Notice Inviting Tender No. “21” of 2015-16 called by the Executive Engineer, Bankura Division, P.W.D.
The Executive Engineer, Bankura Division, P.W.D. invites sealed tender form W.B.F. No. 2911(ii) with upto date corrigendum and addenda for the under mentioned work at the estimated cost from the tenderers eligible to partcipate against noted work. Detailed notice inviting tender, special terms and conditions, specifications of item of works etc. may be seen in the
aforesaid office on every working day between 11.00 A.M. to 5.30 P.M. & through website: www.pwdwb.in.

TERMS AND CONDITIONS
THE APPLICANTS ARE REQUESTED TO ATTEND THIS OFFICE DURING SUBMISSION OF APPLICATION FOR VERIFICATION OF SIGNATURE.
1. The intending tenderers will have to produced original papers and one set of photo copy with self attestation with full signature of requisite credentials, Pan card of income tax, Professional Tax Challan etc. which will have to be valid upto the date of opening of tender, otherwise the tenderer will not be allowed to participate in the tender.
2. The payment will be made as and when fund will be available from the concerned source. No claim, whatsoever, for delay in payment, if any, will be entertained. Contractors are requested to quote their rates accordingly.
3. The earnest money of all the tenderers other than the 3 (Three) lowest tenderers will be refunded within 10 (Ten) days after receipt the tender documents and 2 (Two) lowest tenderers out of 3 (Three) tenderers will be refunded within 7 (Seven) days after issuance of the work order to the lowest tenderer on receipt of prayer for the same.
4. Legible signature / specimen signature on the tender forms by the contractor should at least be super scribed with full value of the signatory on page no. 2 & 3 for its proper identification.
5. Earnest money instruments in the shape of Demand Draft / Pay order / Bankers Cheque from any Nationalised/Schedule Bank shall be payable at Bankura and should be drawn in favour of the Executive Engineer, Bankura Division, P.W.D. failing which tender will be treated as informal.
6. During the process or subsequently if it is found that the document submitted by the intending tenderers during their application for obtaining permission to participate in the tender are false, fictitious etc. then the person or agency will be liable for criminal offence and action will be taken accordingly.
7. All agencies are requested to be present at the time of opening of the tender otherwise no claim will be entertained later on. If necessary table bid may be held on the same day after opening the tender.
8. If the Departmental materials (Cement, Steel & Bitumen) shall be issued to the contractor from any departmental stack yard during execution of work under Bankura Division, P.W.D. and subsequently it will be recovered from the bill as per norms of the department.
9. In case of own supply or if in any case, testing of materials is required, the cost of testing will have to be borne by the agency.
10. All contractors have to be registered themselves under the Building and other Construction workers (Regulation of Employment & Conditions of Service Atc. 1996) and as per Welfare Cess Rule 2004, 1.00% Cess will be recovered from the contractors bill for building and other constructional works.
11. Tenderer will not be allowed to participate in the tender, whose performances found unsatisfactory for previous work under this division. In this connection, decision of the Executive Engineer, Bankura Division, P.W.D. will be final and binding.
12. If any defect is found after the completion the work, agency will be bound to rectify it at his own cost within the period of security. Otherwise department will rectify it with the help of other agency or departmentally and cost thereof will be deducted from the security deposit.
13. Agency will perform proportionate work in proportionate time otherwise clause II will be imposed. No extension of the time will be granted except in special circumstances.
14. In case of bituminous work, agencies have to bring necessary (Machineries, Tools & Plants as per specifications mentioned in the priced scheduled) at the working site at his own cost. Otherwise no departmental materials will be issued or not to be allowed to execute the work.
15. All agencies are requested to incorporate proper address in block letters and Mobile Phone No. / Correspondence phone no if any, should be noted in the proper place as indicated in priced schedule. Work order and other letter if not reached to the agency due to wrong address or due to ambiguity in address, entire responsibility will be borne by the agency.
16. The eligible tenderers shall obtain permission to purchase the tender documents as well in advance to guard against any difficulty due to possible absence from head quarters of the officers for issue of tender documents.

17. All tenderers or his authorised representative is requested to present personally during the opening of tender and to sign the tender opening register as witness.
18. No person will be allowed to quote rate on the basis of legal power of Attorney conferred to him by the Firm / Agency except in circumstances where necessary prior Govt. approval has been obtained.
19. Rate should be quoted in both words and figures, failing which the offer will be treated as informal. 20. Tender(s) once submitted shall remain valid for a period of not less than Ninety (90) days after the dead line date
for submission of Tender (s). 21. Executive Engineer-I, P.W.D, Bankura Division, Reserves to right to reject the lowest tender or all the tenders
without assigning any reason thereof and Executive Engineer-I, P.W.D, Bankura Division is not bound to accept the lowest tender also.
22. Before issuance of the tender paper, if demanded by authority, the agency should present himself with original paper or should be represented by power of attorney holder with original papers.
23. Clause 17 condition of contract of the printed W.B. Tender Form No. 2911 (i) & 2911(ii) shall be substituted vide order No. 177-CRC/2M-57/2008 Dated 12.07.2012 Secretary, PWD, Government of West Bengal.
24. Clause 25 of the condition of contract of the printed W.B. Tender Form No. 2911 (i) & 2911(ii) is omitted vide G.O. No. 558/SPW Dated 13.12.2011 of P.W.D., Government of West Bengal.

Supplying fitting and fixing P.V.C. door shutter of
approved quality & shade in position, the style &
rail of the P.V.C. door shutter will be made of
rigid P.V.C. multicavity hollow chamber of 59
mm x30 mm section with 2.0 mm (+/-0.2 mm)
wall thickness.Horizontal & vertical section shall
be fixed to each other by self tapping screws
and 1 solid polymeric or M.S. galvanised tubular
'L' shaped bracket 100mm x 200mm in each
corner of the shutter frame for placing hinges.
Polymer based multicavity hollow section of 120
mm x30mm with 2.0 mm (+/- 0.2 mm) wall
thickness will be fitted in the middle, reinforced
by solid polymer bar of 200 mm long at both
ends and screws from both sides as lock rail.
The section frame will then be fitted in by PVC
panels of size 100 mmx25 mm with wall
thickness of 1.2 mm (+/- 0.2 mm) and 2 nos. of
6 mm dia bright rod will be inserted horizontally
with both side check and nut system and
stretches where fixing of hinges / hasp bolt /
tower bolt / door ring are required to be strong
enough to with stand wear and tear. The rate is
