addition in printing carried out in the tender documents

shall be viewed very seriously, whether detected at the time of opening/award of

tender or after award of work and the same may result in penal action including
