(1) PARTICULARS OF THE ORGANIZATION, FUNCTIONS AND DUTIES:

The Ankapalli Excise unit is located on the southern side of Visakhapatnam Revenue district.

The excise unit comprises of (33) Mandals including (3) Municipalities i.e. 1) Anakapalli

2) Narsipatnam, and 3) Yelamanchalli. The population as per 2011 Census is 37,23,563

covering the entire Anakpalli Excise unit. As per the recent Government order the

Anakapalli Municipality is merged with Greater Visakhapatnam Municipal Corporation. In

the Ankapalli Excise unit among (33) Mandals (13) Mandals are under agency area and

another (5) Mandals are bordering agency area.

The Prohibition & Excise unit of Anakapalli consists of Nine Prohibition & Excise

Stations, four Border Mobile Patrolling Partys, one Prohibition & Excise Superintendent Task

Force and the Office of the Prohibition & Excise Superintendent, Anakapalli. The details of

the Prohibition & Excise Stations and the mandals with their population are as follows:

Organisational Chart

The Proh & Excise Superintendent, Ankapalli heads the Prohibition & Excise unit and Asst

Proh & Excise Superintendent, Ankapalli will assist the Prohibition & Excise Superintendent

in all matters of administration. The Ankapalli Excise unit consists of (33) Mandals including

(3) Municipalities. The Excise Units is functioning with (9) Prohibition & Excise Stations , i.e

Anakapalli, Chodavaram, Yelamanchali, V.Madugula , Narsipatnam , Chinthapalli ,

Payakaraopeta, Paderu and Araku headed with Station House Officers who are of the rank

of Prohibition & Excise Inspectors. Besides the Prohibition & Excise Stations there are (4)

Border Mobile Patrolling Parties & (1) Task Force i.e B.M.P.P-I Araku, B.M.P.P-II Paderu,

B.M.P.P-III Chinthapalli, B.M.P.P-IV Narsipatnam and ESTF, Anakpalli headed with Proh. &

Excise Inspectors

(2) THE POWERS AND DUTIES OF OFFICERS & EMPLOYEES (1) Prohibition & Excise Superintendent

4. Submission of fortnightly diaries to the Prohibition & Excise Superintendent 5. Crime cases review of P&E Stations in the jurisdiction 6. Inspection of atleast 15 toddy depots or shops in the district in a month

7. Enquiry of petitions and disciplinary cases as assigned by the Prohibition & Excise Superintendent

8. Conducting / organizing raids with Excise Superintendent teams and also coordination with staff of other stations and enforcements

9. All ID (A) Category villages should be raided personally once in a month 10. Conduct route watch atleast twice in a week 11. Visit a checkpost during the month 12. Patrolling of border areas with a view to check illicit transport of all excise items 13. AP&ES will be in-charge of ESTF 14. He should gather intelligence on ganja cultivation and control the crime 15. Conduct inspections atleast 2 Methanol units in a month

(3) Station House Officers

1. Administration of Excise Station 2. Maintenance of General Diary 3. Investigation and charge sheeting of all crimes 4. Maintenance of all records in the Station 5. Collection of intelligence of excise crimes 6. Ensure prevention and detection of all Excise Crimes in his SHO limit and work

under over all supervision of Assistant Commissioner of Proh. & Excise (Enft), on matters pertaining to crime

7. Maintenance of dossiers Sheets of Excise Offenders 8. Maintenance of Security of Government property and contraband 9. All other duties assigned by the superior officers from time to time 10. Inspection of the toddy shops / Depots once in a month 11. Visit all the villages categorized as a village (more important villages from the

point of view of Excise crime) one in a week and ‘B’ and ‘C” category villages once in a month

12. Checking of topes in his jurisdiction 13. Tour for minimum (20) days, with at least (5) night halts in a month 14. Strict implementation of MRP as well as prevention of Grave Crimes /

Irregularities by the IML licensees 15. Collection of Excise Revenues including arrears 16. Conducting enquiries about the payment of ex-gratia to tappers (within a week) 17. Sending factual report on the same day to the Prohibition & Excise

Superintendent on all the items published adversely in the daily news papers 18. Organising beat system and to initiate Sample Signature Registers 19. Conducting and organizing regular route watches in a month 20. Should inspect all methanol units in his jurisdiction. 21. He should submit tour diaries to the Prohibition & Excise Superintendent.

(4) Prohibition and Excise Sub-Inspectors

1. The jurisdiction for P&E Sub Inspectors shall be allotted by the P&E Superintendent on rotation basis every year

2. To assist the SHO in all matters of Administration of Proh. & Excise Station 3. Investigation, Writing of the case diary including charge sheeting of cases

entrusted to him by the SHO 4. Collection of intelligence of Excise crime in the SHO limits particularly in Mandal /

area jurisdiction allotted by SHO 5. Prevention and detection of all excise crimes 6. Inspection of Toddy shops, Toddy Depots (and also topes) 7. Drawl of sample and conduct of spot test of toddy 8. Visit all the villages in a Mandal / area allotted to him once in a week in B & C

category of villages and very frequently in ‘A’ category villages 9. (20) days tour with minimum (5) nights halts in a month 10. Collection of information relating to implementation of MRP and prevention of

irregularities by IML licensees 11. Collection of Government Revenue including arrears 12. Inspection of beat duties of Constables / Head Constables 13. Attending to court work during trial of cases and obtaining the copies of the

judgments for further processing 14. Service of summons and execution of warrants / NBWs 15. Inspection of Kits 16. Conducting weekly 3 route watches 17. Any other work entrusted by the Superior Officers 18. Submit weekly diaries to the Station House Officers

(5) Prohibition and Excise Head Constables

1. To assist the SHO and P&ESI in day to day matters of administration of Prohibition & Excise Station in the area allotted to him by the SHO

2. Service of summons and NBWs 3. Collection of information about Excise Offences, Surveillance on Bootleggers 4. Checking of Beat duties of Constables 5. To assist the SHO in maintenance of Dossier sheets of Excise offices 6. Visit of villages allotted by the S.H.O/P&ESI 7. Participation in raids along with SHO /PESI 8. Maintenance of prisoners search register 9. Collection of intelligence on implementation of MRP, NDPL /Spurious liquor /
